In it the author focuses on what he considers the main cause of the transformations that have taken place in this discipline – changes in how the concept of “politics” is understood. In the classical period of anthropology’s development, politics was accounted for in terms of formal structures and institutions. It was considered to be a domain of developed societies, with the state being the ideal and most appropriate form of political organization. Since the 1980s, the conviction has been growing that politics always manifests itself through culture, and that it can be seen in a variety of discourses and social practices that often go beyond the conventionally understood political realm. This change resulted in a significant expansion of the cognitive horizons of political anthropology, and led to its rapprochement with political science and legal scholarship. As a result, political anthropology today is one of the fastest growing subdisciplines of anthropology. Keywords: political anthropology, politics, history, primitive society, power “Bias-objectivity”: Reflections on the Margins of Discourse on Political Entanglements in Ethnological Research Anna Urbańska-Szymoszyn This text is an anthropological self-reflection resulting from the experience of an ethnologist dealing with the Tibetan community and culture, which is experiencing complexities of a political nature associated with this national group. Discussed here is the problem of scientific objectivity, the need to deconstruct the myth of the “innocent native”, and political entanglements in socially sensitive areas – especially in cases in which we are dealing with a country that is non-democratic, occupied, or engulfed in war or ethnic conflict – and the engagement of field anthropologists in humanitarian aid. Keywords: professional ethics, political entanglement, myth of the “innocent native”, Tibetans, scientific objectivity, engaged anthropology. Ethnopolitics as a Subject of Anthrpological and Political Research (on the Example of Central Asia) Andrzej Wierzbicki The article pertains to ethnopolitics in Central Asia illustrated with the example of two states, i.e.Kazakhstan and Kyrgyzstan. The author draws attention to the fact that anthropologists and political scientists are interested in two elements of ethnopolitics in the region: ethnopolitical organisms and processes. He emphasises that ethnopolitics in Central Asia is dominated by the nation-building process, stimulated by the formation of national statehood. In his analysis he applies the literature on the subject, as well as the findings of specialist studies conducted in Kazakhstan and Kyrgyzstan. Key words: ethnopolitics, ethnopolitical organism, ethnopolitical processes, politicisation of ethnicity Is Race a True Premise of Racism? Martina Cichá The author presents various arguments from the history of mankind, but also from our contemporary era – pointing at the relation of the majority of society toward minorities in an effort to prove that a racial pedigree is not the real source of racism. She points to the fact that for centuries the source of racism was not “the other race” but otherness, being different, human variations whether physical or socio-cultural (e.g., different religion), but also all kinds of political interests and interests of power. The term “race” as we understand it today appears as late as during the era of biological thinking of the 18th century. Various theories about race, and later, also racist theories, came to existence when the original and purely biological concept of race was substituted with sociological and psychological creations of human culture, and linguistic affinity began to be associated with distinct anthropological features. The real cause of racism is, however, diversity and the xenophobia that results from it – the fear of the alien, unknown, or somehow different. Xenophobia should not be denounced outright because it is, to a cer tain degree, natural even desirable for each individual. It is a form of self-defence. We are able to begin observing the signs ofracism after the natural threshold of xenophobia is exceeded, after our fear of something alien or different leads to contempt, or even hate, of a foreigner. From there, it is only a small step to physical persecution. In the conclusion of the article, the author emphasizes the need to see human races in a p urely “biological sense”, free of the “superstructure” attached to them by the racists. Only then it would be possible to take a serious stance on the issue of the human race or races and reject their classifications, and do so without a stubborn effort to stereotype the humankind and deny its diversity. The author puts even greater emphasis on t he need to educate the public about tolerance of diversity, which she considers to be the most effective means of fighting against racism. The Legend of Józef