Swora stwierdził, że odpowiedzią na problem powiązań rynku i polityki, jest deregulacja, ale w obrębie postępujących zmian klimatycznych i narzędzi jakie tu stosujemy. www.forum-ekonomiczne.pl Politics – Business – Renewable Energy POLITICS Energy strategy in Europe – business and politics Energy as a measure of the political strategy and the market The majority of politicians who comment on the energy strategy say that Europe should be energy independent. In order to achieve this, Europe needs, among other things, new energy sources, a common approach to non-EU countries, and to follow the principle of energy solidarity. Unfortunately, as a result of various types of interrelations and conflicts of interest, the EU is still short of a common energy policy. During the opening session of the V Energy Forum in Sopot, Mirek Topolanek, former Prime Minister of the Czech Republic emphasized that Europe is expected to solve strategic tasks of the energy sector. It was during his term of office when the Czech Republic, as the country presiding in the EU, faced the challenge of negotiating with Russia to settle the memorable gas crisis In 2009. Being in favor of state interventionism in the energy sector, he nonetheless said that it is the market that has to decide which energy sources are to be developed. He also noticed that politicians, who are beginning to address the energy market, commit many mistakes detrimental to the development of this sector. Bad climate for European economy and energy? The President of the Energy Regulatory Office, Mariusz Swora, expressed the opinion that the market needs an independent regulator. He recalled the example of the British model of regulation, which involves the introduction of incentives stimulating the development of the entire energy sector. According to the president of the ERO, economic growth must also include increased use of energy. Dlatego zdaniem Mariusza Swory Europie potrzebna jest nowa polityka, która kładzie nacisk na wzmocnienie konkurencji służącej odbiorcom energii, na bezpieczeństwo dostaw oraz na poważnie potraktowaną innowacyjność. To summarize the discussion taking place during the Forum, president Swora admitted that the European energy policy slowly absorbs the principle of solidarity, although it has a serious problem with following the implementation of another important principle – subsidiarity, understood as the sphere of decision-making autonomy, which strengthens the communities formulating it. In his view, the EU climate and energy package devastated economies of the Member States. Moreover, during the financial crisis, which affects an increasing number of Member States, one can see an enforcement of new ideas related to the tightening of resulting burdens. The EU’s economy loses, since more and more new industries escape from it, in the process of so-called carbon leakage. The knowledge-based economy offered in exchange so far could not be recognized as a real substitute for extinguishing sectors of the industry. The European Union loses its competitiveness towards the economies of the United States, India and China, which respect their own economies and do not pursue such ambitious objectives in their fight against climate change, and at the same time dealing with the development of knowledge-based economy. In his opinion it is unreasonable to assume that economic growth can be achieved without consumption of greater quantities of energy. The experience shows that such an assumption is proved to be false. The climate package, together with the emissions trading scheme means that new funds, collected outside of the tax system, will be transferred to politicians and officials. Their redistribution obviously gives power and potential to maintain it. It has nothing to do with the free market. Therefore, according to Mariusz Swora, Europe needs a new policy, which puts emphasis on strengthening competition for the benefit of energy users, security of supply and unchecked innovations. Appeal for solidarity in the energy policy sector The topic of energy security was widely discussed during the Economic Forum in Krynica. Minister Skarbu Aleksander Grad powiedział, że idea bezpieczeństwa energetycznego wymaga solidarności w ramach Unii Europejskiej. Minister Grad, mówiąc o terminalu do odbioru skroplonego gazu LNG w Świnoujściu, zaznaczył, że inwestycja ta jest „prawdziwą dbałością o bezpieczeństwo energetyczne Polski”. Jednocześnie minister krytycznie ocenił wieloletni brak inwestycji zmierzających do rozbudowy magazynów na gaz. Jego zdaniem brakowało odwagi w podejmowaniu decyzji i pewnej osłony dla tego typu decyzji, źródeł finansowania. Minister dodał jednak, że te inwestycje są realizowane obecnie. Planowanie projektów energetycznych nadal pozostaje sferą, w której liczby i fakty wciąż zderzają się z kwestiami strefy wpływów i ambicjami politycznymi. Stąd w czasie jednej z debat w czasie Forum w Sopocie dyskutowano na temat zawiłości dyplomacji energetycznej. Politycy i eksperci ds. rynku zastanawiali się, czy i kiedy powtórzy się kryzys gazowy ze stycznia 2009. Alexander Hudyma z ukraińskiej