W tym roku o tytuł Odkrycia Nowej Ery rywalizować będą studenci, dyplomanci, doktoranci, członkowie organizacji studenckich oraz kół naukowych, a także pracownicy uczelni i instytutów oraz zespoły projektowe i wynalazcy – naukowcy, których przedmiotem badań jest gaz płynny. PATRON MEDIALNY jlmlubricants.com UNITED KINGDOM Leading UK bio-fuel supplier Gasrec has teamed up with Volvo Trucks to help business customers cut haulage costs and reduce carbon emissions. The two companies will co-operate commercially and technically to increase the availability and promote the use of gas vehicles in the UK. Gasrec is Europe’s largest supplier of Bio-LNG; a blend of LNG and liquid biomethane (LBM). LBM is a natural, green source of renewable energy produced from organic matter such as household food waste. When substituted for diesel, Bio-LNG can today cut fuel costs and CO2 by around 20%. It also delivers improvements in air quality emissions with huge reductions in NOx and particulate matter. Under the agreement, Gasrec and Volvo Trucks will focus on supplying vehicles to potential customers in the areas served by Gasrec’s growing refuelling network. The companies will also exchange technical information and promote Europe-wide standards for the gas vehicle industry. Gasrec’s chief executive, Rob Wood, said: “The Gasrec-Volvo collaboration is another signal that LNG fuel, like our uniquely sustainable Bio-LNG, is the most viable alternative for businesses looking to cut costs and emissions from heavy duty vehicles.” Gasrec is currently developing the UK’s first network of open-access Bio-LNG refuelling stations, which is set for completion in 2015. It opened the first of its eight facilities last month near Daventry International Rail Freight Terminal (DIRFT). Gasrec’s network promises ease of access for refuelling: each of the proposed locations is near motorway junctions, ensuring that 85 per cent of the UK’s HGV population is within four hours’ drive of a station. Gasrec SWEDEN xperion Energy & Environment has been selected as a Tier 1 Supplier of X-STORE lightweight high pressure CNG cylinders for the new Audi A3 g-tron. The innovative hybrid composite design saves 70% of weight compared to traditional steel cylinders while at the same time increasing safety and performance. “This is a result of xperion´s long term core engineering activities during the last decade in the company history” – says Dr. Michael Kleschinski, Director of Technology at xperion. The first X-STORE cylinders are in the market since 2008 and used for several CNG applications like Volvo vehicles and pick-up trucks in the USA. “Winning this business was an important step for xperion to strive forward within the growing automotive segment,” Martin Bachmann, responsible Key Account Manager Automotive states. “The engineers at xperion don’t stand still. There is a tireless impulse of creativity in the team to bring new innovative products to the market.” Xperion ARGENTINA Argentoil S.A., manufacturer of INFLEX cylinders, has been developing a lightweight type 4 cylinder over the past 3 years and has now gained NGV2:2007 certification, inspected and issued by the international certification entity, Bureau Veritas. The volume of the cylinders initially ranges from 60wl up to 155wl – equivalent to 13.7 GGE and 12 DGE, and will be extended to 250wl – equivalent to 22 GGE and 19.3DGE – in the short term. 06 The weight/volume ratio is below 40%, having a working pressure of 248 bar (3600 psi). Argentoil says this makes it the only company in Latin America that manufactures type 1, type 2 and type 4. Over the past 45 years the company has sold more than 5 million cylinders in over 40 countries, without having experienced a single accident. Argentoil CANADA New Flyer Industries Inc., manufacturer of heavy-duty transit buses in the United States and Canada, has been awarded a contract for 265 30-foot and 40-foot heavy-duty buses with CNG propulsion by Metropolitan Atlanta Rapid Transit Authority (MARTA). The contract contains a firm order of eight Low Floor Restyled CNG 30-foot buses and 80 Xcelsior™ CNG 40-foot buses with options for an additional 177 Xcelsior CNG or hybrid 40-foot buses to be exercised at a later date. “We are excited to bring these New Flyer buses on board to enhance service to our customers. These buses, which will replace vehicles that have reached retirement age, are equipped with advanced technology to provide an overall better, more reliable transit experience.” – said MARTA Chief Operations Officer Rich Krisak. “We value our relationship with MARTA and commend them on their environmental commitments. New Flyer buses use the Cummins ISL-G 280 (CNG) engine. New Flyer USA Landi Renzo USA has made available a dual-fuel (diesel and CNG) system for heavy duty trucks. The dual-fuel system for factory re-manufactured Detroit Diesel S60 12.7L engines – developed through Landi Renzo’s inhouse engineering and technical team, allows operators of over the road trucks to take full advantage of the environmental and economic benefits of CNG. This proprietary system allows operators to displace the majority of their diesel fuel usage with natural gas, resulting in: Average fuel displacement up to 60%; Noise reduction up to 40%; Particulate matter reduction up to 40%; CO2 reduction up to 14%; Smoke reduction up to 50%. “As a world leader in alternative fuel systems, we are pleased to present the availability of this innovative technology. Not only does this expand our current clean fuel product offering, but also it further promotes the increased use of natural gas as a fuel and moves us further down a path of energy independence in the United States” says Andrea Landi, Landi Renzo USA President. Nationwide, natural gas is available at over 1,200 stations and priced up to $2.00/gallon LESS than diesel fuel. In the event natural gas is not readily available, the engine automatically reverts back to 100% diesel operation. While this specific dual-fuel CNG system is new to the U.S. market, Landi Renzo has successfully deployed this technology globally on applications that include Fiat, Mercedes-Benz, Volkswagen, Ford, Hyundai and Renault diesel engines. Landi Renzo USA USA Quantum Fuel Systems Technologies Worldwide, Inc., has received the notice of allowance from the U.S. Patent and Trademark Office for a new patent on lightweight composite shells of natural gas and hydrogen storage tanks. Quantum’s new patent covers the breakthrough application of discrete localized reinforcement that enables