From 16th to 20st of june 2016 Rockinitiative Emsdetten, YC Cerberus and YC Choj
nice organized a delegation travel from
Emsdetten along Hengelo to Chojnice to
make a trinational encounter in honour to
the 25 years anniversary of polish german
friendship, the 25th anniversary of twinning
between Hengelo and Emsdetten, the 20th
anniversary of twinning between Chojnice
and Emsdetten, and as well to the 10th anniversary of trinational bandexchange between the twin towns Emsdetten, Hengelo
and Chojnice.
Vom 16. bis 20. Juni organisierte die Rockinitiative Emsdetten und die beiden Jugendzentren aus Chojnice und Hengelo
eine Delegationsfahrt von Emsdetten über
Hengelo nach Chojnice, um in einer trinationalen Begegnung folgende Jubiläen zu
ehren: 25 Jahre Deutsch-Polnische Freundschaft, 25 Jahre Städtepartnerschaft Hengelo mit Emsdetten, 20 Jahre Städtepartnerschaft Chojnice mit Emsdetten sowie das
10-jährige Bestehen des trinationalen Bandaustausches zwischen den Partnerstädten
Emsdetten, Hengelo und Chojnice.
The program of the weekend was beside a
conference on the evaluation of 10 years
band exchange and cooperation between
young people of the 3 twintowns (and the
consequences for possible youthwork inside
twintown partnership - www.facebook.com/
events/472203136309799) a selforganized open air festival at the local sports place
Kolejarz 1926 with 8 bands from the 3 cities: Knalleffekt and Cosmic Radiation from
Emsdetten, Midnight Motel from Hengelo,
Nuclear Vibe, Bad Meat, Tantrum, Mike the
Rooster and Mass Insanity from Chojnice.
The header of the night was the oldschool
polish rockband Tuff Enuff (Intertony Festiwal - www.facebook.com/InterTonyFest).
Das Programm des Wochenendes bestand zum Einen in der Konferenz zur Evaluation des 10-jährigen Bandaustausches
und der Zusammenarbeit junger Leute
aus den 3 Partnerstädten, mit Empfehlungen für eine mögliche Jugendarbeit innerhalb von Städtepartnerschaften. Hier der

direkt hinter dem Bahnhof mit 8 Bands aus
den 3 Partnerstädten: Knalleffekt und Cosmic Radiation aus Emsdetten, Midnight Motel aus Hengelo, Nuclear Vibe, Bad Meat,
Tantrum, Mike the Rooster und Mass Insanity aus Chojnice. Der Header des Abends
war die polnische Rockband Tuff Enuff (Intertony Festival - www.facebook.com/InterTonyFest).
The conference showed a successful evaluation of 10 years of bandexchange and
project cooperations of NGOs in the 3 cities. Necessary conditions of “best practice”
were given for implanting a successful band
exchange into other town twinnings and the
experience of cooperation of NGOs was
shared with participants.

Auf der Konferenz wurde der 10-jährige
Bandaustausches sowie die Zusammenarbeit in Projekten von NGOs der 3 Städte
vorgestellt. Anhand der gemachten Erfahrungen
innerhalb
von Städtepartnerschaften
wurden
„gute Praxis“ Beispiele
aufgezeigt
und Vorschläge gemacht, um die Idee
des
Bandaustausches
erfolgreich
auf andere Städtepartnerschaften zu
übertragen.
2. Streszczenie
Od 16. do 20. czerwca 2016 roku Rockinitiative Emsdetten, Centrum Młodzieżowe Cerberus i Centrum Młodzieżowe w
Chojnicach zorganizowały wyjazd delegacji z Emsdetten i Hengelo do Chojnic, w
celu spotkania pomiędzy trzema narodami i uczczenia 25-lecia przyjaźni polskoniemieckiej, 25-lecia partnerstwa miast pomiędzy Hengelo i Emsdetten oraz 20-lecia
partnerstwa miast pomiędzy Chojnicami i
Emsdetten, a także 10. rocznicy wymiany
zespołów muzycznych pomiędzy Emsdetten, Hengelo i Chojnicami.
W programie, oprócz konferencji na temat
10-lecia wymiany zespołów muzycznych
i współpracy pomiędzy młodymi mieszkańcami trzech miast partnerskich (oraz
prawdopodobnych rezultatów przyszłej
współpracy młodzieży w ramach partnerstwa miast - www.facebook.com/events/472203136309799), obejmował także
zorganizowany przez młodzież festiwal muzyczny na lokalnym stadionie sportowym
Kolejarz 1926, na którym wystąpiło 8 zespołów z 3 miast: Knalleffekt i Cosmic Radiation z Emsdetten, Midnight Motel z Hengelo, Nuclear Vibe, Bad Meat, Tantrum,
Mike the Rooster i Mass Insanity z Chojnic.

Na konferencji dokonano skutecznego
podsumowania 10. lat wymiany zespołów
muzycznych i współpracy projektowej organizacji pozarządowych
z trzech miast partnerskich. Zaprezentowano konieczne warunki „dobrych praktyk”,
niezbędne by zaimplementować skuteczną wymianę zespołów
muzycznych w innych
miastach partnerskich,
uczestnicy
usłyszeli
także o wnioskach płynących ze współpracy
między organizacjami
NGO.

The youthcenter Cerberus presented itself as
an example of “best practice” of volunteer
youthwork along a selforganized youthcenter. Embedded in the whole process of band
exchange and cultural youthwork is the successful integration of handicaped persons
as musicians. Last not least, an overview on
co-financing by foundations and fonds was
given.
The towntwinning status is a good fundament for triggering and maintaining communication processes as well as encounters
of the band exchange, vice versa it gives a
good stabilization and expansion of target
audience in the towntwinning process!
The encounter itself was possible by cofinancing of the polish german foundation
(SPDZ) and many other sponsors of the 3 cities. Thanks to everybody who participated
or made this encounter possible. It was an
awesome weekend. We will meet again!
3. Introduction
The 3 cities Emsdetten/DE, Hengelo/NL
and Chojnice/PL are connected by twintown
partnership since 20 resp. 25 years. In 2006
some young musicians of Emsdetten decided
to engage in this town twinning. They began
to organize an exchange between musicians
and bands of the 3 cities to participate in the
towntwinning process. The following years
showed a lot of activities of young and older
musicians and fans. Now, after 10 years,
the
exchange
of musicians and
y o u n g
amateurbands as
well
as
people,
who make
cultural
youthwork on
volunteer
base, is a
well running success.
Das JZ Cerberus stellte sich dar als ein Beispiel „Guter Praxis“ freiwilliger/ehrenamtlicher Jugendarbeit in einem selbstverwalteten Jugendzentrum. Eingebettet in den
gesamten Bandaustausch und die Jugendkulturarbeit ist die erfolgreiche Integration
von Menschen mit Behinderung als Musiker. Ebenfalls wurde ein Überblick gegeben
über die Mit-Finanzierung durch Stiftungen
und Fonds.
Der Städtepartnerschafts-Status ist ein gutes
Fundament für Ansporn und Aufrechterhaltung von Kommunikationsprozessen sowie
von Begegnungen im Bandaustausch, umgekehrt stabilisiert und erweitert der Bandaustausch das Zielpublikum städtepartnerschaftlicher Aktivitäten!
Konferenz und Festival im Juni 2016 wurden ermöglicht durch die Mit-Finanzierung
über die Deutsch-Polnische Stiftung (SPDZ)
aus Mitteln des Auswärtigen Amtes und viele
andere Sponsoren aus den 3 Städten. Herzlichen Dank an Alle, die mitgeholfen haben,
diese Begegnung möglich zu machen! Wir
werden uns wiedersehen!
3. Einleitung
Emsdetten (DE), Hengelo (NL) und Chojnice (PL) haben Städtepartnerschaften seid 25
bzw. 20 Jahren. 2006 entschlossen sich junge Musiker aus Emsdetten, sich in der Städtepartnerschaft zu engagieren. Sie begannen innerhalb der Städtepartnerschaft einen
Austausch von Musikern und Bands aus
den 3 Städten zu organisieren. Die folgenden Jahre brachten eine Vielzahl von
Aktivitäten von jungen wie älteren Musikern und ihren Fans.
Nun, nach 10 Jahren,
ist der Austausch von
Musikern und jungen
Amateurbands, die
Jugendkulturabeit auf
ehrenamtlicher Basis
betreiben, eine gut
laufende Angelegenheit.
Centrum
Młodzieżowe
Cerberus zaprezentowało
się jako przykład „dobrych
praktyk” w pracy młodych
wolontariuszy w ramach
samo organizującego się
centrum młodzieżowego.
W proces wymiany zespołów muzycznych i współpracy kulturalnej wpisana
jest także skuteczna integracja niepełnosprawnych
muzyków. Na koniec dokonano
podsumowania
współfinansowania projektów przez fundacje i fundusze.
Status partnerstwa miast
jest dobrym fundamentem pod rozpoczęcie i utrzymanie procesów komunikacji, a
także zainicjowania spotkań podczas wymiany zespołów, z drugiej strony taka wymiana powoduje przyciągnięcie stałej i stale rosnącej liczby uczestników w projektach
partnerskich!

Samo spotkanie było możliwe dzięki współfinansowaniu Fundacji Współpracy Polsko-Niemieckiej (SPDZ) i wielu sponsorom
z trzech miast partnerskich. Dziękujemy
wszystkim, którzy brali udział w tym spotkaniu lub umożliwili jego wejście w życie.
To był wspaniały weekend. Spotkamy się
ponownie!
3. Wstęp
Trzy miasta - Emsdetten/DE, Hengelo/NL
i Chojnice/PL są połączone partnerstwami
miast od 20 i 25 lat. W 2006 roku młodzi
muzycy z Emsdetten zdecydowali zaangażować się w tę współpracę. Zaczęli organizować wymianę pomiędzy muzykami i
zespołami z trzech miejsc w ramach partnerstwa miast. Następne lata wykazały
się sporą aktywnością młodych i starszych
muzyków oraz fanów Teraz, po 10 latach,
wymiana młodych, amatorskich zespołów
muzycznych oraz ludzi, którzy biorą udział
w młodzieżowej wymianie kulturalnej w ramach wolontariatu, jest trwającym sukcesem.
To have - after 10 years of practicing - a
short moment of reflection, the foundation
“Fundacja Rozwoju Ziemi Chojnickiej i
Człuchowskiej” of Chojnice/PL, the association “Rockinitiative Emsdetten eV” of Emsdetten/DE and the foundation “Stichting Youthcenter Cerberus” of Hengelo/NL decided
and agreed in november 2015 to organize
an encounter in summer 2016 for focussing
on the results of this exchange and evaluate
it. The plan was born to do it “real professional” and envelope the reflection into an
evaluation conference in june 2016 at Chojnice but simultaneously play it in favour of
the 4 anniversaries
- 25 years of polish german friendship,
- 25 years of citypartnership between Hengelo and Emsdetten,
- 20 years of citypartnership between Choj
nice and Emsdetten, and
- 10 years of bandexchange between the 3
cities.
Um nach 10 Jahren einen kurzen Moment
der Reflektion zu haben, einigten sich im November 2015 die Fundacja Rozwoju Ziemi
Chojnickiej i Człuchowskiej (Chojnice), die
Rockinitiative Emsdetten eV und die Stichting
Jongerencenter Cerberus (Hengelo) darauf,
eine gemeinsame Begegnung im Sommer
2016 zu veranstalten, um die Ergebnisse
des Bandaustausches Revue passieren zu
lassen und sie zu evaluieren. Damit war der
Plan geboren, es wirklich “professionell” zu
machen und aus der Reflexion eine Evaluierungs-Konferenz für Juni 2016 in Chojnice
zu machen, und gleichzeitig auch die 4 Jubiläen gebührend zu feiern:
- 25 Jahre Polnisch-Deutsche Freundschaft
- 25 Jahre Städtepartnerschaft Hengelo-Emsdetten
- 20 Jahre Städtepartnerschaft ChojniceEmsdetten
- 10 Jahre Bandaustausch zwischen den 3
Städten.
The aim of the evaluation conference, to
make a resume of the 10 year long cooperation between the 3 NGOs of the 3 cities, lead to a continuation decision for the
future. As well a detailed guide was given
for other twintown connections to learn from
it and - if interested - try the same.
Die Evaluierungs-Konferenz mit ihrem Resümee erfolgreichen Bandaustausches über
10 Jahre zwischen den 3 Städten führte zu
der Entscheidung, auf jeden Fall weiter zu
machen. Ebenfalls wird (mit diesem Report)
eine detaillierte Anleitung für andere Städtepartnerschaften gegeben, daraus für sich zu
lernen, und - wenn Interesse besteht - Gleiches zu tun.
In the beginning of 2016, Rockinitiative
Emsdetten organized a bus from Emsdetten
and Hengelo with 50 participants to participate in this conference. When the bus started its trip to Chojnice on the early morning
of 16th of june, 16 people from Hengelo
and 34 people from Emsdetten (including
the deputy mayor of the town, Mr Christian
Erfling) were in this bus.
Anfang 2016 organisierte die Rockinitiative
Emsdetten einen Bus mit 50 Mitfahrern von
Emsdetten über Hengelo, um an der Konferenz teilzunehmen. Als es am frühen Morgen des 1. Juni los ging, saßen 16 Personen
aus Hengelo und 34 aus Emsdetten im Bus
(mit ihnen auch der Stellvertretende Bürgermeister Christian Erfling aus Emsdetten).
By pozwolić sobie - po 10 latach współpracy - na krótką chwilę refleksji, Fundacja
Rozwoju Ziemi Chojnickiej i Człuchowskiej
z Chojnic/PL, stowarzyszenie „Rockinitiative Emsdetten eV”z Emsdetten/DE i fundacja „Stichting Youthcenter Cerberus” z
Hengelo/NL zdecydowały się, w listopadzie 2015 roku, na zorganizowanie spotkania latem 2016 roku, w celu skupienia się
na rezultatach tej wymiany i wyciągnięciu z
niej wniosków.
Plan zakładał profesjonalne podejście do
sprawy i przekucie refleksji w konferencję
podsumowującą współpracę w czerwcu
2016 r. w Chojnicach oraz zorganizowanie
koncertu na cześć 4 rocznic:
- 25-lecia przyjaźni polsko-niemieckiej
- 25-lecia partnerstwa miast między Hengelo i Emsdetten
- 20-lecia partnerstwa miast pomiędzy
Chojnicami i Emsdetten, oraz
- 10-lecia wymiany zespołów pomiędzy
tymi trzema miastami
Celem konferencji było podsumowanie 10
lat współpracy pomiędzy trzema organizacjami pozarządowymi z trzech miast oraz
doprowadzenie do podjęcia decyzji o kontynuowaniu tej współpracy. Oprócz tego na
konferencji zaprezentowano szczegółowe
wskazówki dla innych miast partnerskich,
by mogły same organizować podobne projekty.
Na początku 2016 roku Rockinitiative Emsdetten rozpoczęło organizowanie wyjazdu autobusu z 50 pasażerami z Emsdetten i Hengelo, by mogli oni wziąć udział w
tej konferencji. Autokar wyruszył do Chojnic wczesnym rankiem 16 czerwca, mając
na pokładzie 16 osób z Hengelo i 34 osoby z Emsdetten (wliczając w to wiceburmistrza miasta, pana Christiana Erflinga).

The program of this encounter, that was
worked out over months by a group of volunteers of the youthcenter Chojnice by the
help of the members of Rockinitiative and
YC Cerberus, was:
- an evaluation conference with speeches of
experts of the band exchange,
- an open air festival on the sportplace Kolejarz 1926 with amateur bands from Hengelo, Emsdetten and Chojnice, organized by
the young people themselves to show the
quality of trinational friendship, that was
built up over the years,
- a trinational sunday afternoon bbq at the
hotel garden of Na Skarpia Charzykowy to
give relax and joy,
- summarizing the meeting and make plans
for future.
The activities at Chojnice of this encounter
were addressed to:

- Young people and youth workers in the
framework of non-governmental organizations,
- People with intellectual disabilities and
people working in non-governmental organizations to support these people,
- People engaged in amateur artistic movement,
- Inhabitants of the Chojnice sub-region.
The main objective of the project was the
promotion of cooperation between NGOs
in solving important problems of local communities in twinned cities.

Der Hauptgedanke des Projektes war Werbung zu machen für die Zusammenarbeit

Program spotkania, opracowywany przez
kilka miesięcy przez grupę wolontariuszy
z centrum młodzieżowego w Chojnicach
przy pomocy członków Rockinitiative i centrum młodzieżowego Cerberus, zakładał:
- konferencję podsumowującą z przemówieniami ekspertów na temat wymiany zespołów,
Program wydarzeń w Chojnicach był skierowany do:
- Młodzieży i młodych wolontariuszy z organizacji pozarządowych;
- Osób z niepełnosprawnością umysłową
i pracowników organizacjach pozarządowych wspierających takich ludzi;
- Osób zaangażowanych w amatorski ruch
artystyczny;
- Mieszkańców Chojnic i okolic.
Głównym celem projektu była promocja
współpracy organizacji pozarządowych w
rozwiązywaniu istotnych problemów społeczności lokalnych miast partnerskich.