Rady Najwyższej stwierdził, że w najbliższym czasie nie powinno być żadnych problemów z dostawami gazu do Europy. Ukraina wynegocjowała bowiem z Rosją satysfakcjonującą obniżkę oraz przyzwoliła na kontrolę przesyłu gazu przez Rosję na terytorium Ukrainy. Zdaniem Hudymy to, czego naprawdę brakuje to europejska wspólna polityka energetyczna. Serge Poignant, Wiceprzewodniczący Komisji ds. Gospodarczych Zgromadzenia Narodowego Francji apelował o solidarność i stworzenie wspólnej polityki energetycznej. As it was emphasized by president Komorowski, Poland would like energy solidarity and a shared way of thinking regarding the future of Europe “meaning respect of the objective fact that Poland and many other countries joined the EU with a great underdevelopment, with hard experience of the functioning of artificial economy of real socialism. According to Komorowski, looking for modern solutions should go hand in hand with “respect for the principle of solidarity, with the mechanisms fostering equal development opportunity within Europe “. The Polish Minister of State Treasury, Aleksander Grad, said that the idea of energy security requires solidarity within the scope of the European Union. Minister Grad, speaking about the terminal for collection of liquefied natural gas (LNG) in Swinoujscie, stressed that this investment demonstrates “real care for Polish energy security”. At the same time, the minister critically evaluated long-term shortage of investment in the development of gas storage facilities. In his view, there was previously not enough courage to take decisions and a lack of legal background for this type of decision as well as sources of financing. Unfortunately, the topic of gas pipelines and oil pipelines has become politicized and will remain as such, both in the media and interstate relations. Planning of energy projects still remains an area, in which numbers and facts continue to collide with the issues of interest and political ambitions. Hence, during one of the debates of the Forum in Sopot, speakers discussed the intricacies of energy diplomacy. Politicians and market experts tried to predict when the gas crisis of 2009 might repeat. Alexander Hudyma, from the Ukrainian Parliament, stated that in the near future there should be no problems with gas supplies to Europe. Ukraine negotiated a satisfactory tariff reduction with Russia, and allowed to control the transportation of gas via Russia to the territory of Ukraine. According to Hudyma, a common European energy policy is what is really missing. Serge Poignant, Vice-chairman of the Economic Committee of the French Parliament, appealed for solidarity and preparation of a joint energy policy. The appeal for solidarity in this matter alone, without concrete action, remains a meaningless word – such a statement was made on many occasions in Krynica and Sopot. 11 Polityka – Biznes – Energia odnawialna Uczestnicy V Forum Energetycznego szeroko komentowali podpisaną na początku listopada polsko-rosyjską umowę gazową. Zdaniem Hudymy “niektóre z krajów UE próbują znaleźć sposób na dwustronne ustalenia z Rosją. Przykładem takiego unilateralnego podejścia, typowego dla niektórych krajów europejskich jest umowa gazowa, niedawno zawarta pomiędzy Polską i Rosja, ze wszystkimi kontrowersjami z tym faktem związanymi.” Zupełnie inny punkt widzenia przedstawił Vytautas Naudužas, Ambasador ds. Transportu i Polityki Energetycznej litewskiego MSZ, który twierdzi, że mówienie o niezależności energetycznej, to poruszanie się w świecie iluzji, nieosiągalnym nawet dla takich uczestników rynku energetycznego, jak USA, czy Rosja. Bezpieczeństwo energetyczne skutecznie zapewnić może „dyplomacja rurociągów”, lecz pozostaje pytanie, kto zapłaci polityczny rachunek za decyzje błędne, ekonomicznie nieuzasadnione? Uwarunkowane politycznie decyzje w sprawach energetycznych bywają bardziej kosztowne (w wielu wymiarach, w tym także w realnym wymiarze finansowym), niż te, które dyktują rachunek ekonomiczny i prawa rynku. One of the examples of such a unilateral approach, typical for certain European countries, is the gas contract recently signed between Poland and Russia, with all the controversies due to this fact.” An entirely different point of view was expressed by Vytautas Naudužas, Ambassador for the Transport and Energy Policy of the Lithuanian Ministry of Foreign Affairs, who claimed that speaking about self-sufficiency in energy is like moving in the world of illusion, unattainable even for such participants in the energy market like the USA or Russia. Energy security can be effectively ensured by “pipeline diplomacy”, but the question remains, who will foot the political bill for wrong, economically unjustified decisions? Politically driven decisions in energy matters often become more costly (in many dimensions, also including the real financial dimension), than those, which are dictated by economics and market principles. In this conflict, politicians remain under criticism, even those representing us in Brussels. Strategic energy projects: chances and dilemmas Friedbert Pflüger, Director of the Resources and Energy