significant reduction in weight and cost of composite shells of pressurized cylindrical storage tanks. Quantum recently announced the demonstration of this technology leap for lightweight carbon composite compressed natural gas and hydrogen fuel tanks, utilizing selective fiber placement, to achieve significant reduction in weight and cost – demonstrating more than 20% reduction in material utilization. “This is a significant patent in that it provides an elegant solution to reduce both weight and cost of fuel tanks, thus enabling more widespread commercialization of natural gas and hydrogen fuel cell vehicles,” said Brian Olson, President and Chief Executive Officer of Quantum. “We are in the process of refining this technology for phased introduction into commercial products.” Source: Quantum USA Chart Industries, Inc. has released a device that can be added or retrofitted to Chart LNG vehicle fuel systems which ensures compatibility with fuel stations optimized for various engine technologies, including Spark Ignition (SI) and Compression Ignition (CI) diesel engines with both Indirect (CI-IDI) and Direct (CI-DI) Injection. Chart’s new on-board vehicle “Cold-Fuel Pressure Builder” (CPB) is designed to accept cold fuel (saturated at less than 60 psi) and consistently support most engine pressure requirements. The CPB, together with existing Chart LNG vehicle fuel systems, will work safely and reliably CNG & L NG ma ga zin e and with minimized chance of venting during both vehicle operation and refuelling. This feature enables simplified fuel station design and reliable SI engine operation independent of LNG fuel station capability. A CPB equipped Chart LNG vehicle fuel system will operate just as it does now when it receives saturated LNG (typically above 100 psi) from a fuel station. If it receives lower pressure (and saturation temperature) cold fuel from the fuel station, the CPB automatically raises the pressure (and temperature) of the vehicle fuel tank to reliably meet the engine’s pressure requirements. “Chart created the LNG system solution of optimized fuel stations and onboard fuel systems that has proven to be simple and reliable and minimizes the risk of methane emissions. The new CPB further facilitates reliable, low cost implementation benefiting fuel station owners, vehicle manufacturers and fleet operators.” – stated Tom Carey, Chart D&S Group President. Westport Innovations Inc. announced that it has acquired BAF Technologies, Inc. and its subsidiary, ServoTech Engineering, Inc., subsidiaries of Clean Energy Fuels Corp. for $25 million in Westport stock. Westport and Clean Energy also announced a $5 million joint marketing and sales program. Westport believes that the amalgamation will create the largest product portfolio and largest market presence in the North American light duty NGVs space. Specifically, Westport secures its position as Ford’s largest partner under the Qualified Vehicle Modifier (QVM) program with over 10 products and approximately 150 Ford authorized dealerships. “We welcome the BAF and ServoTech teams to Westport. BAF has established a strong portfolio of natural gas vehicle products and customers over the past decade. With natural gas increasingly seen as a major transportation fuel around the world, we believe the combination of these new teams’ market experience and Westport’s technologies, scalable manufacturing processes and quality control systems will help create the type of products needed to deliver an OEM-quality vehicle experience to our customers.” – said Ian Scott, Executive Vice President of Westport. Currently, Westport exclusively installs the natural gas Westport WiNG™ Power System on the Ford F-250 through F-550 series at its assembly center in Louisville, KY. This acquisition increases Westport’s product range with the Ford line to include transit, cargo shuttle and taxi vehicles and dedicated NGVs for markets such as California. BAF has been producing a broad list of natural gas vehicle conversions for more than a decade and recently produced its 20,000th CNG vehicle conversion. Westport will continue to install the Westport WiNG Power System and the increased volume of orders expected through BAF will create economies of scale, and the BAF network will allow more flexibility in producing speciality configurations. “We are extremely pleased with our original investment in BAF and the growth it has achieved over the last five years. Source: Westport 07 Inter national LP G & CNG & L NG ma ga zin e NATURAL GAS MARKET REPORT N ATURAL GAS WILL CONTINUE TO INCREASE ITS SHARE OF THE GLOBAL ENERGY MIX, ALBEIT SLOWING FROM LAST YEAR’S PREDICTION OF 2.7% DOWN TO 2.4% PER YEAR BETWEEN NOW AND 2018. SLOWING IS DUE TO PERSISTENT DEMAND WEAKNESS IN EUROPE AS WELL AS DIFFICULTIES IN UPSTREAM PRODUCTION GROWTH IN THE MIDDLE EAST AND AFRICA. HOWEVER, PREDICTION FOR NATURAL GAS AS A TRANSPORTATION FUEL CONTINUES TO EMPHASIZE ITS STRENGTH AS AN EMERGING FUEL FOR THIS ERA. The report sees gas emerging as a significant transportation fuel. The Executive Summary states: “Gas use in road transport represented 1.4% of global gas demand in 2012, but this share should rise to 2.5% by 2018 as consumption grows to around 50 bcm in the same period (9.4% of additional gas demand).” Thanks to abundant shale gas in the United States and amid more stringent environmental policies in China, gas is expected to do more to slow oil demand growth than electric vehicles and biofuels combined. From the Executive Summary: “China is dwarfing developments in other regions as its consumption triples to 39 bcm, due to the combination of the need to develop cleaner transport vehicles, attractive gas prices versus oil and the wish to reduce oil dependency through alternative vehicles technologies.” “Even though we have revised our growth estimates downwards, the ‘Golden Age’ of gas remains in full swing,” said IEA Executive Director Maria van der Hoeven as she presented the report in Saint Petersburg. “Gas is already a major fuel in power generation, but the next five years will also see it emerging as a significant transportation fuel, driven by abundant supplies as well as concerns about oil dependency and air pollution. Once the infrastructure barriers are tackled, natural gas has significant potential for clean-energy use in heavyduty transport where electrification is not possible.” The report speaks to the need for simultaneous development of the full gas value chain, which implies developing sufficient gas supply and building