Problem is most demanding regarding of Administration I 73 necessity of creating instruments of cooperation and coordination. We have to remember that functions of administration are closely connected with three areas – forming agendas, process of decision-making and implementation. Additionaly, EU has been creating specific executive order with Commission as a central part, which could be treated as a technocratic institution. In administrative space have been created also another institutions very different than institutions characteristic for national spaces (comitology). Most demanding is not administrative structure of EU but methods, procedures and institutions which could be use as a way to functionally connect both part of European space. Literature Rudimental 1.
