2
ocumentaries have always been equally important
in the Polish film tradition as feature productions, which is
why promoting the genre is one of the Polish Film Institute
priorities. In 2008, PFI has allotted EUR 1.7 million to support the
production of documentary films.

In accordance with the contemporary global trend,
documentary films which used to be seen mostly on
television, start to be shown in cinemas on a much more
regular basis. Polish Film Institute, being absolutely aware
of the universal character of documentary films, pays
particular attention to promoting those of them which are
meant for cinematic distribution. We would like to restore
their due position in cinematic repertoires. We believe in
supporting quality projects with a strong and stirring
message and, above all else, projects bearing a universal
testimony to our times.
We are pleased to present the second edition of the
catalogue describing a selection of documentary films from
the years 2007-2008. Many of them have already been
awarded at international festivals both in Poland and abroad,
others are not too well-known yet.
All of them have one thing in common though, they give
a penetrating, keen and clever insight into people's lives.

rather incompetent attempts to prepare Staś for the event. The
generation gap is more than evident...
The director focused the camera on his own family trying
to depict their everyday life which is deeply meaningful

watch him during the rehearsals and concerts in Burkina Faso

have lost a whole herd recently.
Just like other Evenkians who
have no reindeer, they will soon
have to move to a completely
different world – a nearby Russian
village. Their son, Kola, is already

It's a story of the downfall of a
small Siberian community. The
film depicts the reality faced by
former nomads and reindeer
herdsmen who have been forced
to abandon their traditional way
of living and to lead new lifestyles

The film presents the way of thinking and the attitudes
adopted by the 1974-89 students, which resulted in their
undertaking such initiatives as The Freedom and Peace
Movement, The Orange Alternative, The New Culture
Movement, The Gallery of Manic Activities. This shows the
potential lying inside young Polish people that communist
authorities tried to smother.

was run at the Art School in Kabul by Jacek Szarański, a
young Polish director. Twelve most talented students received
cameras and professional assistance. They were given free hand
as to what they wanted to show in the film.
‘Kites’ depicts everyday life in contemporary Kabul from
the point of view of an Afghan seventeen-year-old. Jacek
Petrycki's camera follows the path taken by the students:
starting with their feverish attempts to shoot the rushing
wheels of a rickshaw up till the moment when the camera
stops being just a toy but becomes a tool...

borderland towns of the Second Republic of Poland, where
Jewish and Polish communities peacefully coexisted. 'Po-lin',
which means 'we're going to stay here', is the Yiddish name for
Poland.
The film is the result of an extensive and a few years long
archive research carried out by the director in various
countries around the world, including New York and Yad
Vashem. On the basis of the 'Memory Book' written by the
Holocaust survivors it was possible to identify the full names
of almost all the people anonymously filmed in the 1920s and
30s.

director, one of the North Korean fugitives in Seoul,

he Polish Film Institute was set up to encourage more
viewers to watch Polish films in addition to restoring the
prestige of our national cinema throughout the world. In 2007
the Institute allocated 1.3 M EUR to support polish documentary
film production. In 2008 this figure has risen significantly
reaching 1.7 M EUR.

The Polish Film Institute commenced functioning in
September 2005, its establishment on the basis of the
cinematography law introduced a modern system of support
for national film industry; which has successfully operated in
other European countries for many years. A significant
feature of the system is its comprehensiveness; which is
facilitating every phase of movie creation, and its
subsequent promotion and distribution in Poland as well as
abroad.
The Polish Film Institute co-finances Polish film ventures;
from the project conception, through development and
production, to promotion and distribution and wider
dissemination of film culture, thus improving cinema
infrastructure and elevating the professional skills of film
crews.
The primary objective of the Polish Film Institute is to assist
the production of the highest possible number of films, not
only those representing a high artistic value but also to
those which may appeal to both Polish and foreign
audiences; the Institute allocates 70% of its resources to
this purpose. The Polish Film Institute also grants special
privileges to assist debutants and to filmmakers willing to
produce their second film. A separate priority within the
Operational Programmes is devoted to artists who are
commencing their film career.

