NOR.CA MEN SENIOR TOURNAMENT 2014 MEXICO CITY – MEXICO FEBRUARY 25 TO MARCH 1º 2014 COMPETTTION REGULATIONS 1. DATES AND PLACE The Nor.Ca. Senior Men Tournament competition will be held in Mexico City from February 25 to March 1º 2014. 2. PARTICIPANTS 2.1 Participants The number of participating teams will be six (6) USA -­‐ MEX -­‐ GRL -­‐ DOM -­‐ CUB -­‐ PUR. PATHF prepared the FIXTURE together with the organizer (Mexican Handball Federation), based on the sport history of the participants in the category of the tournament. It determines that the six teams will compete in a one round robin, classifying the teams that occupy the first four places, to the "Senior Men Panamerican Tournament -­‐ Montevideo 2014", whence arise those who will represent Pan America in the "Qatar World Championship 2015 '. Upon ordering based on the background the following numbers were given for the Fixture: 1.-­‐ USA -­‐ 2.-­‐ MEX -­‐ 3.-­‐ GRL . 4.-­‐ DOM -­‐ 5.-­‐ CUB -­‐ 6.-­‐ PUR 2.2 Nationality Los jugadores integrantes de los equipos deberán ser ciudadanos del país que representen de acuerdo a los estatutos de la I.H.F. y ser elegibles para representar a su país. Se verificara la ciudadanía mediante la presentación del pasaporte. The players members of the teams must be citizens of its country according to the Statutes of the IHF and be eligible to represent his country. Citizenship is verified by submitting the passport. 3. REGISTRATION All participants must submit a list of registration (FORM ATTACHED) with the names of the players and officials to the organizing committee. For this reason it has provided them with a Provisional List that should send up to 7 days before the start of the tournament, which will be those players that only by integrating the same, then they can be part of the Definitive List (FORM ATTACHED), or where will the two possible replacements during the tournament to Definitive List. FINAL SUBMISSION OF PROVISIONAL LISTS: 17 FEBRUARY 2014. The Definitive List must be presented at time of Technical Meeting prior to the tournament, along with the passports. 3.1 Preliminary Registration The Preliminary Registration with data informastion of each participant must be made for each participating country sending the list of players and officials to the Organizing Committee. That list may have up to twenty eight (28) players, which arise after the sixteen (16) Definitive presented at the Technical Meeting. 3.2 Final Registartion The final registration of delegations will be delivered at the beginning of the Technical meeting. The date and place of the meeting will be on February 24 at 20.00 am at Hotel delegations. Property to providing information by the organizers. 4. REGISTRATION FEE The participating Teams will pay a registration fee of $ 500.00 USD to he Pan American Team Handball Federation. The Teams Participants must be current in the payment of the membership fee to participate and other outstanding balances in the tournament. Payments for registration fees and outstanding balances must be formalized at the Technical Meeting. 5. COMPETITION REGULATIONS The Championship will be played with the Rules of the International Handball Federation (IHF) in effect on the date of the tournament. For each game you can enter a maximum of sixteen (16) players and four (4) officers, according to the Competition Rules of the IHF. 6. COMPETITION SYSTEM Los equipos jugarán una ronda de todos contra todos en un sólo grupo. Al término del mismo los clasificados en los cuatro (4) primeros lugares serán los que clasificarán al “Torneo Panamericano Senior Masculino 2014” a jugarse en la Ciudad de Montevideo (República Oriental de Uruguay, en la segunda mitad del mes de Junio de este año. Teams will play a round-­‐robin in one group. At the end of it all, who hold the four (4) first positions will qualify for the "Men Senior Pan Tournament 2014" to be played in Montevideo City (Oriental Republic of Uruguay), in the second half of June this year . 7 CLASSIFICATION CRITERIA The classification criteria will be the following: Point system: A) The ranking of the teams shall be determined by the maximum total points earned by each team, considering the following scoring system: Match Won 2 Points Match Draw 1 Point Match Lost 0 Point B) In case of a tie of two or more teams will be decided according to the following order: 1. Points resulting in a particular classification between the tied teams. 2. Greater goal difference as the result of the matches played between the tied teams. 3. Greater number of goals scored according to the results of the matches played between the tied teams. Persist tie will be decided in the following order of criteria: 1. Greater goal difference by intervening the rest of the teams. 2. Greater number of goals scored by intervening all participating teams. 3. n the unlikely event of a further tie will be decided by lot (coin toos). This draw will be held by the Representative of the IHF in the presence of delegates from interested teams. 