I am honoured and delighted to introduce to you
the Agricultural Property Agency (APA), Poland’s state
institution in charge of privatising the lands of former State
Farms. Since the start of Poland’s transformation,
the Agency has been successfully selling and leasing
assets belonging to the State Treasury. As a result, tens
of thousands of modern privately owned farms have
emerged, and Poland has become a leader in the export
of agro-food products in this part of Europe.

Agencja Nieruchomoœci Rolnych jest instytucj¹
pañstwow¹, nastêpczyni¹ utworzonej w 1992 roku
Agencji W³asnoœci Rolnej Skarbu Pañstwa, której
Skarb Pañstwa powierzy³ restrukturyzacjê
i prywatyzacjê mienia g³ównie by³ych Pañstwowych
Gospodarstw Rolnych i Pañstwowego Funduszu
Ziemi.
The Agricultural Property Agency is a state institution
and successor to the State Treasury Agricultural
Property Agency set up in 1992. The State Treasury
entrusted it with the task of restructuring and privatising
mainly property belonging to the former State Farms
and the State Land Fund.

Zasobu W³asnoœci Rolnej Skarbu Pañstwa (ZWRSP)
o ³¹cznej powierzchni 4,7 mln ha. Agencja dotychczas
sprzeda³a 1,8 mln ha. Obecnie w Zasobie znajduje siê
2,3 mln ha gruntów, z czego 1,8 mln ha w dzier¿awie.
Agencja posiada na terenie kraju 16 oddzia³ów
terenowych i filii. Kierowana jest przez Prezesa,
powo³ywanego i odwo³ywanego przez Prezesa Rady
Ministrów na wniosek Ministra Rolnictwa i Rozwoju
Wsi. Nadzór nad Agencj¹ sprawuje Minister Rolnictwa
i Rozwoju Wsi.
The real estate taken over by the APA became part
of the State Treasury Agricultural Property Resources
totalling 4.7 million hectares in area. So far, the Agency
has sold 1.8 million hectares. At present the resources
amount to 2.3 million hectares, of which 1.8 million
hectares have been leased.
The Agency has 16 field offices and branches. It is
managed by a president appointed and recalled upon
the motion of the Minister of Agriculture and Rural
Development who oversees the Agency’s activities.

estate comprising our resources include land designated

po³o¿onew bezpoœrednim s¹siedztwie lub niewielkiej

A great advantage of our non-agricultural properties is
their convenient location. By and large this is real estate
situated along or in the direct proximity of main highways,
within the administrative boundaries of cities or in areas
that are attractive from a tourist or recreational point
of view. Within the administrative boundaries or urban
centres the Agency has 70,000 hectares of land on offer.
Such real estate provides exceptional opportunities
to set up logistic centres, shopping and service facilities,
warehouses, industrial works or modern housing
developments. It also includes ideal venues for
the development of recreational, sport and tourist
facilities. A considerable amount of the land is situated
in areas amenable to the development of wind farms.

to receive up to 50 percent off the real-estate sales price.
Eligible for such price reduction are those purchasers
who pledge to and will carry out the buildings’ renovation

hodowli roœlin i zwierz¹t o szczególnym znaczeniu
dla polskiej gospodarki. Wœród nich jest 15 spó³ek
specjalizuj¹cych siê w hodowli roœlin, 21 w hodowli
zwierz¹t oraz 21 zajmuj¹cych siê hodowl¹ koni. Spó³ki
dysponuj¹ w swojej ofercie cennym materia³em
genetycznym roœlin i zwierz¹t gospodarskich, który jest
dostêpny dla rolników w kraju i za granic¹. Dziêki

The APA oversees 57 strategic crop-raising
and livestock-rearing companies of key significance
to the Polish economy. Among them are 15 companies
specialising in crop cultivation, 21 involved in livestock
rearing and 21 breeding horses. The companies have
on offer valuable genetic resources for crops
and livestock available to farmers at home and abroad.
The Agency’s companies and the innovative
technologies they employ have led to the development
of plant varieties enjoying world-wide recognition.

w Bia³ce, Janowie Podlaskim i Micha³owie. Corocznie
w sierpniu, w Janowie Podlaskim, odbywa siê
powszechnie znana aukcja „Pride of Poland”, która
gromadzi œwiatowych hodowców i mi³oœników tej rasy.
Polskie konie tej rasy s¹ jednymi z najbardziej
cenionych na œwiecie. W 2008 r. klacz KWESTURA
zosta³a sprzedana za rekordow¹ kwotê 1,125 mln
euro.

Poland’s pride are the pure-bred Arabian studs
in Bia³ka, Janów Podlaski and Micha³ów. Each year
in August, Janów Podlaski is the venue of the internationally known “Pride of Poland” auction which
attracts breeders and lovers of this particular species
from far and wide. Polish Arabians rank amongst
the world’s most valued horses of their kind. In 2008,
the mare KWESTURA fetched a record price
of €1,125,000.