liquefaction plants to feed LNG heavy-duty vehicles, as well as LNG or/and compressed natural gas refilling stations. Executive Summary: “The economics should be attractive for all parts of the gas value chain, in particular owners of fleets of cars or trucks. Use of LNG as a trucking fuel seems to answer many concerns, in particular the chicken-andegg issue, as fleet owners can team up with LNG retailers and a positive return on investments can be reached within a few years. The car industry should be able to deliver a sufficient number of vehicles by introducing NGVs in their product range, and by working on decreasing the price premium over alternative gasoline or diesel vehicles, provided that economics and policy incentives generate demand for such vehicles. Miller podkreślił, że projekt bałtyckiej fabryki LNG „ma bardzo istotną przewagę konkurencyjną”. „Nie jest przywiązany do żadnego złoża gazu. Surowiec dla zakładów będzie pochodzić z Jednolitego Systemu Zaopatrzenia w Gaz (JSG). Jest to wielka butla, w której zawsze znajduje się gaz. To niewątpliwa przewaga tego projektu nad innymi” – oświadczył. Prezes Gazpromu zwrócił uwagę, że dotychczasowi eksporterzy skroplonego gazu do Europy w pierwszym półroczu 2013 roku zmniejszyli dostawy o 37% wobec porównywalnego okresu 2012 roku. „Widzimy niszę dla dostaw naszego LNG na europejski rynek. Będzie to absolutnie konkurencyjny gaz. Możemy zarobić dodatkową marżę na tym, że ci producenci, którzy obecnie 08 dostarczają gaz na rynek europejski, idą do Azji, a my ich wolumen zastąpimy dostawami ze swoich zakładów. Będzie to wspólny biznes. Marżą podzielimy się sprawiedliwie” – powiedział Miller. „Projekt ten przygotowaliśmy dosłownie w ciągu kilku miesięcy. Było to uwarunkowane zmianami, które widzimy na rynkach gazowych w Azji i Europie” – wyjaśnił. Występując z trybuny samego walnego zgromadzenia akcjonariuszy, Miller przekazał, że gazpromowskie projekty LNG rozwijają się w przyspieszonym tempie. Moc bałtyckich zakładów ma wynieść 10 mln ton rocznie. Wicegubernator obwodu leningradzkiego Dmitrij Jałow zdradził niedawno, że Gazprom przygląda się dwóm lokalizacjom nad Zatoką Fińską: w rejonie kingiseppskim na zachód od Petersburga i wyborgskim – na północ od tego miasta. Obie lokalizacje są w pobliżu gazociągu łączącego Jednolity System Zaopatrzenia w Gaz (ESG) z Nord Stream, czyli magistralą, którą gaz z Rosji przez Morze Bałtyckie dostarczany jest bezpośrednio do Niemiec. Obie są usytuowane niedaleko od brzegu. Na terytorium rejonu kingiseppskiego znajdują się porty Ust-Ługa i Wistino, a wyborgskiego – porty Wysock, Wyborg i Primorsk. Analityk szkoły biznesowej Skołkowo, Maria Biełowa zauważyła, że budując fabrykę LNG dla Europy, monopolista z Rosji może odwrócić na swoją korzyść trzeci pakiet energetyczny Unii Europejskiej, który tak ostro krytykuje. Początkowo ma pozwolić na odbiór rocznie 5 mld metrów sześc. surowca, a po rozbudowie – 7,5 mld metrów sześciennych. Przez istniejące połączenie gazowe (tzw. interkonektor) na granicy polsko-czeskiej oraz planowany na granicy polsko-słowackiej gaz mógłby być transportowany do pozostałych krajów Grupy Wyszehradzkiej (tj. Czech, Słowacji i Węgier), a stamtąd do innych państw południowej Europy. PAP mal/ pad/ jtt/ TRENDS & FEATURES of natural gas metering stations At a time when European reserves are being depleted and consumers’ appetite continues to increase, natural gas is becoming critically important to the EU. Supplying European consumers with natural gas which is both affordable and reliable, continues to be a major objective. In order to achieve this aim, the main operators from each European country need a solid infrastructure, a well-planned network for processing, transportation, storing and selling the gas. An important component of these integrated systems is represented by the natural gas metering stations to which we’ll take a look in the article below, in order to see the current situation, but also the trends and the new features regarding the technology and the market; what new and modern equipment are used to take the gas from the pipeline and direct it into the natural gas distribution system? The structure, the number and upgradation of the metering stations vary for each country, depending on the respective markets. The UE countries have different indicators concerning the natural gas, therefore their processing, transportation, storing and selling systems are also different. For example, in terms of sale within EU Member States, the most recent statistics of Eurostat show the total number of retailing companies that sell natural gas to final customers. In the next decades, the demand for natural gas is generally expected to rise, albeit with some uncertainty on the extent given new developments that may reduce the relative benefit of gas in environmental or cost terms (e.g. in competition with coal with CCS for power production). In institutional terms, European gas supplies are also undergoing the global trend from WORLD VS. EUROPE & L NG ma ga zin e long-term contracts towards shorter-term trading and a more important role for spot markets. In tandem with supply-side policies, the EU has launched a number of initiatives which aim to increase the efficiency of energy use, reduce energy demand and attempt to decouple it from economic growth. However, Europe energy demand is still high for the moment, as the following tables show (see table 2 & 3), but the perspectives are for a lower demand. In fact, the metering stations, as gas measurement devices, are only as accurate as the maintenance and calibration allow. Test equipment and standards are used to calibrate the three components used in the gas flow equation which are differential pressure, static pressure and flowing temperature. “As a turnkey supplier, we usually provide the entire system for the fiscal natural gas metering stations: gas meters, related instrumentation (pressure and temperature sensors), flow computers, monitoring station and computer overseeing the process. The construction and installation of the measuring sections are usually performed by our traditional business partners companies. These features are evolving with time, so their performances are also growing.”, said Mr. Ion Andronache, the CEO at Syscom 18 Company, system integrator providing complete solutions and complex installations for the gas and oil industry. In accordance with market requirements, for ensuring the proper functioning of the metering systems for natural gas, Syscom 18 has delivered, installed