Wysoki poziom nowej podaży mieszkań oddanej do użytku od początku 2008 roku jest odpowiedzią deweloperów na popyt na lokale generowany w okresie boomu mieszkaniowego 2006/2007. W związku z tym szacuje się, iż rok 2008 będzie rekordowy pod względem nowej podaży. Low flexibility of the market caused by the relatively long investment process has impacted the current residential market situation in Poland to a large extent. Large new residential supply which was introduced to the market in the first nine months of 2008 was the developers’ answer for the residential demand generated in the boom of 2006/2007. Consequently, it is estimated that number of apartments in 2008 should reach a record breaking level in each of the major residential markets in Poland. In 2009 a significant volume of apartments may appear on the market as well, though developers may have to verify their plans, due to the loan market turbulence and likely problems with financial liquidity. As a result, commencement of construction of a maximum of 50% of schemes currently at the planning stage is expected in 2009. Deweloperzy dopiero niedawno zaczęli dostrzegać grupę klientów o ponadprzeciętnych wymaganiach, którzy, pomimo kryzysu, mogą sobie pozwolić na zakup mieszkania. Są to osoby podróżujące po świecie, obserwujące trendy i rozwiązania architektoniczne stosowane w innych krajach. Bywają bardzo wymagające, znają dokładnie swoje potrzeby i oczekują oferty na równie wysokim poziomie dostępnej w Polsce. Dla nich powstają osiedla z mieszkaniami spełniającymi wymagania definicji apartamentu wprowadzonej przez REDNet na początku tego roku. Konkurencja na rynku projektów luksusowych powinna wzrastać, zapewniając klientom możliwie największy wybór ofert. Nie bez znaczenia jest również fakt, że taka sytuacja powodować będzie ciągły wzrost jakości ofert, deweloperzy będą poszukiwać coraz ciekawszych rozwiązań technologicznych i zdecydowanie częściej brać pod uwagę światowe trendy. The distinction between different classes, or segments, on the market has become increasingly more apparent, in terms of location and standard of finish. The medium-standard (“popular”) housing segment which includes projects of moderately attractive location, ordinary architecture, facades and common spaces finished with less expensive materials has been the largest residential sector. It accounts for between 62% and 75% of the market, depending on the city. The high-standard segment has traditionally been the smallest, although in recent years its stable development has been observed. Luxury apartments are situated in new small-scale schemes, as well as in refurbished period buildings or in high-rise projects. Prestigious location, sophisticated architecture and high quality materials used for finishing of façade and common spaces are the major characteristics of this segment. Additional services and amenities such as concierge and recreational elements (sauna, swimming pool) are frequently offered. It is estimated that the largest number of high-standard apartments are offered in Warsaw and Wrocław – 1400 and 1260 units respectively. Najmniejszy jest segment apartamentowy, jednak od kilku lat obserwuje się rozwój tego typu budownictwa. Luksusowe mieszkania to zarówno lokale w nowych, kameralnych obiektach, jak i w odrestaurowanych kamienicach, a także w budynkach wysokościowych. Głównymi cechami tego segmentu są: prestiżowa lokalizacja, oryginalna architektura oraz bardzo wysoki standard wykończenia budynku i powierzchni wspólnych. W zakresie udogodnień potencjalnym nabywcom oferowane są często usługi concierge’a, a także elementy rekreacyjne typu sauna czy fitness. Only recently, the developers have started to notice the group of customers with extraordinary requirements, i.e. those who can afford to buy a flat despite the crisis. The group consists of people who travel around the world, and observe architectural trends and solutions used in other countries. They tend to be very demanding; they know exactly what they need and expect any offer available in Poland to be at an equally high level. It is for them that the housing estates with flats meeting the requirements included in the definition of an apartment, introduced by REDNet at the beginning of the year, came into being. The word apartment carries certain associations and dreams which the customers want to come true. An apartment has to meet specific criteria, such as: excellent location and view, appropriate size, high standard of interior finish and maintenance. It should also be equipped with various technological solutions, for example, air conditioning, devices that enable saving power, heat and water. The building, its finish and maintenance have to fit into this conception as well. However, there are not many investment projects of this type on the market, and they certainly do not fill the recently shaped gap in the developers’ offers. That is why we may expect that in the coming years, the demand for luxury apartments will cause a portion of the developers to make considerable efforts in order to deliver such products. Competition on the market of luxury projects is expected to increase