Summary: Communication processes in parking space devices management systems are analyzed in the article. In
consideration special attention is paid to the aspects of operational and security data exchange between parking space

Summary: The article contains a description of the highway emergency communication systems, which are
included in the transport telematics systems. Considerations apply to the reliability-exploitation analysis of
power supplies of these systems. Presented graph of the relationship in considered system, enables calculation
of probabilities of system staying (in symbolic terms) in the states of functional: full ability, impendency over
safety and unreliability of safety.

TRAFFIC CONTROL DEVICES
Manuscript received: March 2016
Summary: Creation of separate system for railway transport purposes entails huge investment in
development, certification and implementation of this technology. Therefore, in authors opinion, it is
possible to use public open radio networks to communicate among railway transport users. Such
approach can significantly reduce the cost without decreasing the safety. It is necessary to develop the
transmission allowing for safe exchange of information (in accordance with railway standards) via
already existing public infrastructure. Thus, this paper will presents the concept of data transmission
in open networks for diagnostic of railway traffic control devices using LTE technology.

DETERMINATION OF A DETECTION FIELD STATE ON THE BASIS OF DIGITAL
IMAGE GRADIENTS
Summary: The paper presents an original method of determination of detection field state with the use of
image data. The presented method utilizes a video stream obtained from the camera placed above a road. The
input image sequence consists of consecutive frames taken from the video stream. Each image from the input
image sequence is converted into point image representation. For each image from the input image sequence,
the sum of edge paints is calculated within the detections field. The state of the detection field is determined
on the basis of calculated sums of the edge points. Vehicles driving through the detection field change its
state. Analysis of the state of the detection field enables vehicle detection. Selected experimental results are
provided.

COMPUTER SYSTEM FOR MODELING OF CHARGING AND DISCHARGING
PROCESSES OF BATTERY OF THE YACHT POWERED BY ELECTRIC ENERGY
Summary: Article presents structure and rules for functioning of computer system developed as part of „Innovative yacht with a hybrid drive powered by renewable energy sources (REP SAIL)” project. System is
designed for import, storage and processing of measurement data, acquired during studies of charging and
discharging processes of chemical cells that are parts of batteries intended for supply of electric yacht. Article
describes processes of import of data from measurement devices to system, their validation and processing to
relational database format. The structure, of database oriented on effective processing of data in a process of
computer simulation with given courses of battery workload with current of a time varying value, was developed. The computer application, was implemented in a web technology, that manages processes of loading of
data, their verification, normalization and running simulations. The algorithm, of computer simulation of
change in a battery charge level according to schedule of workload variation in a selected time interval.

Summary: Article presents prototype of telemetric system developed as a part of Warsaw University of

Faculty of Transport. System is designed for remote monitoring and recording of operating parameters of
electric vehicles. Under the project electric go-cart was a technology demonstrator for which velocity, current, voltage, temperature and GPS coordinates were recorded. Data are transferred in real-time, what allows
to monitor all parameters of electric vehicle online. Article describes functional requirements for developed
system and used elements in execution of Grant including sensors of signals. Authors present steps of transfer of acquired from vehicle data until their visualization at remote computer with help of authorial app.

POSSIBILITY OF IMPLEMENTING THE METHOD FOR TRAFFIC SMOOTHNESS
ESTIMATION FOR OPERATIONAL AIR TRAFFIC FLOW MANAGEMENT
Summary: One of the primary measures to ensure the safety and economy of air traffic is the traffic flow
management. FMP service was established for this purpose. It imposes regulations on the traffic if it exceeds
the volume treated as a limit. The aim of this study is to check whether it is possible to use for this purpose
the concept of the traffic smoothness instead of the traffic volume. The measurements and analysis of air
traffic controllers occupancy during handling real traffic were carried out. At the same time we have recorded
the actual traffic volume and traffic smoothness. As a result, we have found a relationship between the traffic
smoothness and controller’s occupancy, as well as some inconvenience during operational use of the traffic
volume in FMP’s activity. As a result, this leads to the conclusion about the possibility of using the modified
method of estimating the smoothness to operational air traffic flow management.

Summary: The article presents the issue of functional control of railway traffic control devices.
Was described a general structure of railway traffic control devices. Analysis of system functioning during
performance of a task was made and was defined the possible fitness functional states of devices. Model of
functional control of the system during exploitation and additional functional tests has been made. The results
of this work will be the basis of a functional and diagnostic model necessary to generate the test and determining the state of railway traffic control devices.

