Project Partnership Centro di orientamento per la didattica delle disabilità sensoriali (SENSRY) Regione Abruzzo (Lead Partner) Istituto per la Ricerca, lo Studio, l’Insegnamento e la Diffusione della Lingua dei Segni Italiana (IRSIUD) (IT) Dipartimento dei lavori sociali e della politica sociale nell’Università di Szeged (HU) College of Computer Science Lodz (PL) Period 08/2006 – 07/2009 Sintesi del Progetto Il progetto “SENSORY” è stato approvato nell’ambito del programma comunitario Socrates Azione Grundtvig II e verrà realizzato all’interno di un partenariato composto da quattro partner e cioè la Regione Abruzzo (Italia), l’Istituto per la Ricerca, lo Studio, l’Insegnamento e la Diffusione della Lingua dei Segni Italiana (IRSIUD LIS, Italia), Il College of Computer Science in Lodz (Polonia) e il Dipartimento dei lavori sociali e della politica sociale nell’Università di Szeged (Ungheria). Il progetto contribuisce all’implementazione della Strategia di Lisbona che si propone di far divenire l’Europa “l'economia basata sulla conoscenza più competitiva e dinamica del mondo, in grado di realizzare una crescita economica sostenibile con nuovi e migliori posti di lavoro e una maggiore coesione sociale” riconoscendo il ruolo fondamentale dell’ istruzione e della formazione per la crescita e lo sviluppo economico. In tutti i paesi europei sono stati fatti molti sforzi per migliorare il sistema educativo, ma il grado di insuccesso negli istituti scolastici e l’esclusione sociale rimangono troppo elevati. Nei Paesi partner il numero dei non udenti iscritti all’Università, risulta essere molto basso anche rispetto alle altre disabilità fisiche. In Italia, a parte i sussidi previsti dalla legge 104/92 non sono predisposte a livello universitario strutture, sussidi o metodi di intervento a favore delle persone non udenti. Da qui il largo abbandono o il rifiuto aprioristico di accedere all’università da parte dei soggetti deboli ed in particolare quelli appartenenti alla categoria dei Sordi. Per quanto concerne il quadro numerico complessivo riferito all’inserimento scolastico delle persone sorde occorre fare riferimento ai dati messi a disposizione dall’Ufficio Studi e Programmazione del Ministero della Pubblica Istruzione, fermi tuttavia al 1997/98. Anche dal punto di vista statistico, infatti, i dati disponibili sono pochi e non aggiornati, oltre che, a volte in contraddizione tra loro. Finora non sono state condotte nuove ricerche statistiche, perciò le attività previste dal progetto saranno utili a livello nazionale. In Polonia, l'accesso all'istruzione superiore per le persone con disabilità è garantito dalla Costituzione e quindi dalle leggi che ne applicano i contenuti. Nella realtà la situazione non è così positiva poiché mancano programmi adeguati agli allievi con bisogni specifici. Di conseguenza la percentuale delle persone con le disabilità sensoriali che continuano il loro percorso educativo fino al più alto grado d'istruzione è marginale. In Ungheria la legge garantisce pari opportunità per tutti i gruppi di persone con bisogni specifici e definisce le garanzie per ogni gruppo anche in relazione all’istruzione superiore. L'università di Szeged ha un Comitato per le pari opportunità e in ogni facoltà i coordinatori si occupano delle mansioni che emergono dai problemi degli studenti interessati in base alla valutazione dei loro bisogni per assicurare il loro accesso ai servizi. ENGLISH The project “SENSORY” has been approved within the Socrates community programme - Grundtvig II Action - and will be implemented within a partnership composed by four partners: the Region Abruzzo( Italy), the Institute For Research, Study, Teaching and Diffusion of Italian Sign Language ONLUS ( IRSID LIS), the College of Computer Science in Lodz ( Polland) and The Department of Social Work and Social Policy in The University of Szeged ( Hungary). The project contributes to the implementation of the Lisbon Strategy which set the Union