SUBJECT: The Violin project strives to achieve the following goals:
a) Define enhanced guidelines a create a new accessibility standard, starting from the W3C accessibility guideline,
which can be used to create web sites with information, which could be automatically voice-browsed via telephone
using the "VIOLIN" system, with a natural conversation. Following these enhanced guideline, it will be possible to
create online services which can be accessible in the traditional "w3c" sense, but also accessible via natural
conversation over the phone using the "VIOLIN" framework.
b) Extend the current VIOLIN framework to enhance its ease of use and the flexibility of the navigation and user
interaction
c) Create a Certification Body, which is able to provide consulting and site certification of online service, as
compliant to traditional accessibility, and accessibility with the phone conversation system "VIOLIN".
d) Show with a practical case study with a public administration site Violin-certified, how these guidelines and this
framework do contribute in eliminating the digital divide, providing enhanced accessibility to the information,
regardless from the use of the PC and the Internet itself.
e) Propose the Violin guidelines as RFC for W3C standardization.
Results foreseen from the project:
1) Creating a Certificating Consortium W3C WAI 2.0 + VIOLIN, nation-wide
2) Creating the VIOLIN system, as a framework which can be immediately used as an accessible access system,
which can be installed and deployed in ASP mode (Application Service Provider)

Title : Human Rights and Conflicts
ABSTRACT: The Department of Legal Culture at the University of Genoa is preparing a research project under the
present call for proposals within thematic area 1.7. Citizens and Governance in a knowledge based Society.
They are interested in potential partners i.e. research institutes/centres, enterprises and firms, ONG, for the
following research areas:
- the perception of human rights and their violation in conflicts occurring in different social, cultural,
psychological and political contexts. For this research line possible partners should be located in one or more of the
following countries: Cyprus, Czech Republic, Estonia,Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and
Slovenia.
- human rights in European foreign policy as well as home affairs policies (e.g. status and treatment og migrants,
asylum seekers and refugees). Any EU Member State.

DESCRIPTION:
The objective of the project is to examine the social, political, cultural and other factors that lead to violation of
human rights and identify options forbetter safeguarding the rights of individuals and populations at risk. The
research will start from the analyses of different types of conflicts (social, cultural, psychological and political,
domestic or international conflicts, including war) and the exam of philosophical, sociological and juridical
foundations of human rights principles (including international conventions and especially the European Charter
of Fundamental Rights). The exam of the different foundations is aimed to individuate their relation with the
prevention or repression of human rights violations in the previous analysed conflicts. Especially the research will
focus on relations between universalistic and gendered analysis human rights, the human rights associated with
vulnerable groups; conduct in wartime, torture, genocide, ethnic cleansing and the role of international justice and
policy, with special regard to the European policy in preventing and resolving them.

German association of technology-driven SMEs in the area of innovative materials would like to co-operate with
similar groups, networks or associations of SMEs to stimulate joint research and technology transfer.
Technology development is increasingly complex since materials respectively material characteristics can be
examined and changed on smaller and smaller scales. RTD teams have to be highly specialized and interdisciplinary
at the same time. SMEs are one of the most important incubators of demand orientated innovations in the sector.
Europe wide potential partners for RTD co-operations do not know each other. Because of their widespread limited
capacity of financial, human and time resources SMEs have to concentrate on their daily business. Therefore the aim
is to identify partners in Europe and stimulate co-operation. The overall aim is to Establish a Paneuropean network
of technological excellence and joint research projects of SMEs.
Cooperation between technology based and research intensive companies will be stimulated.
National advanced material networks will be connected in Europe.Creation of an innovation friendly environment.
Innovation barriers in SME and cultural barriers will be overcome.

artificial intelligence more specifically machine learning using the concept of vector decision trees and will be
available trough internet as an general ODL tool.

Background
Improved use of pesticides in agriculture is a potential topic for the reduction of pollution of the environment.
Harmful chemical substances used in agriculture may indirectly or directly threaten the health of agricultural

workers during pesticide handling, application, or other forms of exposure. Pesticide drift and runoff may lead to
environmental contamination of soil, ground and surface water, and food crops, resulting in indirect effects on
humans through pesticide residue intake from contaminated food and drinking water. Improved use of pesticides
requires knowlegde about pesticide fate and exposure, which are described through the three main processes:
transport, degradation and sorption.
The European Parliament and the Council provides for the development of a Thematic Strategy on the Sustainable
Use of Plant Protection Products (PPPs) with the objective of reducing the impact of PPPs on human health and the
environment and more generally of achieving more sustainable use of PPPs. To report and monitor the progress
made in achieving the objectives of this strategy require harmonised environmental indicators for risk of PPPs that
can be used across EU member states. Most indicators currently used include quantitative changes in volumes used
and application frequency. But, because of the different physico-chemical properties of PPPs, such parameters do
not necessarily correlate with the decrease in risk. Therefore, other types of indicators are required that deal with
effects on non-target organisms and environmental compartments. During the last years our institute has gained
experience from use of the indicator model “Environmental impact quotient” (EIQ) in the work with quantification
of environmental load of pesticides. These indicator models can be grouped into three categories according to their
objectives: 1. Decision aids for farmers to select least toxic pesticide, 2. Research and policy tools for use by
government, industry and science to measure trend of pesticide loads to environment from small plots to larger
regions or countries 3. Eco-labelling systems as documentation of crops grown with use of the least toxic pesticides,
designed to influence consumer opinion and market behaviour.
Our institute has a research group with international experience from projects within the 5th and 6th Framework
Program of EU dealing with pesticide exposure, effects and modelling. Exchange of scientist for competence
building and research collaboration within the above mentioned topics are of highly interest. Postdocs and PhD
students are welcome to stay at our institute