Objectives were achieved through the organization of the festival by participants,
the presentation of the achievements of cooperation during the conference and in the

Teilnehmer, über die Präsentation der Ergebnisse der Zusammenarbeit auf der Konferenz und über diesen Report!
The report - last not least - wants to give an
example, as well a guide and a manual,
how to incooperate cultural youthwork and
as well volunteer work of NGOs into city
partnership and strengthen the connections
and multileveled friendship between the
twintowns by bringing young people into

wie Jugendkulturarbeit sowie ehrenamtliche Arbeit in NGOs in städtepartnerschaftliche Arbeit eingebracht werden kann und

4.2.1. Willkommensgrüße der beiden Bürgermeister von Chojnice
und Emsdetten
In their adressing speeches both mayors,
Dr Arseniusz Finster (Chojnice) as well as
Christian Erfling (Emsdetten) emphasized
the direct and helping effect of the 10 year
lasting band exchange to the character and
sustainability of the city partnership. By this,
young people were interested to the idea
of town twinning and international partnership. Both agreed, that it was not only a
good idea to implant the band exchange
into the normal contacts of the town twinning but as well a good opportunity for the
young people of the 3 cities to understand
each other and their individual situation as
polish, german or netherland citizens in an
international framework of Europe.
In ihren Begrüßungsansprachen betonten die
Bürgermeister, Dr. Arseniusz Finster (Chojnice) und Christian Erfling (Emsdetten) die direkte und unterstützende Auswirkung des
10-jährigen Bandaustausches auf Charakter
und Nachhaltigkeit der Städtepartnerschaft.
Junge Menschen wurden so für Städtepartnerschaft und internationale Partnerschaften
gewonnen. Beide waren sich einig, dass es
nicht nur eine gute Idee war, den Bandaustausch in die normalen Kontakte innerhalb
der Städtepartnerschaft einzubringen, sondern auch eine gute Gelegenheit zum gegenseitigen Verständnis untereinander und
der jeweiligen individuellen Situation im internationalen Gefüge von Europa.

4.2. Podsumowanie konferencji
4.2.1. Otwarcie konferencji przez
dwóch burmistrzów - Chojnic i Emsdetten
W swoich przemówieniach obaj burmistrzowie, Dr. Arseniusz Finster (Chojnice)
i Christian Erfling (Emsdetten) podkreślali bezpośredni wpływ 10-letniej współpracy
wymiany zespołów muzycznych na charakter i trwałość współpracy miast partnerskich.
Dzięki tej wymianie młodzi ludzie interesują się ideą partnerstwa miast i współpracą
międzynarodową. Obaj burmistrzowie zgodzili się, że włączanie wymiany zespołów
do normalnych kontaktów między miastami
jest nie tylko dobrym pomysłem, ale także
świetną okazją dla młodych mieszkańców
trzech miast do wzajemnego zrozumienia
siebie i swojej sytuacji jako obywateli Polski, Niemiec i Holandii w kontekście międzynarodowej współpracy państw europejskich.

exchange between twinned towns
Chojnice, Emsdetten and Hengelo
After a short overwiew on how it started
and how it went on, Peter Ullrich identified
following conditions, that are necessary in
his eyes to build up a living sustainability of
a band exchange in long term cooperation
and personal friendships between musicians
of the 3 cities:
1. There must be a readiness and acceptance to do volunteer work and bring in own
money along the young people.
2. There have to be at least one or two
non-governmental organizational structures
of young people to help in the band exchange
- to apply for money at national and international foundations
- to organize concerts at twintowns and
neighbour cities
- to trigger the communication between local
bands to work together
- to give home to projects, that exchange
volunteers between the twintowns
- to communicate with municipalities as well
as commercial and private sponsors.
3. There have to be personal friendships
between musicians of the bands of the twintowns
- to give reliable and trustfull communication
and connections
- to give private accomodations
- to organize and guarantee long term coworking.
4. The municipalities (and if existing, twintown associations) have to realize, that
band exchange is a tool to enhance twintown processes between youth and gives a
fundament for long time interrelations.
5. There have to be local youthcenters to
give easy places for concerts and workshops and the youthcenters of the twintowns
should make projects together.
Emsdetten eV): 10 Jahre musikalischer Austausch zwischen den Partnerstädten
Nach einem kurzen Überblick, wie es startete und sich entwickelte, benannte Peter Ullrich folgende Bedingungen, die notwendig
in seinen Augen sind, um einen lebendigen
und nachhaltigen Bandaustausch in langfristiger Zusammenarbeit und persönlichen
Freundschaften zwischen Musikern der 3
Städte aufzubauen.
1. Akzeptanz und Bereitschaft unter den jungen Leuten, ehrenamtlich zu arbeiten und
auch eigenes Geld mit einzubringen.
2. Es müssen mindesten 1 oder 2 nichtstaatlicher (NGO) Organisationsstrukturen von
jungen Menschen da sein, um im Bandaustausch mitzuhelfen bei der
- Beantragung von Geldern von nationalen
und internationalen Stiftungen,
- Organisation von Konzerten in den Partnerstädten und umzu,
- Einfädelung von Kommunikation zwischen
lokalen Bands zwecks Zusammenarbeit
- Beheimatung von Projekten, Freiwillige zwischen den Partnerstädten auszutauschen,
- Absprache mit Stadtverwaltungen sowie
kommerziellen und privaten Sponsoren.
3. Persönlicher Freundschaften zwischen
Musikern der Bands aus den Partnerstädten,
um zu gewährleisten
- eine verlässliche und vertrauensvolle Kommunikation und Verbindung,
- private Unterkunft zur Verfügung zu stellen
- eine lang andauernde Zusammenarbeit zu
organisieren und zu garantieren.
4. Die Stadtverwaltungen (und, falls existent, die Partschaftsvereine) müssen realisieren, dass der Bandaustausch ein Mittel ist,
partnerschaftliche Prozesse zwischen jungen Leuten zu fördern und ein gutes Fundament für langfristige Verflechtungen ist.
5. Es bedarf örtlicher Jugendzentren, um
ohne viel Umstände Platz für Konzerte und
Workshops zu haben und die JZ der Partnerstädte sollten Projekte miteinander machen.

Po krótkim wstępie opisującym początki wymiany, Peter Ullrich zidentyfikował następujące warunki, niezbędne w jego mniemaniu
do stworzenia trwałej wymiany zespołów w
ramach długoterminowej współpracy i osobistych przyjaźni muzyków z trzech miast:
1. Musi istnieć gotowość do zaakceptowania
wolontariatu i własnego finansowania projektów przez młodych ludzi;
2. Muszą istnieć minimum jedna lub dwie organizacje pozarządowe młodych ludzi wspomagające wymianę zespołów poprzez:
- aplikowanie o fundusze krajowych i międzynarodowych fundacji,
- organizowanie koncertów w miastach partnerskich i sąsiednich miejscowościach,
- rozbudzanie komunikacji pomiędzy lokalnymi zespołami w celu zawiązania współpracy,
- goszczenie projektów, które zakładają wymianę wolontariuszy pomiędzy miastami,
- komunikowanie się z samorządami oraz
komercyjnymi i prywatnymi sponsorami.
3. Musi istnieć osobista przyjaźń pomiędzy
muzykami z zespołów z miast partnerskich
w celu:
- zapewnienia skutecznej komunikacji i budowy sieci kontaktów,
- zapewnienia zakwaterowania,
- organizacji i gwarantowania długoterminowości współpracy.
4. Samorządy (i, jeśli istnieją, organizacje
partnerstwa miast) muszą zdać sobie sprawę, że wymiana zespołów jest narzędziem
prowadzącym do wsparcia partnerstwa
miast wśród młodzieży oraz kładącym fundamenty pod długoterminowe relacje.
5. Muszą istnieć lokalne centra młodzieżowe
żeby zapewniać łatwo dostępne miejsca na
koncerty i warsztaty; centra młodzieżowe z
miast partnerskich powinny ze sobą współpracować w realizacji projektów.
6. There has to be a sustainable network of
the local bands with venues around the twin
towns.

7. It is very useful to cooperate as well with
various NGO-associations in the twintowns
itself to build up networks.
7. Ebenfalls ist es sinnvoll, mit verschiedenen NGOs innerhalb der Partnerstädte zusammenzuarbeiten, um Netzwerke zu bilden.
Last not least can be stated, these 10 years of
band exchange between Hengelo, Emsdetten and Chojnice left a visible track inside
the twintown history of the 3 cities and give
a good fundament for the future relationship
between the twintowns.
4.2.3. Jelle Zoomer (Jongerencentrum Cerberus), Youthcenter Cerberus – By and for young people.
Best practice of selforganized youthwork
In his speech Jelle Zoomer gave a brilliant
overview on how a typical selforganized
youthcenter in the Netherlands is working in “best practice”, based on volunteer
work and a strong backing by communal
structures as well as strong structures of self
governing. The youthcenter was founded
in 1964 in the form of a foundation by the
people of the neighbourhood.
Zum Schluss kann gesagt werden, dass die
10 Jahre Bandaustausch zwischen Hengelo, Emsdetten und Chojnice eine deutliche
Spur innerhalb der Geschichte der Städtepartnerschaft der 3 Städte hinterlassen haben und eine gute Grundlage bieten für die
Zukunft der städtepartnerschaftlichen Beziehungen.
4.2.3. Jelle Zoomer (JZ Cerberus),
Jugendzentrum Cerberus - Von und
für junge Menschen. Gute Praxis
selbstorganisierter Jugendarbeit
In seinem Vortrag gab Jelle Zoomer einen
ausgezeichneten Überblick, wie ein typisches selbstorganisiertes Jugendzentrum in
den Niederlanden in „guter Praxis“ arbeitet,
basierend auf freiwilliger Arbeit und guter
Unterstützung durch kommunale Strukturen
sowie starken Selbstorganisationsstrukturen. Das JZ wurde 1964 von Anwohnern
aus der Nachbarschaft in Form einer Stiftung gegründet.

zespołów obejmująca miejsca na koncerty
w okolicy miast partnerskich.
7. Bardzo pomocnym jest współpracowanie z różnymi organizacjami NGO i stowarzyszeniami w miastach partnerskich w
celu budowy sieci kontaktów.
Można na koniec stwierdzić, że 10 lat wymiany zespołów pomiędzy Hengelo, Emsdetten i Chojnicami zostawiło po sobie widzialny ślad w historii partnerstwa trzech
miast i położyło solidny fundament pod
przyszłe stosunki pomiędzy miastami.
4.2.3. Jelle Zoomer (Jongerencentrum Cerberus), Centrum Młodzieżowe Cerberus - Przez i dla młodych
ludzi. Najlepsze przykłady oddolnie
organizowanej pracy młodzieży.
W swoim przemówieniu Jelle Zoomer znakomicie przedstawił jak typowe, oddolnie
organizujące się centrum młodzieżowe w
Holandii działa w oparciu o pracę wolontariuszy i o silne poparcie w strukturach komunalnych, a także przez silnie wykształconą
strukturę samorządną. Centrum młodzieżowe zostało założone w 1964 roku w formie fundacji przez okolicznych mieszkańców.
The structure of foundation (netherland word:
Stichting) follows a special law of the Netherlands for NGO structures to avoid normal
tax payings on gains and expenses. During
over 50 years of existing, the youthcenter
passes many ups and downs, but survived
all bad situations like tries to be closed by
municipality.
Die Stiftung (niederländisch Stichting) folgt
dem speziellen niederländischen Gesetz für
NGO-Strukturen, zur Befreiung von Steuern
auf Ausgaben und Gewinne. Während des
nun über 50-jährigen Bestehens hat das JZ
mit vielen Aufs und Abs alle schwierigen Situationen wie die Versuche von Schließungen durch die Stadtverwaltung überlebt.

The location is in Hengelo in the east part of
the country next to the german border. The
building is sited close to the city-center in the
middle of a neighbourhood.

Das JZ befindet sich in Hengelo am östlichen
Rand des Landes an der deutschen Grenze.
Das Gebäude liegt in der Nähe der City umgeben von Wohn-Nachbarschaft.
The building has three main rooms:
Voorcafé (Front-bar)
Filmzaal (Gaming & Movie-theatre)

+ A garden! Here we hang out, have BBQ’s
and people are allowed to smoke.
Das Gebäude hat drei Haupt-Räume:

BBQs, hier darf auch geraucht werden.
Upstairs we have rooms that are used for
storage, but out of reasons of building laws
are not for permanent living. Here are as
well offices for the different organs of the
organization. I will tell more about those in
a little bit.
Im ersten Stock gibt es Räume zur Nutzung als Lagerraum, aus Gründen des Baurechts sind sie nicht für permanente Bewohnung nutzbar. Hier gibt es auch Büros für
die verschiedenen Organe der Organisation. Gleich werde ich noch mehr darüber
berichten.
Struktura fundacji (po holendersku: Stichting) jest zgodna z holenderskim prawem
organizacji pozarządowych, co pozwala jej
uniknąć standardowego opodatkowania
przychodów i wydatków. Przez 50 lat swojego istnienia centrum młodzieżowe przeżyło wzloty i upadki, ale udało mu się przetrwać najgorsze chwile, włącznie z próbami
zamknięcia go przez gminę.
Położenie
Siedziba centrum mieści się w Hengelo,
we wschodniej części kraju, blisko granicy z Niemcami. Budynek jest usytuowany blisko centrum, w samym sercu osiedla
mieszkaniowego.
Budynek ma trzy główne pomieszczenia:
Voorcafé (bar)
Filmzaal (Sala kinowa i komputerowa)
Soos (sala koncertowa)
+ ogródek! Tutaj się spotykamy, urządzamy grille oraz możemy palić.
Na górze znajdują się pomieszczenia magazynowe, z powodów prawnych nie nadają się one do zamieszkania. Tutaj mieszczą
się także biura różnych organów organizacji. Więcej opowiem za chwilę.
Goals & Activities
Officially: Promoting educational, social,
creative and recreational development in
particular for young people aged 14 to 28
years.
In pursuing of that goal we base on the
strength and organization potential of the
youth, through the principle of ‘learning by
doing’.
This means that our organization focusses
on people between the age of 14 and 28.
This is also the group we try to ‘recruit’ as
volunteers. The idea is that ‘we’ do it ourselves. That also means that sometimes we
don’t know, how to work with the municipality for example. This is an interesting but
risky approach, but also very rewarding for
the volunteers.
Financing
The building costs around €26.000 Euro a
year owned by the Municipality of Hengelo
and also financed by subsidy/funding of
the Municipality of Hengelo. In reality we
never get the funding, they just give us the
building and we pay no rent.

Offiziell: Unterstützung von Bildung und der
sozialen, kreativen und freizeitlichen Entfaltung speziell für junge Menschen zwischen
14 und 28 Jahren. Zur Erreichung dieses
Ziels setzen wir auf die Stärke und das Organisationspotential der jungen Leute, nach
dem Prinzip „Lernen durch Tun“.
Das heißt, dass sich unsere Organisation auf
Menschen zwischen 14 und 28 Jahren konzentriert. Aus dieser Altersgruppe versuchen
wir auch, Freiwillige zu gewinnen. Die Idee
dabei ist, „wir“ tuen es selber. Das bedeutet
aber auch, dass wir manchmal nicht wissen,
wie z.B. mit der Stadtverwaltung umzugehen ist. Dies ist ein interessanter, wenn auch
risikobehafteter Ansatz, aber mit viel Belohnung für die Freiwilligen verbunden.
Finanzierung
das Gebäude gehört der Gemeinde Hengelo, kostet ca. 26.000 Euro im Jahr, die Gemeinde gibt uns einen Zuschuss in gleicher
Höhe. In der Realität heißt das, wir bekommen diese Förderung gar nicht, die Gemeinde überlässt uns das Gebäude und wir zahlen keine Miete.