Piłsudski Renata Hołda The multiplicity of functions and expectations linked to the cultural definition of roles and statuses arising from the position a given individual occupies in the social structure is one of the sources of cultural ambivalence. This ambivalence makes it possible to create alternative models that protect the society against extreme forms of behaviour and consequently against conflicts and rifts. Ambivalence is a feature of every culture; yet various cultures approach this phenomenon differently, sometimes suppressing or glorifying it. It is also, in the author’s opinion, an immanent element of Polish culture; an element that manifests itself particularly strongly in that variety of culture which is connected with politics. Any political authority, regardless of the level of its legitimacy, evokes extreme emotions: from respect, adoration and worship through disdain and contempt to hate and fear. This applies also to figures identified with politics, connected not only with the factual exercising of power, but also with the fight for winning and holding it. The ambivalent quality of Polish culture is evident in examples linked with the popular perception of national heroes involved in the fight for independence, among whom Józef Piłsudskiholds a special place. His continuing presence in the Polish political life, numerous references to him and the currently invoked parallelism of certain situations all attest to his importance; yet at the same time Piłsudski has remained a controversial figure until the present day. Approaching his legend, which links elements of cult and rejection, from the perspective of cultural ambivalence makes it possible to ascertain the manner in which that legend operates. Stała obecność tej postaci w polskim życiu politycznym, liczne odwołana i paralelność przywoływanych współcześnie sytuacji świadczy o jej ważności, a jednak do dnia dzisiejszego wzbudza kontrowersje. Przyjęcie perspektywy ambiwalencji kulturowej jest propozycją pozwalającą przybliżyć sposób funkcjonowania jego legendy, wiążącej elementy kultu i odrzucenia. Keywords: cultural ambivalence, political myth, Józef Piłsudski Post-Socialist or Post-Peasant? Reflections on Mountain-Dwellers’ Image of the State and the Authorities Anna Malewska-Szałygin The text offers a s ummary of a r esearch project on “Perceptions of Power, State and Democracy in Rural Areas”, based on ethnographic fieldwork carried out in villages in Nowy Targ county in 2000–2005. A knowledge of traditional peasant culture proved to be essential to a thorough interpretation of discussions carried out in the field. The results of this research challenge the idea that the images re-constructed during these discussions are the heritage of socialism and are post-socialist in nature. The contemporary rural image of power and the state were neither constructed or disseminated in the area of socialism, and therefore the term “post-peasant perception” seems more adequate Keywords: peasants (farmers), image (stereotypes), authorities, state, employment German Transmigrants in Poznań – a Specific Subject for Ethnological Study Agnieszka Szczepaniak-Kroll Transnationalism is closely associated with globalisation processes, the progress of civilisation and advances in technology. It is a characteristic kind of migration, where migrants move back and forth between the country of origin and current state of residence, functioning in the social, political and cultural contexts of both, creating a “transnational social space”. The confrontation of previous behaviours, habits and values with new experiences results in specific changes caused by a state of “being between”, affecting lifestyle, opinions about oneself and others, the stereotypical perception of “others”, and attitudes towards such matters as work, friendship, family life, etc. The transformations occurring during the process of adaptation tend not to apply to deeply rooted values and do not lead to assimilation, which in the past was a frequent consequence of migration. These issues constitute the subject of a study the present author has been conducting since 2008, and which the Ministry of Science and Higher Education (MNiSW) began funding in 2009 as part of the grant “Transnationalism in the Polish-German Context. Germans in Poznań and Poles in Berlin”. The majority of Germans living in Poznań represent a transmigrant community. This paper presents a profile of the group and identifies the main problems the author encountered while researching it. *** Transnacjonalizm ściśle wiąże się z procesami globalizacyjnymi, z postępem cywilizacyjnym i technologicznym. Jest to specyficzny rodzaj migracji, w których migranci balansują pomiędzy krajem pochodzenia a państwem obecnego zamieszkania, funkcjonując w obydwu kontekstach społecznych, politycznych, kulturowych itd., tworząc „ponadnarodowe przestrzenie