Wstęp Znaczenie regionalnych ekonomicznych porozumień integracyjnych zawieranych we współczesnym świecie nieustannie się zwiększa. Ewolucji ulegają zarówno ich formy, jak i zasięg. Według danych Światowej Organizacji Handlu, w dniu 1 lipca 2016 odnotowano 635 notyfikacji zawartych regionalnych porozumień handlowych, a funkcjonowało 423 spośród nich (WTO, 2016). Regionalizacja współczesnego świata wynika z postępujących procesów globalizacyjnych (Rymarczyk i in. 2008) i powoduje powstanie nowego poziomu ładu, sytuującego się między ładem krajowym i globalnym (De Lombaerde 2007). Regionalizm może zarówno łączyć, jak i dzielić współczesną gospodarkę światową (Bhagwati i Panagariya 1996). W tym kontekście niniejsza praca wpisuje się w dyskusję nad relacjami między multilateralizmem, regionalizmem i bilateralizmem w relacjach gospodarczych we współczesnym świecie. Niemniej zamierzenia integracyjne i efekty integracji nie zawsze idą w parze. Zbadanie zależności między procesami odgórnymi i oddolnymi zachodzącymi w ramach danego ugrupowania integracyjnego jest kluczowe w ocenie jego efektów. Regionalizm stanowi proces odgórny, komponent instytucjonalno-instrumentalny (Misala 2005) wyrażający się w integracji de iure, instytucjonalnej, czyli innymi słowy – politycznie napędzanej integracji (Mongelli i in. 2005). W literaturze anglojęzycznej do określenia tego typu integracji używane jest sformułowanie topdown integration (Vinokurov i Libman 2012). Z kolei regionalizacja odnosi się do procesów oddolnych, w literaturze anglojęzycznej określanych jako bottom-up integration, dotyczących zacieśniania powiązań handlowych, inwestycyjnych, kapitałowych oraz przepływów siły roboczej (Mongelli i in. 2005, Pietrzyk 2009). To komponent realny (Misala 2005), ujawniający się w integracji rynków, integracji de facto, ekonomicznie napędzanej integracji1. 1 Takie rozróżnienie i podejście stosuje np. Françoise Nicolas (2010), używając sformułowania economic regionalization w przypadku integracji oddolnej (bottom-up), a economic regionalism w przypadku integracji odgórnej (top-down). Podobnie Katarzyna Śledziewska (2012) w swoim opracowaniu posługuje się pojęciem „regionalizm handlowy”. 8 Porozumienia integracyjne mogą sankcjonować procesy zacieśniania współpracy między podmiotami z państw członkowskich, lub też mieć na celu ich wywołanie. W praktyce mamy do czynienia z trzema (co najmniej) typami relacji między integracją instytucjonalną a gospodarczą: integracja instytucjonalna może wzmacniać zachodzące procesy integracji rynkowej; integracja instytucjonalna może mieć na celu wywołanie integracji rynkowej dzięki efektom spill-over, czyli liberalizacji współpracy w obszarach funkcjonalnych; integracja instytucjonalna może mieć na celu zmianę kierunków integracji gospodarczej. Koncepcje integracyjne, głównie powiązane ze Wspólnotą Niepodległych Państw, które były tworzone przez państwa powstałe w wyniku rozpadu ZSRR, przez ostatnie 25 lat oceniane są jako nieskuteczne. Wielu badaczy zwraca uwagę, że są to twory głównie polityczne, inni podkreślają, że powstawały głównie w celu utrzymania więzi odziedziczonych po ZSRR tzw.: holding-together integration (Libman i Vinokurov 2012). Euroazjatycka Unia Gospodarcza stawia sobie za cel stworzenie nowej ekonomicznej jakości w postaci wspólnego rynku, charakteryzującego się czterema swobodami (przepływu towarów, osób, usług i kapitału), zgodnie z sekwencyjnym modelem Beli Balassy (1973). Dlatego w zrozumieniu zjawisk zachodzących w Euroazjatyckiej Unii Gospodarczej w ramach prowadzonych badań wzięto pod uwagę zarówno procesy sterowane odgórnie, jak i procesy oddolne. W opinii wielu badaczy EAUG jest symbolem dominacji Rosji w regionie (Dragneva i Wolczuk 2014), ale powszechnie zwraca się też uwagę na fakt, że nie wyklucza to otwartości organizacji na powiązania z gospodarką światową (Khitakhunov i in. 2016) ze względu na uczestnictwo aż 4 spośród 5 państw członkowskich w WTO. Należy podkreślić, że członkostwo w WTO uznaje się za ważne kryterium integracji z gospodarką światową (Żołądkiewicz 2010). Analiza otwartości EAUG, jak również analiza charakteru relacji zewnętrznych stanowią jeden z głównych celów opisywanych w niniejszej publikacji badań. Znaczenie tego rodzaju analiz wydaje się istotne zwłaszcza przypadku państw małych, transformujących swoje gospodarki. Regionalna integracja gospodarcza może bowiem skutkować utrwaleniem ich zapóźnienia gospodarczego i zmniejszeniem więzi z gospodarką światową (Kreinin i Plummer 2003). Ważnym sprawdzianem dla EAUG, jak również predyktorem jej rozwoju będzie umiejętność wypracowania płaszczyzny ekonomicznej współpracy z Unią Europejską i Chinami. Wobec powyższego niniejsza książka wpisuje się nie tylko w dyskurs na temat relacji między regionalizmem i regionalizacją na obszarze postradzieckim, ale też na temat zdolności do wytworzenia przez Euroazjatycką Unię Gospodarczą płaszczyzn współpracy i dialogu ekonomicznego i politycznego w relacjach zewnętrznych. 