Oficjalna działalność: Promowanie działalności edukacyjnej i społecznej, rozwoju
kreatywności i rekreacji, w szczególności u
młodzieży w wieku od 14 do 28 lat.
Cel ten osiągamy bazując na sile i potencjale organizacyjnym młodzieży, poprzez
pryzmat „nauki przez działanie”.
To oznacza, że nasza organizacja skupia
się na ludziach w przedziale wiekowym 14
- 28 lat. To jest także grupa wiekowa, w
której szukamy wolontariuszy. Chodzi o to,
żebyśmy wszystko robili sami. To oznacza
także, że czasem nie wiemy niektórych rzeczy, na przykład jak skutecznie współpracować z gminą. To interesujące, ale ciekawe podejście, które jest bardzo cenne dla
wolontariuszy.
Finansowanie
Budynek kosztuje nas około €26.000 rocznie i jest własnością Miasta Hengelo, jest
on także finansowany z dotacji miejskich.
W praktyce nie dostajemy tych pieniędzy,
zamiast tego otrzymujemy budynek, za
który nie płacimy czynszu.
Gas, water & electricity is between €8.000
and 10.000 Euro each year. Maintenance,
investments, activities are done with any
money, we have left after the above mentioned costs. Funded by ourselves. How?
Gas, Wasser und Elektrizität liegen zwischen 8.000 und 10.000 Euro im Jahr. Unterhaltung, Investitionen, Aktivitäten werden

We earn money!
Low prices: €1.25 Euro per token and most
drinks are one token. We keep the price
low, because we need a balance between
earning something and keeping prices low
for the youth. We use tokens, because it is
safer to have no cash behind the bars. This
prevents theft and robbery. Also gives you a
chance to have people return because they
still have tokens.
Wir verdienen Geld!
Kleine Preise, 1,25 Euro per Wertmarke,
die meisten Getränke kosten eine. Wir halten die Preise niedrig, wir brauchen eine
Balance zwischen etwas verdienen und
niedrigem Preis für die Jugend. Wir nutzen
Wertmarken, weil es sicherer ist, kein Bargeld hinter der Bar zu haben. Dies verhindert Diebstahl und Raub. Es verleitet auch
zum Wiederkommen, weil Du noch Wertmarken hast.
We sell soda and alcoholic drinks. Alcohol
may only be sold to 18+ people and we
also check within the youth center, so they
cannot give it away to minors. We have a
permit to do this, but only for drinks with a
maximum of 15% alcohol.
Organize activities
We are trying to get as many guests as possible. Binding the guests to become regular visitors or volunteers in the future. This
ensures a nice environment for everyone,
because more people is more fun and also
ensures a steady income.
The legal system
Cerberus is a foundation. This means that
in eyes of the law it is an organization, that
can be responsible for things such as debts,
agreements etc. Cerberus has a unique
structure, we built ourselves. We did this
because of bad experiences with abuse of
power, stealing of foundation money etc. We
believe, it is very important to think about
this, and this system is based on checks-andbalances:
Council of Volunteers:
Every volunteer is a member of the council.
We have around 30 volunteers (this fluctuates within the year) between the age of 14
and 35. Each volunteer has a right to vote,
no matter what age.
Wir verkaufen Soda und alkoholhaltige
Drinks, Alkohol wird nur an über 18 verkauft und wir überprüfen im JZ, dass er nicht
an Minderjährige weiter gegeben wird. Wir
haben eine Konzession dafür, aber nur für
Drinks mit max. 15% Alkohol.
Organisierung von Aktivitäten
Wir versuchen so viel als möglich Besucher
zu bekommen, die Gäste an uns zu binden
als regelmäßige Besucher oder als zukünftige Freiwillige, weil mehr Besucher heißt
auch mehr Vergnügen und garantiert auch
stabile Einnahmen.
Die Rechtsform
Cerberus ist eine Stiftung, d.h. aus gesetzlicher Sicht eine Organisation, die verantwortlich ist z.B. für Schulden, Abmachungen
usw. Cerberus hat eine einmalige Struktur,
die wir uns selbst geschaffen haben. Wir taten das aus schlechter Erfahrung mit Machtmißbrauch, Unterschlagung von Stiftungsgeld usw. Wir meinen, dass es sehr wichtig
ist, so etwas zu bedenken und unser System
beruht auf „Kontrolle und Überwachung“.
Rat der Freiwilligen
Jeder Freiwillige ist auch Mitglied des Rates. Wir haben ca. 30 Freiwillige zwischen
14 und 35 (das schwankt im Laufe des Jahres). Jeder Freiwillige ist, egal wie alt, wahlberechtigt.
Ogrzewanie, woda i prąd to koszt około 8 10 tysięcy euro rocznie. Konserwacja budynku, inwestycje i nasza działalność pokrywana jest z tych środków, które zostają
po odjęciu wcześniej wspomnianych kosztów. Wszystko opłacamy sami. Jak?
Zarabiamy!
Niskie ceny: Żetony, które sprzedajemy
kosztują €1,25; jeden napój to jeden żeton.
Utrzymujemy niskie ceny, ponieważ chcemy zachować równowagę pomiędzy zarabianiem, a zachowaniem cen przyjaznych
młodzieży. Używamy żetonów, bo bezpieczniej jest nie trzymać gotówki za ladą.
To zapobiega kradzieżom i włamaniom. To
sprawia także, że wracają do nas ludzie,
którym zostały jeszcze żetony.
Sprzedajemy napoje bezalkoholowe i alkohol. Alkohol możemy sprzedawać tylko
osobom pełnoletnim. Na terenie centrum
przeprowadzamy regularne kontrole, żeby
uniknąć rozpijania nieletnich. Mamy zezwolenie na sprzedaż napojów zawierających do 15% alkoholu.
Działalność zorganizowana
Chcemy przyciągać jak najwięcej gości,
sprawiając, że staną się naszymi regularnymi klientami. To zapewnia miłą atmosferę, ponieważ im więcej tym raźniej, poza
tym to gwarancja stałego przychodu.
Rozwiązania prawne
Cerberus jest fundacją. To oznacza, że w
świetle prawa jesteśmy organizacją, która
może zaciągać kredyty, podpisywać umowy, itp. Cerberus ma unikalną strukturę,
którą sami wypracowaliśmy. Zrobiliśmy tak
z powodu złych doświadczeń z nadużyciem władzy, defraudacją pieniędzy itp.
Rada wolontariuszy:
Każdy wolontariusz jest członkiem rady.
Mamy około 30 wolontariuszy (to zmienia
się w ciągu roku) w wieku od 14 do 35 lat.
Każdy wolontariusz ma prawo głosu, niezależnie od wieku.
Der Freiwilligenrat ist für die Erledigung
der täglichen Aufgaben verantwortlich: Bardienst, Reinigung, Vorbereitung von Aktivitäten usw. Eine zweite wichtige Verantwortung ist das Recht, die 2 Organe zu wählen,
über den möglichen Entzug ihres Vertrauens
haben sie die Kontrolle über die Organe
und deren Mitglieder.
The council is responsible for filling the daily
tasks such as the bar, cleaning, preparing
activities etc. A second important responsibility is their right to vote both other organs.
They are in control to retract their confidence
in an organ or a member of an organ.
Supervisory Board
The supervisory board is chosen by the
council each year. We often describe them
as a central team within the volunteers. They
organize the meetings each week, are allowed to accept new volunteers and are the
people you can go to, if you have problems
with your tasks or social life. They are chosen by the council each year. To prevent

volunteers, only the official ages of 14 to 28

The Board
The board is the most formal organ within
the organization. Every foundation has one.
It is responsible for setting a course for the
organization on a legal, financial and outside-relations way. It is the representing organ towards outside organizations such as
the municipality or police.
They are chosen by the volunteers each year.
This ensures they can never remain on their
seat, if the volunteers do not want that.
And very important: Noone gets paid! We do our
work because we want
to. We find Cerberus important and believe we
can help it. We do not
want people that do it for
the money.
Aufsichtsrat
Der Aufsichtsrat wird jährlich vom Rat gewählt. Wir beschreiben ihn oft als Zentralteam inmitten der Freiwilligen. Er organisiert die wöchentlichen Meetings, kann
neue Freiwillige aufnehmen und es sind die
Leute, zu denen Du gehst, wenn Du Probleme hast mit Deinen Aufgaben oder mit dem
Umgang untereinander. Bei der jährlichen
Wahl ist nur das offizielle Alter von 14 bis
28 zugelassen, um Machtmißbrauch oder
eine schlechte Vertretung der Freiwilligen zu
verhindern.
Der Vorstand
Der Vorstand ist das am meisten formale Organ innerhalb der Organisation. Jede Stiftung (niederl. Stichting) hat einen. Er ist verantwortlich für die Bestimmung des Kurses
der Organisation, gesetzlich, fianziell und
als Aussenvertretung, er repräsentiert als Organ nach aussen, z.B. gegenüber der Gemeinde oder der Polizei. Seine Mitglieder
werden von den Freiwilligen jedes Jahr gewählt, d.h. sie können nicht auf ihren Stühlen sitzen, wenn es die Freiwilligen nicht so
wollen.
Und ganz wichtig! Niemand wird bezahlt!
Wir tuen unsere Arbeit, weil wir es so wollen. Wir finden Cerberus wichtig und finden,
dass wir es selber bewerkstelligen. Wir wollen niemanden, der es für Geld macht.
Rada jest odpowiedzialna za codzienne zadania, takie jak obsługa baru, sprzątanie,

Rada spotyka się co tydzień, ma prawo
przyjmowania nowych członków do fundacji i jest punktem odniesienia w przypadku
problemów osobistych czy związanych z
organizacją. Aby przeciwdziałać nadużyciom władzy albo złemu wpływowi na wolontariuszy, tylko osoby w wieku 14 - 28 lat
mogą być członkami tego organu.
Zarząd
Zarząd jest najbardziej formalnym regionem wewnątrz organizacji. Każda fundacja
musi mieć zarząd. Organ ten jest odpowiedzialny za wyznaczanie prawnego i finansowego kursu orgnizacji, odpowiada też za
sprawy zewnętrzne. Jest to organ reprezentujący fundację przed zewnętrznymi organizacjami takimi jak gmina czy policja.
Zarząd wybierają wolontariusze na roczną kadencję. To oznacza, że zarząd może
działać tylko przy poparciu wolontariuszy.
Bardzo ważna rzecz: Nikt nie dostaje za to
pieniędzy! Pracujemy, bo chcemy. Cerberus jest dla nas ważny i wierzymy, że możemy pomagać swoją pracą. Nie chcemy u
siebie ludzi szukających zarobku.

In his speech Michal Karpiak outlined, how
the idea to build up a youth center at Choj
nice to give organisatorial frame was born,
and how important it was to have examples
of self organized cultural youthwork in both
twin towns Emsdetten and Hengelo.
In seinem Beitrag zeigte Michal Karpiak auf,
wie die Idee zustande kam, ein JZ in Chojnice aufzubauen und in eine Form zu gießen und wie wichtig es dabei war, Beispiele selbst organisierter Jugendkulturarbeit aus
den beiden Partnerstädten zu haben.
Das selbstverwaltete JZ in Chojnice ist ein
immerwährendes Projekt, das 2012 durch
eine Gruppe von Freiwilligen gestartet wurde. Ein Platz wurde gemietet um Raum zu
haben für unabhängige Initiativen junger
Leute, in der Hauptsache verknüpft mit kulturellem und staatsbürgerlichem Handeln. Mit
anderen Worten: Gebraucht wurde ein Ort
zum Treffen und gemeinsam Hobbys teilen.
Zuerst war es Musik und Theater, danach
kamen andere Gruppen hinzu.
Die Erkenntnis, dass ein solcher Platz machbar ist, war Ergebnis der Zusammenarbeit
mit Musikern und jungen Leuten aus den
Partnerstädten. Erste Gerüchte - dass es spezielle Zentren für junge Leute gibt - erreichten Chojnice mit den heimkehrenden Bands,
die in der Koje in Emsdetten oder dem Innocent in Hengelo gespielt hatten. Studienbesuche gaben Gelegenheit, etwas mehr zu
erfahren, wie JZ arbeiten. Es stellte sich heraus, dass sie sich voneinander unterschieden, manchmal sogar sehr.
Selfgoverning Youth Centre in Chojnice is
an ongoing project, that has been started in
2012 by a group of volunteers. They rented
a place to run a space for independent initiatives of young people, mainly connected
with culture and civic actions. In other words:
they needed a place to meet and share their
hobbies. First it was music and theatre, then
some other groups emerged.
The awareness, that such place can be created, was a result of cooperation of musicians and youth from twinned towns Choj
nice (PL), Emsdetten (GER), Hengelo (NL).
First „rumours“ - that there are special „youth
centres“ - came to Chojnice with bands,
that played at Koje (Emsdetten) or Innocent
(Hengelo). Study visits were opportunities to
get to know a bit more, how youth centres
work. It occurred, that they differ from each
other, sometimes very much.

W swoim przemówieniu Michał Karpiak zaprezentował narodziny idei stworzenia w
Chojnicach centrum młodzieżowego i jak
ważna była znajomość przykładów samorządnej pracy kulturalnej młodzieży z miast
partnerskich Emsdetten i Hengelo.
Samorządne Centrum Młodzieżowe w Chojnicach jest rozwijającym się projektem, który rozpoczął się w 2012 roku od grupy wolontariuszy. Wynajęli oni lokal, który służyć
miał jako miejsce pod niezależne inicjatywy
młodych ludzi, głównie związane z kulturą
i akcjami społecznymi. Innymi słowy: młodzież potrzebowała miejsca, żeby się spotykać i dzielić się swoimi pasjami. Najpierw
była to muzyka i teatr, potem powstały inne
grupy.
Ta świadomość, że można stworzyć takie
miejsce, była wynikiem współpracy muzyków i młodzieży z miast partnerskich Chojnic (PL), Emsdetten (GER) i Hengelo (NL)
Pierwsze pogłoski, że istnieją specjalne
centra młodzieżowe pojawiły się w Chojnicach wraz z zespołami, które miały okazję
grać w Emsdetten i Hengelo. Kolejne wizyty
były okazją do zrozumienia jak działają centra młodzieżowe. Okazało się, że różnią się
one między sobą, często bardzo mocno.
So Selfgoverning Youth Centre in Chojnice
is not a copy of German or Dutch model of
youth centre. It has some features, that are
common or close to how Cerberus works,
yet it has also lot in common with rehearsal
centre, that is run by Rockinitiative Emsdetten. The rehearsal room is a very important
feature in YC in Chojnice. It is not really a
place to chill but to work as volunteer. Yet
the task of volunteer is to organize his work.
The work he wants to do as a part of his
hobby. It can be a musician, that wants to
organize rehearsals of a band or any other
person, that wants to organize a meeting of
a hobby group.
Official contracts are made with such persons and their work is editioned.
Damit ist das selbstverwaltete JZ in Choj-nice
keine Kopie der deutschen und niederländischen Modelle von JZ. Es hat einige Merkmale, die gleich oder ähnlich wie das Cerberus
funktionieren, es hat aber auch Ähnlichkeit
mit dem Probezentrum der Rock-initiative Emsdetten. Der Übungsraum ist ein sehr wichtiges
Merkmal des JZ in Chojnice. Er ist nicht wirklich
ein Raum um zu chillen, sondern als Freiwilliger zu arbeiten. Die Aufgabe eines Freiwilligen ist es, seine Arbeit selber zu organisieren,
die Arbeit als Teil seines Hobbys. So kann es
ein Musiker sein, der die Proben seiner Band
organisiert, oder eine andere Person, die ein
Treffen der Hobbygruppe organisiert. Mit ihr
wird ein offizieller Vertrag geschlossen und
seine Arbeit wird beschrieben.
YC in Chojnice is an ongoing project of
Fundacja Rozwoju Ziemi Chojnickiej i
Człuchowskiej. Structure of YC is based on
volunteering with different tasks. The are
more responsible volunteers, who make
shifts to keep the place open and take care
and there are other volunteers, who just organize their meetings or other planned actions (not only in YC) and help in cleaning
or other works.
Das JZ in Chojnice ist das Projekt des Vereins „Fundacja Rozwoju Ziemi Chojnickiej i
Człuchowskiej”. Die Struktur basiert auf Freiwilligkeit mit unterschiedlichen Aufgaben. Es
gibt Freiwillige mit mehr Verantwortlichkeiten,
sie machen Schichten, um den Platz offen zu
halten und sich zu kümmern, andere Freiwillige organisieren nur ihre eigenen Treffen oder
planen Aktivitäten nicht nur innerhalb des JZ,
oder helfen beim Saubermachen oder machen
andere Arbeiten.
The main differences from Dutch and German YC’s are:
- YC in Chojnice is not a place for concerts.
It has no room for it. Yet it sometimes organize „open rehearsals“ or workshops. It
does not mean YC volunteers do not organize concerts. They do. But most of them take
place in local Pub Kornel, which is well established as a good place for rock, blues,
and metal concerts.
- YC in Chojnice has no bar, no alcohol.
You can make yourself a tea or coffee – you
clean after yourself and that is all. There
were some discussions about running a bar
in YC, but its main feature is to be a place
for volunteer work. Yeah, work. So alcohol
is not, what is welcome in YC Chojnice. It is
not allowed.
- As can be seen, youth centre in Chojnice
is not as „open“ as those in Emsdetten or
Hengelo. A person, that is not a volunteer, has to register too. It can be a person
brought by a volunteer to participate in his
work (he/she takes responsibility) or a person, that came in to ask.
Die Hauptunterschiede zu JZ in Deutschland
und den Niederlanden sind:
- Das JZ in Chojnice ist kein Platz für Konzerte,
es hat keinen Platz dafür, allerdings werden
manchmal „öffentliche Proben“ oder Workshops organisiert. D.h. nicht, dass das JZ keine Konzerte organisiert, die meisten finden
aber im Pub Kornel statt, ein gut ausgestatteter Club für Rock, Blues und Metal Konzerte.
- Das JZ Chojnice hat keine Bar, keinen Alkohol. Man kann sich einen Tee oder einen
Kaffee machen, man spült anschließend, das
ist alles. Es gab einige Diskussionen über einen Barbetrieb im JZ, aber der Hauptzweck
ist es, ein Platz für Freiwilligen-Arbeit zu sein.
Arbeit! So ist Alkohol nicht willkommen im JZ,
er ist nicht gestattet.
- Wie gesagt, das JZ in Chojnice ist nicht „offen“, wie die in Emsdetten oder Hengelo. Eine
Person, die kein Freiwilliger ist, muss sich
ebenfalls registrieren lassen. Dies kann eine
Person sein, die von einem Freiwilligen mitgebracht wurde (jener ist dann verantwortlich),
oder eine Person, die für eine Frage kommt.
Samorządne Centrum Młodzieżowe w Chojnicach nie jest więc kopią niemieckiego czy holenderskiego modelu. Ma pewne cechy, które
są wspólne z działalnością Cerberusa, ale także sporo czerpie z modelu sali prób, zarządzanej przez Rockinitiative Emsdetten. Sala prób
jest ważnym elementem centrum młodzieżowego w Chojnicach. To nie miejsce na odpoczynek, ale na pracę wolontariacką. Zadaniem
wolontariusza jest zorganizować swoją pracę. Jego zadania są częścią jego hobby. To
może być muzyk, który chce zorganizować próby zespołu, albo osoba, które chce organizować spotkania koła zainteresowań. Takie osoby podpisują oficjalne umowy i ich praca jest
ewidencjonowana.
Centrum młodzieżowe w Chojnicach to trwający projekt Fundacji Rozwoju Ziemi Chojnickiej i Człuchowskiej. Struktura centrum oparta
jest o działalność wolontariuszy z różnymi zadaniami. Są bardziej odpowiedzialni wolontariusze, którzy w systemie zmianowym zapewniają godziny otwarcia centrum i dbają o lokal,
są też wolontariusze, którzy organizują spotkania lub zaplanowane akcje (nie tylko w budynku centrum), pomagają w sprzątaniu i innych
pracach.
Główne różnice między centrum w Chojnicach,
Emsdetten i Hengelo to:
- Centrum w Chojnicach nie ma sali koncertowej. Po prostu nie ma na nią miejsca. Czasem jednak organizowane są otwarte próby
albo warsztaty. Nie oznacza to, że wolontariusze centrum nie organizują koncertów. Koncerty organizowane są zazwyczaj w lokalnym
pubie Kornel, który jest miejscem znanym fanom rocka, bluesa i metalu.
- Centrum w Chojnicach nie baru i nie sprzedaje alkoholu. Jest możliwość wypicia kawy, czy
herbaty - wystarczy potem po sobie posprzątać. Prowadzono dyskusję odnośnie prowadzenia baru przez wolontariuszy, ale miałby on
opierać się na pracy wolontariuszy. Tak, pracy.
Więc alkohol nie jest mile widziany w centrum.
Nie wolno go tam spożywać.
- Jak widać, centrum młodzieżowe w Chojnicach nie jest tak otwarte jak to w Emsdetten,
czy Hengelo. Osoby niebędące wolontariuszami też muszą się rejestrować. To może być
osoba przyprowadzona przez wolontariusza
żeby brać udział w pracy (za którą wolontariusz
jest odpowiedzialny) albo osoba, która przyszła
dowiedzieć się więcej o naszej działalności.
- One feature YC has in plus is, that we also
run local Eurodesk information point for
youth and people, who work with youth.
Simply some of volunteers are also trained
as Eurodesk consultants and their „shifts“
are also „opening hours“ of Eurodesk. We
find Eurodesk tools useful in running youth
centre. It is also an „opening point“ for initiatives in YC – young people come to ask.
- Das JZ hat eine Besonderheit, in ihm wird
der lokale „Eurodesk.Info.Punkt“ für junge
Leute oder solche, die mit ihnen arbeiten,
betrieben. Einige Freiwillige sind auch als
Eurodesk Ansprechpartner geschult und ihre
Schichten sind gleichzeitig die Öffnungszeiten. Wir finden die Aufgaben des Eurodesk
interessant für unser JZ. Darüber hinaus ist
es ein „offener Ort“ für Jugendarbeit, und
junge Leute kommen, um zu fragen.