Security, stated that over the past five years much has been done with regard to the creation of a uniform energy strategy. A Commissioner for Energy has been appointed. In February 2011 he will present a document containing the guidelines for the energy policy until 2050. It will take some time until the European Union will start speaking in one voice about energy issues and at the same time become an equal partner for talks with Russia, China, the United States or India. In Europe we still have the unsolved logistic issue connected with the lack of interconnections among the EU Member States, which would allow to create a uniform energy market. On the map of Europe there are many routes of gas projects and other energy interconnectors. In the light of preparation of the new budget perspective, the European Union considers which projects should be supported and to what degree. However, there have been no specific and tangible effects of the EU representative declarations. The best example of it is the Nabucco gas pipeline, which despite its enormous geopolitical importance for Central Europe, still remains only as a project on paper. Another project passing by Russia is “White Stream”, assuming the supply of gas from Turkmenistan via Romania to Central Europe. The role of Poland and countries from the region of Central Europe The countries of Central Europe undoubtedly play an important role in assuring energy security in the old continent. Strengthening cooperation in the field of energy among countries in this region may allow reaching more approximate positions of individual states and a greater influence on the EU energy policy. The goal, which should be pursued by the countries in the region, should be to create a common, European energy market. Urban Rusnak, who is responsible for the issues of energy security in the Slovakian Ministry of Foreign Affairs, expressed his scepticism as to the chances of creating a common EU energy policy in a short perspective. Commenting on the report, Keith Smith from the Centre for Strategic and International Studies (CSIS), paid attention to the issue that energy security of the Member States in Central and Eastern Europe is underrated by the biggest members of the European Union. He emphasized that a chance to change this situation can be created by the leadership of Poland and Hungary in the European Union Council. Przygotowywana jest obecnie nowa dyrektywa, która wesprze budowę interkolektorów między systemami. Korzyści, które z tego wynikają, to większe zdolności przesyłowe. In his opinion we should remember about the possibility of using market mechanisms for improving the state of energy security of both individual countries and the entire EU. Both foreign speakers emphasized the political aspect of energy security depending on the policy carried out by Gazprom. They particularly criticized the attitude of the Polish government in negotiations related to the new gas contract with Russia. In their view Poland should use the European instruments for negotiations with Russia, and not oppose Brussels in this matter. Another issued identified by the experts is the situation where Poland, raising in recent years the issues of solidarity in energy and common policy within the scope of energy security on the EU forum, has to defend the gas agreement, which is against its previous political demands. During one of Krynica’s panels “Common European energy market from Finland to Morocco – a chance or a threat” the basis for discussion formed the situation of Poland and the Polish energy exchange in the context of European energy markets. Mikael Lundin from Norway, the President of the Management Board of Nordpool www.economic-forum.pl Spot AS thinks that a common energy market is a chance, and not a threat. Integrated energy market supports European platforms. Security of supplies also gains here. In his view, Europe needs more cable lines and not power plants. Scandinavia has the biggest energy exchange in the world, and the reason behind its success is that governments did not fear liberal price setting. As he stated, the role of energy exchange is market efficiency and transparency. According to Marek Woszczyk, Vice-president of the Energy Regulatory Office, risks can come out of a lack of harmonization of the game in regional markets. A new directive is currently being prepared, which will support construction of interconnectors among systems. The resulting benefits are greater transmission capacities. Grzegorz Onichimowski, the President of the Management Board of Polish Power Exchange regards Poland to be unsafe in terms of energy supply. And security means not just supply of energy, but also stable prices for energy. The European energy strategy itself was a background for discussion in Sopot, similar to the strategy of Russia contained in many long-term development programmes – of the electric power sector, gas sector, or in the latest – programme for development of the oil sector. The level of extraction by 2020 is expected to oscillate around the amount of 500 million tons, ensuring satisfaction of one’s own needs and