and commissioned in-site checking installation equipment. These measuring systems of control or calibration, using measurement principles different from the main system, can always provide the measurement precision – the “Proving” procedure. For example, in the case of natural gas measured with ultrasonic meters, it is used a measuring system with turbine meter. In addition to compressing natural gas to reduce its volume and push it through the pipe, metering stations are placed periodically along interstate natural gas pipelines. These stations allow pipeline companies to monitor the natural gas in their pipes. Essentially, these metering stations measure the flow of gas along the pipeline, and allow pipeline companies to ‚track’ natural gas as it flows along the pipeline. These metering stations employ specialized meters to measure the natural gas as it flows through the pipeline, without impeding its movement. The components such as ultrasonic flow meters, dew point analyzers, the software, instrumentation, gas chromatographs are improved as the technology evolves. Usually bidirectional, a system integrator’s custody transfer gas metering stations, such as Syscom 18, are using ultrasonic flow meters, turbine, gas chromatographs, SCADA systems, web servers, supervising systems, GSM communication. The works undertaken by a system integrator include design, fabrication, inspection, test, delivery of complete gas metering systems. “The gas stations (bidirectional, using ultrasonic flow meters and turbines for verification, GCs for calorific power calculation) are measuring the natural gas very accurately because of the improved technologies. Good reliability and competent metrological services have always represented the basis for many new orders for natural gas metering stations on behalf of big national oil and gas companies.”, concludes Mr. Andronache . Source: Syscom.ro Inter national L P G & CNG & L NG ma ga zin e EUROPEAN PARLIAMENT DEBATES CLEAN POWER FOR TRANSPORT PACKAGE Education on NGV safety and gas supply still needed The European Parliament Committee on Transportation and Tourism convened a hearing on the Clean Power for Transport package on 18th June 2013 in Brussels to listen to stakeholder presentations on natural gas, electric and hydrogen vehicles. Associations representing road and non-road transport, cities, regions and the European Investment Bank also made brief presentation and highlighted their various perspectives on the Clean Power for Transport provisions now being debated in Parliament (COM (2013) 18/2), also known as the (proposed) Directive on the Deployment of Alternative Fuel Infrastructures. The proposed directive lays out ambitious plans to break the alternative fuels ‘chicken and egg’ syndrome by requiring countries to build fuelling infrastructures for electric, natural gas (CNG and LNG) and hydrogen road-andnon-road vehicles. (LPG is not included as the fuelling infrastructure is deemed ‘sufficient.’) The first targets include CNG stations every 150 kilometers and LNG stations every 400 kilometers along what is called the Ten-T European Transport Core Network corridors by 2020. LNG refueling stations for waterborne vessels would have to be available in all maritime ports and inland ports of the TEN-T Core Network. Hydrogen fuelling stations would be built every 300km along the TEN-T Core and 800,000 electric vehicle (EV) charging points would be built Europe-wide. This would amount to a total of, according to the European Commission impact assessment (document SWD(2013) 6-2), 143 hydrogen stations; 139 LNG ports; 144 LNG truck stations; and 654 CNG fuelling stations for an estimated cost of between €5.1 and 10.6 billion. The cost of the infrastructure build-out would be, according to the Directive, left to the member states in both the public and private sectors, with no EU money supporting the targeted build-out. 14 After brief presentations divided into two sessions – the first on setting optimal targets and the second on societal benefits and costs – members of the European Parliament (MEPs) asked questions of the presenters, which revealed clearly what they do and don’t know about alternative fuels. The discussions also made clear that potential regulatory barriers and basic financial and timing factors to installing fuelling infrastructures are not being fully addressed in the Directive nor in the Parliament debate. •Safety still is a concern. The IRU speaker mentioned ‘You Tube videos’ that showed pictures of CNG bus fires and specifically a recent fire in the Netherlands where dramatic horizontal natural gas flames shooting across the roadway resulted from a CNG bus fire. Concerns about NGV safety also were mentioned by two other MEPs during Glasgow the question and Edinbu answer session. Belfast One MEP took a broad swipe at alternative fuels saying, “EVs are not a serious choice because of limited range;” “CO2 advantages are undetermined unless the fuel is renewable;” and “CNG and LNG are not an endless resource but the costs are enormous.” Another MEP asked what the difference is between LNG and CNG. Dublin Liverpool Bir Holyhead Cork London Southampton There were several common subjects that were raised multiple times, some of which indicate that the task of educating policy makers about the value of methane as a transport fuel is an on-going process: •W ho pays? A general concern had to do with the cost of the infrastructure developments and who will pay, particularly at a time when many European member states are dealing with very challenging economies at home. The idea that the development of these infrastructures could have a positive impact on employment was not raised. •Fuel storage and range continues to be an issue. The representative speaking on behalf of the Waterborne Technology Platform sidelined LNG ships to inland waterways, saying that gas storage in vessels is inadequate for seafaring shipping. The representative of the International Road Transport Union (IRU) also made comments about gas vehicle ‘autonomy’ (a euphemism for ‘range’) and the weight-to-volume ratio of cylinders that can take up valuable carriage space on long haul vehicles, buses and garbage trucks. The European gas industry stakeholders must continue delivering the constant message that, even if 10% of the vehicles in Europe were NGVs it would only impact total gas consumption by approximately 5%. The positive impacts of a large, adequate diversified European gas supply network clearly has not been absorbed by some of the