CONCEPT OF AERONAUTICAL DATA QUALITY EVALUATION PROCESS
Summary: The article is a continuation of the authors’ study on the ways to ensure the quality and safety of
aeronautical data and information. Its contents includes a brief overview of the specifications, regulations and
standards concerning examined issue and paying attention to the absence of described quality assurance
methods, afterwards focusing on aeronautical data and information quality evaluation problem. Based on
ISO19157 standard, Geographic Information - Data Quality, classification of data quality evaluation methods
was presented and then quality evaluation process in a sequence of steps was shown. In order to clearly determine whether the audited data should be rejected or considered as meeting the quality requirements an
extension to the quality evaluation process, featured in the standard, was presented. In addition, issues of
aeronautical data quality assurance, in terms of certain management system’s components, adequately to the
(changing) requirements of ISO 9001 standard, were analysed.

CONCEPT OF AERONAUTICAL DATA QUALITY MANAGEMENT
Summary: The article is a continuation of the authors’ study on the ways to ensure the quality and safety of
aeronautical data and information in the entire process (considered as the supply chain) of those data and
information creation, collection, processing and publication. Organizational and system solutions, based on
Six-Sigma method and DMAIC methodology as well as international standards on systems’ management
were presented. According to them Six-Sigma system roles in implementation process and aeronautical data
and information quality management system were assigned. Moreover, references to certification issues and
objective evidence of compliance with requirements were made.

BIST IN SPECIALIZED TRAFFIC CONTROL DEVICES
Summary: Defects and errors occurring during exploitation of road traffic control devices may effect endanger the road safety, hence, testing and diagnostics of road traffic control devices is an issue of crucial significance. The paper presents the methods of execution of built-in self-testing within specialized road traffic
control devices realized within programmable systems. Architecture of built-in self-test (BIST) has been
presented in detail which realizes preventive testing during device idle state. Application has been shown of
linear generators characterized by LFSR feedback within generation of pseudorandomized test vectors as
well as obtaining signatures from system testing. Influence of various BIST structures on performance characteristics of controllers has been analyzed.

ASSESSMENT OF THE SELECTED ALGORITHM
FOR LANDING AIRCRAFT SCHEDULING
Summary: Managing air traffic in terminal areas is one of the biggest challenges for air traffic management
services. The reason for that is a high number of aircraft performing complex maneuvers in limited airspace.
The process of landing aircraft scheduling is sometimes supported with computer systems that implement
algorithms, which aim is to achieve the aircraft traffic flow with the best performance. The aim of this paper
is to assess the reliability of selected scheduling algorithm with the use of the method based on the air traffic
flow model in the form of a colored Petri net. Cellular automata-based scheduling algorithm found in the
literature has been selected for an assessment. Comparing the results to the practice of Warsaw TMA, where
no controller support system within the scope of landing aircraft scheduling was implemented, one can notice
a beneficial impact of the application of the scheduling algorithm. Application of the examined algorithm
would allow for both increasing capacity and reliability of timely execution of planned operations. This indicates the existence of high potential for implementation of systems supporting the controller in landing aircraft scheduling process.

DESIGN OF OFDMA-BASED RADIO COMMUNICATION SYSTEMS
FOR MARITIME TRANSPORT
Summary: In the paper the principle of OFDMA-based radio communication systems of high-speed data
transmission for maritime transport systems is presented. In the first part basic characteristics of radio communication channel in the A1 sea zone, having an effect on the process of OFDMA systems design is characterized. Subsequently, basic characteristics of proposed system and the conditions of radio interface design
are described. In the last part of the paper achieved throughput for various configurations of radio interface
and different system operating conditions are analysed. The proposed solutions are useful for the realization
of multimedia services in maritime transport systems.

IMPACT OF SERVICES OF INTELLIGENT TRANSPORT SYSTEMS ON THE LEVEL
OF ROAD SAFETY
Summary: The article introduces the concept of “Influence of using Intelligence Transport Systems-based
services on traffic safety level” project. The project is conducted in scope of the Development of Road Innovations program which is funded by The National Centre for Research and Development and General Directorate for National Roads and Motorways (Grant Agreement no. DZP/RID-I-41/7/NCBR/2016). The main
aim of the project is to create tools enabling to assess the impact of designed ITS-based solutions, especially
in the context of National Road Management System. Indicators enabling the assessment will be defined
based on model taxonomy of ITS services and a catalogue of services identified as most critical from traffic
safety and traffic efficiency perspective. Influence of these services will be specified using high class driving
simulators and Vissum/Saturn/Vissim simulation software, taking into account traffic safety models. The
project will also provide for development of multi-criteria methods for the impact evaluation of ITS services
on traffic safety and traffic efficiency (research method and simplified operational method) as well as guidelines for changing traffic safety regulations depending on the type of implemented ITS services. Additionally,
recommendations on the criteria and procedures for the selection of technical solutions for ITS systems will
be introduced.

