§ 11 Representatives of the media shall have the right of access to the facility between 9.00 AM and 8.00 PM showing their press ID issued by their mother agency, and after obtaining the consent of the Press Office. Visits to the facility must be previously notified at the Wisła Kraków Press Office. Entries to mass events organised by the club shall occur under accreditations issued by the Wisła Kraków Press Office. § 12 It is forbidden to carry in and hold the following items within the facility: REGULATIONS OF THE SPORT FACILITY AT 22, REYMONTA STREET IN KRAKÓW On the basis of art. 6 section 3 of the act of 20 March 2009 on mass event safety (Polish Journal of Laws Dz. U. Nr 62, poz. 504), and changes ( Dz. U z 2010 r. nr 152 poz. 1021) Dz. U z 2010 r. nr 127 poz.857 ) Dz. U z 2011 r. nr 217 poz. 1280 ) hereinafter referred to as the “Act”, these Regulations for mass events – football matches are hereby introduced §1 The facility at 22, Reymonta Street in Krakow is the registered office of the club Klub Wisła Kraków S.A. §2 The facility may serve to organise mass events – football matches, artistic events, entertainment and sport events, as well as other events not subject to the act on mass event safety. §3 Detailed rules of procedure and availability of the facility to the public during a mass event are specified in the Mass Event regulations of 12.01.2012. §4 It is hereby announced that the facility used for matches within the professional football league is furnished with electronic identification system for ticket sales, control of people staying in the facility, and control of access to specific places at the stadium. §5 The facility is monitored. §6 1. The person remaining within the area of the facility shall be obliged to observe order requests issued hereunder by the event organiser/ owner/manager/user of the facility, and in the event of intervention of the Police, National Fire Service, Border Guards, Military Police, or other workers of authorised forces and services – to carry out their instructions. 2. Everyone entering the facility may be subject to activities comprising insight in the items or luggage and shall respect the right to refuse the entry or removal from the facility of any person refusing subjection to such activities. §7 The entry and stay in the facility of an underage person up to the age of 13 shall only take place under the care of an adult person. 1. Weapons, ammunition, and other dangerous items that can form hazard to human life and health or to property; 2. Explosives, pyrotechnical products and substances of similar action, as well as all materials forming fire hazard; 3. Containers for liquids or food made of hard material, including plastic bottles; 4. Alcohol, drugs and psychotropic drugs, or other similar agents; 5. Helmets, umbrellas with sharp tips; 6. Materials with racial, political, xenophobic or vulgar content; 7. Containers for spraying gas, caustic substances or paint; 8. Items which due to their shape and/or dimensions cannot be hidden under the seat; 9. Trumpets, vuvuzelas and instruments with mechanical or electric drive; 10.Laser pointers; 11.Advertising materials except for permitted under a written consent of the event organiser/owner/manager/user of the facility; 12.Film and photo cameras, and other similar devices registering sound or image, except for the ones designed for strictly private use; 13.Equipment for transmission of image, sound, event description via the Internet, or other forms of transmission, except for the ones permitted under a written consent of the organiser; On the day of mass events or football matches, the facility shall be closed to unauthorised persons until the commencement of the event. Entrances for the public shall be opened each time at least two hours before the planned commencement of the mass event or football match. During other events, the terms of access to the event shall be determined by their organiser. §9 On the days where there are no mass events, football matches or other events, the user of the facility shall introduce detailed terms for access to the facility, ensuring its continuous use and security of the property on its premises. § 13 It is forbidden to: 1. stay within the facility if under visible influence of alcohol, drugs and psychotropic drugs, or other similar agents; 2. stay in places not designated for the public. This ban refers to, in particular: the area where sport competition takes place, buildings and equipment not designated for public use, facade of the facility, fences, walls, roofs of the stadium, lighting equipment, camera platforms, trees, all sorts of masts and entries to other places, equipment and rooms to which access is only provided to specialist services of representatives of the event organiser. 3. throw items that may form hazard to life and health of people on the premises of the facility; 4. shout and display slogans of obscene, vulgar and racist content, encourage quarrels on nationalistic, religious, social background, etc. 5. use elements of clothing or items to cover the face in order to prevent identification or render it difficult; 6. soil or spread litter in the facility; 7. make fire; 8. use equipment of the facility contrary to its purpose; 9. carry in animals, except for guide dogs; § 14 1. Persons infringing the provision of these regulations may be removed from the facility. 2. The organiser of a mass event being a football match may apply club ban to persons in breach of these regulations, which would comprise the ban on participation in further mass events performed by such an organiser. The penalised person shall have the right to appeal against the club ban to the relevant entity organising the matches within the time period and according to the procedure specified by such an entity. § 15 1. The owner/manager/user of the facility/organiser of a mass event performed in the facility reserves the right to claim compensation for damage caused to the facility, including the infringement of their good image. 