Transport Committee MEPs, which suggests that they probably are not alone among the MEP community in their mis-conceptions about gas supply potential. •Timing of the infrastructure construction. This is a genuine concern. Even if all the funding for the station construction was in place, the lack of European or international standards or regulations inevitably adds to the time it takes to certify NGV fuel stations. (The International Standards Organization (ISO) is finalizing fuelling station standards for CNG, LNG and L-CNG – liquid-to-compressed natural gas, but the final standards are not anticipated before the end of 2014.) Even when national standards for CNG stations exist, as they do in Italy, the licensing and permitting of a CNG station can take two years! For an LNG station the decision and planning easily can take one-to-two years; safety studies that are required by some regulatory authorities can take another year at least; building the station is the easy part but getting it approved is still another issue. At best this is a three year process for a small LNG station; four-tofive years may be more realistic, depending on the country. Assuming the Clean Power for Transport legislation is adopted by committee on schedule in 2013 and voted in plenary in early 2014, it will take another 18 months to come into force in the member states. The likelihood that the infrastructure targets as they now stand will be fulfilled completely by 2020 is about zero percent. IT’S WHAT WASN’T SAID THAT MAY BE MOST IMPORTANT The European Commission targets for LNG bunkering and fuelling in ports is a very important message for proponents of LNG shipping. But, at this moment LNG in vessels traveling on inland waterways and inland ports governed by the Central Commission for the Navigation on the Rhine (CCNR) in Belgium, the Netherlands, Germany, and Switzerland is prohibited. So far there is one exception: a pilot-project Dutch ship for which certain regulatory provisions were waived starting in January 2012 until 2017. While standardization and harmonization is one important goal of the new Clean Power in Transport legislation, prohibiting regulations need to be addressed specifically in the legislation. Potential regulatory conflicts must be evaluated and overcome to allow safe but economical passage of LNG on inland waterways. The United Nations agreement on the International Carriage of Dangerous Goods by Road (ADR) has provisions to allow a range of fuels used for propulsion of ADR-certified vehicles. However, there is a provision regarding fuel tanks that requires leaking fuel to flow downward to the ground. This regulatory conflict could be a showstopper for ADR vehicles running on CNG, LNG or LPG. (The regulatory conflict is being investigated and discussed by the United Nations Working Party 15, including some key NGV stakeholders. Road vehicles that are not involved in the carriage of dangerous goods are unaffected by the ADR rules. Nevertheless, the prohibitions and conflicts must be dealt with to ensure a completely open market for gaseous fuel heavy duty vehicles. OPPORTUNITIES TO MAKE A DIFFERENCE The Chairman of the European Parliament’s transport committee laid out the schedule for the debate on the Clean Power for Transport package as: •16th September: Draft version of the Committee Report will be ready; •1st October amendments will be provided. •14th November the bill will be up for Committee vote. •Plenary vote in early 2014 (?) But the provisional language as has been suggested by the Commission likely will undergo change; in some cases radical changes due to stakeholder advocacy efforts. The Volvo V 60 Bi-Fuel made its world premiere in automotive gas fair in Gothenburg (June 11-13 at the Swedish Exhibition Centre). The Swedish Road Administration has ruled that if a car is run on pure biogas the carbon footprint of the car is reduced by 72%. The basis for the model year 2014 Volvo V60 Bi-Fuel is a five-cylinder, 2-litre, 213 bhp powerful turbocharged petrol engine, with torque of 300 Nm. Meeting the new 2013 regulations qualifies the vehicle owner to benefit from tax incentives. For those who choose a Volvo V60 Bi-Fuel as a company car, the taxable benefit value is reduced by 40% or a maximum of SEK 16,000 (USD 2,470). Under a new proposal put forth by the Swedish government, this benefit will be extended through 2016. Qualified customers will also be exempt from vehicle tax for five years. The vehicle’s turbocharged engine, reinforced and adapted specifically to run on natural gas at the Volvo Car Group’s engine plant in Skövde 150 km northeast of Gothenburg, is then fitted with a Westport-Sweden gas fuel management system at Volvo’s Torslande plant in Gothenburg. The total driving range for the base variant of the Volvo V60 Bi-Fuel is approximately 1120 km for petrol and gas modes combined. The gas tanks are located under the car’s luggage compartment. They are made of a lightweight composite material. As a result, the car’s weight is not increased by more than 75 kg and the recognised driving characteristics of the Volvo V60 are fully retained. Optionally the car can be fitted with a larger CNG tank to enable an extended range of 1200 km. Lightweight composite gas cylinders are located under the car’s luggage compartment. The Volvo V60 Bi-Fuel is the second gas powered car in the Volvo product range. In 2009, the Volvo V70 Bi-Fuel was introduced to the Swedish market. Both cars are built at the Volvo Car Group’s factory in Torslanda. Adaptation to gas is also carried out in the Torslanda area by Westport, the global leader in natural gas engines, with headquarters in Vancouver, Canada. 