In his speech Stefan Ransmann showed and
explained, how important artistic (music
and theatre) activities are in the work with
cognitive handicaped persons. As well he
outlined, how the integration of his crew
with the young people of Hengelo, Emsdetten and Chojnice clarifies the social abilities
of his people as well as the social abilities
of the “normal” people during the band
exchange, what his band is participating
since many years as well at Emsdetten, as
at Hengelo and Chojnice! In the following is
given his presentation for the conference:
In seinem Vortrag erklärte und zeigte Stefan
Ransmann auf, wie wichtig künstlerische Aktivitäten in der Arbeit mit kognitiv behinderten Menschen ist. Ebenfalls trug er vor, auf
welche Weise die Integration seiner Truppe
mit jungen Leuten aus Hengelo, Emsdetten
und Chojnice die sozialen Fähigkeiten seiner Leute beeinflusste, und umgekehrt die
„normalen“ Menschen während des Bandaustausches, an dem seine Band seid einer
Reihe von Jahren sowohl in Emsdetten als
auch in Hengelo und Chojnice teilnimmt. Im

- Przewaga, którą ma centrum młodzieżowe w Chojnicach to punkt informacyjny
Eurodesk, dostępny dla młodzieży i ludzi
pracujących z młodzieżą. Niektórzy wolontariusze to przeszkoleni konsultanci Eurodesku i ich zmiany to także godziny otwarcia lokalu. Eurodesk to ważne narzędzie
przy prowadzeniu centrum. To także początkowy punkt przy inicjatywach centrum
- wiele osób zaczyna od konsultacji z Eurodeskiem.

W swoim przemówieniu Stefan Ransmann
pokazał i wytłumaczył jak ważne są zajęcia
artystyczne (muzyczne i teatralne) w pracy z osobami upośledzonymi poznawczo.
Pokazał także, jak integracja jego zespołu z młodymi ludźmi z Hengelo, Emsdetten
i Chojnic pokazuje umiejętności społeczne jego podopiecznych i ludzi zdrowych
w kontekście wymiany zespołów muzycznych, w której to jego zespół bierze udział

Geschichte
- Gegründet wurde die integrative Band
Knalleffekt 2009 von zwei Betreuern und 6
Klienten des Caritas Emsdetten
- Die dahinter stehende Idee war musikalisch interessierte Klienten zusammenzubringen und die Musik als auch die Vorstellung,
zusammen eine „Band“ zu sein, als Medium
zu nutzen, die sozialen Beziehungen zwischen den Musikern zu stärken und soziale
Fähigkeiten zu verbessern.
- Das erste Projekt: die Komposition und die
Aufführung instrumentaler Stücke als ein
Soundtrack für ein Bühnenstück, welches
von der inklusiven Theatergruppe des Caritas aufgeführt wurde.
- Die Neuarrangierung beliebter Pop- und
Rocksongs und das Schreiben von eigenen
deutschen Texten dafür.
- Die Komposition eigener Songs.
- Erster offizieller Auftritt im JZ Koje (heute
13Drei) in Emsdetten zusammen mit lokalen
Metal, Reggae und HipHop-Bands.
- Der Name Knalleffekt wurde von einem Klienten für die Band vorgeschlagen.
- Umzug des Proberaums der Band von einer Garage in den Tanz-Raum des JZ Koje.
Konzept
- Wöchentliche Probe der ganzen Band für
90 Minuten
- Die Proben sind öffentlich im JZ und offen
für interessiertes Publikum
- Hinzufügung nicht behinderter Freiwilliger
zur Band um den Inklusionsgedanken zu bestärken
Haupt-Ziele
- Unterstützung der Entwicklung musikalischer und kognitiver Fähigkeiten als auch
des Selbstbewusstseins
- Inklusion:
durch die Ermutigung nicht behinderter Musiker, der Band beizutreten,
durch Kooperation mit Initiativen sowie mit
anderen Bands verschiedenster Stilrichtungen
Historia
- Integracyjny zespół Knalleffekt został założony w 2009 r. przez dwóch opiekunów i
6 podopiecznych Caritasu Emsdetten
- Stała za tym idea zbliżenia do siebie zainteresowanych muzyką podopiecznych
oraz pomysł wykorzystania muzyki oraz
modelu bycia razem w zespole jako środka do wzmocnienia umiejętności społecznych muzyków oraz poprawienia ich relacji
społecznych.
- Pierwszy projekt: skomponowanie i wykonanie utworu instrumentalnego będącego
muzyką dla sztuki teatralnej wykonywanej
przez integracyjną grupę teatralną Caritasu.
- Przearanżowanie znanych piosenek popowych i rockowych i stworzenie do nich
własnego, niemieckojęzycznego tekstu.
- Skomponowanie własnych utworów.
- Pierwszy oficjalny występ w centrum młodzieżowych Koje (dziś 13Drei) w Emsdetten razem z lokalnymi zespołami metalowymi, reggae i hip-hopowymi.
- Nazwa Knalleffekt została zaproponowana przez jednego z podopiecznych - muzyka zespołu.
- Przeprowadzka salki prób zespołu z garażu do sali tanecznej centrum młodzieżowego Koje.
Koncepcja
- Cotygodniowe próby zespołu trwające 90
minut.
- Próby w centrum młodzieżowym są publiczne i otwarte dla zainteresowanej publiczności
- Dołączenie pełnosprawnych wolontariuszy do zespołu w celu wzmocnienia integracji
Główne cele
- Wsparcie rozwoju muzycznego i zdolności poznawczych, a także pewności siebie
muzyków
- Integracja:
poprzez zachętę pełnosprawnych muzyków do dołączania do zespołu
poprzez współpracę z inicjatywami i innymi zespołami z przeróżnych gatunków muzycznych
- Gesellschaften haben unterschiedliche
Normen und Werte, oder kurz gesagt „Regeln“.
- um seine/ihre Identität zu formen, muss
sich ein Individuum mit Norme und Regeln
auseinandersetzen, die in seinem/ihrem sozialen Umfeld gelten.
- in einer Band (oder einem Theater Ensemble z.B.) hat jeder Teilnehmer / jede Teilnehmerin seine/ihre eigene spezifische Rolle, dabei muss er/sie lernen, sich an Regeln
anzupassen, die die Band aushandelt. So
entsteht ein Mikrokosmos des Ausprobierens und soziale Fähigkeiten werden in der
geschützten Umgebung verbessert.

wartości, innymi słowy - reguły.
- W celu kształtowana własnej tożsamości,
każda osoba musi przestrzegać norm i reguł, które obowiązują w jego/jej środowisku
i społeczeństwie.
- W zespole muzycznym (lub np. w grupie
teatralnej) każdy członek ma swoją własną
rolę, dlatego musi on/ona nauczyć się przestrzegać zasad, które obowiązują w zespole. W ten sposób powstaje środowisko prób
i błędów, a umiejętności społeczne są rozwijane w chronionym otoczeniu.

There are several organizations that support our cooperation. This conference, we
organized to share our good practices, is
co-financed by fonds from German Ministry
of Foreign Affairs distributed by Fundacja

Town of Emsdetten, Town of Hengelo, and
Town of Chojnice and District of Chojnice.
Many other institutions, companies and persons helped in organising this encounter.

planned project, that can be supported by
different institutions, that find the project useful for their own goals. That goals can be

cooperation, supporting culture or youth initiatives.

It co-finances exchange of youth within
school system or informal education. Trinational projects are also possible. It is also
worth to check the map of special commemorial places. You might find out that there
is such place nearby and you can build up
special project around that topic.
Bezuschusst wird der Austausch von jungen
Menschen in und außerhalb des Schulsystems. Trinationale Projekte sind ebenfalls
möglich. Sinnvoll ist es auch, die Karte spezieller Gedächtnisstätten zu konsultieren.
Möglicherweise finden Sie heraus, dass ein
solcher Platz in ihrer Nähe ist und Sie können ein Projekt darum herum aufbauen.
DPJW Projekte richten sich meist an die Altersgruppe 16-26. Begegnungen müssen
mindestens 4, maximal 28 Tage betragen.
Der Antrag wird von beiden Partnern gemeinsam in einer ausgesuchten Sprache gestellt. Das DPJW bezuschusste viele Begegnungen während des DettenRockt Festivals
in Emsdetten gegen Rassismus und Diskriminierung. Jedes Jahr helfen Freiwillige aus
Chojnice bei der Durchführung. Aber auch
Bandreisen von Emsdetten nach Chojnice
hat das DPJW bezuschusst, wenn die Teilnehmer alle unter 26 waren.
DPJW projects are aimed mainly at people
age 12-26. Encounter should last minimum
4 days, maximum 28. The application is prepared by both partners in agreed language.
DPJW co-financed many encounters organized during Dettenrockt Festival against racism and discrimination in Emsdetten. Each
year a group of volunteers from Chojnice
help in the event. But DPJW co-financed as
well some of the bandtrips from Emsdetten
to Chojnice, if the participants were all under 26.
Unsere Zusammenarbeit wird von einer Reihe von Organisationen unterstützt. Diese
Konferenz, organisiert um unsere „gute Praxis“ zu teilen, wurde von Fonds des deutschen Auswärtigen Amtes mitfinanziert, vergeben von der Stiftung Deutsch-Polnische
Zusammenarbeit. Ebenfalls wurde sie unterstützt von den Stadtverwaltungen Emsdetten, Hengelo und Chojnice. Dazu kamen
weitere Vereine, Firmen und Personen, die
bei der Organisation mithalfen.

pomiędzy organizacjami pozarządowymi miast partnerskich - praktyczne
przykłady projektów”
Jest kilka organizacji wspierających naszą
współpracę. Ta konferencja, którą zorganizowaliśmy żeby wymienić się doświadczeniem, jest współfinansowana przez środki
Niemieckiego Ministerstwa Spraw Zagranicznych przy udziale Fundacji Współpracy Polsko Niemieckiej. Konferencja jest wspierana
przez samorządy miast Emsdetten, Hengelo i
Chojnic oraz powiatu chojnickiego. Wiele innych instytucji, firm i osób prywatnych wsparło nas w orgnizacji tego przedsięwzięcia.
Każde nasze spotkanie to wynik zaplanowanych projektów, które mogą być wspierane przez różne instytucje, które wykorzystują naszą działalność do realizacji swoich
własnych celów. Celami takimi może być na
przykład wzmacnianie współpracy międzynarodowej, wspieranie kultury albo inicjatyw
młodzieżowych. Tu niektóre przykłady:

Trójnarodowe projekty również są możliwe.

miejsc pamięci. Także u nas jest takie specjalne miejsce w pobliżu, można budować
projekty w okół tego tematu.
Projekty PNWM są skierowane do młodzieży
w wieku od 12 do 26 lat. Spotkanie powinno
trwać minimum 4 i maksimum 28 dni. Wnioski przygotowywane są przez obie strony we
wcześniej ustalonym języku. PNWM wsparła wiele spotkań organizowanych w ramach
Dettenrockt Festival wymierzonych w rasizm
i dyskryminację w Emsdetten. Co roku grupa
wolontariuszy z Chojnic pomaga przy organizacji tego festiwalu. PNWM współfinansowała także wyjazdy zespołów muzycznych z
Emsdetten do Chojnic jeśli wszyscy uczestnicy byli poniżej 26 roku życia.

Local government of Emsdetten has a rule
that it co-finances the cost of travel to Choj
nice for every inhabitant, that wants to visit
twinned town for such purpose as culture,
education etc.
Die Kommunalverwaltung von Emsdetten hat
eine Richtlinie für die Bezuschussung von
Fahrten nach Chojnice für jeden Einwohner
der Stadt, der die Partnerstadt zum Zwecke
der Kultur oder Bildung usw. besuchen will.
Od 2015 roku konieczne jest aplikowanie
4-6 miesięcy przed rozpoczęciem projektu,
a często nawet do roku wstecz, żeby mieć
szansę na dotację. Ogólny opis możliwych
dotacji można znaleźć tutaj:
PNWM regularnie organizuje jednodniowe
warsztaty i seminaria w Polsce i w Niemczech w celach informacyjnych, przedstawia także już trwające projekty jako przykłady. Jeżeli brakuje ci pomysłów, to jest
to dobra ich baza, fundacja oferuje także
książki o projektach, które z powodzeniem
ubiegały się o dofinansowanie. Bardzo
użytecznym był też słowniczek terminów i
pojęć używanych przez młodzież.