Summary: The subject of the article is the proposal of the project network, which consists of distribution of

of propagation from transmitting a radio signal. As part of the project proposal, the wireless network identified
the needs of network users and presents the assumptions and design requirements and the characteristics of the
place of performance. Also included is the calculation of the propagation of radio waves to confirm correct

SELECTED ASPECTS OF THE IMPLEMENTATION OF ITS SERVICES
ON AN EXPRESSWAY
Summary: Implementation of Intelligent Transportation Systems (ITS) is one of the methods
of improving transportation system in a country. It allows, among other things, increase in road capacities
and also increase in safety of travelling without changing the existing infrastructure. A project of an specific
ITS solutions application on the section of the expressway was elaborated. Three solutions were focused on,
namely traffic light coordination, informing the travelers by utilization of Variable Message Signs
and section speed control. Additionally, estimated costs of elements necessary for functioning
of the proposed solutions were presented. Realization of the proposed conception may bring many benefits
to the management of traffic flow between Warsaw and the airport Warsaw – Modlin.

PREDICTING RELIABILITY OF RAILWAY TRAFFIC CONTROL DEVICES USING
SIMULATION METHODS
Summary: The railway traffic control systems often work in different exploitation conditions and their
purpose is to ensure safe and efficient movement of rail vehicles and the implementation of complex
transport tasks. Therefore, it is essential to obtain exploitation information about railway traffic control
devices based on the research of exploitation using simulation model.
Creating models to simulate functioning of real transport systems is currently the main motive for the
development of dynamic research (among others exploitation process) of systems existing in rail transport.
Analysis of model reliability of railway traffic control system is one of the alternative ways to improve
reliability of this system. It becomes necessary to predict reliability of railway traffic control system
components, which may have a significant influence on the process of exploitation this system, the
knowledge of the characteristics of used components reliability and taking into account the impact of the
environment and other forcing factors. The results obtained from research of simulation allow to perform
detailed analysis of quantitative and frequency of the different types of objects featured in the railway traffic
control system model.

FUZZY REASONING FOR EVALUATION OF SATELLITE SIGNAL QUALITY
Summary: The results of the carried researches indicate that satellite signal to be in good quality must have
impeccable external conditions. Whatever deterioration they have - an increase in cloud cover, the occurrence
of rainfall, high humidity or increase in solar activity - it cause rapid weakening of the satellite signal quality. Based on the results, it can be concluded that the satellite signal is very sensitive phenomenon to analyze
and work on the development of satellite systems to eliminate this drawback must still be done.

Annotation: In data networks struggle with errors it is integral to the integrity of the data. One way to
reduce errors in the transmission channel are methods of data transmission, such as a Idle RQ (Repeat
reQuest), Go back N and a SR (Selective Repeat). The above methods of data enable evaluation of the
data link layer protocols developed under the influence of interference of various nature on data
channels. Taken into account the effect of interference in the retransmission of the channel, and the
channel length dependence of the size of the frame on the likelihood of errors in the frame as well as
the number of attempts before a successful transmission of a frame. Existing methodology for assessing
the performance of data-link protocols developed in assuming the absence of interference on the data
channels. The mathematical expectation of the number of attempts until the first successful delivery of
the frame, the dependence of the real performance of the protocols under conditions of noise for
different access technologies in mono.

SOME ISSUES ANALYSIS SELECTION RAIL CONTROL TRAFFIC SYSTEM
FOR RAILROAD WITH ASSUMED MOTOR-TRAFFIC
Summary: One of the essential elements during modernization of railway transport in Poland, is the implementation of interoperable ERTMS / ETCS systems (European Rail Traffic Management System / European
Train Control System), which can fulfill the tasks and functions of CCS. The investment process, which
includes the implementation of ERTMS / ETCS, requires to develop a number of documents, which include
feasibility study, terms of reference, a description of the contract and many others. The investment process is
preceded by a series of activities, including evaluation and selection of the right railway traffic control system and for the selected railway line. Due to the requirements of interoperability, it becomes necessary to
develop assessment methods and to choose the proper ERTMS / ETCS solutions for the selected railway line
with given parameters of motor-transport. The aim of this document is to present a concept that can be considered as the basis for analysis methods and rail control traffic system selection. The Sample line, No. 7
(Otwock - Lublin, 147.404 km), was chosen as an example for the research and analysis due to its strategic
location and load movement.

