Members of the Committee of Internet are not the employees of Technical University of Lodz. The Committee does not
have an office and fixed working hours and performs its function socially. Taking this into consideration, it is not
obligated to act immediately.
All problems concerning access to the computer network are to be reported in the notebook available in reception of the
dormitory. This is the only accepted way.
The main tasks of LAN Administrator of the network connected to the College Campus Computer Network of the
Technical University of Lodz (USKOA) are:
1. cooperation with USKOA administrators, especially close cooperation with the Chairman of Committee
on College Campus Internet (KIOA) in all working aspects of USKOA
2. registration of all LAN computers
3. provision of network security and elimination of unauthorized access
4. informing KIOA administrators of all identified cases of unauthorized access to the resources and securing
evidence
5. settlement of disputes and problems concerning the use of local area network reported by residents and employees
of the entity
The LAN Administrator is obliged to take any action that he deems appropriate in order to eliminate the harmful factors
interfering with local networks.
The LAN Administrator is entitled to disconnect from the network users who act against the accepted rules of proper
behaviour when using the network. Especially when it is stated that:
1. there has been the unauthorized access and manipulation of the network (ex connecting and disconnecting cables
on one’s own)
2. the network infrastructure has been destroyed (plucked sockets, cut cables etc.)
3. there has been the crack or the attempt to crack into the foreign workstation or server
4. there has been any kind of electronic wiretapping
5. there has been the deliberate attempt to disrupt the proper network connection
6. there has been the access of the internet connection to computers not connected directly to the local network
7. there has been the conscious or unconscious spread of the malware (ex viruses)
8. IP address has been set statically
In case of damages caused by the user or the group of users the administrator is entitled to charge them financially.
In utmost cases of misuse the administrator informs the Council Residents and the managerial authorities of the Student
Dormitory about the case and is obliged to apply for the negative opinion on the application form for allocation place in
the student dormitory.
In case of the disconnection from the network or other sanctions imposed on the user the administrator is obliged
to notify:
1. the Chairman of the Council Residents immediately
2. the Chairman of Committee on College Campus Internet enclosing the reasons for the decision within 7 days
The appeal against the administrator’s decision can be made to the Chairman of Committee on College Campus
Internet within 14 days. After that time the decision is valid.
The network user is obliged to pay the following fees:
1. one-off fee which enables the connection to the network
2. semester fee
Fees are set by KIOA and are the same for the whole College Campus.
Fees are collected on previously fixed dates at the beginning of each semester. No fee results in cutting off a user from
the network. The user has the right to repeat such a connection to network in the next semester without paying the
connection fee again. The earlier restoration of connection depends entirely on the administrator and proceeds with the
regulations set by him.
User deprived of access to the network in accordance with paragraph 4 is not entitled to reimbursement of payments
made.
After paying the fee only one user has the right to connect to the network. As a part of the fee the user is entitled to
connect to the network only one network device. The connection of additional devices involves the payment of second
semester fee without the need of paying one-off connection fee.
It is forbidden to buy, sell or yield one's rights or media that enable to work in the network to other user without
notifying the administrator.
The user is obliged to notify any changes concerning the user (the change of network card, the change of room etc)
to the administrator (or person associated with the administration of the network).
All other regulations, rules or arrangements lose their legal force with the date of entry into force
of the current regulations.
Administrator reserves the right to modify the following rules without direct notification to the user.
Appropriate amendments will appear on the web site http://7ds.pl/netka/regulamin. The user is obliged to familiarize
with eventual amendments.
Regulations come into force on 01.09.2011.

Członkowie Komisja ds. Internetu VII Domu Studenta nie są pracownikami Politechniki Łódzkiej. Komisja nie posiada
biura ani wyznaczonych godzin pracy i pełni swoją funkcję społecznie.Biorąc pod uwagę powyższe - nie ma
obowiązku działania w trybie natychmiastowym.
Wszelkie usterki i nieprawidłowości w dostępie do sieci należy zgłaszać wyłącznie poprzez wpis w wyznaczonym
zeszycie dostępnym w portierni VII Domu Studenta
Do głównych zadań administratora sieci lokalnej włączonej do Uczelnianej Sieci Komputerowej Osiedla
Akademickiego (dalej zwanej USKOA) należy:
1. współpraca z administratorami USKOA, w szczególności ścisła współpraca z Przewodniczącym Komisji
ds. Internetu Osiedla Akademickiego (KIOA) we wszystkich aspektach działania USKOA
2. rejestracja wszystkich komputerów sieci lokalnej
3. podejmowanie działań zapewniających bezpieczeństwo sieci i eliminujących nieupoważniony dostęp do niej
4. informowanie administratorów KIOA o wszystkich stwierdzonych przypadkach nieupoważnionego dostępu do
zasobów i zabezpieczenie dowodów
5. rozstrzyganie wszelkich sporów i problemów dotyczących użytkowania sieci lokalnej, a zgłoszonych przez
mieszkańców lub pracowników danej jednostki.