Town of Chojnice has no such rules, but
actions connected with town twinning can
be inside the projects of NGOs supported
by the budget of Town of Chojnice. Town
of Chojnice has a special budget for „european integration and strengthening of international contacts and cooperation between
societies“ in the contest for NGOs, but international actions can be also implemented in
„usual“ culture or sports projects.
4. European Union Funds aimed at
youth and education: Erasmus Plus

It co-finances european cooperation in such
fields as education and training, youth, university education etc. Erasmus Plus gives
opportunity to share and discuss experiences by mobility of individuals, cooperation of organizations for innovation and the
exchange of good practices and support
for policy reform. It is now one big EU programme focused on education, including informal education.
In the history of our cooperation there were
several moments when we applied for EU
money with success. First of all – a local initiative of young people of Chojnice to create youth centre was supported by Youth in
Action programme. Then experienced volunteers from Emsdetten came to Chojnice to
help to run the youth centre and to strengthen the music scene of Chojnice. It was possible within Grundtvig project co-financed by
Lifelong Learning Programme.
Both local initiatives and Grundtvig are discontinued, but we are now looking at Erasmus Plus as potential programme, that might
help us to strengthen our partnership.

Chojnice hat solche Richtlinien nicht, aber
Aktionen in Verbindung mit Städtepartnerschaft sind innerhalb der Projekt-Förderungen von NGOs möglich. Die Stadt Chojnice
hat einen speziellen Topf für „europäische
Integration und die Stärkung internationaler
Kontakte und Zusammenarbeit“ als Wettbewerb für NGOs, internationale Aktionen lassen sich auch in „normale“ Kultur- und Sportprojekte integrieren.
4. Fonds der Europäische Union
Fonds für Jugend und Bildung:
Erasmus Plus

Bezuschusst wird europäische Zusammenarbeit auf dem Gebiet von Bildung und Ausbildung, Jugend, Universitätsausbildung usw.
Erasmus Plus gibt Gelegenheit, zur individuellen Mobilitätserfahrung, Zusammenarbeit
von Organisationen für Innovationen und
dem Austausch von „guter Praxis“ sowie politischen Reformen. Es ist momentan ein großes zusammenhängendes EU Programm,
fokussiert auf Bildung, informelle Bildung
eingeschlossen.
In der Geschichte unserer Zusammenarbeit
gab es eine Reihe erfolgreicher EU-Geld Anträge. Zuallererst war es eine lokale Initiative zur Gründung eines Jugendzentrums von
jungen Leuten aus Chojnice, die aus dem
„Jugend in Aktion“ Programm bezuschusst
wurde. Danach kamen erfahrene Freiwillige aus Emsdetten nach Chojnice, um beim
Betrieb des JZ mitzuhelfen und die Musikszene in Chojnice zu unterstützen. Möglich
war dies über ein GRUNDTVIG Projekt, bezuschusst vom Programm „Lebenslanges Lernen“. Beide Programme werden nicht fortgesetzt, aber wir schauen nach Erasmus Plus
als mögliches Programm, um unsere Partnerschaft weiter zu stärken.

Chojnice nie posiadają takich regulacji, ale
organizacje pozarządowe mogą uzyskiwać miejskie dotacje na projekty obejmujące działania w ramach partnerstwa miast.
Chojnice mają specjalny budżet na „integrację europejską i wzmacnianie kontaktów
międzynarodowych i współpracę między
społecznościami” przeznaczony dla organizacji NGO, ale działania międzynarodowe
mogą być również włączane w „zwykłe” projekty kulturalne lub sportowe.
4. Fundusze unijne wspierające młodzież i edukację: Erasmus Plus

Program współfinansuje współpracę europejską w takich dziedzinach jak edukacja i
szkolenia, młodzież, szkolnictwo wyższe,
itp. Erasmus Plus daje możliwość dzielenia się doświadczeniem poprzez mobilność

innowacyjność i wymianę dobrych praktyk. Obecnie jest to jeden duży projekt Unii
wspierający edukację, w tym edukację pozaszkolną.
W historii naszej współpracy wiele razy z
sukcesem aplikowaliśmy o pieniądze unijne.
Przede wszystkim - lokalna inicjatywa chojnickiej młodzieży mająca na celu stworzenie
centrum młodzieżowego była finansowana
z programu „Młodzież w działaniu”. Później
doświadczeni wolontariusze z Emsdetten
przybyli do Chojnic, aby wspierać prowadzenie centrum i wzmocnić scenę muzyczną Chojnic. W ramach programu Grundtvig
uzyskaliśmy na to dofinansowanie z programu „Uczenie się przez całe życie”.
Zarówno inicjatywy lokalne, jak i program

It is essential, that the cooperation of rock
musicians of twinned towns started, when 2
rock bands from Emsdetten came in 2006 to
Chojnice as part of group of inhabitants attending citizens’ meeting supported by „Active European Citizenship“ EU programme.
Chojnice and Emsdetten many times successfully applied for co-financing of such
meetings as one of organized groups of inhabitants, who share hobby or profession.
Citizens’ meetings are organized in cooperation with local authorities.
Die Zusammenarbeit von Rockmusikern zwischen den Partnerstädten begann 2006 genau genommen damit, dass die Delegation
aus Emsdetten 2 Rockbands mitbrachte, finanziert im Rahmen des „BürgerInnen für
Europa“ Programms. Chojnice und Emsdetten haben viele Male erfolgreich einen Zuschuss für solche Bürger-Begegnungen (sei
es beruflich oder privat) genehmigt bekommen. Solche Bürgerbegegnungen werden in
Zusammenarbeit mit den lokalen Behörden
durchgeführt.
There are also other possible sources of
co-financing of cooperation of NGOs from
twinned town, depending on the topic of
their cooperation. A project concerning exchange of good practices in youth work was
co-financed by so called Norwegian Funds
in 2010 and it gave youth of Chojnice the
opportunity to learn a lot more about different youth centre models in Germany and
the Netherlands. Some projects of Fundacja
Rozwoju Ziemi Chojnickiej i Człuchowskiej
that helped to build up the structure of Selfgoverning Youth Centre and its role in local society of Chojnice were co-financed
by Polish Ministry of Labour and Social Affairs.
Weitere Finanzierungsmöglichkeiten der
Zusammenarbeit von in der Städtepartnerschaft verbundener NGOs hängen vom
Thema der Zusammenarbeit ab. Ein Projekt
über den Austausch „guter Praxis“ in der Jugendarbeit wurde 2010 auch vom Norwegischen Fond bezuschusst und gab so der
Jugend von Chojnice die Möglichkeit, wesentlich mehr über verschiedene Modelle
von Jugendzentren in Deutschland und den
Niederlanden zu erfahren. Weitere Projekte
der Fundacja Rozwoju Ziemi Chojnickiej i
Człuchowskiej, die mithalfen, die Strukturen
der Selbstverwaltung des JZ und seine Rolle innerhalb der lokalen Gesellschaft aufzubauen, wurden vom polnischen Minister für
Arbeit und Soziales bezuschusst.
In all above mentioned projects the role
of volunteer work was essential. Although
financing of cooperation between twinned
towns is very important, the voluntary work
was always its main resource.
In allen genannten Projekten war das Entscheidende die Rolle der Freiwilligenarbeit.
Auch wenn bei der Zusammenarbeit zwischen Partnerstädten die Finanzierung eine
sehr wichtige Frage
ist, war (und ist) die
Freiwilligenarbeit
selbst immer die
Hauptgrundlage.

Warto wspomnieć, że wymiana muzyków rockowych miast partnerskich zaczęła
się, kiedy dwa zespoły rockowe z Emsdetten przyjechały w 2006 r. do Chojnic jako
część grupy mieszkańców jadących na
wspólne spotkanie dzięki środkom z unijnego programu „Aktywnego Obywatelstwa
Europejskiego”. Chojnice i Emsdetten wiele razy skutecznie aplikowały o dofinansowanie takich spotkań w ramach spotkań
zorganizowanych grup mieszkańców dzielących wspólne hobby czy zawód. Spotkania mieszkańców są organizowane we
współpracy z samorządami.
Istnieją także inne źródła finansowanie
współpracy organizacji NGO z miast partnerskich, zależne od tematu ich współpracy. Projekt zakładający wymianę dobrych
praktyk w pracy młodzieży był dofinansowywany z tzw. Funduszu Norweskiego
w 2010 r. i stworzył on młodzieży z Chojnic okazję do lepszego poznania różnic w
funkcjonowaniu centrów młodzieżowych w
Niemczech i Holandii. Niektóre projekty
Fundacji Rozwoju Ziemi Chojnickiej i Człuchowskiej wspierające tworzenie struktury
Samorządnego Centrum Młodzieżowego i
jego roli w społeczności Chojnic były dofinansowywane przez polskie Ministerstwo
Pracy i Polityki Społecznej.
We wszystkich wyżej wymienionych projektach rola wolontariuszy była nie do przecenienia. Choć finansowanie współpracy miast partnerskich jest bardzo ważne,
praca wolontariuszy zawsze była głównym
źródłem wspierania projektów.

4.2.7. George Grein (Hengelo, Niederlande), Selbstorganisation internationaler Touren von Amateurbands
George Grein joined the band exchange
in 2010 as a member of crew of Striking
Justice (Hengelo) + Wrath (Emsdetten) tour
to Chojnice and near by cities. After that
experience he toured himself with his band
Grown Cold (Hengelo) several times to
Chojnice and nearby cities, as well he began to organize band tours to Poland for
other bands from Hengelo and Enschede. In
the following his presentation on the conference is given.
George Grein kam 2010 als Crew-Mitglied
der Tour von Striking Justice (Hengelo) und
Wrath (Emsdetten) nach Chojnice und in umliegende Städte zum Bandaustausch dazu.
Nach dieser Erfahrung tourte er selber mit
seiner Band Grown Cold (Hengelo) mehrmals nach Chojnice und umzu, darüber hinaus begann er Bandtouren nach Polen für
andere Bands aus Hengelo und Enschede
zu organisieren. Es folgt seine Präsentation
auf der Konferenz:
Mein Name ist George Grein. Ich bin
- der Sänger, Booker und Manager der Band
Grown Cold
- Road und Bühnen Crew für eine Reihe von
Bands, inbegriffen der Bands, die nach Polen getourt sind im Rahmen der Austausch
Shows. Ich habe eine eigene Firma für Lichtund Tontechnik und arbeite für zahlreiche
Festivals, Bands, Theater sowie andere Produktionen und Events jeder Art.
Ich arbeitete auch für die Rockinitiative und
die Fundacja Rozwoju Ziemi Chojnickiej i
Człuchowskiej, um Shows in Polen, Deutschland und den Niederlanden zu organisieren.
Meine ersten Erfahrungen mit Polen und
dem Bandaustausch-Programm waren: alles, was wir an Equipment für die Shows
und die Tour brauchten, also nicht nur Gitarren und Schlagzeug, haben wir selber
mitgebracht, auch alle Mikrophone, Kabel,
die PA-Anlage, das Mischerpult und alles
halt, was dazu gehört, wir haben es jeden
Tag auch selber aufgebaut. Während der
Shows haben wir dann auch alles selber gemanaged.
Meine erste Tour war mit Striking Justice (NL)
und Wrath (DE). Danach folgten andere, mit
Troops of Doom (NL), New World Depression (DE) und noch einmal Striking Justice. Danach folgten weitere Touren, so war es ein
wunderbarer Start, um zu sehen wie man es
hinbekommt und wie es geht.
4.2.7. George Grein (Hengelo, Holandia) „Samoorganizacja międzynarodowych tras koncertowych niezależnych zespołów amatorskich”
George Grein dołączył do wymiany zespołów w 2010 r. jako członek ekipy w trakcie
wyjazdu zespołów Striking Justice (Hengelo) i Wrath (Emsdetten) do Chojnic. Po
tym doświadczeniu podróżował samemu
ze swoim zespołem Grown Cold (Hengelo), często odwiedzając Chojnice i pobliskie miasta, wtedy też zaczął organizować
polskie trasy koncertowe zespołów z Hengelo i Enschede. Poniżej znajduje się jego
prezentacja z konferencji w Chojnicach.
Nazywam się Georg Grein. Jestem
- Wokalistą, organizatorem i menedżerem
zespołu Grown Cold
- Technicznym dla szeregu zespołów, w tym
zespołów, które jeżdżą do Polski w ramach
wymiany zespołów muzycznych. Mam własną firmę oświetleniowo-nagłośnieniową
i pracuję dla wielu festiwali, zespołów, teatrów czy innych rozmaitych wydarzeń i
gałęzi sztuki.
Współpracowałem także z Rockinitiative i
Fundacją Rozwoju Ziemi Chojnickiej i Człuchowskiej przy organizacji występów w Polsce, Niemczech i w Holandii.
Moje pierwsze doświadczenia z Polską i
wymianą zespołów były następujące: całe
wyposażenie, którego podrzebowaliśmy na
występy i na trasy koncertowe, czyli nie tylko gitary i perkusja, przywoziliśmy ze sobą
- wszystkie mikrofony, kable, nagłośnienie,
stół mikserski i wszytko co z tym związane.
Całość rozstawiliśmy też na scenie sami
w ciągu jednego dnia. Podczas występów
wszystkim również zarządzaliśmy sami.
Moja pierwsza trasa koncertowa odbyła się
ze Striking Justice (NL) i Wrath (DE). Potem były kolejne, z zespołami Troops of
Doom (NL), New World Depression (DE) i
raz jeszcze ze Striking Justice. Potem były
następne trasy, był to znakomity początek,
dzięki czemu mogłem zobaczyć jak się takie rzeczy organizuje.
Hier die dann folgenden Jahre:
- mit Striking Justice und Wrath
- mit Troops of Doom und New Worl Depression
- die erste Tour mit meiner Band Grown
Cold
- die Tour, die ich für Road Home gebucht
und organisiert und durchgeführt habe.
Danach wurde es immer grösser und grösser. Was 2010 began, wurde zu zahlreichen Touren durch Europa, auch Touren
durch die USA. Ebenfalls begann ich Touren
zu machen für andere Bands in Europa (Polen), manchmal bin ich dann auch noch mitgefahren als Crew.
Nun ist es heute das 10. Mal in Polen innerhalb von 6 Jahren. Mit den Bands, mit denen wir in Polen gespielt haben, habe ich
immer noch Kontakt und bezeichne sie alle
als meine Freunde. Aus Chojnice waren es
Tantrum, Insecticide, Mass Insanity, No Heaven Awaits Us, Kociol.

Kolejne projekty były coraz większe. To, co
zaczęło się w 2010 r., rozwinęło się w liczne trasy koncertowe przez Europę i Stany
Zjednoczone. Zacząłem także organizować trasy koncertowe dla innych zespołów
z Europy (w tym Polski), czasem jeździłem
też w trasy jako obsługa techniczna.
Obecnie jestem w Polsce 10. raz w ciągu 6
lat. Z zespołami, z którymi graliśmy w Polsce jestem w stałym kontakcie i wszystkich
muzyków uważam za swoich przyjaciół. Z
Chojnic są to: Tantrum, Insecticide, Mass

razem, kiedy wracaliśmy do Polski, bawiliśmy się świetnie i graliśmy naprawdę dobre koncerty!

