On behalf of the ESF Transnational Learning Network 'TLN Mobility' it is our pleasure
to invite you to our expert conference on
'Coordinating transnational mobility for disadvantaged youth in Europe under the
ESF 2014-2020: the results of TLN Mobility'

Addressing youth unemployment in Europe with adequate measures remains a key
policy task: one in five young Europeans on the labour market cannot find a job (in
some Member States even up to one in two), and 7.5 million young people between
15 and 24 are not employed, not in education and not in training. With the flagship
initiative "Youth on the Move", the Youth Guarantee scheme and the Youth
Employment lnitiative, over the course of the last four years, the European Union has
been taking substantialaction towards promoting youth employment in Europe.
Recognising the positive impact that work stavs abroad have on the prospects for
young disadvantaged people to enter training or employment, TLN Mobility is a
network of labour and youth public administrations, public employment agencies and
ESF Managing Authorities/lmplementing Bodies from 15 EU Member States and
regions. Supported by the European Commission and co-funded by its members, the
aim of the Network is to support transnational mobility measures under the European
Social Fund within a voluntary joint transnational ESF youth mobility framework.
As experience from the German ESF "ldA lntegration through Exchange" programme
has shown, mobility programmes have a specialvalue for disadvantaged people by
providing them with a unique opportunity to develop self-confidence, self-esteem and
a sense of purpose in a foreign personal and professional environment. Participation
helps to clarify personal and professionalgoals and ambitions and leads to
significant improvements of the prospects for young disadvantaged people to
(re)enter education, training and employment.
Taking into consideration that coordinated transnational action within the European
Social Fund had previously been centrally managed by the Commission, the partners
of TLN Mobility initiated an innovative and unique process of decentralised
transnational ESF programme coordination.

Marking the formal ending of its EU grant period, TLN Mobility is very pleased to
present its results and inform about its next steps at this final conference in Marseille
Participants will be introduced to the TLN Mobility's coordinated framework, namely
the "Goordinated Gall on ESF Transnational Mobility Measures for
Disadvantaged Youth and Young Adults" as wellas the supplementary Manual of
Guidance.
TLN Mobility partners willfurthermore share their experience and progress with the
implementation of the Coordinated Call in the TLN Mobility partner regions and
Member States. ln a joint discussion with representatives from political
administrations,

rticipants

reflect upon
the impact of transnational mobility measures for participants as well as for
regional labour markets based on practical case studies, and
the advantages of joining a coordinated approach on the programming level
Delegates will also receive an update on the planned activities for 2015 and the
possibilities for future participation in the Network.
As peer decision-makers in ESF policy development and programming, we look
forward to a thorough, interactive and practical debate.

French, ltalian and Spanish. ln line with our usual procedures, delegates from the
