This graph shows the variation in average daily traffic for the last
12-month period relative to that for the 12-month period before.
The average daily traffic from January 2012 to December 2012
decreased by 2.6% relative to that from January 2011 to
December 2011.

In December 2012, nine of the top 10 airports had less traffic compared to December 2011.
The largest traffic decrease (-19.5 %) was at Budapest Ferihegy airport due to Malév Hungarian Airlines ceasing operations in
February 2012, followed by 16% drop at Las Palmas airport due to Islas Airways ceasing operations in October 2012. The 17.4%
traffic decrease at Madrid Barajas airport is the result of overall traffic reduction in Spain in conjunction with Spanair cessation of
operations in January 2012. Athens airport recorded a real traffic reduction of 17%.Traffic at Stuttgart airport decreased by 11.4%
following Contact Air ceasing operations at the airport.
The largest traffic increases were at Venice (+15.5%), Istanbul Ataturk (+12.6 %), Istanbul Sabiha (+11.2%) and Tel Aviv (+6%)
airports.
Three of the top 10 air operators had significantly increased traffic in December 2012 compared to December 2011. 10% drop in
Lufthansa traffic was partly due to Contact Air ceasing operations (under the DLH callsign).
Airline consolidation and restructuring explains most of the significant traffic decreases and increases: Air Nostrum (-36.9%) and
Finnair (-31.5%), Olympic (-27.8%), BAW shuttle (+31.9% due to the cessation of BMIbaby operations in September) and Finnish
Commuter Airlines (+31.6%).
Aeroflot Russian (+19.4%) recorded a real traffic growth.
“Unidentified operators” (mainly General Aviation) decreased by 5.5% in December 2012.

Traffic increased significantly at Chisinau, Odessa, Istanbul, Simferopol, Karlsruhe , Dnipropetrovsk and Dublin ACCs. Increase in
Malta is a recovery from 2011 Libyan airspace closure. Traffic decreased significantly in Munich, Tampere, Santa Maria, Seville,
Canarias, Palma, Madrid, Barcelona, Skopje, Yerevan and Stockholm ACCs. The new VOLMUK system in Germany impacted the
traffic distribution to Munich (-) an Karlsruhe (+) ACCs.

Compared to December 2011, the airport ATFM delays showed a
slight increase while the en-route ATFM delays decreased more
significantly giving a 2.1% reduction overall.

In December, 30.8% of all ATFM delay was en-route while the
remaining 69.2% occurred at the Airports/TMA. En-route ATC
capacity, staffing, disruptions and en-route event accounted for
27% of all ATFM delays. 53% of the ATFM delays are attributable
to airport weather.

These are the top 20 delay generating locations for the reporting month. Figures are the average daily delays in minutes.
•
London Heathrow, Amsterdam, Frankfurt, Munich, Stockholm, Zurich, Geneva, Vienna and Madrid airports were affected by
seasonal weather throughout the month with low visibility, fog, wind and snow issues.
•
Paris ACC’s delays were caused by ATC capacity issues and the change of the airspace design (IRP: Interface Reims Paris).
•
Langen, Lisbon and Warsaw ACCs recorded delays due to en-route ATC capacity, ATC staffing and disruptions.
•
Karlsruhe ACC was affected by VOLMUK.
•
Delays in Ankara ACC were due to reduced ATC Capacity in ORBB (Baghdad) FIR (NOTAM A0150/12).
•
Runway configuration at Canarias island airports due to southerly winds caused delays at Canarias ACC.
•
Lisbon airport registered delays due to capacity and due to bad weather conditions (low visibility).
•
Brest ACC generated delays due to ATC capacity, to the strike that took place on the 7th December and between the 18th and
th
the 20 December due to the paperless strip system trial.
•
The limited use of the optimum runway configurations at Zurich airport (due to environmental constraints) and at Istanbul
Ataturk airport (due southerly winds) continued to cause delays.

EN-ROUTE ATFM DELAY PER DELAY GROUP
En-route delays accounted for 30.8% of all ATFM delays. 15.1%
were attributed to en-route ATC capacity, 5.8% to en-route ATC
staffing, 4,2% to events, 4.1% to en-route weather and external
disruptions and 1.6% to en-route ATC disruptions.

recorded as “en-route ATC disruptions”.
In December 2012, an average of 168 flights per day had an enroute delay of at least 15 minutes. Corresponding figure In

were subject to at least 15 minutes of delay. The corresponding
figure in 2011 was 813.
YTD: The average en-route delay per flight for 2012 is 0.63
min/flt, which is lower that the corresponding reference value of
0.70 min/flt.
The annual en-route delay excluding the industrial actions for
2012 is 0.57 min/flt.