24 “Demand for natural gas vehicles in Sweden is expected to increase in response to the pending extension of the Government of Sweden alternative fuel tax incentive program,” said Ian Scott, Executive Vice President, Westport. “The launch of this product provides a new option for corporate and municipal fleet customers.” For the Swedish market, sales of the Volvo V60 Bi-Fuel start in October. CENY PALIWA JEDNAK NIE SPADNĄ. Prawdopodobnie już w wakacje polscy kierowcy będą mogli samodzielnie tankować LPG. Rozporządzenie wprowadzające to rozwiązanie czeka tylko na podpis ministra gospodarki. Orlen, Lotos, Shell, Statoil, BP i Łukoil już się szykują do zmian. Liczą, że dzięki nowelizacji ograniczą koszty prowadzenia stacji. Oszczędności dla całej branży mogą sięgnąć od czterech do nawet kilkunastu milionów złotych miesięcznie. To koszty, jakie dzisiaj operatorzy stacji ponoszą na zatrudnienie pracowników do obsługi dystrybutorów z autogazem, obowiązkowe szkolenia i zakup niezbędnej odzieży ochronnej. „Szkolenie to wydatek rzędu 1 tys. zł, do tego dochodzi jeszcze egzamin organizowany przez Transportowy Dozór Techniczny, a to kolejne 152 zł” – wylicza właściciel jednej ze stacji. Ministerstwo Gospodarki w uzasadnieniu do rozporządzenia szacuje, że tylko na szkoleniach pracowników branża – po wejściu w życie rozporządzenia – zaoszczędzi 7 mln zł rocznie. Znacznie większe oszczędności przyniesie redukcja zatrudnienia na stacjach. Choć resort twierdzi, że nowelizacja prawa nie będzie miała większego wpływu na rynek pracy, to nie ma wątpliwości, że nie obejdzie się bez zwolnień. Koncerny nie chcą o tym mówić głośno, ale pracę może stracić nawet kilka tysięcy osób. Eksperci prognozują, że w ciągu kilku lat samoobsługa będzie dostępna na mniej więcej 50% stacji w kraju. Gdyby w każdej z tych placówek zwolniono jedną osobę, na bruk trafiłoby ponad 3500 pracowników. Jednak nie wszyscy operatorzy będą zwalniać. „Klienci wciąż będą potrzebowali pomocy przy tankowaniu LPG, dlatego z pewnością nie zaniechamy obsługi przy dystrybutorach” – zapewnia Piotr Mischker z Lotos Paliwa. JAKIE BĘDĄ KORZYŚCI RYNKOWE Z SAMOOBSŁUGI? Można przypuszczać, że wprowadzenie proponowanych zmian umożliwi ograniczenie cen LPG – twierdzą w resorcie gospodarki. Faktycznie, jeszcze parę miesięcy temu branża zapowiadała, że dzięki nowym przepisom autogaz potanieje o 5–10 gr na litrze. Dziś żadna z sieci nie mówi już tak wyraźnie o obniżkach. „O wpływie zmian na ceny LPG decydować będą czynniki rynkowe, a szczególnie otoczenie konkurencyjne” – podkreśla Beata Karpińska z biura prasowego Orlenu. Przecena jest jednak realna. „Ponieważ samoobsługa obniży koszty operacyjne, można spodziewać się pozytywnego przełożenia na cenę” – dodaje Dorota Adamska z BP. Na pewno spadku cen nie będzie widać od razu po wprowadzeniu nowych przepisów, bo dostosowanie się do nich będzie wymagać od koncernów kosztownych modernizacji dystrybutorów LPG. Krystyna Antoniewicz-Sas ze Statoil Fuel & Retail Polska szacuje, że koszt wdrożenia niezbędnych rozwiązań na każdej stacji sięgnie kilku tysięcy złotych. To oznacza, że operatorzy tylko w tym roku na modernizacje wyłożą około 5 mln zł. Na dostosowanie się do nowych przepisów wydadzą grubo ponad 10 mln zł. W przyszłości zaś proponowane przez resort gospodarki zmiany w przepisach o zapasach obowiązkowych podbiją ceny LPG. Jak ustaliliśmy, jeszcze w tym roku samoobsługa przy tankowaniu autogazu będzie możliwa na ponad 1500 stacji. Paradoksalnie nie będzie można z niej jednak skorzystać w punktach bezobsługowych, bo według nowego prawa w każdej placówce oferującej LPG musi być pracownik, który pomoże kierowcy w tankowaniu. gazetaprawna.pl Inter national LP G & CNG & L NG ma ga zin e GREENHOUSE GASES: 2011 emissions lower than previously estimated G REENHOUSE GASES FELL BY 3.3 % IN THE EU IN 2011, LEADING TO THE LOWEST LEVEL OF EMISSIONS IN REPORTS GOING BACK TO 1990. THE DECREASE IN 2011 WAS ALSO THE THIRD LARGEST OVER THIS PERIOD, ACCORDING TO OFFICIAL DATA COMPILED BY THE EUROPEAN ENVIRONMENT AGENCY (EEA) AND REPORTED BY THE EU TO THE UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE (UNFCCC). The European Union’s total greenhouse gas emissions in 2011 were 18.4 % below 1990 levels, according to the EU greenhouse gas inventory. When international aviation is included, in line with the climate and energy package, greenhouse gas emissions fell 17 % in the EU since 1990. Jacqueline McGlade, EEA Executive Director, said: “The greenhouse gas emissions cut in 2011 is good news, however, it was largely due to a warmer winter. Nonetheless, the EU is making clear progress towards its emission targets. There was an increase in consumption of more carbonintensive fuels such as coal, while hydroelectricity production and gas consumption decreased. If Europe is to achieve the transition towards a lowcarbon society, it will need sustained investment in technology and innovation.” WHY WERE GREENHOUSE GAS EMISSIONS LOWER? The 2011 emissions decrease was largely due to a milder winter in 2011 compared to 2010, which led to a lower demand for heating. The officially reported 2011 emissions were 3.3 % lower than the previous year, while the EU experienced a 1.6 % growth in GDP. The reduction in emissions is larger than EEA’s estimates published last year, because the extent of the reduced heating demand only became apparent when complete and final energy data became available. The highest emissions reductions were from homes and commerce. 28 OTHER FINDINGS Almost two thirds of the emissions reduction in 2011 came from the United Kingdom, France and Germany. The largest increases in the absolute volume of emissions were in Romania, Bulgaria and Spain. Fossil fuel consumption decreased by 5 % in the EU. However, the average carbon intensity of the fossil fuels used increased, with solid fuel consumption, such as hard coal and lignite, rising by almost 2 % between 2010 and 2011. Liquid fuel consumption decreased by 4 % and natural gas consumption fell by almost 11 %. Biomass combustion increased by less than 1% in EU-27 in 2011. Consumption of energy from renewable sources had the second largest decline of the last 21 years in percentage terms, mainly due to significantly lower hydroelectricity production. Wind and solar, however, continued increasing strongly in 2011. Nuclear power’s contribution to electricity also declined in the EU in 2011 compared to 2010, mainly due to closure of power plants in Germany, according to Eurostat energy data. Road transport emissions continued to decline in 2011 for the fourth consecutive year. In contrast, emissions from international aviation and shipping increased in 2011. EARLY INDICATIONS OF 2012 FIGURES Official total EU greenhouse gas emissions inventory data submitted to the UNFCCC are only available up to 2011. However, there other EU emission data sets which provide an increasingly complete picture of emission changes in 2012: Verified greenhouse gas emissions in sectors covered by the EU Emissions Trading System (EU ETS, covering approximately 40 % of total EU greenhouse gas emissions) fell by 2% between 2011 and 2012; Early estimates published today by Eurostat and based on monthly energy statistics of carbon dioxide emissions from fossil fuel combustion (covering approximately 80% of EU total greenhouse gas emissions) also point to a 2.1 % decrease between 2011 and 2012; In early autumn, the