CONTRACT
OF COOPERATION BETWEEN THE CITY OF RZESZOW AND THE CITY OF
BUFFALO
The Mayor of the City of Rzeszow in the Polish People's Republic and the Mayor of
the City of Buffalo in the United States of America, on the basis of hithero established contacts
and experience, based on the historic bonds of blood, culture and friendship between our
two cities and countries and on our mutual commitment to the causes of international
cooperation, understanding and peace, with a view to deepen and strengthen the friendly
relations between Rzeszow and Buffalo, and with a view to promote further development
and enrich cultural achievement of the two cities, have decided to sign the following contract:
§ 1.
The contracting parties will support and promote cooperation in the fields of science,
education, arts, radio, television and tourism as well as in the fields of municipal government,
protection of the enviroment; they will extend direct contacts and establish exchanges of
experience between the respective organs, organizations, institutions and enterprises, with
particular reference to the opportunities resulting from cultural and scientific cooperation
between the Government of the Polish People's Republic and the Government of the United
States of America.
§ 2.
In the fields of education and vocational education, the contracting parties will provide
systematic exchanges of experience.
§ 3.
In the field of cultural life the contracting parties will support:
— permanent cooperation and exchanges of specialists in the fields of theater, music, graphic
arts, fine arts, libraries and museums,
— performance of compositions and theater plays, exhibiting artistic works as well as
organizing artistic exhibitions,
— activities of the institutions promoting cultural achievements and exchanges of artistic
exhibitions and regional troups.
§ 4.
With a view to supplying information to the residents of both Rzeszow and Buffalo, the
contracting parties will promote and support direct cooperation in the field of press, radio
and television of the two cities and organize exchanges of radio and television programs.
§ 5.
The contracting parties will exchange their experiences in the field of municipal
government.
§ 6.
The contracting parties will promote such forms of tourism which will stimulate cultural
exchanges between the two cities and establish direct contacts in the fields outlined in this
contract.
§ V.
To implement this contract the parties will work out 1-year and 2-year plans of
cooperation, within the framework of which the respective institutions, organizations and
enterprises will seek to establish individual contracts and work out detailed programs of
activities.
§ 8.
The duration of this contract is 5 years, which term will be automatically extended for
another 5 years unless either of the contracting parties terminates it six months before the
elapse of the indicated term.
This contract has been approved by the People's Council of the City of Rzeszow and
the City Coucil of the City of Buffalo.
This contract has been prepared in Rzeszow, on the 2nd June, 1975 in two copies,
each in the Polish and English languages, both of the texts being valid in law.

§1.

uwzgl^dniane te zagadnienia, ktore wynikajq ze wspolpracy kulturalnej i naukowej mi^dzy
Rz^dem Polskiej Rzeczypospolitej Ludowej a Rzqdem Stan6w Zjednoczonych Ameryki P61nocnej.
§ 2.
W zakresie oswiaty i szkolnictwa zawodowego umawiajqce siQ strony b^d^ organizowa6
systematyczn^ wymian^ doswiadczen.
§ 3.
W zakresie kultury umawiaj^ce si^ strony b^d^ popiera6:
—systematyczn^ wsp61pracQ i wymian^ specjalist6w w dziedzinie teatru, muzyki, plastyki,
bibliotekarstwa i muzealnictwa,
—wystawianie dziel muzycznych i sztuk teatralnych, prezentowanie dziel plastycznych, jak
r6wniez organizowanie wystaw artystycznych,
— dzialalnosc przedsi^biorstw i instytucji rozpowszechniajqcych dobra kulturalne oraz wymian^ zespol6w artystycznych i estradowych.
§ 4.
Kieruj^c siQ d^zeniem, aby wzajemnie informowac mieszkahcow Rzeszowa i Buffalo,
umawiajqce si^ strony udziel^ pomocy i b^d^ popierac bezposredni^ wspolpracQ prasy, radia
i telewizji obu miast oraz wymianQ programow radiowych i telewizyjnych^
§ 5.
Umawiajqce si^ strony b^d^ wymieniac doswiadczenia w zakresie gospodarki miejskiej.
§ 6. ^

popierac takie formy wyraiany turystycznej, kt6re majq
na celu intensyfikacjQ wspolpracy kulturalnej obu miast braz nawi^zywanie bezposrednich
kontaktow w dziedzinach obj^tych niniejszq umowq.
§ 7.
Dla realizacji niniejszej umowy, strony b^dq opracowywac kilkuletnie plany wsp61pracy,
w ramach ktorych odpowiednie instytucje, organizacje i przedsi^biorstwa b^dq mogly zawierac bezposrednie porozumienia oraz opracowywac szczegolowe plany pracy.

§ 8.
Umowa niniejsza zawarta jest na okres pi^ciu lat. Ulega ona automatyc^nie przedJuzeniu na dalsze okresy pi^cioletnie, jezeli zadna ze stron nie wypowie jej na sze56 miesi^y
przed uplywem odpowiedniego okresu.
Umowa niniejsza podlega zatwierdzeniu przez Miejsk^ Rad^ Narodowq w Rzeszowie
i RadQ Miejskq miasta Buffalo.
Sporzqdzono w Rzeszowie, dnia 2 czerwca 1975 r. w dwoch egzemplarzach, kazdy
w jQzykach polskim i angielskim, przy czym obydwa teksty posiadaj^ jednakowq moc.