społeczne”. Następująca w wyniku „bycia pomiędzy” konfrontacja dotychczasowych zachowań, przyzwyczajeń, wartości z nowymi doświadczeniami, wywołuje określone zmiany m.in. w stylach życia, w sferze wyobrażeń o sobie i innych, w stereotypowym postrzeganiu „obcych”, w podejściu do takich kwestii jak: praca, przyjaźń życie rodzinne, itd. Niemcy w Poznaniu i Polacy w Berlinie”. Keywords: transnationalism, transmigrants, migrations, Germans, Wielkopolska, businessmen, stereotype, identity, lifestyles. Immigrants and Basque Nationalism Katarzyna Mirgos The present article concerns the issue of Basque immigration and the image of “the stranger”. It also reflects upon the historical and contemporary position of immigrants and their role in Basque nationalism. The author’s field research, conducted in 2005–2009, is used to observe the change in the way “strangers” have been perceived by Basques, and to assess the accuracy of the hypothesis that an increasing influx of foreigners and the emergence of a “multicultural Basque Country” may solve the problem of Basque nationalism. Keywords: the Basque Country, Basque nationalism, the immigrant, the stranger, multiculturalism Ethnicity and Politics in Fiji Łukasz Kaczmarek The text aims to introduce the reader to the broad and complex cultural contexts of politics in Fiji, without a knowledge of which is difficult to understand contemporary developments in this post-colonial society. I have concentrated on how the interpretation and reinterpretation of elements of the indigenous culture have affected the spheres of life organized by the state’s political system. For this reason, subjects related to the indigenous ethnic group are represented here more substantially than issues related to other groups. This is justified by the dominant place in politics it has maintained during the post-colonial period. Moreover, the article shows the mechanisms by which numerous political ethnicities were created and managed during the period of Western colonial rule. Also discussed are the implications of this process for intercultural and political relations and for the functioning of a multicultural Fijian state after independence. The text is based on research and field study conducted by the author in 2000–2004 on the ethnicity and plural society of Fiji, as well as on the literature in the field and scientific documentation. Keywords: ethnicity, political anthropology, neo-traditional system, Fiji An Anthropologist’s Perspective on Minimal Government. Power and Politics Among the Pygmy Peoples Ryszard Vorbrich The present study is based on the results of the author’s own research conducted in 1999 in the district of Lomié in south-eastern Cameroon verified by scientific literature pertaining to Pygmy communities and the libertarian discourse. The study presents how anthropological research may be used both in political and applied science and analysed from a different, more practical perspective. The author refers to Clastres’ dual concept of separating the categories of ‘power’ and ‘politics’ and Lasswell’s interpretation of politics as the domain of deciding who gets what, when and how, illustrating it w ith the example of Pygmy communities. The Pygmy society has no c entral power institutions, but does know mechanisms of leadership which may be described as a ‘minimal government’ relating to ‘emotional management’. In choosing a leader, a community grants him not ‘power’, but ‘prestige’. Such a person becomes a kind of a coordinator, an official responsible for his actions and the entire group (community), as well as for the completion of the project; this may be called “communal control and exploitation of the environment”. *** Podstawę empiryczną niniejszego studium stanowią wyniki własnych badań terenowych, które prowadziłem w 1999 roku w dystrykcie Lomié, w południowo-wschodnim Kamerunie. Zostały one skonfrontowane z literaturą przedmiotu dotyczącą Pigmejów i dyskursu liberianizmu. Keywords: power, stateless societies, Pygmies, Cameroon Political Factors In Anthropological and Historical Research on Twentieth-century Rwanda Joanna Bar Experts on the topic have traditionally looked for the genesis of the Rwandan genocide in a number of interrelated factors, among which a leading role is played by those related to ethnicity, colonial government policies, and the seizure of power by the Hutu in the period after independence. In recent decades, a highly controversial stereotype has arisen, expressed in a radical form by B. Bruneteau, who wrote that it was the European study of races that created differences in the anthropological construction of the Tutsi, Hutu and Twa, and then made use of these for political purposes. Doubts about this finding provide the basis for this article. The author is aware that political considerations have too often accompanied and continue to accompany publications on ethnic relations, often