export sale. Construction of a system of pipelines will be completed to guarantee diversification of export and departure from reliance on one direction (so far it was mainly the western direction). Opening the Eastern Siberia-Pacific Ocean pipeline (WSTO) to Kozmino with a branch to China by 201 gives new possibilities of sale to South-Eastern Asia. Opening the second line of the Baltic Pipeline System in 2011 will begin a competitive way of export, for example in relation to the pipelines “Przyjazn” and Odessa-Brody and, according to the Russian minister of energy Sergiej Shmatko “it will allow selection of export directions, bringing maximum profits”. There is perhaps no such second sector in the economy, in which the analysis and development perspective would be so diversified as in the power industry – admitted Elena Medvedeva from the Russian branch of Dutch concern Gasunie. Mikhail Krutihin, an energy expert from Russian RusEnergy, emphasized during his speech in Sopot that at analyzing the Russian energy market one should not only pay attention to numbers and schemes, but also be able to separate propaganda from truth and know the motivation of market players – both politicians and business representatives. In the Russian energy sector a rule is binding that “costs should be nationalized and profits privatized” – concluded his previous statement Krutihin. He directed heavy and sarcastic criticism against long-term Russian programmes. He accused the government in Moscow for putting too much effort into preparation of new strategies, without considering the economic realities of the country, not changing the management system of Russian economy and individual industries, not taking any action for the benefit of reducing widespread corruption and even crime appearing in the area of trade in energy carriers. Answering the question about the role of Gazprom in the system of wielding power, Krutichin responded that the gas giant is not a political tool of the regime, but vice-versa Russian, foreign policy is an instrument for reaching Gazprom’s objectives in the world. He presented the pitiful state of Russian power plants, where half of them are outdated and must be closed down and the second half require modernization. Fache anticipated that within the next 5 years, the Russian energy would need an investment worth 500 billion dollars. He recalled the big failures, including Szuszenska power plant, where 75 people died and the Leningrad power plant’s breakdown, which disconnected Sankt Petersburg from normal life for many hours. Modernization and restructuring of Central and Eastern Europe’s energy market The energy market in Central and Eastern Europe is on the eve of another big investment task. The energy sector in each country of the region has different characteristics and is based on different sources of energy. Completely exploited technical facilities and a large technological gap, which divides Central Europe’s markets from today’s most advanced world technologies represents a challenge and a chance for introducing further reforms and unavoidable investment. Besides the investor’s profile, the factors decisive for the possibility to leverage financing and implement investment include the appropriate way of preparing projects, their feasibility studies, selection of technologies and the adopted model of their implementation. The Polish energy sector is on the verge of the privatization period and huge investment in the years 2010-2020. In today’s political and economic conditions, the issue of realizing investment projects, with the scale equal or greater than the estimated market value of all entities of the Polish energy sector, is a great organizational and financial challenge. The scale of the projects forces minimization of the risk of each project and the entire investment programme in a specific capital group. This in turn implicates the necessity of preparing detailed analyzes for risks incurred in order to eliminate those which can be eliminated. Other risks must be allocated in such a way that they can be completely managed by the parties exposed to them. www.economic-forum.pl Adequate structuring of project financing in the difficult conditions prevailing in financial markets during the period of the current economic crisis and visible ambiguous signals of economic recovery indicate that the sector’s financial structure must be determined in the perspective of at least the next fifteen – twenty years. The form and structure of such financing will determine the most important cost and capital items for Polish power plants in the long run. Many energy concerns are interested in their presence in developing energy markets in the region. Especially attractive offers include, among others, privatization of Polish power plants or construction of a Czech nuclear power plant in Temelin. Jan Bury, Deputy Minister of State Treasury said in Sopot that the target plan assumes the state’s control of two companies in Poland: PGE, where the state’s stake is expected to be 51 percent and Tauron with a 30 percent stake of the state treasury and corporate management. In his view it is the time when we have finished the process of privatization of four energy groups. Deputy Minister Bury emphasized the importance of cross-border connections and announced that in the next few years the Polish power grid will be connected with the Czech, Slovak, German and Lithuanian networks. 