is set at 2 M PLN (~555,500 EUR) or 50% of the total
budget;
For full length documentaries considered difficult,
intended primarily for public screening in cinemas, the
maximum subsidy level is set at 800,000 PLN
(~222,000 EUR) or 70% of the total budget;
For low budget full length documentaries intended
primarily for public screening in cinemas, the maximum
subsidy level is set at 500,000 PLN (~139,000 EUR) or
70% of the total budget.
Short documentary films:

For short documentary films the maximum subsidy level
is set at 400,000 PLN (~111,000 EUR) or 50% of the
total budget;
For difficult short documentary films the maximum
subsidy level is set at 250,000 PLN (~69,000 EUR) or
70% of the total budget;
For low budget short documentary films the maximum
subsidy level is set at 150,000 PLN (~42,000 EUR) or
70% of the total budget.
Some cases may be eligible for a subsidy exceeding the
above limits by up to 50%. International co-productions may
receive subsidies increased by up to 35%, however this
condition does not apply to low budget productions.
The total amount of funding from the Polish Film Institute
cannot exceed the applicable percentage limit, even in the
case of increased subsidies. For co-productions these limits
apply to the total amount of financial participation of the
Polish co-producer.
In the case of film projects for which the television
broadcaster is a co-producer, or funds obtained from
television are one of the sources of funding, the producer
should attach to the application the statement of the
agreement with the broadcaster. The statement concerning
distribution of rights between the producer and the
broadcaster should guarantee that the producer retains
material rights proportionate to the PFI subsidy and his own
contribution. The application should include the value of
rights to multiple film transmission by the broadcaster,
stated in money, in percentage or as the difference between
the broadcaster's percentage shares in the revenues from
diverse exploitation fields. The contract with the broadcaster
should describe the income division on the grounds of
sublicense (when the broadcaster is film co-producer),
including the value of rights and shares retained by the
producer.
Moreover, priority is given to the projects applying for a
subsidy in the form of a guarantee or a refundable loan.

While selecting the projects, the following criteria will be
taken into consideration:
4. Conditions of accounting:
a)
correctness of the application; artistic, educational,
humanistic and ethical values including novelty,
exploring new thematic areas and current social
problems; depth of presented phenomena and making
synthesis and general conclusions, dramatic
construction precision;
b) significance for national culture and enhancement of
national tradition as well as Polish language including
reference to Polish cultural achievements, dealing with
important historical subjects, strengthening national
identity and promoting patriotic ideas, presenting
regional richness and diversity;
c) enrichment of the European cultural diversity;
d) anticipated results of the venture including audience or
participants diversity;
e) economical and financial conditions for completion of
the undertaking including contribution of non-public and
international funds to the venture budget and
anticipated economic result of the venture;
f) previous producer's and director's achievements
including artistic and economic results of their latest
films; audience attendance at cinemas, sale and rent of
video cassettes/DVDs (if applicable), number of TV
transmissions, sale abroad;
g) participation at Polish and international festivals and
festival awards;
exploitation fields for the film, confirmed by letters of
intent;
in the case of the second film, the assessment of the
debut film;
number of debutants involved in the production;
level and form of the subsidy applied for.
The applicant is obliged to account subsidies according to
the conditions defined in the contract and to submit the
following documents:

key stage reports on progress with regard to the
schedule of subsidy stage payment;
final report;
financial account for the task.
5. Other:
The producer is obliged to present the film for the PFI
approval. The producer must place an information about
receiving the PFI subsidy along with the PFI logotype on
each film copy. When the producer's logo is placed in trailers
or other audiovisual advertisements, similar placement of the
PFI logo is also required.
When the film is released on VHS, DVD carriers or made
available through VoD or Internet, each carrier and file should
display information on the PFI subsidy (PFI logo) as well as
PFI logo on the DVD and VHS cover.