2. For the security of participants to mass events, the owner/manager/ user of the facility/organiser of a mass event shall have the right to change the rules for access to the facility, observing the obligation to inform the public in the generally adopted manner, including via notice boards, via the media, Internet, etc. These Regulations shall enter into force on 12 January 2012. MASS EVENT REGULATIONS On the basis of art. 6 section 3 of the act of 20 March 2009 on mass event safety (Polish Journal of Laws Dz. U. Nr 62, poz. 504), and changes ( Dz. U z 2010 r. nr 152 poz. 1021) Dz. U z 2010 r. nr 127 poz.857 ) Dz. U z 2011 r. nr 217 poz. 1280 ) hereinafter referred to as the “Act”, these Regulations for mass events – football matches are hereby introduced. Chapter I Scope of application 1. From 8.00 AM to 5.00 PM, offices shall be available to persons holding permanent or single passes. 2. From 5.00 PM to 10.00 PM, supervised access to specific rooms is introduced. 3. From 10.00 PM to 8.00 AM, only those persons may remain at the premises of the facility who have obtained a written consent of the Management Board or the Security Director. 4. Players of youth teams shall enter the facility on the basis of lists prepared by the team managers. 5. Representatives of companies performing cyclical services, repairs and renovations on the premises of the facility may enter the premises on the basis of previously sent lists of persons and vehicles. 6. Meetings, sessions, tours, and group visits to the Wisła Museum and the stadium may be organised after prior arrangement of the date, terms and type of the visit with the relevant employee of the club and after notification of the person in charge of security. 7. Valuables carried in and out must be each time notified to the security officer at the entrance/exit. § 10 1. Trading, gastronomic, artistic and other services, including transmissions, radio and TV recordings, filming and photographing on the premises of the facility may only take place with the consent of the owner, manager or user and organiser of the mass event and on the terms specified by such a person. 2. Limitations to filming and photographing shall not refer to activities carried out by the Police, other authorised forces and authorities within their official duties. Chapter III Responsibilities of participants to mass event – football match §3 1. Participants to the event are obliged to the following: a. not to distort public order; b. to observe the provisions of these regulations and the regulations of the facility; c. to have and show on each request of the security forces, information services or stewards of the mass event the document authorising to enter and stay at the event, as well as an ID, or and in the case of professional league matches – fan ID issued within the league; d. to take the seat specified in the document authorising to enter the mass event; e. not to threaten security of other persons present at the mass event; f. to observe order requests issued by security forces, information services or stewards of the mass event, and in the event of intervention of the Police, National Fire Service, Border Guards, Military Police, or other workers of authorised forces and services – to carry out their instructions; 2. Due to security of the mass event, on request of the security forces, information services or stewards, participants to the mass event are obliged to take places as specified in the document authorizing to enter the facility. Chapter IV §1 1. These regulations shall refer to mass events – football matches organised by Wisła Kraków Spółka Akcyjna on the premises of Henryk Reyman Stadium situated at 22, Reymonta Street, 30-059 Kraków. 2. These regulations shall determine the terms for participation and rules of behaviour of participants to mass events, in particular the provisions regulating: a. responsibilities of participants to events; b. participation terms, c. rights of participants to mass events; d. liability of participants to the event for behaviour breaching the regulations. Chapter II Organisation of a mass event – football match §2 1. The organiser of the event shall be responsible for security of the mass event at the place and time of its duration. 2. The organiser of the event may create buffer security zones in front of entrance gates to allow preliminary control. 3. Entry to the event is under a fee and only the persons holding passes to the mass events – football matches shall be allowed to enter (single tickets, season tickets, personal invitations, etc.) and in the case of professional league matches – individual fan IDs issued by the relevant entity managing such matches or in agreement with the clubs associated within the entity. 4. Tickets referred to in section 3 can be purchased or received free of charge by the persons showing their ID documents, and in the case of professional league matches – by the persons holding individual fan ID. d. use the equipment, including hygienic-sanitary furnishings, which are open to the public, according to their purpose; e. use medical assistance during the event; f. use the deposit point after prior notification of the security or information services of the Organiser. 2. Participants to the event shall also have the right to: a. Immediate notification to the Organiser of the information and possible claims regarding damage incurred during and on the premises of the mass event, b. Claim reimbursement of costs from the Organiser for unused tickets or passes authorising to participate in the mass event due to reasons attributable to the Organiser. PROHIBITED ITEMS Chapter VI Special provisions regarding professional league matches §6 1. By the purchase of fan ID, ticket, season ticket, and by taking hold of a document authorising to participate in a mass event – football match, participants to the event grant automatic consent to processing of one’s personal data by the entity managing the matches of the professional league, its subsidiaries or affiliated football clubs, as necessary to meet the requirements of the Act, and to transfer of such data to other entities to the extent indicated in the Act. 2. The data referred to in section 1 must be processed according to the provisions of the act on personal data protection. 