9 Niniejsza praca prezentuje część badań zrealizowanych w ramach uzyskanego przez autorkę grantu naukowego nr 2011/03/B/HS4/05930, finansowanego przez Narodowe Centrum Nauki, na temat: Ekonomiczne konsekwencje procesów integracji regionalnej na obszarze WNP. Głównym celem realizowanego grantu była identyfikacja, wyjaśnienie i zbadanie przesłanek, zakresu, charakteru i efektów procesów międzynarodowej integracji gospodarczej na obszarze Wspólnoty Niepodległych Państw. Wcześniejsze rezultaty badań zostały przedstawione w cyklu artykułów oraz monografii Regional Integration Processes in the Commonwealth of Independent States. Economic and Political Factors (Czerewacz-Filipowicz i Konopelko 2017). W publikacjach tych zaprezentowano zależności między poszczególnymi czynnikami ekonomicznymi i politycznymi a procesami integracji instytucjonalnej i handlowej w ramach różnych ugrupowań na obszarze Wspólnoty Niepodległych Państw. Niniejsza publikacja dotyczy najtrudniejszych do zdiagnozowania zagadnień z badanego obszaru, a mianowicie procesów regionalizmu i regionalizacji w ramach Euroazjatyckiej Unii Gospodarczej2 w kontekście relacji zewnętrznych. Wyzwanie badawcze stanowił nie tylko fakt, że EAUG jest strukturą nową, funkcjonującą zaledwie od stycznia 2015. Regionalizm badanego obszaru zaczął się bowiem wiele lat wcześniej, przyjmując formy Euroazjatyckiej Wspólnoty Gospodarczej3, Unii Celnej Białorusi, Kazachstanu i Rosji4 czy Wspólnej Przestrzeni Gospodarczej5, podobnie jak procesy regionalizacji, dlatego ten problem rozwiązano, przyjmując jako okres badawczy lata 2000–2015. O wiele trudniejszą kwestię stanowiła sytuacja geopolityczna w regionie i jej konsekwencje ekonomiczne. Wcześniejsze badania koncentrowały się na relacjach wewnątrz badanych ugrupowań integracyjnych, podczas gdy prezentowane w książce badania dotyczą zewnętrznych aspektów integracji w ramach EAUG. Głównym założeniem ukazanego w publikacji procesu badawczego była próba odpowiedzi na pytanie, czy Euroazjatycka Unia Gospodarcza może być elementem integracji państw członkowskich z gospodarką światową. Celem prezentowanej pracy jest teoretyczne i empiryczne zbadanie wpływu, odgórnych i oddolnych, procesów integracyjnych w ramach EAUG na intensywność globalnej integracji państw członkowskich (intensity of global integration). 2 W językach państw członkowskich oficjalna nazwa: Rosyjski: Евразийский экономический союз (ЕАЭС), Armeński: Եվրասիական տնտեսական միություն, Białoruski: Еўразійскі эканамічны саюз, Kazachski: Еуразиялық Экономикалық Одақ, Kirgiski: Евразиялык экономикалык биримдик; po angielsku: the Eurasian Economic Union (EAEU). 3 Ros. Single Economic Space. 10 W części teoretycznej pracy dokonany został krytyczny przegląd literatury dotyczącej międzynarodowej integracji regionalnej, jej przesłanek, efektów i konsekwencji w zależności od stopnia i charakteru integracji. Wyeksponowano publikacje dotyczące integracji handlowej państw (trade integration) i integracji instytucjonalnej (institutional integration), jako że z tymi dwoma rodzajami integracji mamy do czynienia w przypadku Euroazjatyckiej Unii Gospodarczej. Mimo deklaracji o zapewnieniu czterech swobód wolnego rynku zakres integracji w ramach EAUG dotyczy głównie kwestii handlowych, dlatego w tym kontekście integracja rynków państw członkowskich jest badana w pracy. Poza tym w części teoretycznej dokonano przeglądu podejść badawczych i modeli stosowanych w analizie regionalizmu i regionalizacji na obszarze WNP, ze szczególnym uwzględnieniem EAUG. Kolejnym ważnym elementem badań teoretycznych było dokonanie oceny stopnia instytucjonalizacji i implementacji założeń traktatowych Euroazjatyckiej Unii Gospodarczej. Pozwoliło to na uzyskanie odpowiedzi na szereg pytań dotyczących przedmiotowej teorii regionalizacji na obszarze postradzieckim, jej cech i mechanizmów. Ponadto takie ujęcie problematyki badawczej daje możliwość sformułowania wniosków istotnych z perspektywy praktyki gospodarczej, w tym podmiotów prowadzących działalność handlową na badanym obszarze. Empiryczna część pracy została oparta na bazie danych przygotowanej przez autorkę na potrzeby realizacji badań w grancie. Baza zawiera dane dotyczące bilateralnych i multilateralnych (w ramach WNP, EAWG/EAUG, GUAM, z państwami UE i