Świętokrzyskie - hard to pronounce, easy to invest
The term Świętokrzyskie (English: Holy Cross;
German: Heiligkreuz) comes from the name
of the mountain range located in the central
part of Kielce Highlands. It owes its name
to the relics of the Holy Cross stored in the
monastery on the Bald Mountain.
The Świętokrzyskie Mountains, in addition to
a number of natural assets, is one of the oldest
mountain ranges in Europe.

Świętokrzyskie province lies in the heart
of Poland and covers the area of nearly
11.7 thousand km2. Its attractive location
is determined by the proximity to major
Polish cities such as Warsaw, Cracow and
Łódź, and the presence of domestic routes
connecting the north and the south, as well
as the east and the west of the country.
Furthermore to that, due to its location
in eastern part of Poland, the province may
constitute the gateway to eastern markets
such as Russia, Ukraine and Belarus.
The region’s economy is mainly based on
industry and agriculture. The last years have
brought a rapid development for the
Świętokrzyskie province. The region, year
by year, has been registering substantial
increase in GDP per capita, at the level of 5%
per annum.

Eastern Poland – the Region of young and well-educated people
The Eastern Poland Macroregion covers five
Polish provinces, namely Świętokrzyskie,
Warmia and Mazury, Podlaskie, Lubelskie,
and Podkarpackie, accounting for a third
of Polish territory. The region is inhabited
by over 21% (8.1 million) of total population
of Poland.
The Macroregion is characterized by favourable
demographics with high share of young
and well-educated people. Almost one third
of the population is under 25 years of age
and there are over 355 thousand students
studying at 53 universities, including several
technical universities and engineering colleges.
The labour costs remain among the lowest
in the EU and about 15-20% lower than
in other parts of the country. At the same time,
the unemployment rate is higher than in other
provinces. As a result, Eastern Poland offers
optimum conditions for investors.
The investment potential of the region
is reinforced by five dynamically growing
Special Economic Zones offering tax
exemptions and other financial incentives
to attract and retain investors.
Metal and machinery sector as one of the drivers of the regional economy
The Świętokrzyskie province has a long tradition
in the metal and machine industry, derived
from the times of the Central Industrial District
created in the years 1936-1939. Currently,
the production of metal and machinery
sector is one of the pillars of the region’s
economy contributing about a fifth of its
total industrial production. In the recent
years the sector has been expanding
rapidly at the average growth rate
(CAGR) of around 5% per year. The key
product groups include metal components,
fabricated metal products and metal processing
or production of special purpose machinery.
This sector employs about 18 thousand
people which accounts for over 20%
of total employment in the industry. More
than 2 thousand companies operate in this
industry branch, about 75% of which specialise
in manufacturing finished metal products, 13%
in manufacturing machinery and equipment,
and remaining others in production of metals
and vehicles. The vast majority of companies
are micro-companies, accounting for almost
80% of all enterprises in the industry.
The labour costs in this industry branch
are among the lowest in Macroregion, as well
as countrywide - the average monthly wage
amounts to approximately 700 EUR.

The development of metal and machinery sector
in Eastern Poland, including Świętokrzyskie
province, is also fuelled by many business
institutions supporting the industry.
The Kom-Cast Casting Components
Manufacturers Association cluster is one
of the most renowned. Its affiliated companies
account for over 20% of the total Polish
foundry sales and 30% of domestic exports
of castings.
The main centres of metal and machine
industry in the province are located in
Skarżysko-Kamienna, Starachowice, Kielce
and Ostrowiec Świętokrzyski (metallurgy).