In December 2012, there were 2 days with an
average delay per flight at or above 2 minutes:
Fri 7 Dec: The network was dominated by airport
weather delays due to snow at Amsterdam, Geneva,
Dusseldorf and Frankfurt airports. Airport
infrastructure at Paris CDG, Istanbul Ataturk and
Vienna also caused significant delays. Brest recorded
delays due to industrial action and ATC capacity.
Warsaw generated delays due to ATC staffing and
capacity.
Sun 9 Dec: The network was again dominated by bad
weather conditions: snow at Frankfurt, Munich and
Copenhagen airports and strong winds at Amsterdam
and London Heathrow airports. Istanbul Ataturk
registered significant delays due to airport
infrastructure. En-route weather was recorded in
Langen and Nicosia. Staffing issued affected
significantly Lisbon ACC.

ALL AIR TRANSPORT DELAYS (Source: CODA)
The analysis below is based on airline data provided to CODA by airlines (AO's). As the airline data collection for December 2012 is
not yet complete at the time of writing, this analysis covers the latest available 13-month period (November 2011-November 2012) and
contains details on 59% of commercial flights in the ECAC region.
ATFM delays reported by airlines are often lower than the ATFM delays calculated by the network manager (NM). ATFM delays of
NM are the (flight) planned “delays” whereas the airlines report the “actual” experienced ATFM delay on departure. For instance, a
flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the
ATFM delay and the rest is the handling delay.

Airline reported en-route ATFM delay in November 2012 was
0.3 minutes per flight which is slightly lower than the NM
reported average en-route ATFM delay of 0.4 minutes per
flight. As airlines may assign multiple delay reasons for a
delayed flight, some of the en-route ATFM delay may be
attributed to other reasons if the other reason prevented the
flight from obtaining a slot improvement. A common example is
a NM reported en-route ATFM delay reported by airlines as a
split between reactionary and en-route ATFM delay. According
to airline reporting, in November 2012 the average delay per
flight for all-causes of delay was 7.4 minutes. The primary delay
share of total all-causes delay was 58 % (or 4.3 min/flight) of
which en-route delays contributed 0.3 min/flt. The remaining
were Reactionary delays, this counted for 42% or a contribution
of 3.1 min/flight.

Based on airline data, the reported share of reactionary delay
minutes in November 2012 was 42%. Both NM and airlines
reported that en-route ATFM delays were below 1 minute per
flight at 0.4 min/per flight and 0.3 min/per flight respectively.

The percentage of flights subject to long ATFM delays (those
exceeding 15 minutes and 30 minutes) decreased in November
2012 when compared to October 2012. The percentage of
flights delayed from all-causes (those exceeding 15 & 30
minutes) decreased both month-on-month and year on year.

ATFM SLOT ADHERENCE
Average daily evolution of early and late flights
In December the percentage of late non-compliant departures
increased significantly compared to the previous month. This is
mainly caused by snow and de-icing conditions at some major
airports in the beginning of December. The percentage of early
departures has remained stable. Although the overall
percentage of traffic departing within their Slot Tolerance
Window (STW) is above the target (at least 80%), there are
many airports for which compliance can be improved. Due to
the winter conditions the absolute number of flights departing
outside the STW has slightly increased.

The significant events planned for the month of December 2012 were mainly related to training and operational trials for new ATM
systems. VOLMUK operational trials took place in Karlsruhe and Munich ACC's over the weekend of 7-10 December 2012 with an
estimated 25% capacity reduction on each ACC in anticipation of transition to full operations from 15 and 16 December respectively.
The event had a small network impact.
Budapest (1-3 December 2012) and Bratislava (1-21 December 2012) entered into shadow mode operations in anticipation of
transition to new operational facilities, with Budapest ACC initiating parallel operations from 4-17 December 2012. Low impact with no
capacity reductions were foreseen for either event. These events had negligible network impact.
Due to the implementation of the new airspace design in Paris and Reims ACC's there was a reduction in capacity of approximately
20% until 17/12. After 18/12 capacity was reduced by 10% with a view to normal operations by 14/01/13. The event had some network
impact.

DISRUPTIONS
02/12/2012: Ankara - Zero rate applied in Ankara CTA from 0630-0930utc due to total power failure (40 flights, 761 mins delay).
06/12/2012: Toulouse/Blagnac - 1000-1120utc, radar unserviceable, zero rate applied (118 flights regulated, 4,192 mins delay).
14/12/2012: EPWW - ATC Equipment (OLDI) failure in conjunction with staffing and capacity issues (123 flights, 1200 mins delay).
8.3.
OTHER CONSTRAINTS
There were no other constraints with network impact in December 2012.

of 13 flights per day of which 6 were accepted. This saved 241
minutes of daily delay at a cost of 90nm extra mileage flown.

Compared to December 2011, the number of flights that had
more than 30 mins of ATFM delay increased by 4.9% from 162
flights/day in 2011 to 170 flights/day in 2012.