a major strategic goal for 2010 "to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion”. This implies not only a radical transformation of the European Economy, but also but also a challenging programme for the modernisation of social welfare and education systems. Many efforts have been made in all the European countries to adapt the education and training system, but the level of failure at school and of social exclusion remain too high. The project intends to promote the insertion of people with sensory disabilities, especially the deaf, into the higher education system. In the partner countries the number of deaf enrolled in the Universities seems to be very low compared to other physical disabilities. In Italy, besides the support of the interpreter provided for the Italian law number 104/92, at university level, structures, benefits or intervention methods for the deaf people are not predisposed. For this reason there is a wide abandonment or the aprioristic refusal to enter university from weak subjects and particularly those belonging to the category of the Deaf ones. The numerical picture of the scholastic insertion of Deaf people was realised by the Ministry of Education in 1997/98 years and the available statistical data are few and not updated, and sometimes in contradiction between them. In Poland, access to the higher education for all persons with disabilities is confirmed by the Constitution. However in practice the situation is not that favourable since there is a common lack of adequate programmes and adjustments designed for students with special needs. As a consequence the percentage of persons with sensory disabilities that continue their educational process at the higher educational level is marginal. Therefore the current project is relevant to the Polish reality. In Hungary, a law was passed in 1998 that declares equal opportunities for all groups of people with special needs and it defines the guarantees on each group. A ministerial decree in 2002 regulates the opportunities of students with special needs in higher education. The University of Szeged has a Committee for Equal Opportunities and on each faculty coordinators deal with the tasks that arise from the problems of the concerned students from the assessment of their needs ensuring their access to services. POLSKA Projekt “SENSORY” jest realizowany w ramach wspólnotowego programu Grundtvig 2 (Socrates) przez następujących partnerów: 1) Region Abruzzo (Włochy) 2)Instytut Badań, Studiów, Nauczania i Upowszechniania Włoskiego Języka Migowego ONLUS, IRSID LIS (Włochy) 3) Wyższą Szkołę Informatyki (Łódź, Polska) 4)Wydział Pracy i Polityki Społecznej Uniwersytetu Szeged (Węgry) Projekt przyczynia się do wdrażania Strategii Lizbońskiej, która jako jeden ze strategicznych celów Unii Europejskiej na rok 2010 przyjęła “stworzenie najbardziej konkurencyjnej i dynamicznej, opartej na wiedzy gospodarki w świecie, zdolnej do zrównoważonego rozwoju gospodarczego z większą ilością lepszych miejsc pracy i większą spójnością społeczną”. Sugeruje to nie tylko zdecydowaną transformację gospodarki europejskiej ale również wyzwania w postaci programu modernizacji dobrobytu społecznego i systemu edukacji. W krajach Europy podejmowanych jest wiele wysiłków aby dostosować system nauczania i szkoleń ale poziom odejścia uczniów ze szkół i wyłączenia społecznego wciąż pozostaje zbyt wysoki. Celem projektu jest promocja włączenia osób z upośledzeniem słuchu, zwłaszcza głuchych, do systemu edukacji na poziomie wyższym. Liczba osób głuchych uczęszczających na uniwersytety w krajach partnerskich wydaje się bardzo niska w porównaniu do osób z innymi upośledzeniami fizycznymi. We Włoszech, oprócz wsparcia tłumaczy zapewnionego ustawą 104/92 na poziomie uniwersyteckim nie są zapewnione żadne inne struktury, korzyści czy metody interwencyjne dla osób głuchych. Z tego powodu osoby te nie są zainteresowane podejmowaniem nauki na poziomie uniwersyteckim. Dane