A

Classification : Grade 17
Relationships and Responsibilities:
Works under the direction and supervision of
the Registrar of Civil Status and the Permanent
Secretary, Ministry of Justice.
Required to respond wherever necessary to the
Registrar of Civil Status on matters related to work
in progress.
Manage the adjudication process in accordance
with the law.
Issue notices requiring the attendance of such
persons or production of such documents as he/
she may consider necessary for carrying out the
adjudication.
Adjudicate upon and determine any dispute
referred to him/her by the Registrar of Civil
Status, having due regard to any law or procedure
which may be applicable, and shall make and sign
a record of the adjudication.
Determine the final record on matters referred
to him/her, notwithstanding, all contentious
matters shall be forwarded to the Registrar for final
determination.
Ensure that all applications for adjudication are
correctly filled and are filed with all relevant forms
and supporting documents.
Monitor the entries in all registers and the
electronic database.
Submit monthly reports and or returns on
all adjudicated matters to the Registrar of Civil
Status prepared in accordance with standard
reporting procedures, which report shall provide
information on the status of all adjudication
hearings, discrepancies resolved, and contentious
matters referred to the Registrar of Civil Status for
final determination.
Conduct oral interviews with applicants and
deponents with a view to determining the final
outcome of matters.
Undertake constant review of work flow process
with a view to improving the overall effectiveness
of the office.
Provide general supervisory and advisory
functions in relation to staff and their functions.
Perform any other related duties as delegated by
the Registrar of Civil Status from time to time.

DECLARATION OF ACQUISITION PURSUANT TO SECTION 3 OF THE LAND
ACQUISITION ORDINANCE (CHAPTER 5.04)
and
IN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that a
Parcel of land situate at Dacretin, Quarter of Choiseul in the island of Saint Lucia is likely to
be acquired for a public purpose.
DECLARATION OF ACQUISITION OF LAND
Whereas, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 5.04 that if the Governor General
acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a
Declaration to that effect to be made.
And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands mentioned

We have seen many interesting wrist watches with
all sorts of unique features, the latest comes from
well known company Citizen where in Japan they
have just released two models of bluetooth watches
that are part of the Virt M series.
These two Bluetooth watches are named TM840351V and TM84-0352V and they can somewhat
control your cell phone via Bluetooth. At the
moment these watches are only compatible with
Japanese phones. Now let’s take a look at its
features. These watches can display mail or news
on their own display that you received on your cell
phone. Only limitation is that they can show up to
210 character messages. Besides reading mail, you
can also store up to 10 mails on your watch and read
it at anytime. With their LCD display and magnify
feature these watches should provide easy reading
of mail in full color.
Another option is that these watches will notify you
if you receive a call or a mail on your phone with
vibration, glowing display and icons. That way you
can easily control your cell phones volume, hold or
reject calls and check your battery level. With all
these features you can even control your camera
shutter with a single button.
These watches are light and they come in leather
or stainless steel but at the moment they only work
with certain cell phones from SoftBank mobile
operator. As for the price of these devices, it
remains unknown.
Privacy bug causes Facebook to disable
Some Facebook users’ live chat messages and pending
friend requests were briefly visible to their contacts
this week, as the result of a bug in the massive social
network’s “Preview My Profile” feature. Facebook
confirmed the contents of a video posted to TechCrunch
Europe on Wednesday that demonstrated the flaw,
and has temporarily disabled its live chat software, but
denied that it was a large-scale security problem.
What exactly happened in the video? Facebook’s privacy
settings offer a feature called “Preview My Profile,” which
lets you type in the name of someone on your friends list and
then see how that person sees your profile in accordance with
your privacy settings. But it appears that somehow “Preview
My Profile” actually gave the user in question a glimpse
from inside the other user’s profile, and so it displayed live
Facebook Chat conversations and replaced the original user’s
list of pending friend requests with the user whose “view” was
being previewed.
“For a limited period of time, a bug permitted some users’
chat messages and pending friend requests to be made visible
to their friends by manipulating the ‘preview my profile’
feature of Facebook privacy settings,” a statement from
Facebook read. “When we received reports of the problem,
our engineers promptly diagnosed it and temporarily disabled
the chat function. We also pushed out a fix to take care of
the visible friend requests which is now complete.” Indeed,
when I checked on Wednesday morning, Facebook Chat was
disabled.
What Facebook hasn’t said is how many members were
affected and for how long. But since previewing profiles is
something many members do on a regular basis to check their
privacy settings, and the hole had never popped up before, it’s
safe to assume that Facebook isn’t bluffing here and that it
actually was a temporary security glitch.
Still, this is not a good time--not like there’s any “good” time-for Facebook to be experiencing a security issue that exposes
private data. The company has recently come under fire for
pushing even more profile data public by default and sharing
even more with third-party partners through the Open Graph
API and Social Plug-ins projects announced last month at its
F8 conference. A coalition of U.S. senators has taken issue
with Facebook’s new privacy policies, and activist groups like
MoveOn.org are on the company’s case as well. Plus, there
are reports of Facebook employees commenting offhand
that founder and CEO Mark Zuckerberg “doesn’t believe in”
privacy.