Abstract: Modern railway traffic control systems commonly use Information Technology (IT) in
order to perform processing and logging diagnostics data in diagnostic centres. The lack of standards
for diagnostic data structures and the lack of common mechanisms of acquiring data causes, that the
producers of systems use their own solutions in this domain. Thus, in spite of using modern
technologies, there is a great difficulty in obtaining consistent diagnostic data and makes its further
analysis difficult. In the article the using of the specialised XML-based markup language was
proposed. This language can be used to unify structures of diagnostic data obtained from the different
railway traffic control systems. The unification of diagnostic data structures would allow not only for
building interfaces between railway traffic control systems and diagnostic centres, but also for
developing the unified diagnostic system.

DEFINITION OF DATA EXCHANGE STANDARD
FOR RAILWAY APPLICATIONS

Abstract: Railway similar to the other branches of economy commonly uses information technologies
in its business. This includes, inter alia, issues such as railway traffic management, rolling stock
management, stacking timetables, information for passengers, booking and selling tickets. Variety
aspects of railway operations as well as a large number of companies operating in the railway market
causes that currently we use a lot of independent systems that often should work together. The lack of
standards for data structures and protocols causes the need to design and maintain multiple interfaces.
This approach is inefficient, time consuming and expensive. Therefore, the initiative to develop an
open standard for the exchange of data for railway application was established. This new standard was
named railML. The railML is based on Extensible Markup Language (XML) and uses XML Schema
to define a new data exchange format and structures for data interoperability of railway applications.
In this paper the current state of railML specification and the trend of development were discussed.

THE ANALYSIS OF POSSIBILITY OF APPLYING THE HCM 2010 METHOD
FOR CALCULATIONS CAPACITY OF LANES ON ROUNDABOUTS ENTRY
IN POLISH CONDITIONS
Summary: The main aim of this article was to verify whether it is possible to use the models included
in the HCM 2010 method for estimating the roundabouts entry lane capacity in Poland. The models presented
in HCM 2010 method were compared with empirical values of roundabouts entry lane capacity of one-lane
roundabouts and two-lane roundabouts and also with own models that allow for determination
of roundabouts entry lane capacity. The comparisons made possible to determine overall differences in forms
of comparable models. In the HCM 2010 method the critical headway and the follow-up headway are the two
key parameters of model used for determinig the roundabouts entry lane capacity. These parameters are
usually strongly correlated with behavior of drivers and their local habits. Hence, the attempt to adopting the
HCM 2010 models to Polish conditions consist of checking whether the use of values of psychotechnial
parameteres for roundabouts localized in Poland will improve the quality of fit to the HCM 2010 models both
for empirical data and for own models.

Summary: The OFDM method is currently used in many radio communication standards, including the
IEEE802.11p, which is provided for use in an vehicular communication system. The Software Defined Radio
enables the realization of devices operating with this method of multiple access. The paper presents GNU
Radio software and GNU Radio Companion graphical environment for implementing the SDR software. It
also presents an example of SDR hardware platform. Were also presented examples of applications of OFDM
transmitter and receiver made using GNU Radio software and running on the described hardware platform.

FORCE DEFINITION IN THE SYSTEM
Summary: The switch motor is a very important component among railway traffic control devices. It has an
immediate influence on the safety of passengers and goods being transported. Its cooperation with the
railway switch is the most important element of the traffic control process. Also, diagnostics of the railway
switch and its cooperation with the railway switch is a very important process. Unfortunately, the diagnostic
process and analyses of the condition of the switch motor and the railway switch system do not meet the
standards they should meet. It might seem that the development of technology should cause an improvement
in the diagnostic process and the analysis of the condition of the devices. Unfortunately, this is not the case.
First of all, there are no precise definitions of forces occurring in the switch motor and the railway switch
system. Secondly, there are no clear guidelines concerning the interpretation of measurement results.

Summary: The efficiency of transport systems is essential for the proper functioning of urban areas.
Reliable, safe and environmentally friendly transport contributes to raising the competitiveness of
agglomeration by increasing their attractiveness and improving the quality of life of residents. One of the
elements having a significant impact on the level of reliability and efficiency of transport systems to weather
conditions. The occurrence of adverse weather conditions may affect the reduction in the level of reliability
of the transport system. Weather conditions have a significant impact on the behavior of drivers in traffic.
This article presents results of research on the impact of weather conditions on the parameters of traffic. The
possibility of using the Integrated Traffic Management System TRISTAR as a test stand for the analysis of
the impact of weather conditions on traffic in urban conditions was furthermore presented in the paper.