8. COMPETITION PLAN A. All matches will start at the designated time, according to the competition schedule. B. The competition is open to all those duly registered and accredited to the organization in the presentation of Definitive List players. Each team will perform during the tournament replacing up to two players, for whatever reason, and when they wish. Players who should be used as replacements of the Provisional List of up to 28 Players and filed with the American Federation. He or replacements can be made by submitting a note until 10.00 AM hours a day on which the player played his first game. Introducing The paper must present your passport. The organization from this moment will provide to the replacements players the same conditions as the rest of the delegation, while the replaced players lose those rights. C. The competitions is open to all those players duly registered and accredited to the organization. Each team must complete the registration form one hour before each game with a maximum of 16 players. 9. TOURNAMENT BALLS The official ball for the championship game will be must have approval of the IHF. On this occasion it is expected to be selected by the organizers. 10. UNIFORMS Each team must have at least two (2) different colored uniforms. Players who act as goalkeepers must wear clothing that is distinct from that of his team, the opposing team and the opposing team's goalkeepers. Players take numbers that measure at least 20 inches in the back and 10 inches in the chest. The color of the numbers must contrast with the shirts. Players must wear the same number throughout the competition. The colors to use for each team will be determined during the Technical Meeting. This requires each team to present the two uniform shirts to Technical Congress. The Referees may order a change of uniform if they believe can produce confusion. In that case, you should change your uniform first named in the itinerary Games team (this team will be required to take two game jerseys). 11. TECHNICAL COMMITTEE AND DISCIPLINARY COMMITTEE Ensure that the Tournament will develop by sports channels for editing and making correct any misconduct that may occur. You should review the forms of games and sanction in appropriate cases according to the rules and regulations of the tournament. The decisions of the Technical Committee and Disciplinary Committee shall be final. The Technical Committee shall compose of three (3) members appointed by the Pan American Team Handball Federation and behave according to the Competition Rules of the IHF. The Disciplinary Committee shall consist of three (3) members appointed by the Pan American Team Handball Federation and shall be governed by the Competition Rules of the IHF. The President of the Pan American Handball Federation, is a permanent member of both commissions. 12. SUSPENSION, REASSIGNMENTS AND ABSENTS A. If one match is cancel by justified causes, will be rescheduled by the organization and will begin in the same conditions at the moment it was cancel. All persons registered in the math at the moment of the cancellation could take part it. B. In case that by cause properly justified, the hour or date of the match shall be necessary to postpone or change, will be rescheduled by the organization. C. The matches should begin at the indicated hour in the calendar. In case that one of the teams does not be punctual for the begin of the match, no more than fifteen (15) minutes will be waited. If at the end of that period the absent team does not make act of presence, will proceed a suspension of the match, benefit of present Team with the result of 10 to 0. D. The team that retires form the competition once it begins, will lost all right of participation and will be subject to a sanction by the correspondent organism. E. For effects of classification, if a team retired or is sanctioned with the exclusion of the tournament by points, will be considered as if the team had not interviewed. If that should happen in the eliminatory of only one match, the match in which participates will be given as lost, being subject of a sport sanction by the correspondent organism. 13. PROTESTS Protest will be present by written to one of the members of the Technical Committee no later of thirty (30) minutes after the match end with a deposit in cash of $250.00
Protest regarding situations of referee’s appreciation will not be accepted.
14. REFEREES The designations related to the Referees shall be the responsibility of the Pan American Team Handball Federation. 15. SITUATION NOT COVERED In the event of situations not covered by this Regulation, shall be resolved by the Tournament Technical Committee, in accordance with the regulations of the International Federation Handbal. 16. TEAMS ARRIVES AND DEPARTURES The organization has determined that the arrival of the Teams should be on 23 FEBRUARY after noon. Delegations transport will be provided from the International Mexico Airport to provide accommodation to the organizers. The organization has determined that the check out Hotel teams must be produced on March 1 before noon. Transport of delegations shall be provided from the hotel to the International Airport As of Mexico. 17. PAYMENTS FOR ACCOMMODATION AND MEALS. The organization has planned a daily fee for room and board per person or $ s 35.00 (thirty-­‐five U.S. dollars). For teams playing the tournament the amount of six (6) days after payment is established for each person, or a total of $ 4,410.00 s throughout the tournament, for a delegation of 21 people.