All-round Sammy steers West Indies home
shone in every way to ensure West Indies overcame
the absence of Chris Gayle and a stuttering batting
display as they overpowered Ireland. Sammy collected
30 runs, three breakthroughs and a record four catches
during the 70-run success. Ravi Rampaul’s three-wicket
opening burst was also crucial in Ireland being knocked
over for 68, the second-lowest total in Twenty20s.
The captain Gayle didn’t play due to a problem with
his glutes, leaving Dwayne Bravo in charge, and there
were thoughts of an upset when West Indies scrapped
to 138 for 9 on a sluggish surface. There was a party
atmosphere in the stands of the Providence stadium, but
life was much more serious on the ground for the home
batsmen, particularly when the 17-year-old George George Dockrell led Ireland with 3 for 16 but it was West Indies’ bowlers
who made the difference
Dockrell was operating.
All the worries over the size of the total evaporated as soon as Kemar Roach struck with his second ball and Ireland,
an Associate country, could not recover after losing their top three for 11 in 11 balls. William Porterfield (4) edged
Roach to Sammy, who dived to his right at second slip for a sharp take, and his team-mates also struggled with the
extra pace.
Sammy got his second catch in the next over when Paul Stirling skewed to midwicket and Rampaul (3 for 17) struck
again almost immediately to remove Niall O’Brien caught behind. Ireland were 13 for 3 when some relief arrived
in the form of rain, but there was no reprieve after the half-hour delay.
Alex Cusack (2) went shortly after the resumption when taken at second slip by Sammy, who seemed to be
everywhere, and Rampaul had his third. Sammy then chipped in with the ball, taking care of Kevin O’Brien, as the
visitors crawled to 39 for 5. While standing at cover Sammy collected his fourth catch when leaping high to collect
the push of Gary Wilson, who top scored with 17. Sammy picked up Boyd Rankin and finished the match to gain 3
for 8 and start the local celebrations.
At the halfway stage it was the visitors who were on a high following the impressive effort of Dockrell, the seemingly
nerveless left-arm orthodox. The youngest player in the tournament showed how much of an impact accurate spin
has in these conditions and finished with a highly impressive 3 for 16 off four overs.
West Indies needed a late thrust from Sammy to take them to the highest total in the four innings at the venue on
Friday. Sammy powered a straight six that broke a window and collected another in the same Trent Johnston over
in a vital 17-ball display.
Andre Fletcher, who replaced Gayle, struggled to find the boundary during his 19 off 22 and left to Dockrell after

The opener Shivnarine Chanderpaul (14) top-edged to Wilson at point and Bravo entered for a bright cameo of
18 off 10 including two sixes. He departed to a strong straight drive hit back to the bowler Cusack (2 for 19),
which struck his leg, bobbled around his midriff and was eventually captured resting on his chest. Ireland’s energy
ran out in the second innings and they will have to beat England on Tuesday to have a chance of staying in the
tournament.

Father Charles Jesse (1897-1985) was born in Dorset, England. He arrived in St. Lucia in 1928 and made significant
contributions to the country, for example he wrote the lyrics of the national anthem.
COMMUNITIES/DISTRICT OF SAINT LUCIA
ANSE LA RAYE
The village known today as Anse La Raye would seem to have been so named from early French colonial days.
On the 1758 map, one finds the bay there marked Anse de la Raye. The Lefort de Latour map shows Ase la
Raye (the bay); Petite Riviere de l’Anse la Raye; Grande Riviere de l’Anse la Raye. Of course, Riviere means
river or stream: there are two of them, one bigger than the other. Raye is the French name for the fish called
skate. Lefort de Latour says, in his “Description” that the name Raye was given to the quarter (district) “on
account of the quantity of fish of this species (skate) found in the bay on which the chief town (village) is
situated. The “Republicans” renamed the place L’Egalité but the first name soon came back- and to stay.
AUGIER
In Lefort de Latour’s “Description” there is mention of an estate belonging to a certain Augier in the Vieux
Fort Quarter. In fact, there are two properties listed under the name, one of 97 carres, the other of 47 carres.
This would seem, undoubtedly, to be the lands near Vieux Fort known today as Augier.
AUPICON
The district known as Aupicon in the Vieux Fort Quarter is supposed to take its name from the Aupicon
family. A certain Aupicon owned 169 ½ carres in the Vieux fort Quarter in 1787, according to Lefort de
Latour.
AUX LYONS
The name of the district near La Resource known today as Olean has given rise to a certain amount of
speculation. According to the Dennery registers the correct spelling would be Aux Lyons, which might be
translated THE LION’S DEN. If that were the right spelling, why was such a strange name given to the
district? Would the place (far from everywhere up in the hills) have been at one time a refuge?
BABONNEAU
The hilly district eastwards of Castries known today as Babonneau is marked on the Admiralty map of 1888
as Bamboneau. This latter spelling would definitely seem incorrect: Babonneau appears to be the right name.
In Lefort de Latour’s “Description” a certain Babonneau Bonneterre is listed as proprietor of 162 carres in the
Castries Quarter. Breen mentions a certain J. Babonneau as a vacant succession in 1836.
BEAUSEJOUR
There are several Beausejours in St. Lucia. The name would appear to be descriptive of a locality rather than a
family name. Lovely Dwelling Place must have seemed appropriate for many a spot in the island. Breen lists a
Beausejour estate of 333 acres as disposed of by judicial sale in 1835, 1838, 1843, also a Beausejour property
of 273 acres disposed of similarly in 1840.
BEXON
One estate of 100 carres and another of 230 carres in the Grand Cul de Sac district are listed by Lefort de
Latour as belonging to somebody called Bexon. Breen lists a V.V. de Bexon as vacant succession in 1837.
One may presume that the district in the Grand Cul de Sac valley known today as Bexon takes its name from
this family.
