Komisja Europejska wyrazi³a równie¿ zgodê na realokacjê rodków z Sectoral STRUDER Counterpart Funds w wysokoci 9,997 mln EUR na realizacjê II edycji Programu. 20 lutego 2002 r. podpisane zosta³o w tej sprawie Memorandum of Understanding. Od podpisania Memorandum Finansowego minê³y trzy lata, podczas których uda³o siê zakontraktowaæ, zrealizowaæ i sfinansowaæ 210 projektów infrastrukturalnych zwi¹zanych z usuwaniem skutków powodzi i zabezpieczeniem przeciwpowodziowym. £¹czna wartoæ wszystkich projektów po rozliczeniu wynios³a (razem z wk³adem w³asnym Beneficjentów) 25,6 mln EUR. W dwóch edycjach Programu wydanych zosta³o 23,3 mln EUR wsparcia Unii Europejskiej. ! Program ODBUDOWA 2001 30 wrzenia 2004 r. zakoñczy³ siê proces wydatkowania rodków Programu Odbudowa 2001. Wyremontowano ³¹cznie 218,5 km dróg, odbudowano 12 mostów. Przywrócenie dobrych warunków oraz bezpieczeñstwa komunikacji drogowej na terenie realizacji projektów mia³o bardzo du¿e znaczenie dla spo³ecznoci lokalnych. W wielu przypadkach komunikacja na tych terenach by³a z powodu szkód powodziowych utrudniona lub wrêcz niemo¿liwa. W wyniku realizacji projektów przywrócono i usprawniono komunikacjê na remontowanych drogach, skróci³ siê czas przejazdu, zniesiono ograniczenia tona¿u, zwiêkszono nonoæ dróg. £¹cznie w ramach Programu wyremontowano/uregulowano oko³o 326 km d³ugoci rzek i potoków. Poprawi³o to znacznie zabezpieczenie terenów przyleg³ych przed zalewaniem i podtopieniami, a w efekcie stworzy³o korzystne warunki dla rozwoju spo³eczno-gospodarczego. W Raporcie Koñcowym audytu projektów powy¿ej 100 000 EUR zespó³ audytorów stwierdzi³, ¿e w ramach Programu Odbudowa 2001 wszystkie projekty zosta³y zrealizowane zgodnie z Ustaw¹ o Zamówieniach Publicznych oraz przepisami prawa budowlanego. Program ODBUDOWA 2001 Oszczêdnoci, które pojawi³y siê po terminie kontraktacji (terminie zawierania umów na realizacjê projektu pomiêdzy Beneficjentami a PARP) nie mog³y byæ przeznaczone na finansowanie kolejnych projektów rezerwowych. Po uzgodnieniach z Komisj¹ Europejsk¹ zosta³y one przeznaczone na tzw. zadania rozszerzaj¹ce dodatkowe dzia³ania spójne z realizowanymi projektami, realizowane w ramach istniej¹cych Umów Dotacji. W kontekcie narastania oszczêdnoci nale¿y jeszcze uwzglêdniæ zmiany kursu walutowego PLN/EUR, jakie zachodzi³y w trakcie trwania Programu. Wszystkie kontrakty na roboty budowlane zawierane by³y w PLN. Umowy Dotacji okrela³y wsparcie Unii Europejskiej w EUR. Do okrelenia wartoci kontraktu i dotacji w EUR wykorzystywany by³ redni kurs NBP z dnia podpisania umowy z Wykonawc¹ na realizowane roboty. Dla ka¿dego projektu indywidualne kursy przeliczania oscylowa³y, w okresie podpisywania umów na roboty budowlane, wokó³ wartoci 4 PLN/EUR. W momencie p³atnoci za zrealizowane roboty kurs walutowy czêsto przekracza³ 4,5 PLN/ EUR. Po rozliczeniu koñcowym projektów pozostawa³o rednio 6% rodków, które Beneficjenci musieli zwróciæ jako oszczêdnoci z tytu³u dodatnich ró¿nic kursowych. Wskaniki oszczêdnoci po rozliczeniach wynikaj¹ce z dodatnich ró¿nic kursowych & Ostatecznie wykorzystano 23,3 z blisko 25 mln EUR wsparcia Unii Europejskiej. Bior¹c pod uwagê wymienione kwestie narastania oszczêdnoci, wykorzystanie alokowanych rodków na poziomie 93,27% nale¿y uznaæ za bardzo dobre osi¹gniêcie. Dziêki temu odnotowano wzrost inwestycji zarówno w sektorze ma³ych i rednich przedsiêbiorstw, jak i budownictwie mieszkaniowym oraz powstawanie nowych miejsc pracy. Poni¿sza tabela pokazuje g³ówne kierunki oddzia³ywania projektów, rodzaj przyjêtego wskanika oraz jego wartoæ. Bior¹c pod uwagê charakter Programu (krótki czas przygotowania wniosku, brak danych wyjciowych i skalê projektu) nale¿y uwzglêdniæ fakt, ¿e okrelenie wartoci wskanika ma charakter szacunkowy. Dla oceny osi¹gniêcia celów ogólnych przyjêto okres 36 miesiêcy. Program ODBUDOWA 2001 Efekty oddzia³ywania projektów w Programie Odbudowa 2001 W skali ca³ego Programu najsilniejsze oddzia³ywanie dotyczy³o wzrostu inwestycji na terenach oddzia³ywania projektów. Wyst¹pi³y korzystne warunki dla funkcjonowania i rozwoju dzia³alnoci ma³ych i rednich przedsiêbiorstw szczególnie w dziedzinie handlu i us³ug turystycznych. Okrelono mo¿liwoæ powstania 349 nowych miejsc pracy. Drugim aspektem pojawiaj¹cym siê w trakcie ewaluacji by³ rozwój agroturystyki. Uwzglêdniaj¹c bardzo korzystne warunki krajobrazowe w trzech województwach przy odbudowanej infrastrukturze i poprawie zabezpieczeñ przeciwpowodziowych, tendencja przyspieszenia powstawania nowych gospodarstw agroturystycznych jest bardzo wyrana. Szacunkowo stwierdzono mo¿liwoæ powstania 158 nowych gospodarstw agroturystycznych. Trzecim kierunkiem oddzia³ywania projektów by³o powstanie korzystnych warunków dla rozwoju jednorodzinnego budownictwa mieszkaniowego. Poprawa dostêpnoci komunikacyjnej oraz zabezpieczenie przed zalewaniem spowodowa³a wzrost atrakcyjnoci terenów objêtych realizowanymi projektami. Rozwój budownictwa jednorodzinnego bardzo silnie wp³yn¹³ równie¿ na szeroko rozumian¹ aktywnoæ gospodarcz¹, tworz¹c dodatkowe miejsca pracy oraz stwarzaj¹c warunki dla prowadzenia dzia³alnoci gospodarczej w nowo wybudowanych obiektach. " # $ % & Flood damage reconstruction programme Poland 2001 Flood Damage Reconstruction Programme Poland 2001 ' The Flood Damage Reconstruction Programme was implemented in three voivodships Ma³opolskie, Podkarpackie