transportowe • • • • Koszty paliw– wpływ na zagospodarowanie Infrastruktura drogowa – wpływ na ekonomię Efekty socjalne Wpływ planowania przestrzennego na emisję CO2 • IRPUD model w Dortmundzie wiążące ceny paliw i planowanie przestrzenne DAVID SIMMONDS CONSULTANCY Transport pricing • For example, major increases in car fuel prices – the following results (from study in Manchester) show the effect of a real increase in fuel prices – centralisation of households, population and jobs • Like many land-use impacts of transport change, the impacts are modest percentages but significant absolute numbers. In addition, these are after only five years: longer-term impacts would be more significant especially if the pattern of development changes as a result of the changes in occupier demand. 22 DAVID SIMMONDS CONSULTANCY DAVID SIMMONDS CONSULTANCY DAVID SIMMONDS CONSULTANCY Transport infrastructure • For example, major increases in highway capacities… • …the following results show the impacts of major improvements to the M1 between Leeds and Sheffield • The graph shows that the impacts are still growing 15 years after the (hypothetical) scheme was opened 27 Infrastruktura transportowa • Na przykład, główne wzrosty przepustowości dróg… • …kilka wyników wskazuje na wpływ modyfikacji M1 pomiędzy Leeds oraz Sheffield • Wykres wskazuje że wpływ wciąż rośnie, 15 lat po otwarciu 28 DAVID SIMMONDS CONSULTANCY provements this otorway provements this otorway DAVID SIMMONDS CONSULTANCY Employment: Test hp-ho Bradford Leeds 0.400 Calderdale 0.300 Kirklees 0.200 Wakefield 0.100 Barnsley Doncaster 2018 2015 2012 2009 2006 -0.100 2003 0.000 2000 Percentage change 0.500 Year Sheffield Rotherham Employment: Test hp-ho Bradford Leeds 0.400 Calderdale 0.300 Kirklees 0.200 Wakefield 0.100 Barnsley Doncaster Year 2018 2015 2012 2009 2006 -0.100 2003 0.000 2000 Percentage change 0.500 Sheffield Rotherham DAVID SIMMONDS CONSULTANCY Employment: Test hp-ho Bradford Leeds 0.400 Calderdale 0.300 Kirklees 0.200 Wakefield 0.100 Barnsley Doncaster 2018 2015 2012 2009 2006 -0.100 2003 0.000 2000 Percentage change 0.500 Year Sheffield Rotherham Employment: Test hp-ho Bradford Leeds 0.400 Calderdale 0.300 Kirklees 0.200 Wakefield 0.100 Barnsley Doncaster Year 2018 2015 2012 2009 2006 -0.100 2003 0.000 2000 Percentage change 0.500 Sheffield Rotherham DAVID SIMMONDS CONSULTANCY Social and regeneration effects • Most LUTI models can contribute to examining the regeneration impacts of transport proposals, for example in terms of the changing mixture of population in key areas for regeneration… • Following graph shows the impact of not building a major public transport scheme (compared with a reference case that included it) on the population of one zone: 35 Efekty socjalne oraz regeneracyjne • Most LUTI models can contribute to examining the regeneration impacts of transport proposals, for example in terms of the changing mixture of population in key areas for regeneration… • Following graph shows the impact of not building a major public transport scheme (compared with a reference case that included it) on the population of one zone: 36 DAVID SIMMONDS CONSULTANCY DAVID SIMMONDS CONSULTANCY Impacts of LDFs on CO2 emissions • Models have been used in Greater Manchester and Scotland to test the impact of plans on CO2 emissions from road transport 39 Wpływ LDFs na emisję CO2 • Modele zostały wykorzystane w aglomeracji Manchesteru oraz w Szkocji do testowej oceny wpływu planów dla emisji CO2 z transportu drogowego 40 DAVID SIMMONDS CONSULTANCY Results from Scotland • Scottish National Carbon Footprint project (2009) estimated that on present trends and committed policies carbon emissions (CO2 equivalent) from road transport will rise by approximately 10% from 2007 to 2021 compared with target reductions of 23% to 32% 41 Rezultaty szkockie • Projekt Scottish National Carbon Footprint (2009) oszacował iż przy obecnym trendzie i polityce emisja węgla (ekwiwalent CO2) z transportu drogowego wzrośnie o około 10% pomiędzy rokiem 2007 - 2021 42 DAVID SIMMONDS CONSULTANCY Results from STEPS • Following results are from the IRPUD models of Dortmund, Germany, and were produced for the European Commission’s STEPS project (Scenarios for the Transport System and Energy Supply and their Potential Effects) 43 Wnioski STEPS • Wnioski z modeli IRPUD dla Dortmundu, przygotowane dla Komisji Europejskiej w ramach jednego z projektów 44 DAVID SIMMONDS CONSULTANCY Model levels Dortmund City Dortmund Dortmund Regions Zones Raster cells Poziomy modelu Dortmund City Dortmund Dortmund Region Strefy Komórki DAVID SIMMONDS CONSULTANCY IRPUD model Employment Workplaces Labour market Population households Market for nonresidential buildings Transport market Housing market Nonresidential buildings Land market Residential buildings Employment Workplaces Labour market Population households Microsimulation IRPUD model Mikrosymulacja Market for nonresidential buildings Transport market Housing market Nonresidential buildings Land market Residential buildings DAVID SIMMONDS CONSULTANCY Scenarios The STEPs scenarios combined three rates of energy price increases with three sets of policies: 2030 2030 1,60 €* 3,33 €* Treibstoffpreise 2030 6,80 €* +1% p.a. +4% p.a. +7% p.a.