Administrator sieci lokalnej ma obowiązek podjąć wszelkie działania jakie uzna za stosowne w celu wyeliminowania
szkodliwych czynników zakłócających pracę sieci lokalnej.
Administrator sieci lokalnej ma prawo odłączyć od sieci użytkowników postępujących niezgodnie z ogólnie przyjętymi
normami poprawnego zachowania przy korzystaniu z sieci teleinformatycznych. W szczególności gdy zostanie
stwierdzone:
1. nieupoważniony dostęp i manipulacja w infrastrukturze sieci (np. włączanie lub wyłączanie kabli na własną rękę)
2. niszczenie infrastruktury sieci (wyrywanie gniazdek, obcinanie kabli itp.)
3. włamanie lub próbę włamania na obcą stację roboczą lub serwer
4. wszelkiego rodzaju podsłuch elektroniczny
5. umyślna próba zakłócenia poprawnej pracy sieci
6. udostępnianie łącza innym komputerom nie podpiętym bezpośrednio do sieci lokalnej
7. świadome bądź nieświadome rozprzestrzenianie w sieci szkodliwego oprogramowania (wirusy itp.)
8. ustawienie statycznego adresu IP
W przypadku stwierdzenia zniszczeń powstałych z winy użytkownika lub grupy użytkowników administrator ma
prawo obciążyć finansowo użytkownika lub użytkowników.
W rażących przypadkach nadużyć administrator występuje do Rady Mieszkańców, jak i do władz kierowniczych Domu
Studenta, o wystawienie użytkownikowi negatywnej opinii na wniosku o przydział miejsca w Domu Studenta.
W przypadku odłączenia od sieci użytkownika lub innych sankcji nałożonych na użytkownika administrator ma
obowiązek powiadomić o tym fakcie:
1. niezwłocznie Przewodniczącego Rady Mieszkańców;
2. w przeciągu 7 dni Przewodniczącego KIOA, załączając uzasadnienie decyzji.
Od decyzji administratora można odwołać się w przeciągu 14 dni do Przewodniczącego KIOA. Po upływie tego czasu
decyzja jest prawomocna.
Użytkownika sieci obowiązują następujące opłaty:
1. opłata jednorazowa umożliwiająca podłączenie do sieci
2. opłata semestralna
Wysokość opłat ustalona jest przez KIOA i jest jednakowa dla całego Osiedla.
Opłaty zbierane są w wyznaczonych wcześniej terminach na początku każdego semestru. Brak wniesienia opłaty
skutkuje odcięciem użytkownika od sieci. Użytkownik taki ma prawo powtórnego podłączenia do sieci w następnym
semestrze, bez ponownego wnoszenia opłaty podłączeniowej. Wcześniejsze przywrócenie podłączenia zależy
wyłącznie od administratora i przebiega na podanych przez niego warunkach.
Użytkownikowi pozbawionemu dostępu do sieci zgodnie z punktem 4 nie przysługuje zwrot wniesionych opłat.
Po uiszczeniu opłaty prawa do podłączenia się do sieci lokalnej uzyskuje tylko jeden użytkownik. W ramach
wniesionej opłaty użytkownikowi przysługuje prawo podłączenia do sieci jednego urządzenia sieciowego. Podłączenie
dodatkowego urządzenia wiąże się z koniecznością uiszczenia drugiej opłaty semestralnej, bez konieczności wnoszenia
opłaty podłączeniowej.
Użytkownikowi zabrania się kupowania jak i sprzedaży, bądź odstępowania praw lub mediów umożliwiających pracę
w sieci innemu użytkownikowi bez powiadamiania o tym fakcie administratora.
Użytkownik jest obowiązany zgłaszać administratorowi (lub osobie związanej z administracją sieci) wszelkie zmiany
dotyczące użytkownika (zmiana karty sieciowej, zmiana pokoju).
Wszelkie inne regulacje prawne, regulaminy lub ustalenia tracą moc z dniem wejścia obecnego regulaminu.
Administrator zastrzega sobie prawo modyfikowania powyższego regulaminu bez bezpośredniego powiadamiania
o tym użytkownika. Stosowne poprawki ukazywać się będą na stronie sieci pod adresem http://7ds.pl/netka/regulamin.
Użytkownik jest obowiązany do zapoznania się z ewentualnymi poprawkami.
Regulamin wchodzi w życie z dniem 01.09.2011 r.