innymi) przepływów handlowych dwunastu państw WNP w latach 1992–2015. Większość danych w ujęciu bilateralnym, potrzebnych do utworzenia bazy, została zaczerpnięta ze statystyk Międzynarodowego Funduszu Walutowego, głównie DOTS Yearbooks i DOTS Quarterly. Wkład własny autorki dotyczy głównie weryfikacji i uzupełnienia danych, przygotowania ich w jednolitej formie oraz przeprowadzenia obliczeń i zestawień wielostronnych, głównie w podziale na koncepcje integracyjne. Baza będzie dostępna na stronie Międzynarodowego Chińskiego i Środkowo-Wschodnioeuropejskiego Instytutu Logistyki i Nauki o Usługach Politechniki Białostockiej. Dzięki bazie danych możliwe stało się zbadanie stopnia integracji handlowej między państwami Euroazjatyckiej Unii Gospodarczej na tle innych państw Wspólnoty Niepodległych Państw. Kontekstowe ujęcie integracji handlowej w ramach EAUG było istotne, ponieważ państwa członkowskie są równocześnie członkami powstałej w 2011 roku strefy wolnego handlu WNP. Główny nacisk położono na zbadanie stopnia integracji handlowej państw EAUG z Unią Europejską, Chinami i resztą świata oraz zdiagnozowanie zmian intensywności globalnej integracji poszczególnych państw, obliczonej jako udział eksportu w PKB na przestrzeni lat 2000–2015. Wnioski z empirycznej części badań zostały sformułowane (w dużym zakresie) oddzielnie dla każdego z państw członkowskich, bowiem dysproporcje 11 między nimi powodują, że z perspektywy teorii integracji regionalnej inne efekty integracyjne są dla nich najbardziej pożądane (Marinov 2015). Określenie i porównanie efektów regionalizacji w ramach EAUG w kontekście integracji z gospodarką światową stanowi istotny wkład autorki w światowe badania nad regionalizacją na obszarze postradzieckim. Hipotezy stawiane w badaniach odnoszą się do trzech głównych obszarów. Po pierwsze, analiza prowadzona w pracy dotyczyła zakresu regionalizmu w ramach Euroazjatyckiej Unii Gospodarczej, jego cech charakterystycznych, odróżniających go od wcześniejszych form integracyjnych na obszarze postradzieckim, oraz stopnia kreowanych przez niego powiązań między państwami członkowskimi. Na tej płaszczyźnie najistotniejsze stało się rozdzielenie deklaracji politycznych od faktycznie zrealizowanych ram instytucjonalnych. Wydaje się to ważne również dlatego, że słabością wcześniejszych porozumień integracyjnych na tym obszarze (np. WNP) było generowanie setek deklaracji i porozumień bez ich faktycznej realizacji. Głównymi pytaniami sformułowanymi w tej części badań były: Czy w EAUG przyjęto mechanizmy umożliwiające lepszą implementację i wprowadzanie w życie założeń integracyjnych skuteczniejszych niż we wcześniejszych inicjatywach na obszarze postradzieckim? Czy regionalizm Euroazjatyckiej Unii Gospodarczej realizowany jest zgodnie z założeniami jej twórców? Ponieważ jedna z form integracyjnych, a mianowicie Unia Celna, została wprowadzona na badanym obszarze z sukcesem, założono (hipoteza 1), że procesy integracji odgórnej w EAUG są skuteczne i realizowane zgodnie z założeniami. Po drugie, badania koncentrowały się na wskazaniu nowych jakościowo elementów gospodarczych Euroazjatyckiej Unii Gospodarczej, związanych głównie z efektami handlowymi. Ten zabieg wymagał ujęcia kontekstowego państw EAUG na tle innych krajów regionu, aby zdiagnozować, czy faktycznie integracja ekonomiczna w ramach struktury oddziałuje silniej na powiązania gospodarcze między państwami niż inne czynniki, na przykład koniunkturalne. Główne pytania badawcze dotyczą identyfikacji wewnętrznych kanałów oddziaływania EAUG na relacje gospodarcze, głównie handlowe państw członkowskich. Poszukiwano odpowiedzi na pytanie, jakich efektów handlowych możemy się spodziewać na badanym obszarze? Ze względu na ogromne dysproporcje w wielkości i wyposażeniu w czynniki produkcji oraz w poziomie rozwoju ekonomicznego państw EAUG założono (hipoteza 2), że oczekiwane efekty handlowe są różne w przypadku każdego z państw członkowskich. Hipoteza 3 dotyczyła możliwości, jakie Euroazjatycka Unia Gospodarcza posiada w zakresie integracji z gospodarką światową. Cztery z pięciu państw członkowskich EAUG należy do WTO, a funkcjonująca na jej obszarze unia celna została oparta na zasadach GATT/WTO. Brak płaszczyzny dialogu między UE i państwami WNP doprowadził do szeregu konfliktów i swoistego ekonomicznego i politycznego 12 „rozdarcia” wielu państw regionu (przykłady Ukrainy, Mołdawii, po części również Armenii i Azerbejdżanu). EAUG daje możliwość prowadzenia dialogu międzyregionalnego (na podobieństwo ASEM), a ponadto może być ważnym elementem konstrukcji relacji euroazjatyckich i argumentem przetargowym przy wytyczaniu tras