Technologically neutral electronic way to the
Comprehensive IT System of the Social Insurance
Institution (ZUS)
On 21 July 2007, the Social Insurance Institution must, pursuant to Article 40 of the Law
of 17 July 2005 on computerisation of entities implementing public tasks, make available
specifications of data exchange interfaces relating to monthly insurance documents
submitted in electronic form by ZUS contributions payers.
This means that it will become possible for the only interface software made available free of
charge by the Social Insurance Institution to be successively replaced by alternative software,
functioning on any hardware and system platforms and made available by their manufacturers on any
conditions they may specify.
Pursuant to Regulation for the Law on computerisation, each interface software that will be used to transfer
data in an electronic way to the Comprehensive IT System of the Social Insurance Institution must achieve
positive results in acceptance tests according to relevant descriptions of test sets made available by the
Social Insurance Institution. Before data transfer to the Comprehensive IT System of the Social Insurance
Institution begins, each interface software must be granted a certificate of confirmation of acceptance test
correctness by the Social Insurance Institution. Moreover, the interface software must meet the minimum
requirements for IT systems and public registers laid down in Regulations for the Law on computerisation.
Thanks to the Law on computerisation we have a real possibility to apply the technological
neutrality principle with equal treatment of diverse IT solutions present on the Polish ICT
market.
