Lucia Quaglia jest profesorem nauk politycznych
na Uniwersytecie w York (Wielka Brytania), znawcą regulacji
finansowych, ekspertem w zakresie ładu regulacyjnego
i polityki europejskiej w finansach.
Specjalizuje
się
w
badaniach
funkcjonowania
współczesnych regulacji usług finansowych w Unii
Europejskiej i w systemie światowym. Jej studia
obejmują kompleksowo usługi bankowe, w tym banków
centralnych, obrót papierami wartościowymi, systemy
płatnicze i rozliczeniowe. Specyfika badań i publikacji
prof. Quaglii polega nie tylko na analizie przepisów, ale też uwzględnianiu genezy i
uwarunkowań politycznych funkcjonowania prawa finansowego z wykorzystaniem
empirycznych metod nauk politycznych i ekonomii (m.in. badania decyzji).
Wyniki badań europejskiego systemu regulacji usług
finansowych, finansowane przez Europejską Radę Badań
Naukowych (ERC), opublikowała w książce Governing
Financial Services in the European Union w 2010
(Routledge). W najnowszej książce The European Union
and Global Financial Regulation (Oxford University
Press, 2014) przedstawia wyniki badań, na zlecenie British
Academy,
nad
rolą
dorobku
europejskich
regulacji
finansowych w kształtowaniu globalnej architektury
nadzoru systemu finansowego i wzajemnych interakcji.
Oddzielną monografię poświęciła władaniu w bankach
centralnych
w
Unii
Europejskiej
(Central
Banking
Governance in the EU: A Comparative Analysis, Routledge, 2008).
Obecnie pracuje nad problemem wykorzystania w regulacjach finansowych
doświadczeń obecnego kryzysu, w tym kryzysu zadłużenia państw (sovereign debt
crisis) oraz przesłanek europejskiej unii bankowej i jej skuteczności. Aktywnie
uczestniczy w dyskusji najważniejszych kwestii nowej architektury regulacyjnej,
publikując m.in.:

pracując w Max Planck Institute for the Study of Societies w Kolonii.

Lucia Quaglia is Professor of Political Science at the University of York (UK).

Union (2010) and Central Banking Governance in the EU: A
Comparative Analysis (2008), both published by Routledge.
Together with Kenneth Dyson she published two volumes:
European Economic Governance and Policies (2010), OUP.
Together Dermot Hodson, she was the guest co-editor of the
2009 special issue of the Journal of Common Market Studies on
‘The Global Financial Turmoil: European Perspectives and
Lessons’. Together with David Howarth she is the guest co-editor of a special issue
on ‘The sovereign debt crisis in the Euroarea (forthcoming).
