1. BASIC INFORMATION REGARDING PKN ORLEN
PKN ORLEN is the largest manufacturer and distributor of fuel products in Poland. Following
the aggressive development and expansion strategy, it has experienced a rapid growth of
operations lately. After acquiring production assets in Czech Republic in 2005 and Lithuania
in 2006, it has become a key player in the downstream industry in Central Europe region,
with core business concentrated on crude oil processing into a wide range of such products
as unleaded gasoline, diesel oil, furnace oil, aviation fuel, plastics and petrochemicals.
Simultaneously to the business growth, PKN ORLEN consequently looks for IT solutions that
effectively support key areas of its dynamic business. It is expected to select and implement
IT systems to enable streamlined management of its operations along integrated
international supply chains. As part of this plan, PKN ORLEN considers an implementation of
modern Primary Logistics Scheduling (PLS) solution to support own logistics management
processes. For this purpose PKN ORLEN plans to perform reengineering of both business
processes and IT systems to get a business solution that improves overall logistics
management.

2. PROJECT SCOPE
The subject of this request is implementation of the Primary Logistics Scheduling (PLS)
solution according to PKN ORLEN requirements and its integration with all other tools
currently used by PKN deemed necessary for the PLS business process.
Exclusive list of systems (tools) verified and selected in the RFI process, that might be used
to prepare solution include following items:
•
SAP TSW (Traders and Schedulers Workbench)
•
M3Tech – SIMTO
•
IBM – ILOG
•
QUINTIQ - Advanced Planning and Scheduling
The expected scope of implementation includes major groups of functionality associated
with:
•
Operational Schedules – includes the key operational decisions about transports to
be made between system major points (e.g. production plant or depots. Master
Schedules should be generated and split for each part of logistics network in PKN
ORLEN e.g. refineries, own and third parties depots, customers, suppliers and also
rail and pipe transportation service providers. Fuel and nonfuel sale contract
fulfillment should be addressed as well.
•
Receipts Schedules - understood as a plan of scheduled product deliveries, empty
rail-cars movements as well as fuel additives deliveries e.g. esters, alcohol, premium
fuels additives etc. Schedules should be generated for each part of logistics network
in PKN ORLEN e.g. refineries, own and third parties depots, customers, suppliers
and also rail and pipe transportation service providers.
•
Compulsory Stock Schedule (mandatory reserve allocation schedule) – the set of
decisions where (in which depot) the compulsory stock should be locked in the PKN
ORLEN logistics network according to necessary compulsory stock total volume.
•
RTC Projection Worksheet - the projection of available RTC in each of logistics
network nodes (depots/refineries) on certain date of the schedule, based on
transportations schedules, RTC planed outages, possible changes in RTC
assignment due to cleaning etc.
•
Stock Projection Worksheet – the projection of stock volumes on certain date of the
schedule, based on actual stock information, demand forecasts and the agreed
schedules for product deliveries to the depots. This is considered as the main
management tool to allow correctly allocate product supplies and to manage the total
volume of stock in whole logistics network (including the allocation of compulsory
stock).

3. INITIAL SCHEDULE OF THE TENDER PROCEDURE

attend the RFP process , along with the information required in point. 4

PKN issues the detailed (full content) RFP documentation to the Vendors
that confirmed the intent to attend the RFP process
4. REQUIREMENTS FOR PARTICIPATION IN THE RFP PROCESS
This document is just an invitation to attend the RFP process, thus does not present the
details describing the subject of the expected Response. To let Tenderers become better
acquainted with our business context, existing IT landscape and our particular requirements
regarding PLS solution, PKN ORLEN has prepared a detailed RFP document. To obtain the
detailed (full) RFP a Tenderer should provide PKN ORLEN with the cover letter confirming
the intent to attend the process together with brief confirmation that a Tenderer has required
expertise and experience in providing the solutions as requested in the RFP.
In addition the Tenderer shall provide at least one major reference concerning the
implementation of Primary Logistics Scheduling using one of the tools listed in this document
in section 2. Apart from a general description of the scope and specific features of the
implementation, PKN ORLEN requires information on the aspects of business change
achieved as a result of the implemented solution. The references should concern
implementations of the comprehensive solution constituting the subject of the proposal. The
references shall specify:
1. key client data – industry, size, market presence,
2. contact details to a person who can confirm the reference (The Tenderer
should also ensure the possibility of a reference visit),
3. duration and completion date of the project,
4. scope of implementation of the referenced solution
5. scope of The Tenderer’s responsibility in the implementation project,

PKN ORLEN will verify the Tenderer information and will decide whether the Tenderer meets
all the obligations to receive the full RFP package. The decision will be based on internal
PKN ORLEN criteria which are not going to be published to the Tenderers. No claims may be
made against PKN ORLEN by Tenderers due to the above. PKN ORLEN does not plan any
appeal procedure during the RFP process and after completion thereof.