27 Polityka – Biznes – Energia odnawialna sce pod kontrolą państwa będą dwie spółki: PGE, w którym własność państwa będzie wynosić 51 procent i Tauron z 30 proc udziałów państwa i z zarządem korporacyjnym. Wiceminister Bury podkreślił znaczenie połączeń transgranicznych i zapowiedział, że w najbliższych latach polska sieć będzie połączona z Czechami, Słowacją, Niemcami i Litwą. Wiceprezes Polskiej Grupy Energetycznej Marek Szostek zapowiedział, że PGE będzie przygotowywała się do wysokiego poziomu konkurencji, w związku z rozwojem sieciowych połączeń transgranicznych. W opinii wiceprezesa PGE solidarność europejska będzie miała ograniczone rozmiary, ponieważ żadne państwo nie zrezygnuje ze swojej suwerenności. Nakreślając plany inwestycyjne Szostek zaznaczył, że będą one związane z dywersyfikacją źródeł: „W tej chwili działalność PGE oparta jest o węgiel brunatny, ale złożone regulacje dotyczące emisji dwutlenku węgla, a w przyszłości tlenku azotu i dwutlenku siarki, zmuszają nas do zmian. Planujemy budowę kolejnych dwóch bloków elektrowni Dolna Odra, które powstaną do roku 2016 i będą wykorzystywały gaz dostarczany przez Świnoujście. Elektrownie wiatrowe są w różnych fazach przygotowania i będą przekazywane do eksploatacji stopniowo do 2020 roku.” W sumie PGE chce uzyskiwać w lądowych farmach wiatrowych Dywersyfikacja energii UE w XXI wieku: jak sprostać wyzwaniom? Luba podkreślił, że przesył wymaga inwestycji w interkolektory i sieci przesyłowe: „Tu ważne są regulacje, które muszą zapewnić przypływ kapitału, by spłacić dług, który powstał przy finansowaniu inwestycji”. W opinii analityka PWC elektrownie w Polsce ograniczyły koszty zmienne, ale koszty stałe pozostają na bardzo wysokim poziomie i istotnie odbiegają od kosztów elektrowni na zachodzie Europy: „Polskie grupy energetyczne mają szanse zwiększenia przepływów pieniędzy, obserwujemy ruchy dużych grup energetycznych, by konsolidować swoje strategie i działania na rynku energetycznym. Następnym etapem powinno być zastanowienie się nad zmniejszeniem kosztów stałych”, zaznaczył Luba. Sean Gammons, Dyrektor brytyjskiej firmy doradczej NERA przyznał, że osiągnięcia Polski w sferze restrukturyzacji rynku energetycznego są wyjątkowe. Jego zdaniem najważniejszym osiągnięciem jest stworzenie konkurencyjnego rynku, co przełożyło się na wzrost zaufania inwestorów. According to the Vice-President of PGE, European solidarity will have limited dimensions because states would not resign from their sovereignty. Drawing investment plans Szostek stressed that they will be connected with diversification of sources: “Currently, activity of PGE is based on brown coal, but complex regulations related to emissions of carbon dioxide, and in the future also nitrogen oxide and sulphur dioxide, force us to change. We plan construction of another two blocks in Dolna Odra power plant, which will be erected by 2016 and based on gas delivered from Swinoujscie terminal. Wind farms are at different stages of development and they will be ready for use gradually by 2020.” In total PGE wants to generate 1000 MW from land wind farms and the same quantity from its sea farms. Currently PGE is at the stage of realizing more than ten biogas projects. Piotr Luba from PricewaterhouseCoopers sees excellent opportunities for financing investment in the power sector by Polish energy companies. In the opinion of the PWC analyst Polish power plants have managed to reduce their variable costs, but overhead costs have still remained at a very high level and they significantly differ from the costs of power plants in Western Europe: “Polish energy groups have chances to increase financial transfers, we can observe actions of large energy groups aimed at consolidation of their strategies and activity in the energy market. Another stage should be to reflect on reduction of overhead costs”, noted Luba. Sean Gammons, a director of a British consulting company NERA, admitted that Poland has exceptional achievements in the field of restructuring the energy market. According to speeches from the representatives of the biggest companies in the nuclear industry, the renaissance of nuclear energy has become a reality because there are no other serious alternatives. Philippe Castanet, the president of EDF Poland, said in Sopot that a thirdgeneration power plant would ideally fit into the Polish market, because it can operate for 60 years and produce energy at competitive prices when compared with coal and gas. Yet, the problem is a poorly developed power network, which requires immediate development. Optimism with regard to the construction of a nuclear power plant in Poland was shared by Marco Graziano from the French company Areva. Jego zdaniem wiele ciekawych rzeczy dzieje się w tym regionie - przetargi w Czechach i na Słowacji, plany