Aims of teaching
The goal of this course unit is to keep good body condition, to build a habit of doing sports systematically and to get
students familiar with physical exercises that mould posture, stamina and strenght.

Course content
Health and safety regulations in physical education. Human motor activity. Strenghtening of all muscles group. Work on
strenght, stamina, fastness, agility, jumping ability and flexibility of the body. Enhancement of general motor activity.
Solidification of healthy behavior patterns, caring of own body and fitness. Basketball and volleyball skills at recreational
level. Indtroduction of modern forms of exercising – fitness, gym.

Aims of teaching
The goal of his course unit is mastering skills in chosen forms of physical activity, getting to know exercises that mould
motor ability and raise fitness and overall efficiency.

Health and safety regulations in physical education. Team sports – improving acquired skills; recreational sports games.
Moulding strength of skeletal muscles by exercises with loading – gym classes. Exercises that mould correct poisz with the
use of tools and accessories. Field athletics.

viruses, data encryption, the safe use of equipment and software). The main assumptions of information and
communication technology / ICT / - legal aspects (Copyright, Netiquette). Working with documents in different file
formats. The speed and efficiency. Inserting tables, paintings and drawings to documents. The rules for creating, saving
and editing documents. Writing and reading documents. Organization of the website outlook. Writing basic official
documents. Tabs and Tables. Text editor’s graphical side. Mathematical equations editor. Mechanisms improving editing
text documents. Macros. Forms. Hyperlinks in text documents. Mail merge. Cooperation with external text editor
applications such as PDF creator. Setting page, checking and correcting writing. Using the network for the collection of
materials on a given topic. Basic computer network topologies. The principle of sharing files and folders. Communication in
the local area network. Features of web browsers. Methods and ways to use the Web sites. E-mail: setting up your e-mail
address and configuration of client applications. Communication services over the Internet. Basics of HTML.

Organization of spread and worksheets. Addressing cells and blocks. Graphical interpretation of the data. Creating a Power
Point presentation on a chosen topic. Database operations in an Excel spreadsheet. Subtotals. Advanced data
transformations. Practical application of the spreadsheet. Entering data into the cells. Creating a new presentation,
inserting objects, including charts, into the presentation, setting the animation into the slideshows. Design slideshows.
Creating controls. Overview and rules for the application of multimedia effects. Using the network for gathering materials

Introduction to ethics. The main ethical systems (virtue ethics, Christian ethics, Kantianism, utilitarianism). Professional
ethics. Legal Ethics. The civil service and legal professions. Officers of the public service. The role of ethics in public
administration. The institutionalization of ethics. Polish regulations of the civil service and local government employees
employment and the place of the profession ethics in these regulations. European regulations for the construction of an
ethical administration. Selected ethical problems in government (corruption, lobbying, whistleblowing, issues of
recruitment and human resource management in administration, bias in decision-making).

The concept of the environment. Rise of the concept of the environment’s protection. Classifications environmental
risks. The sustainable development. Environmental protection as a task of the state. Features of legal norms in the field
of environmental protection. General principles of environmental law. Administrative tasks in the field of
environmental protection. Management in the environmental protection. Strategic planning and environmental
protection. Environmental Policy. Tasks related to waste space. Control and supervisory tasks. Legal- and financial
instruments in environmental law. Legal regulation of the conservation of environmental resources. Selected sectoral
regulations on environmental protection (treatment of chemicals, waste management, water protection, biodiversity
conservation, the use of forest resources, the use of marine and inland waters). The international law aspects of
environmental protection. Environmental protection in the European Union.

To acquaint the student with the main concepts of general jurisprudence.

Aims of teachnig
The student is familiar with the concept of law of civil servants, the process of formation of the labour law should
recognize historical overview of the German, French and Anglo-Saxon law of civil servants with the development of this
law in Poland, models, hiring in the public service. Students should recognize and identify the characteristics of
employment officials, the basis of employment in labour and administration law (such as the appointment, the
appointment, selection and arrangement of the work). Students should know how the recruitment to the public service,
the course of employment in the public, what are the duties of, liability for breach of duty officials as they look official
permission. Item must be prepared to act independently of their career in administration.