EEA will publish the Approximated EU Greenhouse Gas Inventory, covering total EU emissions for 2012. This report will cover emissions of all gases from all major sectors reported under the UNFCCC. The report will be used by the EU to assess current progress towards emission targets; The official EU greenhouse gas inventory for 2012 will only become available in late May 2014 and will be officially submitted to the UNFCCC by the EU. Nie każdy wie, że ten samochód produkowany jest w Polsce, podobnie jak napędzający go motor, wyróżniony niedawno przez międzynarodowe jury tytułem Ekologicznego Silnika Roku 2013. Niewiele więcej, bo 3,68 m3 /100 km zużywał Opel Zafira OPC, którego zbiorniki napełniono z przydomowej instalacji gazowej po 2,28 zł za m3 (cena podana przez cng.auto.pl). Jednak do oficjalnej klasyfikacji przyjęto cenę gazu na stacji PGNiG - 2.87 zł /m3. W sumie Lancia zużyła na całej trasie mniej gazu o 2,21 m3 od Zafiry i o 3 m3 od drugiego z Opli – małego furgonu Combo. 34 W grupie aut CNG były jeszcze dwa samochody dostawcze : Fiat Ducato 3.0 Natural Power CNG i Mercedes Sprinter NGT. THE MILLIONS OF DOLLARS INVESTED IN RECENT YEARS IN REFUELLING INFRASTRUCTURE HAVE BEEN DRIVEN LARGELY BY FLEET OPERATORS. YET THE HIGH-HORSEPOWER REQUIREMENTS OF THE MARINE, DRILLING, MINING, RAILROAD AND E&P INDUSTRIES ARE ALSO LOOKING TOWARDS LNG AS A FAVORABLE ALTERNATIVE TO DIESEL. In terms of distribution, many utility companies are investing large sums in trying to stimulate the LNG market, which they see as being an important source of future revenue. Yet despite all this increasing support, demand and investment, there is a severe lack of suffcient small-mid scale LNG production facilities to support the huge amount of LNG needed for these markets to grow. 5 SPEAKERS GAVE US THEIR THOUGHTS ON CURRENT AND FUTURE OPPORTUNITIES AND CHALLENGES FACING THE LNG INDUSTRY RIGHT NOW: Doug Clark - President of Metropolitan Utilities District, a natural gas and water distribution company which services the metropolitan area around Omaha, Nebraska, supplying around 600,000 customers over an area of 220 square miles. Peter Tumminello - Executive Vice President of wholesale services for AGL Resources, the largest natural gas-only utility company in the US. Between its six gas utilities, which include Atlanta Gas Light and Chicago’s Nicor Gas, AGL has around 5 million residential gas customers. Dale Lewis - Director of Strategic Analysis at the transportation company CSX, owner of a railroad network in the eastern United States which operates around 21,000 miles of track and has connections to the western railroads and a presence at dozens of ports. Charles Musgrove - Vice President of Dillon Transport Inc., a bulk haul tanker transport company, which is a leader in the temperature sensitive transport industry. Having grown and expanded its footprint in recent years, 38 it now operates around 450 trucks mainly in the Midwest, East and South-Eastern United States. Scott M. Lavery - West Region Vice President of automotive engineering, fleet operations and maintenance for UPS, the global package delivery and logistics company. Responsible for a fleet of 25,000 vehicles which cover 3.1 million miles per day throughout the western 16 States. WHAT DREW YOU TO LNG AS A FUEL? D. Lewis: American freight railroads began evaluating natural gas as a locomotive fuel in the early 1960s. The roads, and engine manufacturers, experimented with both CNG and LNG in the 1980s and 1990s. The work did not generate compelling results, and were performed without a clear window into future (Tier 4) environmental regulations. Today, EPA emissions regulations are clear, so locomotive builders are able to evaluate diesel versus gas in the context of the regulatory framework. At the same time, natural gas prices have declined to the point that there can be a significant savings per gallon of fuel. S. M. Lavery: UPS is always looking at alternative fuels, as part of our sustainability mission statement for one. For our heavy class-8 tractors, LNG has had the promise of giving us a range of upwards of 500 miles for our over-the-road class 8 tractor trailers. So LNG, as opposed to CNG, gave us the range we needed for our tractor trailer operations. We see price as part of the attractiveness as well. And of course the environmental side goes along with our sustainability mission statement. Ch. Musgrove: We got involved in the energy sector in Texas because of fracking, as we were servicing the oil fields there. From that we got interested in natural gas after hearing about all the gas they found in Texas, so we started looking into it. Our owners saw it as a great solution for getting away from our dependency on foreign oil, and away from the price volatility of diesel. So we went out to California, saw what they were doing at the port, and wanted to figure out how we could move that model into some of the work that we do -which is obviously a little different – but we felt that we could find a good fit for natural gas as it’s cheaper, cleaner and domestically produced. We wanted to figure out how to make that solution work. WHAT ARE YOUR PLANS IN THE NEXT FEW YEARS TO UTILIZE LNG? D. Lewis: In the near term, we are modeling an LNG rail network, thinking through safety processes, communicating with locomotive builders, identif ying market-based risks, evaluating our fuelling infrastructure and developing a comprehensive economic analysis. Is likely that we would do our first operational tests with a yard or local engine. It is important to keep in mind that switching to LNG for a part of a rail network requires billions of dollars of capital for locomotives, tenders, fuel tankers, liquefaction plants and fuelling terminals, while requiring us to design a locomotive network that supports efficient operations. S. M. Lavery: We have plans to continue to incrementally increase the size of our fleets and expand LNG into new locations where infrastructure that meets the needs of our network is already in place. Wherever the infrastructure is increased, it allows us to look at more areas, and we’re moving into areas where infrastructure is going into place right now. Ch. Musgrove: Our goal is to continue to convert our diesel fleet over to natural gas. I by no means think that we’ll be 100% LNG in, let’s say, the next 4 or 5 years, but we will continue. By the end of next year I think we’ll be at 25% of our fleet running on natural gas, and if we continue to convert I can see us getting to 50% of our