inwestycyjne na Litwie, w Bułgarii. All these markets envisage creating a new potential for nuclear energy. The existing power plants have very good results. With a capacity at a level of 90% it is a very efficient and cost-effective form of energy as compared with the production of energy on the basis of fossil fuels; nuclear energy is simply much better. If we add other factors on the top of that, in particular securiy of supply, benefits become apparent. In his view, nuclear energy is one of the methods to achieve independence in terms of energy and that is why Lithuania looks for a strategic investor, a large energy company with experience in nuclear energy and with appropriate funds, which could take a 51% stake in the new project. Lithuania’s share in this project must be 3% and the remaining part of the stake, without considering the strategic partner’s share, must be submitted to regional partners, Poland, Estonia and certain entities in Lithuania. Currently, we are approaching the last stage of selecting the strategic investor and we want to appoint him at the beginning of next year. The power plant will be started in 2018, at the earliest, and no later than 2022. Furthermore, GE looks for its chance of a successful investment. Daniel Roderick, GE’s VicePresident for nuclear projects declared that his company can be an important partner for new power plants in the region. He recalled that during the last five decades GE completed constructions outside of the USA, which provides it with necessary experience. Z jednej strony przewiduje się ogromny napływ inwestorów a z drugiej poważne zmiany w polityce energetycznej regionu, oczywiście pod warunkiem, że złoża gazy łupkowego okażą się tak wydajne i bogate jak przewidują eksperci. Wicepremier i Minister Gospodarki Waldemar Pawlak zapowiedział na Forum w Krynicy, że już za rok będziemy mogli odpowiedzieć na pytanie, czy i ile jest w Polsce złóż gazu łupkowego. Przypomniał jednak, że ich ewentualna eksploatacja na skalę przemysłową będzie możliwa dopiero w perspektywie 7-10 lat. Według wstępnych ustaleń, na terytorium Polski może znajdować się od 1,5-3 biliona metrów sześciennych gazu łupkowego. Wicepremier Pawlak zwrócił uwagę, iż dokładne oszacowanie złóż oraz opłacalności wydobycia będzie wymagało przeprowadzenia szeregu odwiertów. Deputy Prime Minister and Minister of Economy Waldemar Pawlak announced during the Forum in Krynica that we will be able to answer the question about the existence and the quantity of shale gas deposits in Poland in one year. He recalled, however, that their potential mining on industrial scale will be possible only in the perspective of 7-10 years. According to initial arrangements, there can be from 1.5 to 3 billion cubic meters of shale gas in the territory of Poland. Deputy Prime Minister Pawlak pointed out that a detailed estimate of the deposits and profitability of mining them will require making a number of wells. It was confirmed by Sławomir Jedrzejczyk, Vice-President of the management board for financial affairs in PKN Orlen: “It is a very promising project and we are ready to invest in its development a few billion zlotys a year”, he announced. According to the president of PGNiG, Michał Szubskiego, mining of shale gas deposits is a great opportunity, which can turn Poland into a country comparable to Norway or Qatar. In his view, these actions must be preceded by thorough geological surveys and analyzes of investment risks: “It’s worth looking at the difference between our country and the USA as far as geology and rules governing investment processes are concerned”, said the head of PGNiG, Michał Szubski. “We need 0 – 60 million zlotys to make one drill. And a part of the licensed areas is located in the territory covered by ecological network ‘Natura 2000’ and landscape parks”. Representatives of foreign companies, which have licenses for exploration in Poland, pointed to problems connected with environment protection in the first place and high costs connected with the initial stage of work. Ten zbiór propozycji przedstawiał cele klimatyczne UE, uzgodnione przez liderów państw członkowskich, które sprowadzają się do następujących założeń: obniżenie emisji gazów cieplarnianych o 20 procent oraz zwiększenie udziału odnawialnych źródeł energii w całościowej konsumpcji do 20 procent do roku 2020. Narzędziami pozwalającymi państwom UE zrealizować wysoko postawioną poprzeczkę są między innymi: system handlu emisjami CO2 (Emissions Trading System), narodowe plany redukcji emisji obejmujące energochłonne sektory gospodarki takie jak budownictwo, transport, rolnictwo, przemysł jak również zwiększanie poziomu efektywności energetycznej. Unia Europejska już wiele lat temu podjęła także działania legislacyjne mające na celu zwiększenie udziału biokomponentów w rynku paliw wykorzystywanych w transporcie drogowym w celu ograniczania emisji gazów cieplarnianych. Wynikiem tych działań było przyjęcie dyrektywy 2003/30/WE z dnia 8 maja 2003 r. w sprawie wspierania użycia w transporcie biopaliw lub innych paliw odnawialnych. Przepisy dyrektywy zobowiązały państwa członkowskie do