resulting in the manipulation of statistical data. Ever more crucial, therefore, is the role of interdisciplinary research, which is important for a full understanding of the factors that led to the instability of the Rwandan state in the second half of the twentieth century. Autorka zdaje sobie bowiem sprawę z tego, iż względy polityczne nader często towarzyszyły i nadal towarzyszą publikacjom dotyczącym stosunków etnicznych, nierzadko decydując o manipulowaniu danymi statystycznymi. Keywords: Rwanda, genocide, post-conflict state, ethnicity, Hutu, Tutsi, Jan Czekanowski Between Vishnu and Mao Zedong: The Maoist Movement in Multi-ethnic Nepal Natalia Bloch This article attempts to explain the circumstances that led to a Maoist movement’s success in gaining public support in the world’s only Hindu state. A “people’s war” lasting more than a decade waged by the movement led to the end of two and a half centuries of monarchical rule. How was it p ossible to instil the idea of class struggle in a society in which there was no working class? Such questions are part of a wider debate about the feasibility of transplanting political categories that were created in Europe (Maoism derives from Marxist-Leninism) to other cultures, and the processes by which they can be adapted to local contexts. In the case of Nepal, an important role was played by the complex ethnic relations in the country, and the social inequalities resulting from these, which the Maoists skilfully exploited. Keywords: South Asia, Nepal, Maoism, people’s war, ethnic relations, social inequality The Mapuche from Araucania: Their Identity, Ethnic Activism and Attitudes Toward the State Aleksander Posern-Zieliński The observations contained in this article are preliminary in nature and are merely a precursor to a more detailed study of the contemporary situation of the Mapuche and the various ethnic, political, economic and organizational strategies they employ. The text is based on f ield studies carried out in Chile since 2007. In the article, I focus primarily on t wo issues: the importance of so-called core values in the formation of the present-day identity of this indigenous group, and the crucial role of new Indian elites in all aspects of ethnic activism and in the search for “new” foundations on which to build a more equal relationship between the Mapuche minority and the Chilean state and its people. Keywords: Mapuche, Chile, indigenous activism, ethnic identity, core values Customary Law or Ordinary Lawlessness Magdalena Krysińska-Kałużna The article, referring primarily to the situation in Latin America, indicates the necessity to specify the mutual relations between traditional and statutory law with more clarity. The lack of unambiguous criteria defining the scope of native jurisdiction and the applicability of customary law in countries which have officially recognised its validity often makes it very difficult or even impossible to apply these laws. On the other hand, the lack of precise criteria may contribute to events such as the extermination of an isolated indigenous group called the Taromenane in Ecuador in 2003. T he problem of particular importance is the native representation and jurisdiction in the case of a conflict of interest between different native groups or two fractions within the same group, as well as the issue of the decisive principle in defining the hierarchy of legal norms, including the different native norms. Keywords: customary law, statutory law, Huaorani, Taromenane, Ecuador School and Social Development Among the E’ñepá Indians of the Venezuelan Amazon: An Anthropological Approach Tarzycjusz Buliński In this article, I would like to test how accurate the notion is that school is one of the main factors in the social development of Indian communities. According to this view, school education improves the social, political, economic and cultural situation of the Indian peoples of South America. This is a position widely circulated among the national community in the region and is the basis for development programs and projects carried out among the Indians1. I would like to examine to what extent this view is correct with respect to the E’ñepá Indians living in the Venezuelan Amazon. I approach the question of what impact schools have on the development of these communities from an anthropological perspective, and thus from the side of Indian social practices. The article consists of four parts. In the first part, I characterize the current socio-cultural situation of the southern E’ñepá and the activities related to school education among them, and introduce the reasons why I chose this people for my analysis. In the second part, I indicate a problem posed by analyses from within the dominant non-anthropological current of reflection on development, and present the anthropological approach to the issues referred to in the