Many of these films have enjoyed a successful festival circuit, often winning top festival awards. Films by Polish documentary filmmakers screened at over 250 festivals in the past year, including such prestigious events as IDFA (the Netherlands), Sundance (United States), Locarno (Switzerland), DOK Leipzig (Germany), and Hot Docs (Canada). Over 480 screenings at film festivals around the world, 300 of which were in competition, along with awards received at these film events serve as best proof of the recognition that Polish documentary filmmakers enjoy. ‘Polish Documentaries’ also features a number of very recent projects that have yet to be released. I am certain that among these there will be at least a few that will also gain international acclaim. Polish directors work on their films in distant and remote locations around the world, but also in their own homes, in their hometowns, or nearby schools. Their sensitivity towards people’s issues, the human condition, and the social processes in the world of the 21st century is remarkable. In their films, they often tackle issues that are controversial, surprising, and often forgotten. They bring to light images of the world and people’s emotions to which we, audiences, might otherwise be oblivious. Polish documentary films certainly deserve to be noticed. Among its other duties, it is responsible for creating conditions for the development of Polish film production and international co-productions. PFI provides subsidies and loans (in the case of films with significant attendance potential), acting within the framework of its Operational Programme priorities. In 2014, there are four Programmes: 1. Film Production (21 million EUR): Objectives: screenwriting scholarships, project development, production of feature films, documentaries and animations. 2. Education and Dissemination of Film Culture (4.25 million EUR): Objectives: film education and professional training, film events, local film initiatives, digital reconstruction and preservation of film archives, as well as research and development. 3. Development of Cinema Infrastructure PFI subsidizes both film production and project development. The participation of PFI in a film production underwritten by foreign funds is possible if Poland co-produces said film in accordance with the European Convention on Co-production, and artistic contribution of Polish artists is commensurate with the assumed co-production participation on the Polish side. The minimum co-production, contribution is at least 10% of the financial or financial-and-material input in the case of a multilateral co-production and at least 20% of a bilateral co-production. Subsidy of such a project by PFI carries with it an absolute necessity of spending at least 80% of the subsidy within Polish territory. In the case of a minority co-production, the minimum contribution of Polish artists is also specified: (2.7 million EUR): Objectives: modernization of cinema houses and co-financing of digital projection equipment. 4. Promotion of Polish Films Abroad (1.9 million EUR). Projects are evaluated by experts appointed from among representatives of the Polish film industry, but the final decision belongs to the General Director of the Polish Film Institute. Evaluation results and funding decisions are announced after 90 days. The decision is valid for six months and its validity may be extended for up to six consecutive months.