lądowych Nowego Jedwabnego Szlaku (One Belt, One Economic Road) między Chinami i Unią Europejską. Trzeci obszar badań koncentruje się zatem na zbadaniu możliwości kształtowania ekonomicznych relacji zewnętrznych EAUG. Główne pytania badawcze dotyczyły: oceny skuteczności EAUG w tworzeniu powiązań zewnętrznych i integracji z gospodarką światową oraz identyfikacji instrumentów, które umożliwiłyby nowej strukturze zwiększenie międzynarodowych powiązań gospodarczych. Istotne na tym etapie badań było uzyskanie odpowiedzi na pytanie: Czy EAUG nie doprowadzi do izolacji wszystkich bądź niektórych państw członkowskich i nie utrwali ich problemów ekonomicznych? Przyjęto hipotetycznie, że EAUG posiada instrumenty, zastosowanie których może zwiększyć integrację z gospodarką światową (hipoteza 3). Nie oceniano w analizach czynnika politycznego, który w najbliższych latach może spowodować ograniczenie kontaktów zewnętrznych tych państw. Struktura pracy została podporządkowana jej celom badawczym. Książka składa się z pięciu części: czterech rozdziałów i zakończenia. W pierwszym rozdziale zdefiniowano podstawowe pojęcia używane w pracy, określono jej cel, dokonano charakterystyki założeń teoretycznych i przedstawiono metodologię zastosowaną w badaniach. Bazą analizy prowadzonej w tej części pracy jest krytyczny przegląd światowej literatury dotyczącej regionalizmu i regionalizacji na obszarze Wspólnoty Niepodległych Państw6. W rozdziale drugim scharakteryzowany został obszar badawczy w przekroju krajowym i na tle innych państw obszaru postradzieckiego. Zwrócono uwagę na podstawowe wskaźniki ekonomiczne, dysproporcje demograficzne, strukturalne, geograficzne i gospodarcze na badanym obszarze. 6 Pojęcie Wspólnoty Niepodległych Państw (Commonwealth of Independent States) stosowane jest przez wiele organizacji międzynarodowych, np.: Międzynarodowy Fundusz Walutowy, Bank Światowy, w ich bazach statystycznych, raportach i opracowaniach do określenia 12 państw: Armenii, Azerbejdżanu, Białorusi, Gruzji, Kazachstanu, Kirgistanu, Mołdawii, Rosji, Tadżykistanu, Turkmenistanu, Ukrainy i Uzbekistanu. Mimo faktu, że Gruzja wystąpiła z WNP, Turkmenistan zmienił swój status z członka na obserwatora, a Ukraina nigdy nie ratyfikowała Karty Wspólnoty Niepodległych Państw. Niemniej wszystkie 12 państw w ciągu ostatnich 25 lat uczestniczyły w większości prac i spotkań WNP. Określenie tych 12 państw mianem WNP i stosowanie takiej nazwy dla ich określenia jest często bardziej właściwe niż „kraje postradzieckie”, jako że do państw postradzieckich należą również Litwa, Łotwa i Estonia, które nigdy nie brały udział w procesach integracyjnych na obszarze WNP. W niniejszej książce pojawia się również pojęcie obszaru WNP do określenia 12 wskazanych państw. Szerzej na ten temat w części 2 niniejszej pracy. 13 W rozdziale trzecim skoncentrowano się na zakresie, charakterze, przesłankach i cechach regionalizmu w ramach Euroazjatyckiej Unii Gospodarczej. Geneza powstania EAUG została przedstawiona na tle procesów regionalizmu na obszarze postradzieckim. Uwzględniono przesłanki i różnice pomiędzy nową strukturą i wcześniejszymi inicjatywami. Zwrócono uwagę na możliwości i funkcje zewnętrzne organów EAUG w kontekście możliwości kształtowania przez nie zewnętrznych stosunków gospodarczych całego ugrupowania. Rozdział czwarty pracy ma charakter empiryczny i obejmuje analizę wyników badań dotyczących wpływu eksportu na PKB poszczególnych krajów obszaru WNP, zmian intensywności i stopnia integracji handlowej państw postradzieckich z EAUG, WNP, Unią Europejską i Chinami. Przedstawiono tu wyniki badań intensywności globalnej integracji poszczególnych państw EAUG, liczonej jako udział eksportu w PKB poszczególnych krajów EAUG i udział eksportu do UE, Chin i EAUG w PKB tych krajów. Zakończenie pracy zawiera prezentację wniosków z badań, w tym odniesienie do hipotez badawczych, oraz podsumowanie. Określono cechy charakterystyczne procesów integracji regionalnej w ramach Euroazjatyckiej Unii Gospodarczej, porównano efekty regionalizacji i regionalizmu na badanym obszarze. W tej części pracy dokonano próby uogólnień teoretycznych oraz określono wkład własny badań do przedmiotowej teorii. Sformułowano również wnioski o charakterze praktycznym. Za swój najważniejszy wkład do rozwoju teorii międzynarodowej integracji regionalnej autorka uważa wskazanie cech charakteryzujących proces integracji odgórnej i oddolnej w ramach Euroazjatyckiej Unii Gospodarczej, poparte badaniami empirycznymi, oraz próbę zdefiniowania tych procesów i nadania im nazwy „integracji strukturalnej”. Dzięki zbadaniu struktury EAUG możliwe stało się wskazanie obszarów, w których można doszukiwać się efektów jej funkcjonowania. Ze względu na krótki okres działalności EAUG owe efekty przedstawiono jako prognozę. 