Introduction
The present document defines the policy of the Polish Register of Shipping (PRS) as regards management of
the identification number of a notified body (1463) and use of certificates.
This policy has been established based on:
-
Council Directive No. 96/98/EC of 20 December 1996 on marine equipment, with further amendments,
-
Directive 2013/53/EU of the European Parliament and of the Council of 20 November 2013 on recreational
craft and personal watercraft and repealing Directive 94/25/EC,
-
Council Directive 89/686/EEC of 21 December 1989 on the approximation of the laws of the Member
States relating to personal protective equipment, with further amendments,
-
Directive No. 97/23/EC of the European Parliament and the Council of 29 May 1997 on the approximation
of the laws of the Member States concerning pressure equipment, with further amendments,
-
Directive 2014/29/EU of the European Parliament and of the Council of 26 February 2014 on the
harmonisation of the laws of the Member States relating to the making available on the market of simple
pressure vessels,
-
Directive 2014/30/EU of the European Parliament and of the Council of 26 February 2014 on the harmonisation
of the laws of the Member States relating to electromagnetic compatibility,
-
Regulation (EU) of the European Parliament and the Council No. 305/2011 of 9 March 2011 laying down
harmonized conditions for the marketing of construction products and repealing Council Directive 89/106/EEC,

Requirements of Decision of European Parliament and the Council No. 768/2008/EC of 9 July 2008 on a

Polish Register of Shipping is a notified body by the European Commission No. 1463, having competence and
longtime experience in carrying out assessment of conformity with the above directives.

Provisions on the use of certificates
Certificate holder has the right to make public information on granted certificate in the form of descriptive
reference or by publication of certificate copy in advertising materials or on webpage.
The method of reference to the granted certificate shall not misguide as to the scope of the certificate and
shall refer:

exclusively to the products it covers;

only to the products fulfilling the requirements of reference documents.
The certificate holder shall in each case exercise due care in publishing and advertising to avoid certified and
non-certified products being confused.

Provisions on the use of certification marks
The PRS logo (Fig. 1) is not a product certification mark and cannot be used in any form. It may be used only as
a proof of that the Organization’s management system conforms to reference document which is indicated
below the logo and as a confirmation that the Organization is granted PRS certificate. That is detailed in the
Principles of use of the certification mark – 2014, issued by the Management Systems Certification Bureau.

Provisions concerning the use of conformity marks and of the identification number of the notified body
The Manufacturer refers to the identification number of the notified body if the body participates in
production control. The identification number of the body is used in combination with the conformity mark
and on the declarations of conformity prepared by the Manufacturer.
The conformity mark shall be at least 5 mm high and it may be scaled, provided that:
 particular components of the mark remain legible,
 proportions have been maintained,
 graphical form is not distorted.
The conformity marks in the wmf format (Windows Metafile Format) are made available at Customer’s
request.

The conformity mark (wheelmark) may be affixed to an approved product and the declaration of conformity
may be issued only when a conformity assessment according a module D, E or F, as defined in Annex B to the
above directive, under supervision of the notified body is performed in combination with EC type examination
or the conformity assessment is carried out according to module G.

b.
certification of recreational craft - Directive 2013/53/EU:
The conformity mark may be affixed to a recognized recreational craft or its component and the declaration of
conformity may be issued only on condition that the product fulfils basic requirements of the directive. The
minimum height of letters is 5 mm. Next to CE marking the identification number of the notified body shall be
placed (e.g. 1463 for PRS), however, only when conformity assessment modules D, F, G, H or E have been
applied.

certification of personal protective equipment - Directive 89/686/EEC:
The conformity mark may be affixed to a recognized product and the declaration of conformity may be issued
only when the production conformity assessment is performed in combination with EC type assessment,
under supervision of a notified body, in accordance with art. 11 of the above directive.
CE marking (Fig. 3) shall be affixed to the product. The minimum height of a letter is 5 mm. If the appropriate
modules of assessment require to indicate the notification body, its identification number (1463 for PRS) shall

be put next to the CE marking. CE marking shall be placed on each personal protective equipment item so that
to be visible, legible and non-removable for the whole expected operation life of the item. Where, however,
this is not possible due to the nature of the product, the CE marking may be affixed to its packaging.
d. certification of pressure equipment - Directive 97/23/EC:
After conformity assessment, the products shall be marked with CE marking (Fig. 3), which is affixed, so that to
be visible, easily legible and non-removable, to a vessel or its data plate attached durably to the vessel. The
marking consists of letters CE and the identification number of the notified body responsible for the conformity
assessment process (for PRS – 1463). Other markings, which due to their nature and form may mislead third
parties, are inacceptable. Any other markings may be placed, provided they do not impair visibility and
legibility of CE marking.

certification of simple pressure vessels - Directive 2014/29/EU:
After conformity assessment, the products shall be affixed with CE marking (Fig. 3) and with identifications
provided by para. 1 of Annex II to the directive. The markings shall be affixed, so that to be visible, easily
legible and non-removable, to a vessel or a data plate affixed to the vessel.

certification of electromagnetic compatibility - Directive 2014/30/EU:
After conformity assessment carried out in accordance with Annex II or III to the directive, the products shall
be affixed with CE marking (Fig. 3). The CE marking shall be affixed to the product or its data plate. Where this
is not possible or not warranted on account of the nature of the apparatus, the CE marking must be affixed to
the packaging, if any, and to the accompanying documents.
Any other markings (to indicate type, batch, serial number or any other information enabling the apparatus
identification) may be affixed to the apparatus, its packaging or service manuals, provided that they do not
impair visibility nor legibility of CE marking.
g.
certification of Factory Production Control (FPC):
The Organization granted valid FPC Certificate places CE marking (Fig. 3), together with the notified body
identification number, on the product label (or on the product itself) and in the declaration of product
performance.
The identification number of the notified body engaged in production control, in accordance with Annex V to
Construction Products Regulation (CPR), is applicable for systems 1, 1+ and 2+ and shall be affixed as shown in
Fig. 3.
The Manufacturer may give the identification number of the notified body only:
- for products which have the Certificate of constancy of performance for the product (or Conformity
Certificate issued before 1 July 2013), or the Certificate of conformity of Factory Production Control (or
Certificate of Factory Production Control issued before 1 July 2013), respectively to the system of
assessment and verification of constancy of product performance,
- within the period of the certificate validity.

Proceedings in case of improper use of a certificate or conformity marking
If the certificate has been withdrawn or suspended, the Organization is obliged to immediately cease the use
of certificate and conformity mark.

If the case of disclosing the misleading use of certificate or conformity mark in advertisements, catalogues,
etc., PRS shall take respective actions, including certification withdrawal.
The certified Organization is obliged to stop the use of conformity mark which is considered inacceptable by
PRS.
Reference to certificate and/or marking the product with conformity mark without having the certificate shall
result in notifying appropriate market supervision bodies.

Final provisions
PRS reserves the right to control the use of certificates and conformity marks in any circumstances.
In the case of any doubts, the Organization is obliged to agree with the notified body the use of certificates
and conformity marks.