5. Results of festival
5. Ergebnisse des Festivals
The conference was a pure intellectual reflection and evaluation of the 10 year cooperation between the youth of the 3 cities
(by the medium of speeches with a little help
of fotos and posters), and it gave a written
down example (or “best practice”) of how
to do such a cooperation of young people
inside town twinning over a period of 10
years, the festival itself was the technical,
emotional and haptical evaluation of the
gained ability and skills to cooperate and
work together beyond all language and cultural borders. “Best practice” as well!
Die Konferenz war eine rein intellektuelle
Reflexion und Evaluation über die 10-jährige Zusammenarbeit der Jugend der 3 Städte (über das Medium Vorträge, unterstützt
über ein paar Fotos und Plakate). Sie ergab
ein niedergeschriebenes Beispiel („gute Praxis“), wie eine solche Zusammenarbeit junger Menschen innerhalb von Städtepartnerschaften über einen Zeitraum von 10 Jahren
funktioniert. Das Festival selber war die praktische, emotionale und haptische Evaluation
der gewonnenen Möglichkeiten und Fähigkeiten für Kooperation und Zusammenarbeit
über alle sprachlichen und kulturellen Grenzen hinweg, ebenfalls „gute Praxis“.
The festival itself and the idea to do it as an
open air event, was born in november 2015.
When it came out, that the polish german
foundation (SDPZ) was only co-financing the
conference including bustravel to Chojnice
as well as accommodation and food of the
german participants, for a short moment the
whole idea seemed to die because of not
enough money to pay everything from transport costs along accommodation and food
for all participants as well as the costs for
stage, light and sound system and the money for the top act. All in all the total costs
were calculated about 9000 Euro.
The german/netherland delegation paid 50
Euro each person (with some social rabat it
was 2.425 Euro - 27 percent), the rest was
co-financed by SDPZ (3.200 Euro - 35,5
percent) and other sponsors (37,5 percent)
from Emsdetten, Hengelo and Chojnice.
Das Festival selber und die Idee, ein Open
Air zu machen, wurde im November 2015
geboren. Als sich heraus stellte, dass die Stiftung für Deutsch-Polnische Zusammenarbeit
lediglich die Konferenz bezuschussen würde inklusive des Bustransfers nach Chojnice
sowie die Unterkunft und Verpflegung der
deutschen Teilnehmer, schien die ganze Idee
für einen kurzen Moment gestorben, weil so
nicht genügend Geld zusammen kam, um
alles zu bezahlen von den Transportkosten
über Quartier und Verpflegung für alle Teilnehmer als auch die Kosten für Bühne, Licht
und Ton sowie die Hauptband des Abends.
Über alles waren die entstehenden Kosten
auf ca. 9000 Euro kalkuliert worden.
Die deutsch/niederländischen Delegationsmitglieder zahlten 50 Euro pro Person (mit
einigen sozialen Rabatten waren das 2.425
Euro - 27 %), der Rest wurde bezuschusst
vom SDPZ (3.200 Euro - 35,5 %) und anderen Sponsoren (37,5 %) aus Emsdetten,
Hengelo und Chojnice.
5. Wnioski pofestiwalowe
Konferencja była refleksją czysto intelektualną i podsumowaniem 10 lat współpracy pomiędzy młodzieżą z trzech miast (co
osiągnięto przez przemówienia wspierane zdjęciami i plakatami). Zaprezentowano przykłady dobrych praktyk, mówiące
jak taka współpraca młodzieży w ramach
partnerstwa miast może przebiegać przez
dekadę, sam festiwal był technicznym i
emocjonalnym podsumowaniem nabytych
przez 10 lat umiejętności współpracy ponad barierami językowymi i kulturowymi.
Był też „dobrą praktyką”!
Idea zorganizowania festiwalu na świeżym powietrzu narodziła się w listopadzie
2015 roku. Kiedy okazało się, że Fundacja Współpracy Polsko-Niemieckiej pokryje tylko koszty konferencji, włączając w to
podróży autobusem do Chojnic, zakwaterowania i wyżywienia gości z Niemiec,
przez chwilę wydawało się, że cała idea
umrze z powodu braku pieniędzy na opłacenie wszystkiego, poczynając na całkowitych kosztach transportu, zakwaterowania
i wyżywienia, na kosztach sceny, oświetlenia, nagłośnienia i gaży gwiazdy wieczoru
kończąc. Summa summarum koszta wyniosły około 9000 euro.
Niemiecko-holenderska delegacja wpłaciła po 50 euro od osoby (po zniżkach wyniosło to 2425 euro - 27% kosztów), reszta
była współfinansowana przez FWPN (3200
Euro - 35.5%) i innych sponsorów (37.5%)
z Emsdetten, Hengelo i Chojnic.
To do a festival is not possible without management and promotion. Here the preparation team of the youthcenter of Chojnice did
a fantastic work. Radio and TV spots for the
local stations, internet promotion along social media, press article in the local press
and mouth to mouth propaganda worked
out a very high attention for the festival but
as well as for the conference. All posters
and flyers were designed by the preparation group at Chojnice, what worked over
months to make it all happen.
Ohne Management und Werbung kann man
kein Festival machen. Hier leistete das Vorbereitungsteam aus dem JZ Chojnice fantastische Arbeit. Radio und TV-Spots für die
lokalen Sendestationen, Werbung im Internet über soziale Medien, Presseartikel und
Mund-zu-Mund Propaganda erreichten eine
hohe Aufmerksamkeit für das Festival aber
auch für die Konferenz. Sämtliche Plakate
und Flyer wurden von der Vorbereitungsgruppe gestaltet, die über Monate arbeitete, dass alles zustande kam.
It was planed to build up the festival place
including stage and all necessary infrastructure on friday - the day after the german/
netherlands delegation arrived - as well as
on saturday morning. But by bad weather
conditions on friday - it was raining cats and
dogs from early morning till late night, so no
work outside was possible at all - it was necessary to do most of work on saturday morning, the first band should play at 13.15.
Geplant war, den Festivalplatz inklusive
Bühne und nötiger Infrastruktur am Freitag
herzurichten - der Tag nach Ankunft der
deutsch/niederländischen Delegation - sowie am Samstag Morgen. Allerdings verhinderte dies das Wetter am Freitag - es regnete wie aus Eimern von frühmorgens bis in
die Nacht - es war notwendig, fast alles am
Samstag Morgen zu bewerkstelligen, die 1.
Band sollte um 13.15 Uhr beginnen. Um es
kurz zu machen, eine gemeinsame „Handin-Hand“ Arbeit der niederländischen, deutschen und polnischen Teilnehmer und die
große Zahl an Händen schaffte es in 5 Stunden: Aufbau Bühnendach, Ton und Lichtsystem, Backline, Soundcheck, Toiletten, Backstage und Infozelte. Für alle war es unfassbar,
es in solch kurzer Zeit zu schaffen, andererseits gab es eine lange Reihe von Experten
im niederländischen, deutschen und polnischen Team und auch bereits eine lange Tradition in der Zusammenarbeit. So kam es,
dass alles zur rechten Zeit fertig war.
To cut it short, by a really mutual working
“hand in hand” of netherlands, german and
polish participants and the big number of
helping hands over all, it was all done in
5 hours: building up the stage roof, sound
system, lights, backline, soundcheck, toilets,
backstage and info tent. For everybody it
was on the one hand incredible to do it in
that short time, on the other hand there was
a long row of experts of the netherlands,
german and polish team and as well a long
tradition in working together. In the end everything was ready in time.
We have no real measuring instrument to
evaluate the density and quality of social cooperation, but if You look at the fotos of the
morning, You can easily judge Yourselves,
how successful and effective as well as multinational the collective work was to get the
festival up.
Included was the integration of the handicaped musicians of Knalleffekt, who not really were able to follow all the necessary
tasks and jobs, but felt themselves strongly
integrated, always in the middle of everything! As well You can judge from the fotos,
that there was always time for a little pause,
a little chat, a drink and a moment of rest!
Wir haben kein wirkliches Messinstrument
um die Dichte und Intensität der sozialen
Interaktionen zu messen, aber auf den Fotos vom Morgen kann man sehen, wie erfolgreich und effektiv als auch multinational
die gemeinsame Arbeit zum Festivalaufbau
funktionierte.
Hinzu kam die Integration der Menschen mit
Behinderung von Knalleffekt, die nicht wirklich in der Lage waren, bei allen notwendigen Arbeiten mitzuhelfen, aber sie fühlten
sich immer in der Mitte von allem und aufs
höchste integriert. Auf den Fotos kann man
sehen, dass trotz alledem immer Zeit war für
eine kleine Pause, ein kleines Gespräch, ein
Getränk und ein Moment des Ausruhens.
Organizacja festiwalu nie byłaby możliwa
bez odpowiedniego managera i promocji wydarzenia. Tutaj wykazała się swoimi zdolnościami załoga centrum młodzieżowego z
Chojnic. Radiowe i telewizyjne spoty lokalnych rozgłośni, promocja internetowa w mediach społecznościowych, artykuł prasowy w
miejscowej prasie i poczta pantoflowa zaowocowały sporą liczbą widzów na festiwalu i na
konferencji. Wszystkie plakaty i ulotki zostały zaprojektowane przez chojnicką młodzież,
która pracowała miesiącami, by doprowadzić
wydarzenie do skutku.
Budowę sceny festiwalowej oraz niezbędnej infrastruktury zaplanowaliśmy na piątek dzień po przybyciu niemiecko-holenderskiej
delegacji - oraz na sobotę. Jednak z powodu
złych warunków pogodowych w piątek (ulewa zaczęła się wczesnym rankiem i skończyła późno w nocy) nie można było prowadzić
żadnych prac na zewnątrz, co oznaczało konieczność wykonania większości prac w sobotę rano. Pierwszy koncert przewidziany był
na godzinę 13:15.
W dużym skrócie - dzięki wspólnej pracy holenderskich, niemieckich i polskich uczestników i ogólnie dużej liczby pomocnych dłoni wszystko zostało ukończone w 5 godzin:
postawienie sceny, nagłośnienia, oświetlenia, odsłuchów, toalet, kulis, namiotu informacyjnego i zorganizowanie próby dźwiękowej. Z jednej strony wszyscy uznaliśmy krótki
czas przygotowań za niewiarygodny wyczyn,
z drugiej zaś, mieliśmy ze sobą szereg ekspertów z Holandii, Niemiec i Polski oraz wieloletnią tradycję współpracy. Koniec końców
wszystko było gotowe na czas.
Nie ma odpowiednich miar, które pozwalałyby ocenić wartość i jakość naszej współpracy, ale jeżeli przyjrzeć się zdjęciom z festiwalowego poranka, można samemu ocenić, jak
skuteczny i efektywny był międzynarodowy
kolektyw pracujący nad organizacją festiwalu.
W to wlicza się też integrację niepełnosprawnych muzyków z Knalleffekt, którzy nie byli w
stanie wykonywać wszystkich zadań, ale zdecydowanie czuli się częścią grupy, szczególnie w trakcie prac! Zdjęcia pokazują też, że
zawsze był czas na chwilę przerwy na rozmowę, napój czy relaks!
After the very successful performance of the
9 bands - 2 from Emsdetten, including the
handicaped band Knalleffekt and one band
from Hengelo, 5 bands from Chojnice and
a well known old school metalrock band
from Poland of the 90ies as a header of the
evening, it was necessary to build down as
much as possible of the festival infrastructure, because the next noon the football
place was used for a local match. Less than
4 hours and the place was build down except the stage and the backstage tent, these
were done the next morning.
Nach erfolgreichen Auftritten der 9 Bands 2 aus Emsdetten, inklusive der integrativen
Band Knalleffekt und 1 Band aus Hengelo,
5 Bands aus Chojnice und einer bekannten
polnischen oldschool Metalrock Band aus
den 90ern als Header des Abends war es
notwendig, soviel als möglich vom Festival
wieder abzubauen, weil am nächsten Mittag der Fußballplatz für ein lokales Match
gebraucht wurde. Nach weniger als 4 Stunden war alles bis auf die Bühne und das
Backstage Zelt abgebaut, das wurde am
nächsten Morgen erledigt.

zur Zufriedenheit - Sag Aufwiedersehen, um sich wieder zu sehen!
The sunday saw an excursion of the netherland/german delegation together with the
polish volunteers from the youthcenter to the
beach of the Charzykowy lake. Two sunny
hours in the middle of noon gave a good
opportunity to sit together in the warm sand,
play football and dive the lake. After a short
walk uphill the rest of the evening from 16
to 21 oćlock was spend in the hotel garden
of one of the orga-members, a little drumset
and some amps gave a good occasion to
start a jam session, what lasted till the end
of the BBQ evening. Drinks and food from
the grill gave a perfect scenary to exchange
memories but as well plans for future visits
and wanted band exchange. Three days
are not really a long time ... the early monday morning put the delegation back to the
bus to drive home. Nevertheless the next encounters already are in the pipe line. In september 2016 the yearly DettenRockt festival
at Emsdetten will see a 20 people delegation from Chojnice as well as a 20 people
delegation from the youth center Hengelo to
help to build up the open air festival. As during the last ten years, there will be as well
a band from Chojnice and Hengelo on the
stage. The story must go on!
Am Sonntag gab es für die deutsch/niederländische Delegation zusammen mit den
polnischen Freiwilligen des JZ einen Ausflug an den Strand des Charzykowy Sees.
2 sonnige Stunden über Mittag gaben eine
gute Gelegenheit, zusammen im warmen
Sand zu sitzen, Fußball zu spielen und in
den See zu springen. Nach einem kurzen
Marsch wurde der Rest des Nachmittags bis
21 Uhr im Hotelgarten eines Orga Mitglieds
verbracht, ein kleines Drumset und Verstärker boten eine gute Gelegenheit für eine
Jamsession, die sich bis zum Ende des Grillabends hinzog. Getränke und Speisen vom
Grill gaben eine perfekte Szenerie zum Austausch von Erinnerungen aber auch um Pläne für zukünftige Bandaustausche und -besuche zu schmieden ... der frühe Montag
Morgen brachte dann die Teilnehmer zurück
in den Bus, um heim zu fahren. Die nächsten Begegnungen sind bereits in Planung.
Im September 2016 kommt eine 20-köpfige
Delegation aus Chojnice sowie vom JZ aus
Hengelo zum DettenRockt Festival, um beim
Auf- und Abbau als auch der Durchführung
mitzuhelfen.Wie in den vorausgegangenen
10 Jahren wird auch wieder eine Band aus
Chojnice und Hengelo auf der Bühne stehen. The show must go on!
Po udanych występach 9 zespołów - dwóch
z Emsdetten, wliczając w to zespół niepełnosprawnych muzyków z Knalleffekt, zespołu z Hengelo, 5 zespołów z Chojnic i
popularnego polskiego zespołu metalrockowego z lat 90’ jako gwiazdy wieczoru koniecznym było złożenie tak dużej ilości
infrastruktury festiwalowej jak to możliwe,
ponieważ następnego dnia w południe na
boisku miał rozgrywać się mecz. W mniej
niż cztery godziny udało się złożyć całą infrastrukturę poza samą sceną i namiotem
kulis, które złożono następnego dnia rano.
6. Wspólny odpoczynek buduje
zadowolenie - trzeba się pożegnać,
żeby zobaczyć się ponownie
Niedziela to dzień wyjazdu niemiecko-holenderskiej delegacji wraz z polskimi wolontariuszami nad Jezioro Charzykowskie.
Dwie godziny w słońcu były doskonałą okazją do odpoczynku na rozgrzanym piasku,
gry w piłkę i pływania w jeziorze. Po krótkim spacerze reszta dnia, od 16 do 21, spędzona została w hotelowym ogródku, gdzie
mały zestaw perkusyjny i kilka wzmacniaczy przyczyniło się do zorganizowania jam
session, które trwało aż do końca zorganizowanego dla uczestników grilla. Napoje i
jedzenie były dobrym przyczynkiem do wymiany doświadczeń i wspomnień, ale także do poczynienia planów kolejnych wizyt
i rozwoju wymiany zespołów. Trzy dni nie
były wystarczająco długim czasem - wczesnym rankiem w poniedziałek delegacja
odjechała autobusem do domu.
Niemniej jednak następne spotkania czekają już w kolejce. We wrześniu 2016 roku
festiwal DettenRockt w Emsdetten przywita dwudziestoosobową delegację z Chojnic
i takąż delegację z Hengelo, które wezmą
udział w tej imprezie.
Tak jak przez ostatnie dziesięć lat, na scenie wystąpią zespoły z Chojnic i Hengelo.