14 Introduction The importance of regional economic integration agreements concluded in the modern world is constantly increasing, and both their range and form are undergoing constant evolution. The World Trade Organization recorded 635 notifications of concluded regional trade agreements as of 1 July 1 2016, of which 423 have been operating (WTO 2016). The regionalization of the modern world has arisen due to the progressive globalization processes (Rymarczyk 2008) and creates a new level of order, situated between national and global orders (De Lombaerde 2007). Regionalism can both unite and divide the modern global economy (Bhagwati and Panagariya 1996). In this context, this work is part of a discussion on the relationship between multilateralism, regionalism and bilateralism in economic relations in the modern world. However, the aims and effects of integration do not always go handin-hand. The examination of the relationship between top-down and bottom-up processes taking place within the framework of a particular integration grouping is crucial in the assessment of its effects. Regionalism is a top-down process, an institutional and instrumental component (Misala 2005) manifesting itself in de jure institutional integration, that is, politically driven integration (Mongelli et al. 2005). In the English-language literature, the term top-down integration is used to define this type of integration (Vinokurov and Libman 2012). On the other hand, regionalization refers to bottom-up processes, which in English-language literature is known as bottom-up integration, concerning the strengthening of trade links, investment, capital flows, and the labor force (Mongelli et al. 2005, Pietrzyk 2009). This is a real component (Misala 2005), manifesting itself in market integration, de facto integration, and economically driven integration7. Integration agreements may legitimize the processes of closer cooperation among the Member States or are aimed at triggering them. In practice, we deal with at least three types of relationships between institutional and economic integration: Institutional integration can enhance the processes of market integration; 7 This distinction and approach are used e.g. by Françoise Nicolas (2010). She uses the term ‘economic regionalization’ for bottom-up integration and ‘economic regionalism’ for top-down integration. Similarly Katarzyna Śledziewska (2012) uses the concept of trade regionalism in her study. 15 Institutional integration may be aimed at triggering market integration through spill-over effects, namely the liberalization of cooperation in functional areas; Institutional integration may be aimed at changing the directions of economic integration. The concepts of integration – mainly those associated with the Commonwealth of Independent States, which were created by the States arising from the dissolution of the Soviet Union over the past 25 years – have been assessed to be ineffective. Many researchers point out that these are mainly political formations, while others emphasize that they emerged mainly in order to maintain ties inherited from the Soviet Union, the so-called holding-together integration (Libman and Vinokurov 2012). The Eurasian Economic Union aspires to create a new economic quality in the form of a common market characterized by four freedoms (the movement of goods, persons, services and capital), according to the sequential model by Bela Balassa (1973). Therefore, to understand the phenomena occurring in the Eurasian Economic Union within the framework of the research, the author takes into account both top-down and bottom-up controlled processes. According to numerous researchers, the EAUG is a symbol of the Russian domination in the region (Dragneva and Wolczuk 2014), but it is also commonly pointed out that this does not exclude the openness of the organization to links with the global economy (Khitakhunov et al. 2016) due to the participation of as many as four out of five Member States in the WTO. It should be emphasized that WTO membership is considered an important criterion of integration with the global economy (Żołądkiewicz 2010). An analysis of the openness of the EAUG, as well as the analysis of the nature of external relations, are some of the main objectives described in this publication. The importance of this kind of analysis seems to be especially significant in the case of small states, transforming their economies. Regional economic integration