and wiêtokrzyskie, which were the most affected regions during the flood in July and August 2001. The available funds for two editions of the Programme 25 mln EUR were distributed among the regions proportionally to the damage they suffered as a result of the flood. On 7th December 2001 the Polish Government and the European Commission signed the Financing Memorandum concerning the allocation of 15 mln EUR for the Flood Damage Reconstruction Programme. The European Commission also approved the relocation of 9.997 mln EUR from the Sectoral STRUDER Counterpart Funds on the implementation of the second edition of the Programme. On 20th February 2002 the Memorandum of Understanding regarding this decision was signed. Since the Financing Memorandum was signed three years ago, 210 infrastructure projects connected with flood damage reconstruction and flood prevention infrastructure were contracted, implemented and financed. The total value of these projects is 25.6 mln EUR (including the amount of beneficiaries\ co-financing). In the two editions of the Programme 23.3 mln EUR from the EU funds was disbursed. Flood damage reconstruction programme Poland 2001 The process of the distribution of funds within the framework of the Flood Damage Reconstruction Programme was completed by the end of 30th September 2004. The infrastructure projects, which were monitored during their implementation, have been audited and evaluated. The assessment of the Programme carried out by the independent consultants confirmed that the realization of the Programme has been a success. 93.27% of funds available have been utilized within two editions of the Programme. Flood damage reconstruction programme Poland 2001 The final utilization of funds in the Flood Damage Reconstruction Programme The technical assistance projects of the total value of 0,575 mln EUR were also financed from the resources of the Programme. The aim of the projects was to carry out monitoring and evaluation of the infrastructure projects, audit of projects of a value above 100 000 EUR as well as training for the beneficiaries. Evaluation and audit Conclusions According to the Final Monitoring and Evaluation Report there were no serious discrepancies in the implementation of projects. The main scope of works carried out under the projects was in all cases compatible with the scope of works declared in the grant applications. In some projects there were additional works required for maintenance of the project, which were financed from funds of the beneficiaries. In most cases the quality and the parameters of the reconstructed infrastructure have been developed in order to fulfill the technical requirements according to the Polish law as well as EU standards. The infrastructure projects in the Flood Damage Reconstruction Programme are of significant importance for development opportunities from the local communities point of view. In total 218.5 km of roads were repaired and 12 bridges were reconstructed. It had a big impact for the local inhabitants to restore good conditions and provide them with enhanced safety on the roads in the areas where the projects are located. In many communities the road transport and access to some places was very often limited because of the flood damage. As a result of works under the Flood Damage Reconstruction Programme the transport conditions have been restored and developed, the traveling time was shortened, the weight restrictions were removed and the carrying capacity was increased. The total length of the regulated and renovated beds and embankments of rivers and streams is 326 km. The reconstruction and modernization of the flood prevention infrastructure has significant impact on flood protection of the areas. It considerably improved investment attractiveness and created favorable conditions for social and economic development of the regions. According to the Audit Report the requirements of the Polish Procurement Act as well as construction law were fulfilled in the implementation of all the projects under the Damage Reconstruction Programme. The works were carried out according to their planned scope including the construc! Flood damage reconstruction programme Poland 2001 The Final Reports from the Evaluation and Audit confirm the high assessment of the Programme. According to the opinion of the auditors, the beneficiaries are sufficiently prepared for both managing the infrastructure projects and implementing projects co-financed from the Structural Funds. In the opinion of both the beneficiaries and regional authorities the Programme was a valuable initiative and it contributed significantly to the reconstruction of the infrastructure damaged during the flood. The experience gained during the realization of the Programme is of the great importance taking into account the participation of the self governments in the programmes co-financed from the Structural Funds which are managed by the regional authorities. " Savings as a problem of Utilisation of the whole amoud of funds One of the problems related to the implementation of the Flood Damage Reconstruction Programme was posed by savings after tender procedures reaching in some cases 60% of the initial value of projects in the Grant Agreements. The problem was identified after the whole allocation of funds under the Flood Damage Reconstruction