article’s title. In the third part, I describe the development that is said to result from a school’s operation according to the intercultural education program being carried out among the E’ñepá. In the fourth section, I show, based on the example of the spread of the practice of writing, how, by means of an anthropological approach, one can assess the real impact of the school on the social development of the E’ñepá Indians. W części drugiej sygnalizuję problem, jaki staje się udziałem analiz pozostających w głównym, nie-antropologicznym nurcie refleksji nad rozwojem i przedstawiam podejście antropologiczne do tytułowej kwestii. This is being implemented in many cases through the geopolitical context of 9/11 and the fall of former centres of power (the end of the Cold War). Cultural anthropology, which shared a similar dilemma in the formative period of its own history, provides us with one of the most controversial examples in this matter. A program initiated by the U.S. Army in 2006 called the Human Terrain System (HTS) started a wide-ranging debate on t he ethical issues involved in carrying out ethnographic fieldwork in a militarized landscape. HTS thus became the focus of an intellectual and political polemic between certain groups of researchers. Within the academic and political debate on H TS, the program seems to have been placed in a post-colonial context as a new form of mixing of science and ideology. This paper tackles the problem of the emergence of a new type of anthropological understanding of the cultural Other as well its own methods and ethical standards in a situation where crisis seems to be the permanent state of the discipline and the world it is trying to describe. Niniejszy tekst prezentuje problem wyłaniania się specyficznego oglądu rzeczywistości kulturowej w odniesieniu do sytuacji konfliktu militarnego i działań ludzi weń zaangażowanych. Until the early 20th century, population speaking eastern Slavonic dialects and of Orthodox denomination prevailed in the eastern part of Belarus. Among this part of the population, awareness of the connection to the Belarusian nation was generally low. Poles who lived there were Polishspeaking Catholics, who were mostly aware of belonging to the Polish nation. A fairly large percentage of them belonged to the landed gentry. Novels written by Florian Czarnyszewicz, written in emigration to Argentina, are set in that part of Belarus. Czarnyszewicz was of gentry origin and came from the landed gentry settled in the region along the Berezina river. Living there until the early 1920’s, in his novels he presented all the experiences of that community. *** Artykuł jest poświęcony szlachcie zagrodowej na Białorusi. We wschodniej części tego kraju aż do początku XX w. przeważała ludność posługująca się dialektami wschodniosłowiańskimi i wyznająca prawosławie, ale rzadko mająca świadomość przynależności do narodu białoruskiego. Poza tą grupą żyła tam ludność polska: polskojęzyczna, katolicka, w większości świadomie przynależąca do narodu polskiego. Lauder Foundation, born 1988– 1992). It focuses on the methods of constructing the socio-cultural identity: components of the modern Jewish identity, attitudes to being a Polish citizen, and criteria of Israeli nationality. The article analyses also the role of a new identity-forming factor: the formal education in the Lauder-Morash school in Warsaw: an institution which has an ethnic character and which significantly facilitates acquiring Jewish cultural competences, but which, being multi-cultural in practice, at the same time promotes and open and two-cultural identity. *** W artykule prezentuję wyniki badań biograficznych nad dwoma pokoleniami młodzieży żydowskiej (tzw. „pokolenie odnalezione” – roczniki 1972–1984 oraz pierwsze pokolenie absolwentów żydowskiej szkoły Fundacji R. Laudera – roczniki 1988–1992). Skupiam się na sposobach konstruowania tożsamości społeczno-kulturowej (komponentach współczesnej tożsamości żydowskiej, postawach wobec bycia obywatelem polskim i kryterium narodowości izraelskiej). Zwracam uwagę na rolę nowego czynnika kształtującego tożsamość – formalną edukację w warszawskiej szkole Lauder-Morasha (placówce o charakterze etnicznym, zdecydowanie ułatwiającą nabywanie żydowskich kompetencji kulturowych, jednocześnie w praktyce wielokulturową, promującą identyfikację otwartą i dwukulturową). An Exploratory Ethnographic Research Izabela Czerniejewska The article is based on an exploratory research project with migrant children and youth enrolled in Polish schools. The sample included both foreign-born students and Polish students who had returned from abroad or had been separated from their migrant parents who worked abroad. It is based on qua litative data collected during field studies conducted in Poznań. In the article, I try to formulate research questions and identify issues affecting migrant students.