3. Konferencja nt. “Environmental Toxicology and Chemistry”, Lille, Francja, 22-26 maja 2005
The Society of Environmental Toxicology And Chemistry (SETAC) is organising a conference entitled 'The raison
d'être of environmental toxicology and chemistry: From obvious to tedious effects in a changing world', to take
place in Lille, France, from 22 to 26 May.
The aim of the conference is to exchange news and views between environmental scientists, toxicologists, chemists,
epidemiologists, social scientists and experts in economics, policy making, as well as between academia, industry
and government.
Special emphasis will be given to multiscale approaches to evaluating ecosystem health, and international
cooperations working on harmonising risk assessment and management. The meeting will be an opportunity to learn
more about EU coordinated research programmes, research needs for new EU legislation (including the water
framework directive and the REACH directive) .

The technical sessions are to focus on both 'classical' topics, including sources, fate, sampling, analysis, effects,
biomarkers, risk assessment, and risk management, as well as on special topics referring to the theme of the
conference.

7. Program IST musi być kontynuowany, ale z pewnymi reformami – podsumowano w pięcioletniej ocenie
programu
Program badawczy pt.: Europejskie Technologie Społeczeństwa Informacyjnego (IST) jest wyjątkowym źródłem
finasowania i dlatego powinien zostać wzmocniony – wynika z konkluzji panelu ekspertów, który dokonał
pięcioletniej oceny programu. Przewodniczącym panelu był prof. José Mariano Gago, były Minister ds. Nauki i
Technologii Portugalii. Panel przeanalizował efektywność programu IST w latach 1999-2003.
W raporcie końcowym panel ogólnie ocenił program jako „pozytywny”, zwracając uwagę na fakt, że efektywnie
promuje on międzynarodową i instytucjonalną współpracę w obrębie UE oraz że nie istnieją ani nie mogą powstać
żadne podobne inicjatywy na poziomie narodowym. „Europejskie programy IST są czymś wyjątkowym i muszą
zostać wzmocnione” – stwierdzono.
Na konferencji prasowej w Brukseli, której celem było zaprezentowanie wniosków panelu, profesor Gago naświetlił
kilka ważniejszych osiągnięć programu, w szczególności rozwój i normalizację telefonii komórkowej oraz
wprowadzenie superszybkich sieci naukowych, takich jak GÉANT czy GRID. Patrząc perspektywicznie dodał, że
aby utrzymać globalną konkurencyjność Europy, program powinien bezzwłocznie uwzględnić cyfrowe publikacje
naukowe oraz ich archiwizację.
Panel podkreślił również konieczność kontynuacji zarządzania programem badawczym IST za pośrednictwem DG
ds. Społeczeństwa Informacyjnego – jednostki oddzielonej od reszty administracji UE. Uzasadnieniem tego jest,
zdaniem członków panelu, fakt, że DG ds. Społeczeństwa Informacyjnego posiada odpowiednie kompetencje do
wdrażania zarówno programu badawczego IST jak również polityk IST.
Jednakże pomimo ogólnie pozytywnej oceny programu, panel zgłosił kilka uwag. Najważniejszą z nich była kwestia
gwałtownego spadku uczestnictwa w programie małych i średnich przedsiębiorstw (MŚP) w Europie. W
okresie poddanym ocenie udział MŚP obniżył się z 25 do 15 procent – jest to tendencja, którą Komisarz ds.
Społeczeństwa Informacyjnego i Mediów, Viviane Reding, określiła jako „nie do przyjęcia”.
Profesor Gago i jego panel wierzą, że przyczyną tego spadku było wprowadzenie nowych instrumentów dla
uczestników. „Wielkie Projekty Zintegrowane są ukierunkowane na stworzenie masy krytycznej, ale ich
zastosowanie nie było wystarczająco dobre, a biurokracja była zbyt duża. Jeżeli nie powstrzyma się tego ciągłego
wzrostu biurokracji, zniszczy ona badania naukowe w Europie” – ostrzegł.
Komisarz Reding, zapytana co może zrobić, aby zmniejszyć biurokrację w ramach programu IST, zgodziła się, że
jest to duży problem, ale zaznaczyła, że Komisja nie jest w stanie sama podjąć pewnych decyzji. „Zainicjowałam
już rozmowy z Parlamentem Europejskim na temat np. podejmowania decyzji finansowych. Obecne szczeble
kontroli dążą do wyeliminowanie ryzyka finansowego, ale badania naukowe są związane z podejmowaniem ryzyka,
tak więc ta sytuacja przynosi skutek odwrotny od oczekiwanego. Jednakże reformy mogą zostać przeprowadzone
przy współpracy Parlamentu, Komisji i Rady” – dodała.
Panel zauważył również, że unijnych celów ogólnych na rzecz społeczeństwa informacyjnego nie można osiągnąć
wyłącznie przy pomocy badań naukowych i że konieczna jest dlatego ulepszona polityka IST. Sfery działania
obejmują ulepszone regulacje i polityki na rzecz stworzenia nowych rynków dla technologii, środki ukierunkowane
na wsparcie innowacji i na poprawę przyswajania wyników badań oraz potrzebę poruszenia kwestii ryzyka i
bezpieczeństwa w ramach jednej, spójnej struktury.
Panel ostrzegł również, że stworzenie nowego mechanizmu unijnego na rzecz wspierania badań podstawowych,
takiego jak Europejska Rada Naukowa, nie powinno umożliwiać prowadzenia badań podstawowych poza dziedziną
tematyczną IST. „Na ogół w ramach dziedziny tematycznej IST badania podstawowe i stosowane muszą być
prowadzone w bliskim powiązaniu i dlatego powinny zostać umieszczone w jednym programie” – stwierdzono w
raporcie. Profesor Gago, poproszony o wyjaśnienie tego stwierdzenia, podkreślił, że panel nie miał nic przeciwko
prowadzeniu badań podstawowych w ramach odrębnej struktury.
W podsumowaniu prof. Gago i jego panel przychylili się do wniosków o zwiększenie ogólnego budżetu UE oraz
argumentowali, że IST powinien nadal reprezentować jeden z największych obszarów finansowania w ramach
programu ramowego. „Program IST jest ważnym atutem dla Europy i musi być kontynuowany” – zakończył.