podejmowania działań prowadzących do osiągnięcia z końcem 2010 r. minimalnego udziału biokomponentów (zarówno w postaci dodatku do paliw ciekłych, jak i biopaliw ciekłych) w wysokości co najmniej 5,75 % – liczonego według wartości opałowej. Przygotowany przez Komisję Europejską raport „Polityka energetyczna dla Europy” podaje, że udział biokomponentów w rynku paliw transportowych został określony także w odpowiednich dyrektywach Komisji Europejskiej. In January 2008 the European Commission presented a uniform proposition to prepare a climate and energy package. This set of propositions contained climate policy targets agreed upon by the EU member states. These can be briefly described as: a reduction of greenhouse gas emissions by 20 percent and an increase of the share of renewable energy sources in the total consumption by 20 percent by 2020. The European Union initiated legislative action many years ago, aimed at increasing the share of bio-components in the market for fuels applied in road transport, in order to reduce greenhouse gas emissions. As a result of these actions the Directive 2003/30/WE of 8 May 2003 was adopted on support of the use of biofuels or other renewable fuels in transport. Regulations of the directive bound the Member States to take action aimed at reaching the minimum share of biocomponents by the end of 2010 (both in the form of additives to liquid fuels and as liquid biofuels) in the amount of at least 5.75 % - calculated according to the calorific value. Jednostronne podwyższenie przez UE jej docelowego ograniczenia emisji do poziomu 30 procent nie będzie racjonalne, jeżeli inne kraje nie przyjmą takich samych warunków. Prezes Thon podkreślił, że ogólnoświatowe zasady ograniczania emisji muszą być opracowane tak by zapobiegały zjawisku „ucieczki emisji”, czyli przenoszeniu się energochłonnych gałęzi przemysłu wytwórczego z UE do krajów o mniej restrykcyjnych przepisach związanych z ochroną klimatu. It will also introduce a definition of motor gasolines with the content up to 10 percent of bioethanol (E10) and a definition of diesel oil with the content of 7 percent of methyl ester (B7). So far conventional gasolines and ON could contain up to 5 percent of biocomponents. Discussions on counteracting climatic changes have usually enjoyed strong support or met with deep scepticism. The same happened in the case of a suggestion made during the Sopot’s discussion that long-term consequences of climatic changes, which have been scientifically proven, should be considered for planning investment in energy. A recommendation was made to provide for a greater flexibility of systems and support instruments for implementing technologies and solutions based on renewable energy sources, to diversify application of market competition mechanisms and not to treat all sources of this energy in the same way, because they serve different purposes (production of electric energy, heating, transport, etc.). Filip Thon, president of the management board of RWE Poland, which belongs to one of the biggest energy companies in Europe - RWE Group commented during the session opening the XXI Economic Forum in Krynica on the influence of the Lisbon Treaty on the energy sector. In his opinion, the European climate protection targets are ambitious, but without joint action in the global scale it will not be possible to attain them effectively. Implementation of the climate package “20-20-20” will have sense only when it is joined by the economies, which emit considerable quantities of carbon dioxide.” The world’s emission of CO2 is currently approximately 28 billion tons per annum and out of that the EU countries emit approximately billion tons a year, which means only 15 percent of the total. According to forecasts, the world’s CO2 emission is likely to reach 3 billion tons a year by 2030, while EU’s emissions are expected to be reduced to 2.5 billion tons a year (constituting of 5 percent in the analogical period). The President of the Polish Energy Regulatory Office Mariusz Swora, who was present in Sopot, heavily criticized the EU policy regarding green energy: “We must say “no” to further decarbonisation of the energy market because it is a threat to our countries. There are many tools stimulating development of the power industry: first of all deregulation, secondly research and development, thirdly withdrawal from the strong policy against coal based energy”. It will be necessary to meet the expected increase in demand for electric energy by 25 percent in the next decade. Dariusz Marzec, the head of the energy and natural resources team of KPMG also informed that the forecasted increase in demand for new production capacity in Central and Eastern Europe in the next decade can amount to 21-2 GW, and additionally it is expected that facilities generating 53 GW require complex modernization or replacement: “It is extremely difficult bearing in mind the current regulatory framework, which intends to discourage investment in coal-based technologies or prefers other technologies, such as renewable energy” – said the KPMG’s expert. Marzec presented current data, according to which coal-fired power plants in the region represent 50 percent of production capacity and generate approximately 8 percent of total energy. According to experts of KPMG it is not possible to considerably change the installed capacity and coal will continue to have a high share, while a challenge for the power sector will, among other things, lead to the development of clean coal technologies. 