liczbowe dotyczące obecności osób głuchych w systemie szkolnictwa zostały zebrane przez Ministerstw Edukacji w latach 1997/1998 i od tej pory nie były uaktualniane, dodatkowo często są sprzeczne. W Polsce dostęp do edukacji na poziomie wyższym dla osób z wszelkimi upośledzeniami jest zagwarantowany przez Konstytucję. W praktyce sytuacja nie jest tak korzystna ponieważ powszechnie brakuje odpowiednich programów i innych środków dostosowawczych dla studentów ze specjalnymi potrzebami. W związku z tym procent osób z upośledzeniem słuchu, które kontynuują edukację na poziomie wyższym jest marginalny co sprawia, że projekt ma istotne znaczenie w tym przypadku. W 1998 na Węgrzech przyjęto ustawę mówiącą o równych szansach dla wszystkich grup osób ze specjalnymi potrzebami, która określa gwarancje dla każdej z grup. Rozporządzenie Ministra z 2002 roku reguluje możliwości dla studentów ze specjalnymi potrzebami w zakresie szkolnictwa wyższego. Uniwersytet Szeged ma Komitet Równych Szans i koordynatorzy poszczególnych wydziałów zajmują się problemami poszczególnych studentów wynikającymi z oceny ich potrzeb tak, aby zapewnić im dostęp do odpowiednich usług. Magyar A SENSORY projectet a Socrates közösségi programjában, a Grundvig II Akcióban fogadták el, és négy partner fogja végrehajtani: Abruzzo régió (Olaszország), az Olasz Jelnyelv Intézet ONLUS (IRSID LIS), Informatikai Főiskola, Łódź (Lengyelország), és a Szegedi Tudományegyetem Szociális Munka és Szociálpolitikai Tanszéke (Magyarország). A projekt a lisszaboni stratégia végrehajtásához csatlakozik, mely 2010-re fő stratégiai célnak nevezte meg, hogy a világ legdinamikusabb és versenyképesebb tudásalapú gazdasága legyünk, mely képes a fenntartható növekedésre, egyre jobb munkahelyekkel és nagyobb társadalmi kohézióval. Ez nem csak az európai gazdaság radikális fejlesztését jelenti, hanem a társadalmi jólét és oktatási rendszer modernizálását is. Sok erőfeszítést tettek az európai országok, hogy átalakítsák a oktatási és képzési rendszert, de az iskolai bukások még mindig nagy számban fordulnak elő. A project célja, hogy az érzékszervi fogyatékosok, különösen a siketek bekerüljenek a felsőoktatásba. A partner országokban a siket hallgatók aránya nagyon alacsonynak tűnik, összehasonlítva más testi fogyatékosokkal. Olaszországban amellett hogy a 104/92-es törvény az egyetemi szinten garantálja a tolmács-támogatást, a siketek számára az ellátások és beavatkozások nem járnak alanyi jogon. Ezért sok a kimaradó vagy azok, akik már eleve nem is jelentkeznek egyetemre különösen a siketek körében. A siketek iskolázásáról az adatokat az Oktatási Minisztérium az 1997/98-as évre adta ki, és az újabb statisztikai adatok hiányosak és ellentmondásosak. Lengyelországban az alkotmány szavatolja, hogy minden fogyatékossággal élő személynek joga van a felsőoktatáshoz. Azonban a gyakorlati helyzet nem ilyen kedvező, mert hiányoznak a különleges szükségletetekkel rendelkező hallgatók számára a megfelelő programok és kiigazítások. Ennek következtében az érzékszervi fogyatékosok csak igen kis százaléka folytat tanulmányokat a felsőoktatásban. Ezért ez a projekt hasznos lehet a lengyel fogyatékosok számára. Magyarországon egy 1998-as törvény minden fogyatékosnak egyenlő lehetőségeket deklarál, és minden csoportnak meghatározza a garanciákat is. Egy 2002-es miniszteri rendelet szabályozza a fogyatékkal élők lehetőségeit a felsőoktatásban. A Szegedi Tudományegyetemen van egy Egyenlő Esélyek Bizottsága, és minden karon koordinátorok foglalkoznak a fogyatékkal élők problémáival: felmérik az igényeiket és biztosítják a hozzáférésüket a szolgáltatásokhoz. Budget Activity 80.000 € Il progetto sperimenterà un approccio innovativo nei confronti di un complesso insieme di barriere che impediscono alle persone con disabilità sensoriale di accedere ai corsi universitari. L’obiettivo principale del progetto, pertanto, è l’identificazione e la conseguente riduzione degli ostacoli oggettivi( fisici), soggettivi( psicologici) e culturali che impediscono la prosecuzione degli studi dopo le scuole superiori. Il progetto focalizzerà l’attenzione sui non udenti nella maggior parte dei paesi partners e , al fine di raggiungere i suoi obiettivi in ogni territorio, realizzerà le seguenti attività: 1. indagini sulle problematiche del dettagliate possibili, presso gli istituti progetto, il Scolastici. più 2. Raccolta dati sul numero dei disabili sensoriali/non udenti ,in ogni Stato partner, che riescono a conseguire il diploma superiore e di coloro che si apprestano ad entrare all’Università. 