Katarzyna Ruchel-Stockmans jest historykiem sztuki. Po ukończeniu studiów z filozofii i historii sztuki w Krakowie była przez szereg lat związana z uniwersytetem w Leuven, gdzie początkowo podjęła studia kulturowe, po czym dołączyła do nowopowstałego centrum studiów nad fotografią Lieven Geveart Research Centre. W 2011 obroniła doktorat na tymże uniwersytecie, traktujący o problematyce sprawczości obrazów w historii w perspektywie teorii fotografii. Obecnie wykłada historię fotografii oraz teorię sztuki wideo i filmu na Wolnym Uniwersytecie w Brukseli (Vrije Universiteit Brussel). Jej głównym obszarem zainteresowań są teorie obrazu fotograficznego, sztuka wideo oraz teoria filmu, problematyka wschodnioeuropejska, reprezentacje przeszłości, strategie powtórzenia, zapożyczania, montażu i found footage w kulturze współczesnej. Jej książka Images performing history. Photography and representations of the past in European art after 1989 ukaże się niebawem nakładem wydawnictwa Leuven University Press.
