A tool to reorganise the welfare
system? The “Piani di Zona”
 The framework law 328/2000
provides for a specific planning
method to:
 Create an integrated system of
interventions and social services;


Define minimum welfare levels;

Underline the contributions that Third
Sector bodies (as defined by article 1 of
the law itself) will provide.
Ensure the utilization of the services by
families and people in general;

The law also identifies three specific tools to
accompany and promote the whole process:
one at national, one at regional and one at
local level.

The “Piani di Zona” is the local tool which
favours the reorganisation, empowerment
and networking of services and interventions
so that they are programmed and
implemented as an integrated system.
The standard tool to manage the
local system of services and
social interventions

After the first stage, the “Piani di Zona”
become the standard tool to manage the
process of the adaptation of services,
providing more opportunities to people,
families and disadvantaged persons.
A strengthened tool
 A “Piano di Zona” is a strengthened
tool of collaboration between
different subjects in public and
private social sector. Its
strengthening became both from its
contents and its development.
 The “Piani di Zona” is not the only
planning tool for the whole national
territory. It is also consolidate the
use of “Piani Territoriali Triennali” for
the childhood and the adolescence
(as defined by the law 285/1997)
Article 19 of the law
328/2000

The law 328/2000 includes the “Piani di
Zona” in the “instruments to foster the
reorganization of the integrated system of
interventions and social services”.
Four aims
 Training of local groups made up of
local bodies and Third Sector
Subjects (social cooperatives,
associations, foundations, etc.);
 The empowerment of the local level
public expenditure;
 The definition of more people that
sign the “Piani di Zona”;
 The definition of vocational and
professional training initiative.
The “Piani di Zona”
contents
 The strategic aims and the priority of
intervention;
 The organizational procedures of
services, the resources employed, the
quality requirements;
 The structure of the local informative
system;
 The procedures to realize the
coordination structure;
 The procedures for cooperation
between services (managed by public
entities) and social enterprises.
The construction’s procedure of
the “Piani di Zona”
The whole procedure could be divided into five phases:

Setting up of working groups. The municipalities call all
the subjects involved and constitute two groups:

Political body. Its task is to define the strategies;

Technical Body. It is focused on services.

Best practice exchange (Sharing of knowledge);

Definition of the aims;

Definition of the contents;

Approval.
Risks to avoid.

The “Piani di zona” could be considered an
instrument adopted by the public
administration only for formal and official
issues.

The “Piani di Zona” is a tool for the
community, and the municipality has to work
together with the Third Sector to allow the
development of the social services.
A charter of social
citizenship

The contents of the “Piani di Zona” look as
“the charter of social citizenship” in this
specific field, signed by the accountability
agreement between institutions and other
subjects committed in order to realize the
program. The dead line for the
implementation of the program is three
years.