Microeconomics – introduction to demand and supply, market prices, individual incomes. Price and income elasticities of
demand. Market equilibrium under different market situations (perfect competition, monopolistic competition,
monopoly). Business operation: current ( sales revenues, cost categories, cash flows and profits, financial documents –
balance sheet, income statement, cash flow) and investment – introduction to discounting and its application in different
financial transactions. Law of diminishing returns and economies of scale.
Macroeconomics – GDP,GNP and calculation principles (main aggregates –individual consumption, government (public)
consumption, investments, net exports, savings, budget deficit). Interrelationships between aggregates and role of the
government in national economy. Selected statistical information on Polish economy compared with figures for other

The aim of the course is to familiarize the student an historical constitutionalism in Poland, learning and understanding the
principles of government, the constitutional status of the individual, understanding the mechanisms and electoral systems
and electoral law and the referendum, approximation of knowledge about Parliament and its composition, structure,
function and organization, the political position of President Republic, the Council of Ministers and the government
administration, the functioning of local government, public finance, constitutional bodies, the judiciary and the

the Law on the Ombudsman, in order to deepen the knowledge of the principles of government, the constitutional status
of the individual, understanding the mechanisms and electoral systems and electoral law and the referendum,
approximation of knowledge about parliament and its composition, structure, function and organization, the political
position of the Polish President, Prime Minister and the government, the functioning of local government, public finance,
constitutional bodies, the judiciary and the organization of the judiciary in the Republic of Poland, functioning and powers
of the Constitutional Court and the Ombudsman . The topic of the lecture also includes selected issues in constitutional

Economic integration within the European Union. Free movement of goods - general. Freedom of movement for
workers within the EU (the concept and legal basis, the scope of the personal and subject matter, restrictions on
freedom of movement for workers, equal treatment in employment). Freedom to provide services (general, primary
legislation and sector on the freedom to provide services). Free movement of capital and payments. Right of
establishment (sources, the concept and scope of freedom of establishment, the activities excluded from the scope of
freedom of establishment, restrictions on freedom of establishment). Harmonisation of company law. Transnational
forms of companies in European law. Protection of Competition (the base and the joint EU competition rules, the
prohibition of restrictive practices, state aid, sectoral competition rules). EU consumer law (consumer safety, product
liability dangerous, the new approach, the consumer information law, regulations, terms of the sale, the responsibility
for the quality of provision). The concept of a single financial market. The harmonization of public procurement in the

Preliminary requirements
Student should be in possession of knowledge regarding different aspects of EU and methods of
decision-making. Very important are informations refering to contemporary public administration
(status, dynamic of changes, sectoral policies). In former, necessary knowledge concern
institutional structure of EU and relevant context having impact on shape of institutional design.
Necessary would be the knowledge not only about character of particular institutions and mutual
relations but also about structure of institutions acting as a political system.

Goals of subject
Subject of study should make students familiar with different aspects of functioning of administration in EU, taking under
consideration the context of regulative activity and political considerations having impact at process of implementation.
Additional issue connected with previous concern “difficult” relations between European administration and national
administrations. Students have to understand norms and rules being part of European administrative space and character
of institutions and roles which their fulfill (European part and national). One of the main goals is also multi-level system of
governance closely connected with the mechanism of network governance and method of horizontal coordination.

Curriculum
The main goal is european administration but most important issue is process of the creation of integral administration in
EU and method being use in that context is category of multi-level governance. Problem is most demanding regarding of
Administration I 73
necessity of creating instruments of cooperation and coordination. We have to remember that functions of administration
are closely connected with three areas – forming agendas, process of decision-making and implementation. Additionaly,
EU has been creating specific executive order with Commission as a central part, which could be treated as a technocratic
institution. In administrative space have been created also another institutions very different than institutions
characteristic for national spaces (comitology). Most demanding is not administrative structure of EU but methods,
procedures and institutions which could be use as a way to functionally connect both part of European space.

Preliminary requirements
Lecture has been designed to provide students with introduction to the complexity of
contemporary economic relations. Student should have rudimentary knowledge about essentials
of elements of learning economy, in macro and micro economic aspects. We should keep in mind
necessity to deliver skills giving the chance to interpret processes characteristic for political
economy (on the level of national economic systems and international markets). Student should
has predispositions towards analysis some economic categories and their interpretation in wider
context (globalization and internationalization). Such a knowledge and competences student
should receive on the first year of study.

Goals of subject
Foundation of subject is a group of issues relevant for the contemporary changes in an area of economy which have global
character and exert pressure on economic relations. Fundamental goal is to explain which factors have so strong impact
on economic relations and why. Direction of such changes is another relevant aspect especially in the context of creation
of global markets and processes of internationalization.

Curriculum
First assumption is explanation of wide context of economic globalization and indicate some aspects of such changes.
Second assumption is necessity to explain activity different markets in their global context. Global character of mutual
relations should be interpret in context of liberalization of trade, deregulation of financial markets, openness of economy
on a new category of market reforms, new technologies and changes in flow of information. In such context very
important element is status of international corporations and factors responsible for their supremacy on economic
market. Which factors could be conducive for explanation their real position? How important in their activity is access to
information? What kind of source is responsible for monopolistic drive? Part of curriculum has to be problem of financial
crisises and role of so called speculation capital. Part of recapitulation will be considerations concerning changes of
classical (traditional) mechanisms of market in the conditions of globalization (character, pace, direction)
