THE FUTURE OF THE
WELFARE STATE
Państwo opiekuńcze jest w polskiej debacie publicznej
obiektem ożywionych sporów. Zwolennicy koncepcji
neoliberalnych od dwóch dekad głoszą jego upadek. Ich
ideowi adwersarze wskazują z kolei, że nordyckie welfare
states wciąż zapewniają swoim obywatelom najwyższą
jakość życia, która idzie w parze z gospodarczym
rozwojem. Podczas dyskusji postaramy się zweryfikować
obie te opinie. Chcielibyśmy także znaleźć odpowiedzi na
następujące pytania:
• czy państwo opiekuńcze powinno być wciąż punktem
odniesienia dla europejskiej socjaldemokracji,
czy też lewica powinna szukać innych rozwiązań
systemowych?
• czy nordycki model welfare states może być
inspiracją dla państw postkomunistycznych?
• czy możliwe jest przeniesienie modelu państwa
opiekuńczego na poziom europejski, czyli zbudowanie Europy socjalnej?
The welfare state is a subject of lively disputes among
public circles in Poland. For two decades, the supporters
of neoliberal concepts have heralded its downfall. On the
other hand, their ideological opponents maintain that
the nordic welfare states still guarantee their citizens
the highest quality of life, hand in hand with economic
development. During the discussion we shall attempt to
verify both these opinions. We also want to find answers
to the following questions:
• Should a welfare state still be a reference point for
European social democracy, or should the left wing
seek other systemic solutions?
• Can the nordic model of welfare states serve as
inspiration for the post-communist countries?
• Is it possible to transpose the welfare state model
to the European level, in other words create a social
Europe?
Prof. Mirosław Grewiński
ekspert w dziedzinie polityki społecznej. Pracuje w Wyższej
Szkole Pedagogicznej TWP w Warszawie. W latach 20012007 członek Zarządu Głównego Polskiego Towarzystwa
Polityki Społecznej. Był ekspertem w Kancelarii Prezydenta RP, Kancelarii Prezesa Rady Ministrów, Polskiej Agencji
Rozwoju Przedsiębiorczości, Urzędzie Komitetu Integracji
Europejskiej oraz Ministerstwie Pracy i Polityki Społecznej.
Autor i współautor wielu książek na tematy związane z polityką społeczną i regionalną UE.
Prof. Mirosław Grewiński
expert in the field of social policy. He works at the Pedagogical University in Warsaw. 2001-2007 he was a member
of the board of the Polish Society of Social Policy. He served
as an expert at the Chancellery of the Polish President, the
Chancellery of the Prime Minister, the Polish Agency for Enterprise Development, and the Office of the Committee for
European Integration. He has written and co-authored many
books on the social and regional policy of the EU.
Prof. Joakim Palme
socjolog. Dyrektor Instytutu Badań nad Przyszłością w
Sztokholmie, profesor nauk politycznych na Uniwersytecie
w Uppsali oraz Uniwersytecie Południowej Danii. Współpracownik naukowy Szwedzkiego Instytutu Badań Społecznych (SOFI). Członek rady Uppsala Centre for Labour Studies
(UCLS) oraz Hanaholmen Cultural Centre. W latach 19992001 przewodniczący „Welfare Commission” (Kommittén
Välfärdsbokslut) przy szwedzkim rządzie. Wiceprzewodniczący rady Olof Palme Memorial Fund. Autor licznych publikacji z zakresu polityki społecznej.
Prof. Joakim Palme
sociologist. Director of the Institute for Future Studies in
Stockholm, and professor of political sciences at Uppsala
University and the University of Southern Denmark. Associated researcher at the Swedish Institute for Social Research
(SOFI). Member of the Board of the Uppsala Centre for Labour
Studies (UCLS) and the Hanaholmen Cultural Centre. From
1999 to 2001, chairman of the Welfare Commission (Kommittén Välfärdsbokslut) of the Swedish government. Vice chairman of the board of the Olof Palme Memorial Fund. He has
written numerous publications on social policy.
Jacek Żakowski
dziennikarz. Publicysta tygodnika „Polityka”. Kierownik
Katedry Dziennikarstwa w Collegium Civitas. W latach
1989-1990 rzecznik prasowy Obywatelskiego Klubu Parlamentarnego. W latach 1991-1992 prezes Polskiej Agencji
Informacyjnej. Pracował w „Życiu Warszawy” oraz „Gazecie
Wyborczej”. Twórca programów telewizyjnych i radiowych.
Autor kilkunastu książek.
Jacek Żakowski
journalist. Columnist for the Polityka weekly, director of the
Chair of Journalism at the Collegium Civitas. From 1989 to
1990 he was press spokesman for the Civic Parliamentary
Club (OKP). From 1991 to 1992, chairman of the Polish Information Agency. He has worked for Życie Warszawy and
Gazeta Wyborcza. He has produced television and radio programmes, and has written over a dozen books.