TRAFFIC FLOW PREDICTION IN ADJACENT JUNCTIONS USING NEURAL
NETWORK
Summary: The paper presents a proposal of using one neural network for short time prediction of traffic
flow on two adjacent junctions of a traffic route. The traffic flow on the second junction is predicted on the
basis of historic data registered at the first junction. This allows to forecast the flow on the second junction in
the case of failure of its flow measuring devices. The elaborated design is validated using a data set of traffic
flow measurements comprising nearly 20 thousand measurements collected in a period of over six months.
Results prove that the design may be incorporated as a component of a prediction module in Intelligent
Transport Systems.

ROAD TRAFFIC DATA COLLECTION USING UAV
Summary: UAVs record compressed video streams. The capability for using such streams for extraction of
trajectories of moving vehicles, using image processing is investigated. A tracking algorithm based on subtracting a background model from the current content of frames and estimating objects positions using Kalman filter is used. A sequence of compressed video segments is processed to obtain object trajectories. The
trajectories are statistically analysed. The range of compression values is determined for which the parameters of the trajectories are close. Lossy compression in the range 500-20000, using the standard H.265, is
suitable for recording video by UAVs and does not significantly change the results of tracking vehicles.

Summary: The existence of separate networks that use a separate wired or transmission channels, including
digital, is directly related to the safety of rail traffic, effective maintenance of infrastructure, and ensuring
effective action in case of an emergency. Along with the implementation of GSM-R at railway lines in Poland it is necessary to ensure the realization of hardware dispatching services offered on the network. The
article presents the concept of the dispatch communication system in GSM-R, designed in particular for local

Summary: The purpose of the article is to present possibilities of using Intelligent Transportation Systems to
improve traffic flow and increase the efficiency of the road transport. In the scientific description was conducted a comparative analysis of ITS solutions used in Turin and Tri-City. The concept of the use of Intelligent Transport Systems was preceded by an observation of existing traffic conditions within the study area
and an identification of the needs of users of the planned system. As a part of the proposed concept of the ITS
system it was presented a logical architecture and a clarification of functions, which are to be implemented
using four subsystems: monitoring and supervision of the traffic, incident management in the road traffic,
traffic management and subsystem of information for drivers. The overall concept of the system has been
further elaborated by developing a data flow between planned subsystems.

Summary: The paper discusses the functionality of ITS systems and their impact on the management of
vehicle traffic in the city. In the paper the difficulties facing the analysis of the speed of vehicles in traffic are
also pointed out. Based on studies measuring the selected section of the route, the authors indicated difficulties in interpreting the results. In conclusion the directions for further research, allowing in a complex way to

Summary: This article presents an assessment of the effectiveness of available data transmission
technologies application in order to execute telematic services in ITS system. This assessment adopts
the uncertainty modelling method namely certainty factor of hypothesis modelling method employed
in expert systems and in artificial intelligence [3]. The first part of the article introduces a model of
data acquisition in ITS including the type of service described in ISO 14813-1. Next a comparative
analysis based on chosen criteria was applied to popular technologies for data radio transmission and
finally the problem of the delay introduced during data transmission is elaborated. In the second part
the CF modelling is employed in estimating uncertainty factors of the adopted transmission
technology [11]. This led to an indication which of the evaluated systems meets the required
conditions.

Summary: The paper presents the usable form of SBAS integrity data presentation in e-navigation
systems. The usability testing of ECDIS display augmented with innovative SBAS integrity data tool
was based on the IMO’s Guidelines on Software Quality Assurance and Human-centred Design for
e-Navigation. By incorporating the eye tracking techniques into the procedure it was possible to
measure the visual attention distribution and the cognitive workload. The applied usability evaluation
method proved that the seafarers were able to successfully perform primary operations of the systems
reasonably upgraded with SBAS integrity tool and raise their situation awareness, regardless of the
type and specifications of the system and their knowledge and experience with the system.

ASSESSMENT OF CONFORMITY OF TRAFFIC VOLUMES ON SECTIONS IN URBAN
ROAD NETWORK IN TERMS OF THE SIMPLIFICATION OF ITS STRUCTURE
Summary: An accurate representation of all components of urban road network is a time-consuming and
costly task. For the purposes of travel modelling such detail is not always justified. Therefore, there is a need
for construction of a simplified road network models. In such models traffic flows measured at the beginning
and at the end of the section may be different. Simplifying the structure of the road network model one
should aim to ensure that the dispersion of these values was as small as possible. This paper proposes some
measures of conformity assessment of traffic volumes measured at the beginning and at the end of the section
based on the coefficient of variation. The analysis was conducted for simplified road network model of
Bielsko-Biala.
