Cele wyznaczone w WP 2014-15
Lepsze zrozumienie zmian społecznych w Europie, ich
ekonomicznego, społecznego i politycznego wpływu oraz
odkrywanie nowych wizji rozwoju Europy w kontekście globalnym
– konkursy EURO, YOUNG i INT.
Wspieranie rozwoju innowacyjnych społeczeństw i polityk w
Europie - konkurs INSO + dedykowane działania wspierające
polityki innowacji.
Lepsze zrozumienie intelektualnej podstawy Europy, jej historii
oraz wielu europejskich i pozaeuropejskich wpływów, jako
inspiracji dla naszego życia – konkurs REFLECTIVE.
Wspieranie współpracy międzynarodowej w dziedzinie badań i

EURO-6-2015: Meeting new societal needs by using
emerging technologies in the public sector (1)
Specific challenge
Modernisation of public administrations as important underlying factor for
economic growth and competitiveness;
Addressing policy domain requirements and societal needs by introducing
emerging technologies in the public sector can lead to the transformation of
processes and better regulation, benefitting both society and civil servants;
Multidisciplinary research to take into account the societal, political and
human factors, explore social acceptability, impact on the improvement in
public service delivery and potential benefits for citizens, businesses and
society;
Research to explore the burdens that prevent public administrations
from implementing the identified emerging technologies.

• Preparation of next phases and possible validation in near to operational
environment for the implementation of emerging technologies in the public
sector
• Focus may be on any of the below:
Improving effectiveness and efficiency of public administrations;
Transforming public administrations processes;
Transforming delivery of public services to business and citizens taking
account of societal diversity;
Uptake and acceptability of the use of emerging technologies in the public
sector;
Reducing the administrative burden of citizens and businesses;
Offering inclusive public services.

Specific challenge
Public administrations need to address new societal challenges under financial
constraints, responding to growing expectations
The take-up of new technologies, increased connectivity, availability of open
data and open services support the collaborative forms of service design and
delivery and they increase transparency
Personalised public services: empowering citizens and businesses to
directly participate in the design, creation, selection and delivery of some
of the public services.
M-government: adjusting services to the way citizens are communicating
and delivering them to a variety of mobile devices.
Transparency: open data and information, coupled with technology,
enable monitoring of the public sector and its performance and leads to
more transparency.

Pilots on personalised and mobile public services

Innovative use of open data for new, smart and mobile public services;
Using open services and enabling co-production of new public services;
Pro-active and personalised citizen-centric public service applications;
Following changes in user behaviour in accessing and using such services,
understanding which citizens are able to/excluded from use and supporting the backoffice implications, including privacy.

Pilots on transparency of public administrations

Piloting tools to increase the transparency of ICT-based technology platforms of the
public sector;
Monitoring, enhancing accountability and fighting corruption;
Examining how transparency tools bring benefit to people and
establishing practices to challenge emerging inequalities.

Proposals need to include an assessment of the effectiveness as well as
social and economic impact of the approaches and providing feedback
into a set of recommendations.

Specific challenge
Current societal and economic challenges as well as rising expectations to
reduce the burden on users, put pressure on all public administrations to
provide efficient, open and citizen-centric public services.
Coupling open public data and services with information and services
offered by the private sector
Engaging SMEs into the potentially huge public sector innovation market is
a challenge for local and regional public authorities.

Supporting innovative SMEs, including start-ups for the design and creation of
innovative applications in order to foster the delivery of mobile public services;
Helping the interaction of citizens and businesses with public administrations;
Coupling open public data and services with information and services offered by
the private sector, leading to innovative, user-friendly and personalised services
that can be accessed easily;
Solutions need to consider scalability, multi-lingualism, sustainability and
where necessary, the cross-border dimension as well as ensure
replicability.
Expected Impact
Enhancing profitability and growth performance of SMEs and seizing European and
global business opportunities;
Market uptake and distribution of innovations tackling the specific challenge
in a sustainable way;
Increase of private investment in innovation.
