In the new perspective of the EU, Poland continues to be the biggest beneficiary of European funds. The money
provides an opportunity for the completion of ongoing investments as well as further development of Polish
civilization. Previous financial perspective proved that we are capable of issuance and accounting of EU funds.
Increasingly, however, questions about the effectiveness of investment are being raised. Already we notice the
great challenges of innovation, as the activities in this area do not bring big results, hence they are either
inadequate or poorly addressed. Will the state, local governments and companies be able to use EU funds in a
way that they play a role of a flywheel for the Polish economy in the coming decades?

DISCUSSION PANEL:
The role of business and its importance for local society. How the industry can
make a positive influence on local environment?
The aim of regional policy is to promote long-term economic development, based on solid foundations that can
only be created by large companies with a strong network of suppliers. Modern enterprises build, also at the
local level, cooperation between businesses, local governments and science. Furthermore, mutual cooperation
between large companies and SMEs, even not formally linked to each other, results in increased
competitiveness, reduced logistics costs and measurable social benefits in times of recession or economic
crises.

DISCUSSION PANEL:
The role of clusters in development and promotion of Polish economy
through consolidation for the benefit of the new EU industrial
policy, cooperation between clusters and their participation in large
European Union’s projects and programmes
It has the purpose of directing towards a presentation of the role of clusters in development and promotion of
the economy through consolidation for the benefit of the new EU’s industrial policy, cooperation between
clusters and their participation in large European Union’s projects and programmes, e.g.. Horizon 2020 and
large supraregional projects of the European Union as the pillars of innovative economy. The aspect of
cooperation between clusters and local governments will be also discussed – the main areas, forms and
potential solutions and expectations towards local government and voivodeships. The panel will include a key
programme for the Polish economy realized by clusters POLAND 3.0 – the project of the biggest Logistics
Centre and the biggest navigation projects in Central Europe. The perspectives of cooperation between clusters
in Poland in 2014-2020 will be also presented – the National Cluster Network Initiative and other examples.

The many faces of telemedicine - computerization of healthcare
Research shows that treatment of a patient with the use of modern technology increases the feeling of safety
and in a long-term process can significantly reduce the cost of treatment. Currently, a common problem in the
introduction of telemedicine services is the lack of legal solutions, as according to the Act on profession of a
physician and dentist, the doctor decides about the state of health of the patient only after examination. New
technologies are also used in the management of medical institutions, so that the quality of services provided is
on the top level.

Revitalization– a slogan or one of the most important
challenges of the coming years?
Many Polish communes are affected by degradation of social, technical, environmental and spatial
conditions. According to estimates, this problem concerns as much as 20 percent of urban areas in Poland,
inhabited by ca. 2.4 million citizens. The above mentioned problems require a well thought-out revitalization
programme. During the debate, we will try to define ideal cooperation between local governments and
investors, in order to create completely new quality of public space by revitalization. We will also answer the
question if the above mentioned process is possible without participation of developers.