8. Nowy serwis dla akcji Marie Curie w 6 PR
In order to develop and enhance human resources in the European Research Area (ERA), and thereby improve
Europe's attractiveness to researchers and overall research performance, the EU supports human resources and
mobility activities, named Marie Curie Actions. CORDIS, the Community Research and Development Information
Service, has now launched a new information service that assembles information on participation in these schemes.
The Sixth Framework Programme (FP6) human resources and mobility activity has a budget of 1 580 million euro
to offer financial support for the development of world-class human resources in the European research system.
The new CORDIS service provides an overview of the training, mobility and career development opportunities
covered under FP6, as well as detailed information on how to participate in the various Marie Curie schemes
available. It provides detailed information on each of the types of funding available, whether they are host-driven
actions, such as the Marie Curie Research Training Networks or Fellowships for the Transfer of Knowledge, or
individual-driven actions, like Marie Curie Intra-European Fellowships or Incoming International Fellowships.
Actions for the promotion and recognition of excellence, such as Marie Curie Excellence Grants or Marie Curie
Chairs, are also covered, as are return and re-integration mechanisms like Marie Curie European Reintegration
Grants. Finally, there is a specific section on cooperation with Member States and associated countries.
Each of these sections provides background information on the type of scheme, and publishes the open calls for
proposals. Each section also includes detailed information on how to apply for funding according to each type of
action, and guidance on how to manage the project.
These opportunities are open to researchers of all ages and levels of experience, regardless of nationality, and are
open to researchers in all fields of scientific and technological research from the EU Member States, from countries
associated with FP6 and from third countries. The new CORDIS service aims to support the Marie Curie actions'
objectives with regard to the development and transfer of research competencies, the consolidation and widening of
researchers' career prospects, and the promotion of excellence in European research.

10. Komisja apeluje o włączanie krajów trzecich do 6PR
Komisja Europejska apeluje o włączanie partnerów z krajów trzecich do konsorcjów we wnioskach na konkursy
6PR w siedmiu priorytetach tematycznych. Uczestnictwo krajów trzecich (tj. krajów spoza UE i niestowarzyszonych
z UE) w tych konkursach jest finansowane z budżetu INCO, który jest wydzieloną częścią budżetu 6PR. Analiza

The international Human Frontier Science Program (HSFP) has launched a new call for applications for Research
Grants in 2006. The program aims to stimulate novel, daring ideas by supporting collaborative research involving
biologists together with scientists from other disciplines such as chemistry, physics, mathematics, computer

13. Wyjaśnienie KE w sprawie opłat lotniskowych w 6PR
Komisja Europejska rozesłała do jednostek badawczych wyjaśnienie w prawie zaliczania do kosztów projektu opłat
lotniskowych („airport tax”). Z załączonego dokumentu wynika ogólna zasada, jaką należałoby stosować: jeśli
podatek/opłata lotniskowa jest wyraźnie wyszczególniona (wyodrębniona) w kosztach biletu to nie można jej
zaliczać do kosztów projektu; jeśli nie można zidentyfikować wartości takiego podatku/opłaty lotniskowej, to do
wartości projektu zaliczymy cała wartość biletu.