and thus provide customers with the widest possible choice of offers. It is also important that such a situation will result in the continuous increase in the quality of offers; the developers will search for more and more interesting technological solutions and they will take into consideration the world’s trends to a definitely greater extent. Rezultatem był wzrost oprocentowania kredytów hipotecznych, które dotychczas w znacznym stopniu stymulowały popyt na rynku mieszkaniowym. Ponadto informacje prasowe na przełomie 2007 i 2008 roku, w których zapowiadano znaczny spadek cen w 2008 roku, sprawiały, iż rosnąca grupa potencjalnych nabywców odkładała decyzję o zakupie. W konsekwencji, w II kwartale 2008 roku we wszystkich analizowanych miastach odnotowano najniższy poziom popytu na mieszkania. Niemniej jednak nieznaczne spadki cen w III kwartale 2008 i niesprawdzalność prognoz prasowych sprawiły, iż część nabywców zdecydowała się na zakup mieszkania na początku II połowy roku, co przyczyniło się do znacznej poprawy danych dotyczących poziomu popytu na największych rynkach w Polsce. The Polish residential market slowdown has been observed since the last quarter of 2007, when the subprime credit crunch in both the USA and UK instigated a greater prudence from Polish when granting loans, while the risk of inflation growth resulted in the rise of base interest rates. These actions were followed by an increase in mortgage interest rates, which subsequently determined demand for residential units to a significant extent. Furthermore, press information at the turn of 2007/2008 announcing significant price reductions encouraged potential buyers to postpone their purchase decisions. Consequently, all analysed regional markets observed the lowest demand level in Q2 2008. Nevertheless, price decreases in the third quarter of 2008 and failure of press forecasting concerning the correction, resulted in an increase in number of purchase decisions made in July and August 2008. The correction level may differ depending on the region and residential market segment, though it is estimated that the most significant price decreases will be observed in the “popular” segment. This is due to the highest levels of sensitivity to mortgage market fluctuations, and to the significant growth of planned new residential schemes. It is estimated that the high-standard segment situation will remain stable. Moreover, a decrease of potential purchaser trust in residential developers, coupled with the large available supply of apartments may result in increased interest in residential units at either the advanced stages of construction, or in completion. Such circumstances favour the development of the construction of multi-family buildings of a basic standard, meeting the essential requirements of the customers, as well as the construction of luxury apartments, because the need for luxury flats is most often at the highest during a severe crisis. The greatest market dynamics can be observed in Silesia and Pomerania. As regards to Silesia, this is the part of Poland which was ignored by the investors for a long time, but which has a huge demand potential. In addition, the specific urban conditions are more favourable for the construction of multi-family rather than single-family buildings. Pomerania, on the other hand, has become a Mecca of luxury apartment buildings and apartment-hotels. This is still one of the most popular areas in Poland from the tourist point of view, and moreover, its potential seems to be increasing due to the advantageous relation between quality and price. Ucichły głosy o największym wśród państw UE deficycie mieszkań, o skali produkcji kilkukrotnie mniejszej niż w krajach starej EU czy o wysokim odsetku ludności wiejskiej i związanej z tym migracji do dużych ośrodków miejskich. Kilkukrotnie mniejsza niż w chwili obecnej oferta mieszkań na sprzedaż zderzała się z rekordową liczbą kupujących, wspieranych przez tani kredyt nawet na 130% wartości mieszkania oraz przez zachodnich inwestorów, skupujących lokale z myślą o odsprzedaży po wyższych cenach. To już przeszłość. Obecnie na rynku mieszkaniowym liczba projektów gotowych do realizacji, a nie rozpoczętych, mogłaby zwiększyć podaż przynajmniej dwukrotnie. Tak się nie stanie, ponieważ rynek nie jest w stanie przyjąć projektów znajdujących się w sprzedaży. Za tę sytuację nie odpowiadają wyłącznie banki. Przed wystąpieniem kryzysu na rynkach finansowych sprzedaż mieszkań była mniejsza niż liczba wprowadzanych projektów. Wraz z rozpoczęciem hossy deweloperzy, nie mogąc z dnia na dzień zwiększyć oferty, reagowali podwyżką cen mieszkań. Ze względu na szybki rozwój gospodarczy, rosnącą liczbę udzielanych kredytów, Polska miała szansę na łagodny przebieg ostatniego etapu cyklu koniunktury na rynku mieszkaniowym, ale kryzys na rynkach finansowych coraz bardziej wpływa na sytuację na rynku nieruchomości. Okres, w którym liczba sprzedawanych mieszkań jest większa od liczby kupujących, będzie dłuższy, zaś przecena mieszkań większa. Ceny spadną w stosunku do tych z okresu hossy o ok. 15%, co oznacza, że w lokalizacjach, gdzie jest większa konkurencja, deweloperzy