Summary
After September 11th particular countries turned their steps towards the adjustment of their law
systems to newly arisen threats. Many of them strengthened national security at the cost of citizens’
privacy. The inclination of improvement and reinforcement of national security and control system in
United States of America went a long way to sign 26th October 2001 by President George W. Bush The
Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct
Terrorism Act of 2001, also called USA PATRIOT ACT. It provided secret service and law enforce
agencies with extraordinary competence, and at the same time abolished up to the present standing
procedures, that prevented government agencies from use of undue authority and privacy of citizens. The
act aroused controversies, especially among organizations engaged in protection of human rights. This
article is an attempt of answer the question if USA Patriot Act don`t throw requirements of national
security and necessity of maintain fundamental rights and liberties of citizens out of balance.