3. The data referred to above shall be processed for no longer than two years from the date of the last mass event – football match participated in by the relevant participant. WEAPONS, EXPLOSIVES, KNIVES KASKI, PARASOLKI HELMETS, UMBRELLAS Terms of participation to mass event – football match BUTELKI, PUSZKI, KUBKI, DZBANKI BOTTLES, CANS, CUPS, JARS MATERIAŁY PIROTECHNICZNE PYROTECHNICAL MATERIALS Chapter VII §4 § 16 §8 5. The documents referred to in section 3 are inscribed and cannot be passed on or resold. 1. It is forbidden to enter a mass event – football match to a person who: a. has been issued a decision banning the entry to the mass event or obliging to abstaining from staying at sites of mass events; b. has been issued a foreign ban or club ban; c. refuses subjection to the activities specified in art. 20 of the act on mass event security; d. is under visible influence of alcohol, drugs and psychotropic drugs, or other similar agents; e. is aggressive, provocative or otherwise creates a threat to security or public order; f. is under 13 and without an accompanying adult. 2. During the mass event – football match, it is forbidden to, in particular: a. use elements of clothing or items to cover the face in order to prevent identification or render it difficult; b. shout and display slogans of obscene, vulgar and racist content, to encourage quarrels on nationalistic, religious, or social background, etc.; c. throw items; d. consume alcohol, 3,5% e. take drugs or psychotropic drugs; f. Notoriously stay outside the places occupied by fans participating in the organised encouragement in the sectors indicated by the organiser; g. make and fuel fire and smoke outside the places designated for that purpose; h. have explosives, pyrotechnic products and substances of similar action, etc.; i. place banners or flags in a manner limiting visibility to other participants to the event or in a manner limiting visibility of advertising materials or escape exits; j. satisfy one’s physiological needs outside the toilets and to litter the stadium, as well as to destroy the facility’s infrastructure; k. unjustified occupation of places on traffic routes and in the area of escape routes. l. use equipment of the facility contrary to its purpose; 3. During the mass event – football match, it is forbidden to carry in and have the following, in particular: a. weapons, ammunition and other dangerous items that can be used as weapon; b. explosives, pyrotechnical products and substances of similar action, as well as all materials forming fire hazard; c. containers for liquids or food made of hard material, including plastic bottles; d. alcohol, drugs and psychotropic drugs, or other similar agents; e. helmets, umbrellas with sharp tips; f. materials with racial, political, xenophobic or vulgar content; g. containers for spraying gas, caustic substances or paint; h. items which due to their shape and/or dimensions cannot be hidden under the seat; i. trumpets, vuvuzelas and instruments with mechanical or electric drive; j. laser pointers; k. advertising materials except for permitted under a written consent of the event organiser/owner/manager/user of the facility; l. film and photo cameras, and other similar devices registering sound or image, except for the ones designed for strictly private use; m.equipment for transmission of image, sound, event description via the Internet, or other forms of transmission, except for the ones permitted under a written consent of the organiser; n. and to carry in animals, except for guide dogs; o. The club provides for storage of items at a deposit point – if the security determines one carries in items forbidden hereunder, such a person shall be removed from the stadium without the right to ticket reimbursement. Final provisions §7 1. Entry to the facility shall simultaneously constitute the consent to use one’s image in reference to the production, presentation, advertising or use of the film, video and audio record from the mass event and/or any element of the match presented in the media worldwide. 2. Persons distorting the public order or behaving contrary to the regulations on the mass event shall be removed from the mass event area. 3. The organiser of a mass event being a football match may apply club ban to persons in breach of these regulations, which would comprise the ban on participation in further mass events performed by such an organiser. The penalised person shall have the right to appeal against the club ban to the relevant entity organising the matches within the time period and according to the procedure specified by such an entity. 4. In cases specified in the act on mass event security, the organiser’s forces shall have the right to arrest persons creating direct hazard to goods entrusted under security and persons committing forbidden acts for the purpose of their immediate handover to the Police. 5. Notwithstanding the provisions of these regulations, the organiser’s forces shall refuse the entry to the mass event in cases specified in art. 22.1 of the act on mass event security. 6. The Organiser reserves the right to: a. change the date of the event, guaranteeing the possibility of reimbursement for the previously purchased tickets. b. pursue claims for damage caused by the participants to the event. c. cancel the fan card, ID card, subscription or other document authorising to enter the mass event, according to the applicable regulations. 7. The regulations on mass events – football matches shall enter into force on 12 January 2012. LASER POINTERS PROFESSIONAL CAMERAS, VIDEO CAMERAS Chapter V Rights of participants to mass event – football match §5 1. Participants to a mass event shall have the right to: a. stay within the premises of the stadium during the event, namely from the time of facility opening by the Organiser until the end of the mass event; b. freely participate in the match expressing their emotions, which shall only be limited by the need to observe the generally applicable regulations and the provisions hereof; c. obtain information about the location of medical, information, gastronomy and sanitary points and facilities, as well as about the security requirements specified by the Organiser or rescue services; >1.5m > 10cm ELEMENTS OF CLOTHING COVERING FACE, BALACLAVAS
