GNB
Grupa Jednostek Notyfikowanych - GNB - złożona jest ze wszystkich jednostek autoryzowanych
przez swe państwa członkowskie do wykonywania zadań z zakresu oceny i weryfikacji stałości
właściwości użytkowych, według zasad określonych w rozporządzeniu nr 305/2011.
Instytut Techniki Budowlanej został autoryzowany do wykonywania zadań jednostki notyfikowanej na
podstawie CPR i figuruje pod numerem 1488 na liście europejskich jednostek notyfikowanych.
Informacje o upoważnionych przez siebie jednostkach państwa członkowskie przekazują Komisji
Europejskiej i pozostałym państwom członkowskim - jest to procedura notyfikacji.
Jednostki:
certyfikujące wyroby
certyfikujące zakładową kontrolę produkcji
laboratoria badawcze objęto wspólną nazwą jednostek notyfikowanych.
Jednostki notyfikowane w Krajach Członkowskich UE w zakresie rozporządzenia Parlamentu
Europejskiego i Rady (UE) nr 305/2011 z dnia 9 marca 2011 r. ustanawiającego zharmonizowane
warunki wprowadzania do obrotu wyrobów budowlanych i uchylające dyrektywę Rady 89/106/EWG
(rozporządzenie CPR) biorą udział we wszystkich - za wyjątkiem systemu 4 - systemach oceny i
weryfikacji stałości właściwości użytkowych wyrobów budowlanych.
Na mocy artykułu 55 rozporządzenia CPR „Komisja zapewnia wprowadzenie i właściwe
funkcjonowanie odpowiedniej koordynacji i współpracy między jednostkami notyfikowanymi (...) w
formie grupy jednostek notyfikowanych. Państwa członkowskie zapewniają, by notyfikowane przez
nie jednostki uczestniczyły w pracach tej grupy, bezpośrednio lub przez wyznaczonych
przedstawicieli, lub zapewniają, by przedstawiciele jednostek notyfikowanych zostali o nich
poinformowani.”
Podstawowe zadania Grupy Jednostek Notyfikowanych to:
Rozwijanie wzajemnego zaufania i przejrzystości pomiędzy wszystkimi jednostkami
notyfikowanymi i władzami odpowiedzialnymi za ich funkcjonowanie w państwach
członkowskich,
Osiągnięcie spójnego stosowania wymagań dokumentów zharmonizowanych w ramach
prowadzonej działalności certyfikacyjnej i badawczej,
Zapewnienie wszystkim zainteresowanym stronom właściwej informacji, co do zakresu
działania i kompetencji jednostek notyfikowanych oraz co do rodzaju świadczonych przez nie
usług.
W skali europejskiej współpraca jednostek notyfikowanych odbywa się na dwóch poziomach
organizacyjnych:
W Grupie Doradczej (AG GNB-CPR) złożonej z krajowych przedstawicieli państw
członkowskich i rozpatrującej kwestie o charakterze podstawowym dla działania jednostek
notyfikowanych. Jej najważniejszym zadaniem jest koordynacja współdziałania Jednostek
Notyfikowanych z Komisją Europejska i państwami członkowskimi. Przedstawicielem Polski w
AG GNB-CPR (wcześniej AG GNB-CPD) jest od początku specjalista Instytutu Techniki
Budowlanej – obecnie mgr inż. Piotr Maciejak.
W Grupach Sektorowych złożonych ze specjalistów jednostek dokonujących oceny i weryfikacji
właściwości użytkowych określonych grup wyrobów.
Grupy Sektorowe zorganizowane są według grup wyrobów budowlanych i obejmują:

SG 02 - Cement, kruszywa, zaprawy i pozostałe wyroby związane z betonem
SG 03 – Kominy i przewody dymowe
SG 04 - Urządzenia ruchu drogowego
SG 05 - Okładziny
SG 06 - Drzwi i okna
SG 07 - Stałe urządzenia gaśnicze
SG 08 - Zakotwienia
SG 09 - Szkło
SG 10 - Wyroby murowe
SG 11 - Membrany i geotekstylia
SG 12 - Rury i zbiorniki
SG 13 - Prefabrykaty betonowe
SG 14 - Stal zbrojeniowa i sprężająca
SG 15 - Wyroby do budowy dróg
SG 16 – Łożyska konstrukcyjne
SG 17 - Metalowe wyroby konstrukcyjne
SG 18 - Wyroby konstrukcyjne z drewna
SG 19 - Wyroby do izolacji cieplnej
SG 20 - Płyty drewnopochodne
SG 21 - Zestawy budowlane.
W ramach Grupy Jednostek Notyfikowanych funkcjonują też dwie grupy sektorowe o
horyzontalnym zakresie działania:
SH 01 - Substancje niebezpieczne
SH 02 - Zagadnienia pożarowe.
Grupa Jednostek Notyfikowanych działa przez organizowanie regularnych spotkań oraz za
pośrednictwem platformy internetowej Komisji Europejskiej CIRCABC.
Polska Grupa Jednostek Notyfikowanych (w skrócie PGJN) została powołana jako tzw. krajowa grupa
zwierciadlana. W jej skład wchodzą wszystkie polskie jednostki notyfikowane do rozporządzenia CPR
i, w charakterze obserwatorów, jednostki ubiegające się o notyfikację oraz przedstawiciele
Ministerstwa Infrastruktury i Rozwoju, Głównego Urzędu Nadzoru Budowlanego oraz Polskiego
Centrum Akredytacji.
Zasadniczym celem działania PGJN jest wypracowywanie wspólnego stanowiska, które prezentowane
będzie na posiedzeniach Grupy Doradczej GNB-CPR przez przedstawiciela Polski. Ponadto PGJN
stanowi platformę wymiany doświadczeń i opinii w zakresie realizacji zadań przez jednostki
notyfikowane.
Pierwsze spotkanie PGJN, zrzeszającej wtedy jednostki notyfikowane do dyrektywy budowlanej
89/106 (CPD), miało miejsce 20 września 2004 r. w siedzibie ITB przy ul. Filtrowej 1 w Warszawie.
Jednostki te zobowiązane są do współpracy na forum europejskim w Grupie Jednostek
Notyfikowanych (Group of Notified Bodies – GNB) wypracowując wspólne zasady postępowania i
obowiązujące wykładnie zapisów dotyczących oceny i weryfikacji stałości właściwości użytkowych w
zharmonizowanych specyfikacjach.
Wykładnie zapisów zharmonizowanych specyfikacji technicznych w zakresie oceny zgodności po
zatwierdzeniu są publikowane jako Position Papers - Stanowiska Grupy Jednostek
Notyfikowanych i zgodnie z art. 43 ust. 11 rozporządzenia nr 305/2011 powinny być stosowane
przez wszystkie jednostki notyfikowane.