43 Polityka – Biznes – Energia odnawialna tyki będzie m.in. rozwój czystych technologii węglowych. Marzec poinformował również, że obecny system wsparcia OZE (odnawialnych źródeł energii) w Polsce należy do najdroższych w Europie: „Obecnie 7-8 procent energii produkowane jest z OZE, co kosztuje polską gospodarkę 2,5 mld zł” – powiedział, dodając, że potrzebna jest modyfikacja systemu wspierania energii odnawialnej: „Jeżeli Polska ma osiągnąć 15 procent energii ze źródeł odnawialnych to wsparcie dla energetyki tego typu musi wynosić 5 miliardów złotych. Marzec zaznaczył, że kwestią otwartą jest pytanie, jaki poziom wsparcia jest akceptowalny dla energetyki odnawialnej, biorąc pod uwagę konkurencyjność na rynku. Z raportu wynika, że od grudnia 2010 roku rynek Polski będzie w pełni skoordynowany ze szwedzkim, od 2012 z Europą Środkową, natomiast w 2015 roku ma nastąpić pełna koordynacja rynku UE. „To jest trend, który będzie postępował. Prezes EDF Polska Philippe Castanet zwracając uwagę na problem ochrony środowiska dla energetyki bazującej na węglu, przypomniał o postępie technicznym: „elektrownie mają coraz większe sprawności, można ulepszyć technologię spalania biomasy. Polska jest dużym emitentem dwutlenku węgla więc gracze będą starali się zmniejszyć jego emisję w całym swoim portfolio”. It is important, considering that coal still remains the dominating fuel. Poland produces only 1 percent of carbon dioxide in the global scale, so reduction of its emissions will not save the world – emphasized Leszczek Kąsek. According to the speech of Wojciech Bogdan – a partner with MCKinsey & Company, as much as 80 percent of carbon dioxide is emitted by buildings. He noted that it is very important to control lighting and heating both in residential and office buildings. New technologies in the field of energy – prospects for use of hydrogen as an energy carrier Gerd Harms, a consultant for a German company Enertrag, is convinced that the current dispute regarding fossil and renewable sources of energy can be in fact brought down to the issue of how to save fossil sources in a way considering present and future interests of energy consumers. “We should avoid the situation when in 200 years we will be accused of wasting the biggest sources of fossil energy”, he appealed during a discussion in Sopot. Many sources can be used for production of hydrogen and one of them can be wind farms. Their operation is quite unstable and depends on the atmospheric conditions. Hence relatively cyclic surpluses of energy appear, which cannot be transferred to distribution networks. At that time energy can be directed for production of hydrogen. It is extremely important that hydrogen burning does not lead to CO2 emission at all, so hydrogen becomes the base product for so called emission-free traffic. Hydrogen can also be used as a gas enriching component. According to EU standards it can constitute 5 percent of gas content, but there are not obstacles to constitute even 20 percent of gas content. What is important, introduction of hydrogen considerably increases energy efficiency of gas fuels. Hydrogen can be stored and relatively easily applied if a demand for energy appears, which considerably solves the issues of energy storage. It is extremely important also that in the process of accumulation of energy and its use, hydrogen does not wear out and is in practice an indestructible energy carrier. Energy from renewable sources represents also a very important factor for development of local societies and it supports creation of new jobs in the areas with considerable unemployment. Supporting development of biocomponent markets and liquid biofuels contributes to the stimulation of activity in rural areas by increasing energy related agricultural production and what follows creating new workplaces. In the same time increased application of biocomponents and biofuels translates www.economic-forum.pl positively into the state of natural environment, and especially the quality of atmospheric air by reducing emission of carbon dioxide and other pollutants. It is also worth noticing that, for example, leasing land for wind farms is a source of considerable income for farmers. This social factor considers that the technologies of generating energy from renewable sources are an important element supporting and befriending people and the environment, convinced Gerd Harms. Energy is one of the key issues in functioning of modern societies. Supply of energy should be stable, reliable and financially affordable for consumers and the industry. It seems that a real perspective for planning solutions within the scope of satisfaction of energy demand of the mankind falls in the middle of XXI century.