Programme was contracted. The process of the accumulation of savings resulted from differences between projects\ value defined in investors\ cost prepared by beneficiaries and the bid prices in the tender offers submitted by the contractors. The beneficiaries were obliged to prepare the above-mentioned cost documentation in accordance with the applicable Polish construction law and rules of costing. The potential contractors estimated the cost of construction works taking into account the rule of competitiveness they submitted offers of the lowest possible prices which depended on the current situation on the contractors\ market in particular regions. The problem of using the accumulative savings increased as more contractors were selected for the works. In cooperation with the European Commission and the Ministry of Economy and Labour some modifications to the Programme were implemented. The funds saved after tenders were used to implement projects from the reserve list. Savings generated by tenders completed after the end of the con# Flood damage reconstruction programme Poland 2001 Average indicators of savings after tender as a percent of a initial value of the project Flood damage reconstruction programme Poland 2001 tracting period (term for signing agreements on implementation of the projects between beneficiaries and PAED) could not be used to finance additional reserve projects. Following agreement with the European Commission, the savings were used to finance so called additional activities, i.e. additional works consistent with the basic project, implemented in the framework of the Grant Agreement. As far as the process of savings accumulation is concerned the fluctuations of PLN/EUR exchange rate during implementation of the Programme should be also taken into account. All the contracts for infrastructural works with contractors were in PLN while the value of the project and grant available in the Grant Contracts between the Beneficiaries and PAED were specified in EUR. The value of the contract for works was estimated in EUR using the EUR/PLN exchange rate of National Bank of Poland on the day of signing the contract. For each contract the exchange rates in the period of signing the contracts were around 4 PLN/EUR. However at the moment of payment for works carried out the exchange rates exceeded 4.5 PLN/EUR. After the final statement of projects approximately 6% of funds were not used as a result of fluctuation of the exchange rates. These funds were paid back by the beneficiaries. Taking into account the above mentioned problems of savings accumulation, the 93.27% of utilization of funds has to be treated as a very good result. Utilization of funds in the Flood Damage Reconstruction Programme % Flood damage reconstruction programme Poland 2001 Final allocation of funds of the Flood Damage Reconstruction Programme per region The assessment of the Flood Damage Reconstruction Programme in the Final Monitoring and Evaluation Report Flood damage reconstruction programme Poland 2001 The most frequently defined objectives of the projects carried out within the Flood Damage Reconstruction Programme could be divided into three categories: ` local transport infrastructure (roads) recovery / improvement in the condition and safety of road transport (roads and bridges) ` infrastructure reconstruction of water supply systems ` flood prevention infrastructure effective protection of areas from flooding and destructive activity caused by the streams and rivers. The table below presents the main directions of impact of the Programme, the type of indicator and its value. Taking into account the short time of grant application preparation, lack of data concerning indicators before starting the implementation of the project and the scale of projects, it has to be noted that the definition of the value of the indicator is of the estimated nature. To evaluate the general objectives the period of 36 months after the completion of projects is to be used. Flood damage reconstruction programme Poland 2001 Impact of projects within the Flood Damage Reconstruction Programme The realization of projects resulted in the growth in investment attractiveness of the area. The main directions of impact are the improvement of conditions for SME, agrotourism development as well as development of individual housing construction. The strongest impact of the Flood Damage Reconstruction Programme related to the growth of investments in the areas where the projects are located. Owing to improved conditions for SME development, especially in the field of trade and tourism services, the foreseen number of new jobs is 349. The second aspect as far as the impact of the Programme is concerned is the development of agrotourism. Taking into account the attractiveness of the areas for tourism the growth of agrotourism farms is significant. The creation of new 158 agrotourism farms is foreseen. The impact of the Programme is also the development of good conditions for individual housing construction. The increasing communication accessibility and the protection from flooding resulted in growing attractiveness of the areas. The development of individual housing construction resulted in the growth of business activities creating additional new jobs and good conditions for enterprise development in new buildings.