8. Conclusion and recommendations to other town twinning
projects
8. Schlussfolgerungen und Empfehlungen für andere Städtepartnerschaftsprojekte
As already emphasized in the single speeches, there seemed to be some necessary conditions, what have to be fulfilled to start a
cooperation between the younger generation of twintowns as a separate and autonomous communication and exchange level
inside towntwinning.
In den einzelnen Vorträgen wurde bereits
betont, es scheint ein paar notwendige Bedingungen zu geben, die erfüllt sein müssen, um eine Zusammenarbeit der jüngeren
Generation als separate und selbstständige
Kommunikation und Austauschebene innerhalb von Partnerstädten zu bewerkstelligen.
To integrate young musicians, young bands
and their music, their special life and music
style has to be accepted, what sometimes is
a problem, because older people normally
don´t like loud and hard music and sometimes there are many prejudices against the
life styles of metal music, punk, hard rock
and hardcore.
Um junge Musiker, junge Bands und ihre
Musik zu integrieren, muss ihr spezieller Lebens- und Musikstil akzeptiert werden, was
manchmal zum Problem wird, weil ältere
Leute normalerweise keine laute und harte Musik mögen und manches Mal gibt es
reichlich Vorurteile gegenüber dem Lebensstil von Metal, Punk, Hardrock und Hardcore
Musik. Sehr nützlich ist es, den jungen Musikern Gelegenheit und Orte zu geben, wo
sie ihre Konzerte selber organisieren und für
sich organisieren können, aber weiterhin unter dem Schirm der Städtepartnerschaft. Nur
eine junge Band aus der Partnerstadt zu einem Konzert auf dem Marktplatz während
einer städtepartnerschaftlichen Begegnung
einzuladen ist immer eine gute Idee, aber
um einen nachhaltigen Austausch zwischen
jungen Bands zu starten, bedarf es ein wenig mehr. Wenn die Teilnahme der jungen
Leute an der Städtepartnerschaft nicht auf
ihre eigene Art akzeptiert wird und sie auch
nicht ihren eigenen Charakter haben darf,
wird es wohl keine nachhaltige Zusammenarbeit der Jugend geben und auch kein Austausch jungen Bands!
Very helpful as well is, to give the young musicians occasions and places, to organize
their concerts themselves and on their own,
but still under the umbrella of towntwinning.
Just to invite a young band from the other
twintown to play on the market place during a twintown encounter is always a nice
idea, but to start a sustainable exchange between young bands, it has to be a little bit
more than that. If the participation of young
people inside the twintown business is not
accepted inside their own dimensions and
is not to allowed to have its own character, there will be no sustainable cooperation
between youth and no exchange of young
bands!
8. Wnioski i rekomendacje dla projektów innych miast partnerskich
Jak już wcześniej wspomniano w wystąpieniach na konferencji, istnieją pewne warunki, które muszą zostać spełnione, zanim
rozpocznie się współpracę młodszego pokolenia z miast partnerskich w formie niezależnej, odrębnej komunikacji i wymiany
doświadczeń między miastami.
Żeby zintegrować młodych muzyków, trzeba zaakceptować początkujące zespoły i
ich muzykę, ich specyficzny tryb życia i styl
muzyczny - co czasem może stanowić problem, szczególnie dlatego, że osoby starsze zazwyczaj nie przepadają za głośną,
ostrą muzyką i mogą mieć w głowach wiele
uprzedzeń w stosunku do stylu życia fanów
muzyki metalowej, punkowej, hard rockowej czy hardcore.
Jak zawsze, pomocnym jest zapewnienie
młodym muzykom okazji i miejsc do organizowania swoich koncertów samemu, pod
parasolem partnerstwa miast. Zwyczajnie
zaprosić młody zespół na koncert przy okazji spotkania miast partnerskich to zawsze
dobry pomysł, ale rozpoczęcie trwałej wymiany pomiędzy zespołami wymaga nieco
większego wysiłku. Jeśli udział młodych
ludzi w partnerstwie miast nie jest akceptowany wewnątrz ich własnego środowiska
i nie może posiadać on własnego charakteru, nie będzie trwałej współpracy między
młodzieżą i nie będzie wymiany młodych
zespołów!
The veterans of the bandexchange are the bands
New World Depression (Emsdetten), Mass Insanity
(Chojnice) and Kudra Mata (Hengelo), later after
the split of Kudra Mata founded by the singer Karel;
Troops of Doom. These 3 bands still participate in the
bandexchange as a driving force.
In his speech Peter Ullrich mentioned some
important conditions for a successful and
sustainable exchange of amateur rockbands
inside towntwinning, they are briefly given
here again:
Die im Vortrag von Peter Ullrich bereits benannten wichtigen Bedingungen für einen
erfolgreichen und nachhaltigen Austausch
von Amateurrockbands innerhalb von Städtepartnerschaften lauten:
1. There must be a readiness and acceptance to do volunteer work and bring in own
money along the young people
1. Akzeptanz und Bereitschaft unter den jungen Leuten, ehrenamtlich zu arbeiten und
auch eigenes Geld mit einzubringen.
2. There have to be at least one or two
non-governmental organizational structures
of young people to help in the band exchange
- to apply for money at national and international foundations,
- to organize concerts at twintowns and
neighbour cities,
- to trigger the communication between local
bands to work together,
- to give home to projects, that exchange
volunteers between the twintowns,
- to communicate with municipalities as well
as commercial and private sponsors.
2. Es müssen mindesten 1 oder 2 nichtstaatlicher (NGO) Organisationsstrukturen von
jungen Menschen da sein, um im Bandaustausch mitzuhelfen bei der
- Beantragung von Geldern von nationalen
und internationalen Stiftungen,
- Organisation von Konzerten in den Partnerstädten und umzu,
- Einfädelung von Kommunikation zwischen
lokalen Bands zwecks Zusammenarbeit
- Beheimatung von Projekten, Freiwillige zwischen den Partnerstädten auszutauschen,
- Absprache mit Stadtverwaltungen sowie
kommerziellen und privaten Sponsoren.
3. There have to be personal friendships
between musicians of the bands of the twintowns
- to give reliable and trustfull communication
and connections
- to give private accommodations
- to organize and guarantee long term coworking.
3. Persönliche Freundschaften zwischen Musikern der Bands aus den Partnerstädten, um
zu gewährleisten
- eine verlässliche und vertrauensvolle Kommunikation und Verbindung,
- private Unterkunft zur Verfügung zu stellen
- eine lang andauernde Zusammenarbeit zu
organisieren und zu garantieren.
4. The municipalities (and if existing, twintown associations) have to realize, that
band exchange is a tool to enhance twintown processes between youth and gives a
fundament for long time interrelations.
4. Die Stadtverwaltungen (und, falls existent, die Partschaftsvereine) müssen realisieren, dass der Bandaustausch ein Mittel ist,
partnerschaftliche Prozesse zwischen jungen Leuten zu fördern und ein gutes Fundament für langfristige Verflechtungen ist.
5. There have to be local youthcenters to
give easy places for concerts or workshops
and the youthcenters of the twintowns should
make projects together.
6. There has to be a sustainable network of
the local bands with venues around the twin
towns.
7. It is very useful to cooperate as well with
various NGO-associations in the twintowns
itself to build up networks.
5. Es bedarf örtlicher Jugendzentren, um
ohne viel Umstände Platz für Konzerte und
Workshops zu haben und die JZ der Partnerstädte sollten Projekte miteinander machen.
6. Die lokalen Bands müssen mit Veranstaltungsorten im Umkreis der Partnerstädte vernetzt sein.
7. Ebenfalls ist es sinnvoll, mit verschiedenen NGOs innerhalb der Partnerstädte zusammenzuarbeiten, um Netzwerke zu bilden.
W swoim wystąpieniu Peter Ullrich wymienił
kilka ważnych warunków koniecznych do zaistnienia skutecznej i trwałej wymiany amatorskich zespołów rockowych w ramach partnerstwa miast, które przypominamy poniżej:
1. Musi istnieć gotowość do zaakceptowania
wolontariatu i własnego finansowania projektów przez młodych ludzi;
2. Muszą istnieć minimum jedna lub dwie organizacje pozarządowe młodych ludzi wspomagające wymianę zespołów poprzez:
- aplikowanie o fundusze krajowych i międzynarodowych fundacji,
- organizowanie koncertów w miastach partnerskich i sąsiednich miejscowościach,
- rozbudzanie komunikacji pomiędzy lokalnymi
zespołami w celu zawiązania współpracy,
- goszczenie projektów, które zakładają wymianę wolontariuszy pomiędzy miastami,
- komunikowanie się z samorządami oraz komercyjnymi i prywatnymi sponsorami.
3. Musi istnieć osobista przyjaźń pomiędzy muzykami z zespołów z miast partnerskich w celu:
- zapewnienia skutecznej komunikacji i budowy
sieci kontaktów,
- zapewnienia zakwaterowania,
- organizacji i gwarantowania długoterminowości współpracy.
4. Samorządy (i, jeśli istnieją, organizacje partnerstwa miast) muszą zdać sobie sprawę, że
wymiana zespołów jest narzędziem prowadzącym do wsparcia partnerstwa miast wśród młodzieży oraz kładącym fundamenty pod długoterminowe relacje.
5. Muszą istnieć lokalne centra młodzieżowe, żeby zapewniać łatwo dostępne miejsca
na koncerty i warsztaty; centra młodzieżowe z
miast partnerskich powinny ze sobą współpracować w realizacji projektów.
6. Musi istnieć sieć kontaktów lokalnych zespołów obejmująca miejsca na koncerty w okolicy
miast partnerskich.
7. Bardzo pomocnym jest współpracowanie z
różnymi organizacjami NGO i stowarzyszeniami w miastach partnerskich w celu budowy sieci kontaktów.

Young people are normally always in need
of money. This is why, Michal Karpiak mentioned in his speech DPJW and SDPZ as
first adress sponsors with public money, but
it is as well necessary, that the twintowns
themselves sponsor the encounters of young
bands together with their fans separately.
To apply money from public foundations
makes it necessary to have organizations
with formal character and a tax number,
otherwise no subsidy money can flow!
Junge Leute haben normalerweise immer
Geld nötig. Deshalb hat Michal Karpiak in
seinem Beitrag DPJW und SDPZ als erste
Sponsoradresse für öffentliche Gelder angeführt, aber es ist ebenfalls notwendig, dass
die Partnerstädte selber die Begegnungen
junger Bands zusammen mit ihren Fans separat bezuschussen. Um Gelder von öffentlichen Stiftungen zu beantragen, bedarf es
formaler Organisationstrukturen und einer
Steuernummer, sonst können keine Fördergelder fliessen!
Three other characteristics of the bandexchange between Chojnice, Emsdetten and
Hengelo seemed to have important influence for the durability:
- the selforganizing potential of making concert tours to the twintowns and their neighbourhood by single persons, who take care
of it (see speech of Georg Grein).
- the integration of handicaped musicians,
that alter the emotional climate inside the cooperation of young musicians (see speech
of Stefan Ransmann).
- Selforganizing structures inside the participating youthcenters (see speeches of Jelle
Zommer and Michal Karpiak).
Drei weitere Merkmale des Bandaustausches zwischen Chojnice, Emsdetten und
Hengelo scheinen einen wichtigen Einfluss
auf die Dauerhaftigkeit zu haben:
- die Fähigkeit, selbstorganisiert Konzerttouren in die Partnerstädte in deren Nachbarschaft zu machen durch Einzelpersonen (siehe Vortrag George Grein).
- die Integration von Musikern mit Behinderungen, um das emotionale Klima innerhalb
der Zusammenarbeit junger Musiker zu beeinflussen (siehe Vortrag Stefan Ransmann)
- Selbstverwaltungsstrukturen innerhalb der
beteiligten JZ (siehe Vortrag Michal Karpiak)
Last not least it seems to be very important,
that besides personal friendships reliable
relationships between the participating organizations of the twintown are existing,
what guarantee long time communication,
trust as well as understanding and acceptance of existing cultural differences.
Zu guter Letzt scheint es wichtig zu sein,
dass neben persönlichen Freundschaften
verlässliche Beziehungen zwischen den beteiligten Organisationen der Partnerstädte
bestehen, um Kommunikationen über einen
langen Zeitraum, aber auch Vertrauen und
Verständnis sowie Akzeptanz für kulturelle
Unterschiede zu garantieren.
Młodzież zawsze potrzebuje pieniędzy.
Dlatego też Michał Karpiak wspomniał w
swoich przemówieniach PNWM i FWPN
jako głównych sponsorów dysponujących
środkami publicznymi, ale konieczne jest
też, żeby miasta partnerskie, przy udziale
fanów, same sponsorowały spotkania młodych zespołów.
Aplikowanie o środki z fundacji i funduszy
wymaga istnienia formalnych organizacji z
numerem NIP, inaczej nie można pozyskać
dofinansowania!
Wpływ na długotrwałość wymiany zespołów między Chojnicami, Emsdetten i Hengelo miały również trzy inne czynniki:
- potencjał do organizowania tras koncertowych do miast partnerskich i okolic możliwy
do wykorzystania przez pojedyncze osoby,
które wezmą na siebie ciężar organizacyjny (patrz wystąpienie Georga Greina),
- integracja niepełnosprawnych muzyków, która wpływa na emocjonalny wymiar
współpracy młodych muzyków (patrz wystąpienie Stefana Ransmanna),
- oddolnie organizujące się struktury wewnątrz współpracujących centrów młodzieżowych (patrz wystąpienia Jellego Zommera i Michała Karpiaka).
Oprócz tego bardzo ważnym jest, aby
oprócz osobistych przyjaźni istniały także
silne więzi pomiędzy współpracującymi organizacjami, gdyż to gwarantuje długotrwałą komunikację, zaufanie, zrozumienie i akceptację istniejących różnic kulturowych.
To give abstract advise to build up subjective and personal relationships is no good
practice, this is why we give a lot of vivid
examples in this report, that describe, what
we did and what we experienced.
This is as well why we wrote several reports
along the years on the specific encounters
(starting with a very serious and honest evaluation of the band exchange in 2007), not
only to satisfy the personal memories and
the rules of the public fonds, who gave subsidies, but as well to describe to the other
bands and friends (who NOT participated in
the encounters), what had happened during
the band tours and concert encounters (in
the appendix there are given all the reports
and as well the links, where to download
them from the internet for further reading).
We ourselves are surprised, that the band
exchange between Hengelo, Emsdetten and
Chojnice now already happens since 10
years. In the beginning we had no concept
or plan, how to do, to plan and to find new
bands and fans to participate.
Abstrakte Anleitungen zu geben für den Aufbau subjektiver und persönlicher Beziehungen ist keine „gute Praxis“. Deshalb haben
wir eine Menge lebendiger Beispiele in diesem Report gegeben, die beschreiben, was
wir getan und erlebt haben.
Deshalb haben wir auch über die Jahre bereits mehrere Reports über die jeweiligen
Begegnungen geschrieben (angefangen mit
einer sehr ernsten und ehrlichen Evaluation
des Bandaustausches in 2007), nicht nur,
um der persönliche Erinnerung oder den Förderungsvorschriften genüge zu tun, sondern
auch, um den anderen Bands und Freunden
(die NICHT dabei sein konnten) zu erzählen, was auf den Bandtouren und Konzertbegegnungen ablief (im Anhang sind alle
Reports aufgelistet mitsamt einem Link, wo
sie herunter geladen werden können).
Wir sind selber überrascht, dass der Bandaustausch zwischen Hengelo, Emsdetten
und Chojnice nun bereits seid 10 Jahren erfolgreich läuft. Am Anfang hatten wir keinerlei Konzept oder Plan, was tun, was planen
und wie wir neue Bands und Fans zum Mitmachen finden.
W dużym skrócie rzecz biorąc, budowanie
tylko subiektywnych, personalnych więzi nie jest dobrą praktyką, dlatego staramy
się przytoczyć w tym raporcie wiele żywych
przykładów, które obrazują co zrobiliśmy i
czego doświadczyliśmy.
Dlatego też przez lata powstało wiele raportów na temat konkretnych spotkań (poczynając od poważnej i uczciwej oceny wymiany zespołów w 2007 r.), nie tylko po to,
by pofolgować osobistym wspomnieniom
i sprostać wymaganiom stawianym przez
fundusze publiczne, które wspierały projekty, ale także dlatego, by opisać innym zespołom i przyjaciołom (nieuczestniczącym
w projekcie), co zdarzyło się podczas tras
koncertowych i spotkań zespołów (w załączniku podane są wszystkie raporty wraz
z odnośnikami do wersji on-line).
Sami jesteśmy zaskoczeni, że wymiana
zespołów pomiędzy Hengelo, Emsdetten,
a Chojnicami trwa już 10 lat. Na początku
nie mieliśmy żadnego konceptu, czy planu
przyciągnięcia nowych zespołów i fanów i
wciągnięcia ich do działania.
It just evolved by the big mass of joy and
energy, when young amateur bands can
play and tour other cities and countries on a
reliable fundament of contacts, relationships
and reciprocal fairness and acceptance.
Nevertheless it was extremely useful to make
this evaluation conference in combination
with the Intertony festival, that in this form
never happened before at Chojnice, but has
a big inspiring example, the DettenRockt festival at Emsdetten!
After 10 years it seems to be necessary to
bring new people in, who carry on with the
exchange project for the next 10 years! And
they have to understand, what happened in
the past 10 years!
We hope, that the project report can inspire
as well many other twin town connections,
to integrate the youth cultural scene into the
towntwinning encounters! If we want an
Europe from below, then the young people have to join and take Europe as THEIR
thing! And towntwinning in fact is a very
good start for merging!
Es hat sich einfach entwickelt über das große Maß an Freude und Energie, die entstehen, wenn junge Amateurbands spielen und
in andere Städte und Länder touren können
auf einem verlässlichen Polster von Kontakten, Beziehungen und beiderseitiger Fairness und Akzeptanz. Nichts desto trotz war
es sehr nützlich, diese Evaluations-Konferenz in Kombination mit dem Intertony Festival zu machen, was in solcher Form noch
nicht eher in Chojnice abgelaufen ist, aber
ein inspirierendes Vorbild hat, das DettenRockt Festival in Emsdetten! Nach 10 Jahren erscheint es uns nötig, neue Leute einzubringen, die mit den Austauschprojekten
weiter machen für die nächsten 10 Jahre.
Und dazu müssen sie verstehen, was und
wie es in den vergangenen 10 Jahren abgelaufen ist.
Wir hoffen, dass der Projektbericht so viele wie möglich andere Städtepartnerschaftliche Verbindungen dazu inspiriert, die Jugendkulturszene in die Städtepartnerschaft
zu integrieren! Wenn wir ein Europa von unten haben wollen, dann müssen die jungen
Leute dabei sein und Europa als IHR Ding
sehen. Und Städtepartnerschaften sind in
der Tat ein guter Start, um sich zusammen
zu schließen.
Całość wyewoluowała z ogromnej masy radości i energii, która wyzwala się zawsze,
kiedy amatorskie zespoły mogą grać i zwiedzać inne miasta i kraje dzięki trwałym fundamentom kontaktów, przyjaźni i wzajemnej uczciwości i akceptacji.
Niemniej jednak niesamowicie przydatnym
było poczynienie niniejszej oceny konferencji połączonej z festiwalami Intertony formy, której nigdy wcześniej w Chojnicach
nie było, a która wzorowana była na wspaniałym przykładzie festiwalu DettenRockt z
Emsdetten! Po 10 latach niezbędnym jest
przyciągnięcie nowych osób, które kontynuować będą projekt przez następną dekadę! Oni zaś muszą rozumieć co działo się
przez ostatnich 10 lat.
Mamy nadzieję, że raport z tego projektu zainspiruje wiele innych miast partnerskich, by integrować młodzieżową scenę
kulturalną w ramach partnerstwa miast!