muszą oferować produkt nawet o 1/4 tańszy niż rok temu. Zakładając normalizację na rynku kredytów hipotecznych oraz spadek rozpoczynanych budów o 70% w 2009 roku, okres, jaki będzie musiał upłynąć, by pojawiło się miejsce na nowe inwestycje, to minimum trzy kwartały. The slow down in the residential market in 2008 has prompted developers that purchased expensive plots during the “boom” in the residential market, to delay the commencement of new projects. Recently, new residential schemes have been developed mainly by companies which bought plots before prices in the residential market increased, and can afford to adjust their financial returns to the market conditions. Residential developers’ activity is likely to be influenced to the greatest extent, by the Polish financial market situation in the near future. Due to banks high levels of requirements in terms of loan collateral, securing the financing for a plot purchase or scheme development may appear to be virtually impossible. Moreover, due to an increase of loan costs and limitation of incomes from sale of apartments, which constitute the major source of repayment of liabilities, some developers may suffer from liquidity problems during the investment process. In the current residential market, developers considering changing site’s designated use from residential to commercial purposes, if allowed by the planning authorities, is frequently observable. Opinions about the greatest shortage of flats in the EU, about production scales several times smaller than in the old EU countries and about the high percentage of rural population and the resulting migration to big cities and towns died away. What lay behind this change in the general feeling? The Polish market was once considered in Europe to be a real El Dorado. The developers expected a period of construction and price rises lasting for at least eight years. Foreign capital investors and Polish developers believed that there was a possibility of the situation being analogous to that which took place in the Spanish market. However, nowhere in the Western Europe did the prices go up as quickly as they did in Poland. A several times smaller number of flats than available now met head-on with a record number of buyers, supported by low-interest credits for even up to 130% of a property’s value and by investors from Western countries who were purchasing housing establishments with the hope of selling them at higher prices. That’s all in the past. Currently, the number of housing projects that are ready for implementation but which have not yet started could increase the demand by at least twice. This will not happen, because the market is not able to absorb the projects on sale. Banks are the only ones responsible for this situation. Before the crisis on the financial markets, the number of flats for sale was lower than the number of projects then being implemented. Together with the start of the bull market, developers – who could not expand their offer from one day to the next - responded by increasing property prices. In 2005 and 2006, prices went up by two thirds, forcing up margins and making them some of the highest in Europe. The number of developers who wanted to make a profit on this situation naturally increased, and because of this, the number of investment projects started increased three times. This resulted in the situation in 2007 where property prices changed in comparison to the small number of offers available two years ago. However, due to the projects which were being prepared, the number of flats put for sale was rising astronomically. In consequence, the Polish housing market entered the next phase of the cycle, i.e. one distinguished by a fall in activity as regards preparing new projects and in prices. Due to the rapid economic development and the increasing number of loans granted, Poland had an opportunity for a gentle passage during the last phase of the economic cycle on the housing market, but the crisis on the financial markets has an increasing impact on the real estate market. The period when the number of flats for sale is greater than the number of buyers will be longer and the reduction of prices for flats will be greater. When there is a decline in developed markets, prices of flats fall by as much as two thirds of the value increase of the previous years. The Polish housing market will survive as a result of the real shortage of flats and the relatively strong economy. The strength of this market will consist in smaller perturbations than in Spain, Ireland, Latvia or Estonia, and not in the maintenance of prices of flats from the period of the bull market. Prices will fall by about 15%, as compared with those from the period of the bull market, and this means that in locations where the competition is bigger, developers have to offer their products by as much as a quarter cheaper than a year ago. Taking into consideration the normalization of the mortgage market and the decrease by 70% in the number of construction projects to be started in 2009, the wait until there is place for new investment projects is at least three quarters of a year.
