SUMMARY Eastern Poland – selected aspects of regional development in the period 2007-2013 Accession of Poland to the European Union emphasized the problem of the diversity of development among the countries of the same continent as well as interregional diversity with respect to the country and the whole Community. Strengthening of economic integration in Europe is beneficial for the betterdeveloped countries and regions but at the same time can be a threat to underdeveloping and peripheral regions. The regions of 5 voivodships of Eastern Poland, i.e. lubelskie, podkarpackie, podlaskie, swietokrzyskie, warminsko-mazurskie have an opportunity for the implementation of the instruments initiating their development Delimitation of the areas of Eastern Poland indicates the necessity of taking common measures by national and local authorities for the improvement of the socio-economic situation of those regions enabling efficient use of endogenous and exogenous factors. Decreasing the backwardness of the voivodships of Eastern Poland is not possible without stimulation and strengthening of the developmental tendencies which start to grow in the region. Currently the regions of Eastern Poland are characterized by under-investment and consequently poorly developed and incorrectly oriented transport infrastructure, lack of adaptation of the areas for the investments, low level of innovativeness of the enterprises and poorly developed sector of high technologies. It is necessary to include the areas in the process of generating economic growth as well as the growth of employment. It is essential to intensify the measures aiming at development of the voivodships of Eastern Poland by improvement in the accessibility and communication functionality of the border areas as well as economic activeness of those areas. 3 STRESZCZENIE Polska Wschodnia – wybrane aspekty rozwoju regionalnego w latach 2007-2013 Przystąpienie Polski do Unii Europejskiej uwydatniło problem zróżnicowań rozwoju między państwami leżącymi na jednym kontynencie, a także zróżnicowań międzyregionalnych, w skali państwa, jak i w skali całej Wspólnoty. Pogłębianie integracji gospodarczej w Europie korzystne jest dla państw i regionów lepiej rozwiniętych, ale jednocześnie stwarza szereg zagrożeń dla regionów słabiej rozwijających się i peryferyjnych. Wśród zjawisk niekorzystnych należy wymienić: brak bodźców do zainicjowania procesów trwałego rozwoju, małą aktywność społeczną i przedsiębiorczość oraz utrwalający się niższy poziom życia mieszkańców. Delimitacja obszarów Polski Wschodniej wskazuje na konieczność podjęcia wspólnych działań samorządowych i rządowych na rzecz poprawy sytuacji społeczno-gospodarczej regionów, umożliwiającej efektywne wykorzystanie czynników endogenicznych i egzogenicznych. Zmniejszenie zapóźnień województw Polski Wschodniej nie jest możliwe bez stymulowania, a następnie utrwalania rodzących się w tym rejonie tendencji rozwojowych. Obecnie regiony Polski Wschodniej charakteryzuje niedoinwestowanie, a przez to słabo rozwinięta i niewłaściwie ukierunkowana infrastruktura komunikacyjna, brak przystosowania terenów pod inwestycje, niski poziom innowacyjności firm i słabo rozwinięty sektor wysokich technologii. Należy włączyć te obszary w proces tworzenia wzrostu gospodarczego oraz wzrostu zatrudnienia. Istotne jest nasilenie działań mających na celu rozwój województw Polski Wschodniej poprzez poprawę dostępności i funkcjonalności komunikacyjnej regionów przygranicznych oraz aktywizację gospodarczą tych obszarów. 4