may in fact result in the consolidation of their economic backwardness and a reduction in ties with the world economy (Kreinin and Plummer, 2003). An important test of the EAUG as well as a predictor of its development will be an ability to develop the plane of economic cooperation with the European Union and China. Therefore, this book not only becomes part of the discourse on the relationship between regionalism and regionalization in the post-Soviet area, but also the ability of the Eurasian Economic Union to produce a platform for cooperation and economic and political dialogue in external relations. In this work the reader will find the presentation of part of the research carried out within the framework of Grant no 2011/03/B/HS4/05930 funded by the National Science Center, on the subject of "Economic consequences of regional integration processes in the CIS". The principal goal of the grant was to identify, clarify and examine the evidence, scope, nature and effects of international economic integration processes within the Commonwealth of Independent States. The results of the earlier 16 research were presented in a series of articles and in a monograph entitled Regional Integration Processes in the Commonwealth of Independent States. Economic and Political Factors (Czerewacz-Filipowicz and Konopelko 2017). These publications present dependencies between economic and political factors and institutional and trade integration processes within different groups in the Commonwealth of Independent States area. This publication refers to the issues in the researched area which are adjudged to be most difficult to diagnose, namely the process of regionalism and regionalization within the framework of the Eurasian Economic Union8 in the context of external relations. The challenge arose not only from the fact that the EAUG is a new body, having functioned only from January 2015. Regionalism in the research area began many years earlier, taking the forms of the Eurasian Economic Community9, the Customs Union of Belarus, Kazakhstan and Russia10, and the Common Economic Space11, as well as the processes of regionalization. For this reason, the research problem was solved by adopting the period of 2000–2015. A much more difficult issue was the geopolitical situation in the region and the economic consequences thereof. Previous studies have focused on the relationships within the researched groups of integration, while the research presented in the book focuses on the external aspects of integration within the EAUG. The main assumption of the research process as shown in the publication is an attempt to answer the question of whether the Eurasian Economic Union may be a component of the integration of the Member States into the world economy. The aim of this work is to provide a theoretical and empirical examination of the impact of top-down and bottom-up integration processes within the framework of the EAUG on the intensity of the global integration of the Member States. The theoretical part of the work undertakes a critical review of the literature on international regional integration, the reasons, effects and consequences thereof, depending on the degree and nature of integration. It covers publications on trade integration and institutional integration, as in the case of the Eurasian Economic Union we may observe the two types of integration. Single Economic Space. 8 17 cuses on trade issues, due to which this work pays special attention to market integration within the Member States. Moreover, the theoretical part of the research reviews the approaches and models used in the analysis of regionalism and regionalization in the CIS area, with particular emphasis on the EAUG. Another important part of the theoretical study was to evaluate the degree of institutionalization and implementation of the objectives of the Treaty of the Eurasian Economic Union. This allowed us to answer a number of questions concerning the present theory of regionalization in the post-Soviet area, its features and mechanisms. Moreover, such an approach to the research issues made it possible to draw conclusions relevant from the perspective of economic practice, including the entities engaged in commercial activity in the research area. The empirical part of the work was based on a database prepared by the author for the implementation of the research within the grant. The database contains data on bilateral and multilateral trade flows of the twelve CIS countries in the period of 1992–2015 (within the CIS, EurAsEC / EAUG, GUAM, the EU and others). Most of the bilateral data which was