3. Identificazione di un campione di disabili sensoriali/ sordi( che frequentano ancora la scuola superiore o hanno già il diploma superiore) per la comprensione dei disagi fisici e psicologici che impediscono il loro accesso ai corsi universitari. 4. Preparazione di interviste e di un questionario ad hoc da sottoporre al campione identificato, ricerca di metodologie di insegnamento e di supporto esistenti utilizzate nelle Università al fine di facilitare la partecipazione dei disabili. 5. Organizzazione di attività di attività di consulenza e tutoraggio per aiutare i non udenti a fare la scelta giusta riguardo il corso universitario in base ai propri bisogni. 6. Creazione di una linea guida transnazionale per i decision makers al fine di sviluppare strategie, metodologie, strumenti per facilitare l’inserimento delle persone sorde ai corsi universitari sulla base dell’esperienza, dell’analisi dei bisogni e sulle interviste fatte Le linee guida basate sulle esperienze transnazionali saranno disseminate in un territorio più ampio e tra i decision makers a livello locale, regionale e nazionale. Le buone pratiche verranno proposte per un’ ulteriore sperimentazione in altri istituti superiori per la realizzazione di un mainstreaming orizzontale e verticale. ENGLISH The project will experiment an innovative approach to the complex set of barriers that do not allow people with sensory disabilities to enter the University degree courses. Thus the main objective of the project is the identification and consequent reduction of the objective (physical), subjective ( psychological),social (at risk of disclosure) and cultural obstacles that do not allow their studies after secondary schools; therefore to lead a "normal" professional scholastic life, long life learning and personal fulfilment. The project will focus on the deaf in the majority of the countries partner and, in order to attain its objectives, in each territory, it will : 1) perform surveys at the Institutes, as much detailed as possible, on the project topics. 2) Collect data about the number of the deaf/sensory disables in each region partner, who get the secondary school degree and those of them who apply for attending a higher education course 3) Identify a target group of 4 deaf/sensory disables ( still attending the secondary school or already holding the secondary school diploma) for the understanding of the physical, social and psychological troubles preventing their enrolment at university degrees. 4) Prepare an ad hoc questionnaire and interviews to be submitted to the identified target group, 5) research the existing support and teaching methodologies used in the universities in order to facilitate the participation of the disables. 6) Organize tutoring and counselling activities for helping the deaf in the right choice of the degree course according to the needs and the offers. 