GENERAL INFORMATION ABOUT THE FACILITY
1. Type of the plant because of the risk posed, the nature of activities of the
establishment, the nature of the possible hazards in the plant.
The plant with a high risk of industrial accidents due to the possibility of occurrence on its
territory substances hazardous to health, the environment and because of the physical and
chemical properties.
Due to the complex technological process and organizational structure of the Wytwórnia
Sprzętu Komunikacyjnego „PZL-Świdnik” S.A. the installations, in which are used (are
located) dangerous substances are:

installations for the surface treatment with the use of electrochemical, thermal or
chemical processes, connected with installations to neutralization and purification of
wastewater produced during the treatment,
paint shops,
warehouses of chemical and technical materials.

State Fire Service: Employees of Wytwórnia Sprzętu Komunikacyjnego „PZL-Świdnik”
S.A. during rescue cooperate with rescue entities in removing the causes of failure and
reduce its effect in the field:
• provision of technical information and on the location of failure sources;
• sharing tools, instruments held by the company, useful in the rescue operations;
• valve automation control systems, pumps and compressors, and other equipment;
• performing technical activities in safe areas where not require the use of personal
protection.

Regional Inspectorate for Environmental Protection: Persons to notify the Regional

of Failures. They provide information on all hazardous events (spills, releases and fires)
involving dangerous substances.

Information relates to, among other things, the number of victims, type of substance,
environmental damage, etc. All dangerous events, including industrial accidents are recorded.
4. Preventive measures and actions that are taken in the event of an accident.
To prevent industrial accidents and to control them is provided a number of technical
measures, the most important are:
• indication of status and alarms of parameters relevant for safety (level, temperature)
for bathtubs of process lines;
• pipeline system secured with drain valves;
• protection of electrical equipment against exceeding the permissible operating
parameters;
• marking bathtubs with safety signs;
• determined and marked escape routes and fire road;
• personal protective equipment, fire-fighting equipment.
Rules to prevent accidents and to combat its effects include:
• ongoing monitoring of tanks tightness (the presence of a maintenance worker);
• Periodic monitoring of tanks and equipment by maintenance personnel;
• periodic review of facilities and installations;
• organizational and station instructions and procedures;
• training of staff;
• Direct supervision of individual processes;
• Alerting and notification about accidents;
and are set out in documents covered by the safety system.
In the event of an accident (fire or chemical hazard) it is planned to undertake the
following activities:

alert people in the risk area;
alert the relevant authorities: State Fire Service, Environment Protection Inspectorate,
Ambulance, Police, gas-authority officers;
carry out , if necessary, evacuation of people from hazardous areas to the point of
evacuation ,
provide first aid to potential victims ,
perform operations allowing to perform safe rescue and fire fighting action (cutting off
electricity, gas) ,
initiate and perform the firefighting and rescue operations until the arrival of the first
units of the fire brigade ;
in case of fire or chemical hazard the employees follow the internal instructions on
preventing and responding to accidents, fire safety instructions and an internal
emergency plan .

municipal police and other services.

you should:
• being in the open field – stay away from the facility, move away from the
premises as soon as possible, perpendicular to the wind direction,
• turn on the radio or TV local stations and adhere strictly to the transmitted
commands and instructions,
• listen to information provided by car speakers of emergency services,
• close windows and doors, stay at home,
• wait for the commands of person in charge of rescue operations,
• be prepared for a possible evacuation.
Follow the instructions of persons engaged in rescue operations.