necessary to create the database was taken from the statistics of the International Monetary Fund, mainly DOTS Yearbooks and DOTS Quarterly. The author's own contribution related mainly to verifying and supplementing the data, preparing it in a common format and making the calculations and multilateral combinations, mainly in terms of the division into integration concepts. The database shall be made available on the website of the International Chinese and Central and East European Institute of Logistics and Service Science at the Bialystok University of Technology, and makes it possible to examine the degree of trade integration between the countries of the Eurasian Economic Union in comparison with other countries of the Commonwealth of Independent States. The contextual approach to trade integration within the EAUG was important due to the fact that the Member States are also members of the CIS free trade zone, founded in 2011. The main emphasis was to examine the degree of trade integration of the EAUG countries into the European Union, China and the rest of the world, and diagnose the changes in the intensity of the global integration of individual countries, calculated as a share of exports in GDP for the period of 2000–2015. The conclusions of the empirical part of the research were made to a large extent for each of the Member States individually, because the disproportions between them provoke other integration effects that for them are most desirable from the perspective of the theory of regional integration (Marinov 2015). The determination and comparison of the effects of regionalization within the EAUG in the context of integration into the world economy is an important contribution by the author to the global study on regionalization in the post-Soviet area. The hypotheses posed in the research refer to three main areas. First, the analysis carried out in the work concerns the scope of regionalism within the framework of 18 the Eurasian Economic Union, its characteristics distinguishing it from the previous forms of integration in the post-Soviet area, and the extent of the relationships between the Member States created thereby. On this plane, the most important issue was to separate political declarations from the institutional framework completed in reality. It seems important as well because the weakness of the earlier integration agreements in this area (e.g. the CIS) generated hundreds of declarations and agreements without factual realization. The main questions formulated in this part of the research are: Does the EAUG have mechanisms enabling better implementation and putting the principles of integration into action than the previous initiatives in the post-Soviet area? Is the regionalism of the Eurasian Economic Union implemented in accordance with the provisions of its creators? Since one of the forms of integration, namely the implementation of the Customs Union in the research area, was a success, the author assumed that the processes of top-down integration in the EAEU have been effective and implemented according to the provisions (hypothesis 1). Second, the research focuses on the identification of qualitatively new economic elements of the Eurasian Economic Union, primarily related to the effects of trade. This hypothesis requires the contextualized perspective of the EAUG states compared to other countries in the region to diagnose whether factual economic integration within the structure impact more strongly on economic ties between the countries than other factors. The main research questions relate to the identification of internal channels of the EAUG impact on economic relations, mainly the trade of the Member States. The author seeks to answer the question of what type of trade effects may be expected in the research area. Due to great variation in terms of size, the factors of production and the level of economic development of the EAUG countries, the author assumes that expected trade effects are different for each Member State (hypothesis 2). Hypothesis 3 concerns the opportunities of the Eurasian Economic Union in the scope of integration into the world economy. Four of the five Member States of the EAUG belong to the WTO, and the Customs Union operating on its territory was based on the principles of the GATT / WTO. The lack of a dialogue between the EU and CIS countries has led to a series of conflicts and a specific economic and political "tear" for many countries in the region (e.g. Ukraine, Moldova, and also partly Armenia and Azerbaijan). The EAUG enables interregional dialogue (as does ASEM) and can also be an important