7) Create a trans-national guideline for decision makers in order to set up strategies, methodologies and tools for facilitating the deaf people in attending university courses on the basis of the experience, need analysis and interviews. The envisaged guidelines based on trans-national experiences will be disseminated in a wider territory and among decision makers at local, regional and national level. The good practices will be proposed for further experimentation in other higher education Institutions for the achievement of a horizontal and vertical mainstreaming. Polska Projekt będzie eksperymentalnym nowym podejściem do barier, które uniemożliwiają osobom z upośledzonym słuchem uczestniczyć w kursach uniwersyteckich. W związku z tym głównym celem projektu jest identyfikacja a w konsekwencji redukcja obiektywnych (fizycznych), subiektywnych (psychologicznych), społecznych (ryzyko wyłączenia) i kulturowych przeszkód , które uniemożliwiają uczniom szkół średnich kontynuację nauki; a co za tym idzie prowadzić „normalne” życie profesjonalno – zawodowe, uczenie się przez całe życie i osobistą realizację. Grupą docelową projektu we wszystkich krajach uczestniczących są osoby z uszkodzonym słuchem (głuche i słabosłyszące). Realizacja celów projektu odbędzie się przez: 1) przeprowadzenie badań w instytucjach partnerskich, tak szczegółowych jak to tylko możliwe, w zakresie tematów projektu 2) zebranie danych o liczbie osób z uszkodzonym słuchem w regionie każdego z partnerów, które mają dyplom szkoły średniej i tych, które aplikują na kursy na poziomie uczelni wyższej 3) identyfikację grupy 4 osób z uszkodzonym słuchem (wciąż uczęszczających do szkoły średniej lub już posiadających taki dyplom) aby zrozumieć fizyczne, społeczne i psychologiczne problemy uniemożliwiające im zapisanie się na uniwersytet 4) przygotowanie ankiety, jaka zostanie przeprowadzona wśród tych osób 5) zbadanie istniejącego wsparcia i metodologii nauczania stosowanych na uniwersytetach aby ułatwić uczestnictwo osób głuchych i słabosłyszących 6) zorganizowanie działań z zakresu korepetycji” i doradczych pomagających osobom głuchym i słabosłyszącym w odpowiednim doborze kursów zgodnie z ich potrzebami i dostępną ofertą 7) stworzenie międzynarodowego przewodnika dla osób podejmujących decyzję aby wprowadzić strategie, metodologie i narzędzia ułatwiające osobom głuchym i słabosłyszącym uczęszczanie na kursy uniwersyteckie na podstawie doświadczeń, analizy potrzeb i przeprowadzonych wywiadów/ankiet. anowany przewodnik oparty na międzynarodowych oświadczeniach będzie rozpowszechniany na szerszym terytorium wśród osób podejmujących decyzje na poziomie lokalnym, egionalnym i krajowym. Promowane będą wzorce dobrych raktyk, tak aby mogły być zbadane również w innych instytucjach zkolnictwa wyższego. Magyar A project újszerűen próbálja megközelíteni az akadályok bonyolult problémakörét, melyek miatt az érzékszervi fogyatékosok nem jutnak be az egyetemre. Ezért a fő célkitűzésünk az objektív (fizikai), szubjektív (lelki), társadalmi és kulturális gátak megnevezése és eltávolítása, melyek miatt nem lépnek tovább a középiskola után, nem élhetnek intellektuális szakmájuknak, nem vehetnek részt az életre szóló tanulás folyamatában és nem teljesíthetik ki önmagukat. A project a partnerországokban lévő siketekre fog koncentrálni és hogy elérje a céljait, minden országban a következőket hajtja végre: elmérést végez az intézményekben, amilyen részletesen csak lehet, a projekt témáiról. Adatokat gyűjt azon siketek/érzékszervi fogyatékosok körében a partner régiókban, akik érettségiztek és akik jelentkeztek felsőoktatásba. Négy siket/nagyothallóból álló célcsoport (akik középiskolába járnak vagy már érettségiztek) kijelölése, hogy megértsük azokat a különféle szociális, fizikai és lelki akadályokat, mely miatt nehezebb nekik bejutni a felsőoktatásba. Készít egy ad hoc kérdőívet és interjúkat a célcsoporttal Kutatja a meglévő egyetemi támogatást és tanítási módszereket, mely elősegíti a siketek egyetemi tanulmányait. Egyéni tanácsadást szervez a siketeknek, hogy jól döntsenek, milyen egyetemi kurzust vesznek fel a lehetőségeik és igényeik alapján. Nemzetközi útmutatót készít a tapasztalat, szükségletfelmérés és az interjúk alapján a döntéshozók részére, hogy stratégiákat, módszereket és eszközöket nyújtson a siketek egyetemre jutásának elősegítésére. A nemzetközi tapasztalatokon alapuló iránymutatást széles közben fogjuk terjeszteni, helyi, regionális és nemzeti szinten is.