fleet running on natural gas in the next 3 to 5 years. WHAT FUTURE SUPPLY WILL YOU NEED TO BE ABLE TO SUPPORT YOUR PLANS? D. Lewis: Outside of rail equipment and rail terminals, the LNG liquefaction plant network is critical. Getting the right-sized plants, at the right distance from their customer locations, can have significant value for both the producers and the consumers of LNG. In the U.S., heavy trucks and locomotives consume about 36 billion gallons of diesel per year. To make an industry-wide impact, LNG production for domestic freight transportation would have to develop significantly. Today’s domestic liquefaction plants produce less than one-half of 1% of the LNG needed to convert a significant share of the diesel fleets. To provide LNG fuel that could displace one-third of the diesel currently used in locomotives and heavy trucks would require construction of at least 100 small to mid-scale production facilities. S. M. Lavery: As far as future supply is concerned, the LNG infrastructure network is being expanded. We use whatever supply partners are out there now. To date, we use regional supply partners in the areas where we have our fleets. The number of supply partners available is increasing – the list of companies out there is continuing to expand. We’re going to evaluate our LNG supply as we move forward. Ch. Musgrove: I’m not really too concerned about the supply itself. I think it’s pretty plentiful, although demand hasn’t caught up with supply. It’s more about getting the supply infrastructure in the right spot. Obviously liquefaction capability is going to be an issue if you’re using LNG. There isn’t a lot of liquefaction equipment sitting around in the US right now. But I think that there are plans for people to bring on additional capacity there - that will have to happen as more fleets switch over to LNG. P. Tumminello: AGL established an unregulated affliate, our wholly-owned subsidiary Pivotal LNG, to really be the commercial driver in the market. It was established to go to the market for outreach, to go to the market to communicate the benefits of LNG from a variety of perspectives: from a cost perspective; from an environmental perspective with lower emissions; from a safety perspective; and from a domestic fuel supply perspective. We believe we’re one of a subset of leaders in this new LNG supply industry. We’ve been selling LNG to the drilling market – drilling contractors have converted some of their rigs to be able to use LNG to power their rigs instead of diesel. We’ve provided LNG to the trucking market that’s just emerging, and we’ve provided LNG to other niche markets, primarily in the south east where our plants are located. We’ve been active in serving the market with LNG on a commercial basis over the last several years. It’s still small, but setting up this new subsidiary, Pivotal LNG, is the framework upon which we hope to build a growing market presence in LNG. END NOTE From our interviews, it’s clear that there’s certainly no lack of major investment going into LNG today. Transportation and logistics end users like UPS, Dillon and CSX are all betting on LNG as a long-term fuel, and utilities – some with unused LNG capacity – are already capitalising on that demand. Two things in particular stand out from the responses given by these industry insiders. One is that there’s a general cautious optimism that technological challenges can be overcome, while the second is that the price differential between diesel and LNG is not going to go away any time soon. For road transport companies, in terms of getting the right engine unit to clock up some serious mileage, it seems there’s no replacement for displacement. New high-capacity LNG engines will be coming onto the market soon, and might just prove the turning point for trucking firms, providing the right solution at the right time. The technological problems facing railroads and other high-horse power applications might be more of a challenge, however – but this area of the market might just be the one to watch in the future. ON 1 APRIL 2013, ON THE OCCASION OF 20TH ANNIVERSARY OF THE COMPANY, THE VISITORS INVITED BY THE ADDITIVE SPECIALIST TO BUCHHOLZ IN LOWER SAXONY, COULD LEARN THAT ERC MEANS MORE THAN JUST ADDITIVES TO LPG CARS. The General Manager Dr. Eng. Thomas Reynolds reviewed once again the history of the medium-sized company, which was run in the best Hanseatic tradition. The balance sheet data are impressive and emphasize that one really understands his craft: the number of employees increased from 17 at a time of establishment to 105 in 2013. During the first year only 3.6 million euros in sales were achieved, while by 2012 the company had a turnover of 27 million euros. ERC owns now subsidiary companies in the Czech Republic, Poland and India and is pursuing further growth. The turnovers, of course, were not generated exclusively from the sales of LPG additives, but from the entire product range, which includes “additives for process optimization and emission reduction of fossil and biogenic fuels as well as burners for liquid and gaseous fuels and denitrification plants based on catalytic and non-catalytic processes”, as it describes the company brochure. In short, whenever something is burned or heat is generated, no matter whether in domestic boilers, power plants or waste incineration plants, ERC additives and burners ensure that this process continues as environmentally friendly as possible. It is obvious that the thus gained know-how can, of course, be also applied to the valve protection of LPG vehicles. Right from the start, a group of automotive additives had been brought to life, which in the meantime could be found with different labels on the shelves of most reputable companies in the automotive industry. “We’ve created everything from our own innovativeness” added Dr. Eng. Thomas Reynolds. ERC proceeds innovatively also in the LPG sector. The additive specialists from Buchholz have been researching new solutions for a long time: additives both for direct injection and port injection units as well as for gas systems, which inject the gas directly in the liquid phase at pressures up to 250 bar are equally thoroughly tested as substances to clean the gasoline injectors. They are working currently even on solutions for already known issues in the diesel mixed operation mode. One thing is certain, in any case: Whenever ERC releases a product for the market, it is first thoroughly tested and subjected to load. This also applies to LPG additives.