Investment potential and cooperation with foreign countries
Long traditions in the industry, availability
of well-educated and skilled workforce, low
labour costs, investment areas tailored to the
needs of businesses, as well as a central location
make the Świętokrzyskie province a right
place to invest.
The total value of foreign direct investments
(FDI) in the region in years 2008-2011
amounted to 311 million EUR. German and
British companies are among the largest
foreign investors in Świętokrzyskie.
The attractiveness of the Świętokrzyskie
province is also enhanced by its strong export
orientation. Every year the region records
a significant export growth. In 2012 the export
value of the province was 30% higher as
compared to 2008. This is mainly contributed
by the metal and machinery sector, as this
sector’s products constituted 52% (841 million
EUR) of the total export value of the region.
The main exported products are pig iron
and metallurgical products, which combined
account for more than a third of exports.

worldwide. For many years the main trading
partners has been Germany and Austria.
In 2012, the export of the metal and
machinery products accounted for more
than 57% (238 million EUR) of the total
export value to these countries (the highest
share among all provinces in Eastern Poland).

in the Świętokrzyskie
province
The Świętokrzyskie province offers a wide
variety of support instruments and investment
incentives for potential investors. The entities
involved in new projects in the region
can be granted the highest possible level
of support to be obtained in the European
Union - up to 50% of eligible costs of the
new project. In case of small and mediumsized enterprises (SMEs) it can be enlarged
up to 70% and 60% respectively. Furthermore,
additional investment incentives available
in the Świętokrzyskie province include:
• Income tax exemptions in special economic
zones,
• Exemption from property tax,
• Grants from the state budget,
• Financial grants from EU funds.

The Świętokrzyskie province offers many well-prepared investment sites of attractive location.
These are, especially, areas located in two special economic zones (SEZ) operating in the province:
Starachowice SEZ and Tarnobrzeg SEZ.

Starachowice SEZ is located in the Świętokrzyskie
province and has its subzones also in the regions of
Lublin, Mazovia, Łódź and Opole. The zone occupies
a total of almost 612.9 ha, of which 217.7 ha are
left for development. Investment plots offered are
fully adapted to the needs of investors, they include
both plots with industrial facilities - production halls,
warehouse buildings, offices - as well as plots with
the technical infrastructure, but without buildings.
Tarnobrzeg SEZ operates in the areas of six
provinces: Świętokrzyskie, Podkarpackie, Lubelskie,
Mazowieckie and Dolnośląskie provinces. The
zone occupies a total of 1 632 ha, of which 596.9
ha are left for development. Company operating
within the SEZ may obtain support in the form of
tax exemptions. It is worth noting that the selection
and location of new projects in this SEZ does not
take more than eight weeks.
At the end of 2012, there were 72 permits active
in the SEZ, including 55 businesses employing
workers. There were over 7 100 new jobs available
and investors have invested over 380 million EUR.
So far, there have been 232 permits granted
in this SEZ. Businesses, including 35 foreign entities,
employ a total of 28 448 employees. Investment
expenditures in the SEZ exceeded the value
of 1.8 billion EUR.

Support for investors from the Investor Assistance Centre – Świętokrzyskie Region
The Investor Assistance Centre – Świętokrzyskie
Region (ŚCOI), operating within the structure
of the Marshal’s Office, provides comprehensive
services for foreign investors interested in
investments in the province, or in cooperation
with local businesses. Additionally, ŚCOI
coordinates efforts to promote the economy
of the Świętokrzyskie province.
The main tasks of ŚCOI include:
1) Creating and updating the regional investment opportunities of greenfield and brownfield type
and making them available to potential investors,
2) Creating and updating a list of regional suppliers according to business sectors and a database
of companies - exporters,
3) Gathering basic information about state-owned enterprises and companies and municipal
companies in the Świętokrzyskie province looking for a strategic investor,
4) Collecting basic statistical data about the region and sharing it with PAIiIZ (Polish Information
and Foreign Investment Agency) as well as with interested investors,
5) Collecting and updating data on current public-private projects in the region that can
be implemented with the participation of foreign investors, and sharing this data,
6) Providing services to foreign investors interested in starting their business activity in the province:
collecting and giving necessary information,
7) Preparation and service for trade and investment missions to and from the region,
8) Providing investors with information for the needs of business promotion, including information
concerning:
a) Trade or investment missions,
b) Economic conferences with the participation of investors and regional authorities,
c) Plans of expansion of foreign investors operating in the area of the Świętokrzyskie province,
d) The forms and effects of investment marketing carried out by ŚCOI and regional authorities,
e) Changes in the infrastructure of the region that have an impact on business activity.