gemeinsames Projekt der Rockinitiative Emsdetten eV aus Deutschland und der Fundacja Rozwoju Ziemi

12.1.1. Rockinitiative Emsdetten eV
Rockinitiative Emsdetten is a non-governmental organization (local NGO). Under
the law of charity it is a non profit organization and has a special non-tax status at the
state tax office. All work is done volunteer
and unpaid and the members of the board
have no financial gain out of their work.
The association was founded in 1994, all
members were and are musicians. The reason for the formation was the total lack of
rehearsal rooms for young and loud amateur bands. In 1996 the owner of a car repair shop leased a flat above a workshop to
Rockinitiative, 4 rooms, a little kitchen (what
is used as a recording studio unit) and double toilets (men and women) give room for
about 12 to 14 bands, 3 to 4 bands share
one room.
No member of the first hour is still in the
association, but the about 45 members are
running the organization with the same ideas as in the beginning.
Right after the formation, Rockinitiative started to organize concerts at the local youthcenters of Emsdetten and nearby towns. From
the beginning on the big principle was, if
we give Your young band a chance to play
at our concerts, You pay back by organizing shows for our bands at Your town.
In 2006 the board of Rockinitiative decided
to join the twintown business of Emsdetten
with Hengelo (65 km away right behind the
Netherland border) and Chojnice (960 km
east in the North of Poland). Since then a
very vivid exchange of bands takes place.
Rockinitiative is as well engaged in municipal youthwork council and has the status of
“responsible body of cultural youthwork” in
cooperation with the department of youth of
Emsdetten.
Rockinitiative Emsdetten ist ein nicht-staatlicher Verein (lokale NGO - eingetragen beim
Amtsgericht). Anerkannt als „Gemeinnützig“
ist es eine ohne Gewinn arbeitende Körperschaft, die von der Körperschaftssteuer gegenüber dem Finanzamt befreit ist. Alle Arbeit wird ehrenamtlich/freiwillig unbezahlt
geleistet und die Mitglieder des Vorstandes
haben keinen finanziellen Gewinn aus ihrer
Arbeit. Der Verein wurde 1994 gegründet,
alle Mitglieder waren und sind Musiker. Der
Anlass für die Gründung war der Mangel
an Übungsräumlichkeiten für junge und laute Amateurbands. 1996 vermietete der Besitzer einer Autowerkstatt eine Etage oberhalb der Reifenhalle an die Rockinitiative,
4 Räume, eine kleine Küche (als Aufnahmestudio), getrennte Toiletten für Frauen und
Männer; 12 bis 14 Bands im Ganzen, 3 bis
4 Bands teilen sich einen Raum. Kein Mitglied der ersten Stunde ist noch im Verein,
aber über 45 Mitglieder betreiben die Rockinitiative mit den selben Ideen wie zu Anfang.
Bereits unmittelbar nach der Gründung begann die Rockinitiative Konzerte zu organisieren in den örtlichen Jugendzentren von
Emsdetten und Umgebung. Von Anfang an
galt als Prinzip, wenn wir Eurer jungen Band
eine Chance auf einen Auftritt auf unseren
Konzerten geben, zeigt Ihr Euch erkenntlich durch die Organisation von Konzerten
in Eurer Stadt für unsere Bands. 2006 beschloss der Vorstand der Rockinitiative sich
der Städtepartnerschaftsarbeit anzuschließen mit Hengelo (65 km entfernt direkt hinter der Grenze) und Chojnice (960 km östlich in Nordpolen). Seitdem besteht ein sehr
lebendiger Austausch der Bands.
Die Rockinitiative ist ebenfalls beteiligt an

12,1. Krótki opis trzech organizacji
Rockinitiative, Fundacji Rozwoju Ziemi
Chojnickiej i Człuchowskiej i DettenRockt
Rockinitiative Emsdetten jest organizacją pozarządową. Na mocy prawa o organizacjach
charytatywnych jest ona organizacją pożytku
publicznego i posiada specjalny status podatkowy. Praca wykonywana jest na zasadach
wolontariatu, nieodpłatnie, a członkowie zarządu nie czerpią korzyści finansowych ze swojej
działalności.
Stowarzyszenie zostało założone w 1994 r.,
wszyscy członkowie byli i są muzykami. Powodem powstania organizacji był całkowity brak
sal prób dla młodych, głośnych zespołów amatorskich. W 1996 r. właściciel warsztatu samochodowego wynajął pomieszczenia nad nim
Rockinitiative - 4 pokoje, mała kuchnia (która
używana jest dziś jako studio nagrań) i dwie toalety (męska i damska) służą dziś 12 - 14 zespołom, jeden pokój służy 3-4 zespołom.
W organizacji nie ma już jej pierwszych członków, ale 45 obecnych członków prowadzi ją na
podstawie tych samych idei, które przyświecały
jej założycielom.
Wkrótce po założeniu Rockinitiative zaczęła organizować koncerty w lokalnych centrach młodzieżowych w Emsdetten i w pobliskich miastach. Od początku głównym założeniem było,
że jeśli organizacja zaprasza młody zespół na
organizowany przez siebie koncert, to ten zespół odwdzięczy się organizując podobne koncerty w swoim mieście.
W 2006 r. zarząd Rockinitiative zdecydował się
włączyć w partnerstwo miast Emsdetten z Hengelo (leżącego 65 km dalej, za holenderską granicą) i z Chojnicami (leżących 960 km dalej na
wschód, w północnej Polsce). Od tego momentu żywa wymiana zespolów zaczęłą rozkwitać.
Rockinitiative jest także zaangażowana w miejską radę młodzieżową i ma status ciała odpowiedzialnego, przy udziale wydziału ds. młodzieży Emsdetten, za współpracę kulturalną
młodzieży.
The cooperation with the local youthcenter
is very vivid, many members of Rockinitiative passed a volunteer time (interships) at
the youthcenter. In 2013 the board of Rockinitiative run - on a volunteer base - the local
youthcenter for half a year as a bridging
the transition from one publicly carrier to another of the communal youthcenter. Together
with the youthcenters in Hengelo (Cerberus
and Innocent) it organizes concerts as well
in Hengelo and together with Fundacja Rozwoju Ziemi Chojnickiej i Człuchowskiej
since 2008 applies for public and private
sponsorships of various state and non-state
organizations for various projects. Rockinitiative as well cooperates since 2006 with
twintown association of Emsdetten, at the
moment, one board member of Rockinitiative is as well second chairman of the twintown association. Rockinitiative finances
it´s work by memberfees (actual 15 Euro a
months, if the musician uses the rehearsal
rooms) and by communal subsidies. Private
sponsors are regularly helping to co-finance
concerts and bandtours. Rockinitiative has
no age limit for members, but the average
age is about 24 years. Members below 18
years pay half the monthly fees.

Die Zusammenarbeit mit dem örtlichen JZ
ist sehr lebendig, viele Mitglieder der Rockinitiative haben als Freiwilliger, Honorarkraft oder Jahrespraktikant dort gearbeitet.
2013 betrieb der Vorstand ehrenamtlich das
JZ für ein halbes Jahr, um einen Wechsel der
Trägerschaft zu überbrücken. Zusammen mit
den JZ in Hengelo (Cerberus und Innocent)
werden Konzerte auch in Hengelo organisiert
und zusammen mit der Fundacja Rozwoju
Ziemi Chojnickiej i Człuchowskiej seit 2008
werden Anträge für öffentliche wie private
Zuschüsse gestellt bei verschiedenen staatlichen und nicht staatlichen Institutionen zu
verschiedenen Projekten. Die Rockinitiative
arbeitet seid 2006 mit dem Städtepartnerschaftsverein zusammen, im Moment ist ein
Vorstandsmitglied der Rockinitiative auch 2.
Vorsitzender des Städtepartnerschaftsvereins. Die Rockinitiative finanziert ihre Arbeit
über Mitgliedsbeiträge (aktuell 15 Euro/Monat, wenn der Musiker das Probezentrum
nutzt) und kommunalen Zuwendungen. Private Sponsoren helfen regelmäßig mit ihren
Spenden Konzerte und Bandtouren zu finanzieren. Die Rockinitiative hat keine Höchstaltersgrenze, aber der Altersdurchschnitt liegt
bei 24 Jahren. Mitglieder unter 18 bezahlen die Hälfte des Monatsbeitrages.

Współpraca z lokalnym centrum młodzieżowym jest bardzo żywa, wielu członków
Rockinitiative odbyło wolontariackie praktyki w centrum. W 2013 zarząd Rockinitiative - bazując na pracy wolontariuszy prowadził centrum młodzieżowe przez pół
roku, w ramach projektu zmiany publicznego zarządcy komunalnego centrum młodzieżowego. Organizacja, razem z centrami młodzieżowymi z Hengelo (Cerberus i
Innocent), organuzuje koncerty w Hengelo oraz współpracuje z Fundacją Rozwoju
Ziemi Chojnickiej i Człuchowskiej, od 2008
r. skutecznie aplikując o publiczne i prywatne granty różnych krajowych i zagranicznych organizacji. Rockinitiative współpracuje też od 2006 r. ze stowarzyszeniem
partnerstwa miast w Emsdetten i, w chwili
obecnej, jednen z członków zarządu Rockinitiative jest też wiceprzewodniczącym stowarzyszenia partnerstwa miast. Rockinitiative finansuje swoją działalność ze składek
członkowskich (15 euro miesięcznie, jeżeli muzyk korzysta z salki prób) i z dotacji
miejskich. Prywatni sponsorzy regularnie
wspomagają budżety koncertów i tras koncertowych. Rockinitiative nie ma limitu wiekowego członków, ale średnia wieku to 24
lata. Członkowie poniżej 18 roku życia płacą połowę normalnych składek.

DettenRockt is an association of adolescents
and young adults of Emsdetten engaged in
the fields ‘youth culture’ and ‘anti-racism’.
Founded in 2005, the association organizes
the annual ‘DettenRockt Festival against Racism and Discrimination’, which is the core
theme of the group. In 2016 the festival took
place for the twelfth time now. Happening
on the first or second saturday of September
every year, it lasts from noon to midnight.
Between ten and twelve bands are playing,
including local and regional ones as well
as one band of each of Emsdetten’s twintowns – Chojnice and Hengelo. Integrative
bandprojects were on the festival’s stage,
too – among them for example the group
‘Knalleffekt’. Another essential part of the
festival are informational stands of different antiracist initiatives, which inform about
their work and projects.
DettenRockt ist ein antirassistischer Jugendkulturverein von Emsdettener Jugendlichen
und jungen Erwachsenen. Gegründet 2005,
veranstaltet der Verein das jährliche „DettenRockt Festival gegen Rassismus und Diskriminierung“, was den Schwerpunkt der Vereinsarbeit darstellt. Das Festival fand 2016
bereits zum zwölften Mal statt. Jedes Jahr
findet es am ersten oder zweiten Samstag
des Septembers statt und dauert von Mittags
bis Mitternacht. Zwischen zehn und zwölf
Bands treten auf, unter anderem lokale und
regionale, sowie jeweils eine Band aus den
beiden Emsdettener Partnerstädten Chojnice
und Hengelo. Auch integrative Bandprojekte traten wiederholt auf, mit dabei auch die
Gruppe Knalleffekt. Ein weiterer wichtiger
Bestandteil des Festivals sind Infostände verschiedener antirassistischer Initiativen, die
über ihre Arbeit informieren.
Since almost ten years now there is a youth
delegation coming together with the band
from Chojnice. The young Polish help with
building up and down the festival, but have
mainly a good time with the organizing
crew. Accomodation and catering is of
course organized for the guests. Likewise,
since a few years there are also young
Dutch people, who are associated with the
youth center Cerberus, coming to the festival
ground. On the other side members of DettenRockt regularily are part of the visits to
Hengelo and Chojnice. Thus a valid youth
exchange could be established over the
years and transnational, private friendships
formed. A well-rounded example for how
the European idea is filled with live.
Aus Chojnice reist seit fast zehn Jahren stets
eine Jugenddelegation mit der Band an. Die
polnischen Jugendlichen helfen beim Aufund Abbau des Festivals, haben aber in erster Linie einfach eine gute Zeit mit den Mitgliedern von DettenRockt und den Helfern.
Für Verpflegung ist natürlich gesorgt. Seit
einigen Jahren kommen auch aus Hengelo einige Jugendliche, die mit dem Jugendzentrum Cerberus assoziiert sind, zum Festivalaufbau. Andersherum sind Mitglieder
von DettenRockt immer wieder Teil der Fahrten nach Chojnice oder Hengelo. So haben
sich über die Jahre ein für alle Seiten bereichernder Jugendaustausch und transnationale Freundschaften etabliert. Ein wunderbares Beispiel, wie auf zivilgesellschaftlicher
Ebene die europäische Idee gelebt wird.
Aside the festival, DettenRockt also organizes smaller concerts and events like infoevenings or poetry slams, but not on a comparable regular basis.
Neben dem Festival veranstaltet DettenRockt
auch kleinere Konzerte, Infoveranstaltungen
sowie Poerty Slams, allerdings nicht so regelmäßig wie das Festival.

DettenRockt to antyrasistowskie stowarzyszenie kulturalne zrzeszające młodzież i młodych dorosłych z Emsdetten. Od powstania
w 2005 r. stowarzyszenie organizuje co roku
„DettenRockt Festival przeciwko rasizmowi
i dyskryminacji” i jest to jego główny punkt
działania. W 2016 r. festiwal został zorganizowany po raz dwunasty. Impreza odbywa się każdego roku, w pierwszą lub drugą
niedzielę września, a koncerty trwają od południa do północy. Udział w festiwalu bierze
od 10 do 12 zespołów, przede wszystkim lokalnych i regionalnych, ale także po jednym
zespole z miast partnerskich Emsdetten Chojnic i Hengelo. Cyklicznie występują też
muzycy z projektów integracyjnych, wśród
nich są m. in. muzycy z grupy Knalleffekt.
Kolejną ważną częścią festiwalu są punkty
informacyjne różnych inicjatyw antyrasistowskich, które przybliżają tam swoją pracę.
Od 10 lat wraz z zespołem z Chojnic podróżuje także delegacja młodzieży z miasta. Polska młodzież pomaga przy budowie i rozkładaniu sceny, a także spędza czas wspólnie
z członkami DettenRockt i z wolontariuszami. Zakwaterowanie i wyżywienie dla przyjezdnych wolontariuszy jest oczywiście zapewnione. Od paru lat także młodzi ludzie z
Hengelo, związani z centrum młodzieżowym
Cerberus, są wolontariuszami na festiwalu.
W zamian za to członkowie DettenRockt zawsze są obecni na wyjazdach do Chojnic i
Hengelo. W ten sposób przez lata ugruntowała się wzbogacająca wszystkie strony wymiana młodzieży skutkująca nawiązaniem
międzynarodowych przyjaźni. Pięknym przykładem na to, jak na płaszczyźnie społecznej
można przeżywać europejskie idee.
Poza festiwalem DettenRockt organizuje także mniejsze koncerty, wydarzenia informacyjne czy slamy poetyckie, nie zdarza się to
jednak tak regularnie jak festiwal.
In principle, the association cooperates for
those events with different partners regularly – like the Rockini, the Fundacja Rozwoju
Ziemi Chojnickiej i Człuchowskiej or the
mobile counseling for right-wing extremism
of Münster (mobim).
DettenRockt is a registered non-profit association with charitable status. Additionally it is
a acknowledged institiution of youth cultural
work and holds an own asset in the city’s
budget plan. Members under 16 years pay
no membership fee, for all others it is 15
Euros per year.

zahlen keinen Mitgliedsbeitrag, für alle anderen beträgt er 15 Euro im Jahr.