element of the structure of Eurasian relationships and a bargaining element when calculating the route of the New Silk Road (One Belt One Road) between China and the European Union. Therefore, the third area of research focuses on exploring the possibilities of shaping the economic external relations of the EAUG. The main research questions include assessing the effectiveness of the EAUG in the development of external relations and integration into the world economy and the identification of instruments that allow the new structure to improve 19 international economic relations. An important factor, at this stage of the research, was to determine whether or not the EAUG would lead to the isolation of all or some of the Member States and consolidate their economic problems. It was hypothetically assumed (hypothesis 3) that the EAUG has the instruments through which the degree of its integration into the global economy will increase. The analyses do not evaluate political factors which can reduce the external relations of these countries in the coming years. The structure of the work is subordinated to the research targets. The book is divided into five parts: four chapters and conclusions. The first chapter describes the basic concepts used in the work, defines its purpose, provides the characteristics of theoretical assumptions and presents the methodology used in the research. The basis for the analysis carried out in this part of the work is a critical review of the world literature on regionalism and regionalization in the Commonwealth of Independent States12. The second chapter characterizes the research area in a cross section of country and in comparison with other states in the post-Soviet area. It draws special attention to the basic economic indicators and demographic, structural, geographical and economic imbalances in the research area. The third chapter focuses on the scope, nature, conditions and characteristics of regionalism within the framework of the Eurasian Economic Union. The genesis of the EAUG is presented against the background of processes of regionalism in the post-Soviet area. It takes into account the premises and differences between the new structure and earlier initiatives. Attention is drawn to the possibilities and functions of external bodies of the EAUG in the context of the possibility of shaping their external economic relations within the entire EAUG. The fourth chapter is empirical and involves the analysis of the results of research into the impact of exports on the GDP of individual countries in the CIS area, changes in the intensity and the degree of trade integration of the post-Soviet countries with the EAUG, CIS, EU and China. However, all the 12 states have participated in the work and meetings of the CIS for the last 25 years. The determination of these 12 countries as the CIS and the use of such a name for their definition is often more appropriate than the post-Soviet countries, because Lithuania, Latvia and Estonia, which have never participated in the integration processes in the CIS area, are also post-Soviet countries. This book also shows the concept of the CIS to determine the 12 designated countries. More on this in Chap. 3 of this work. 20 global integration of the particular EAUG countries, calculated as the share of exports in the GDP of the particular EAUG countries and the share of exports to the EU of China and the EAUG in the GDP of these countries. The final section of the work includes the presentation of conclusions of the research, including reference to the research hypotheses and summary. It defines the characteristics of the processes of regional integration within the Eurasian Economic Union, and compares the effects of regionalization and regionalism in the researched area. This part of the book attempts to make certain theoretical generalizations and identifies the contribution of the research into the theory of the issues at hand. It also formulates the conclusions of a practical nature. The author considers her most important contribution to the development of the theory of international regional integration to be indicating the characteristics of top-down and bottom-up integration within the framework of the Eurasian Economic Union supported by empirical research, and an attempt to define these processes and give them the name of "structural integration". Examining the structure of the EAUG makes it possible to identify the areas in which the effects of its operation can be traced. On account of the short period of functioning of the EAUG, these results are presented as a forecast. . 21
