1. Preresiquites:
Basic knowledge of management. Knowledge of the legal basis and principles of public administration.
2. Description of learning outcomes:
The primary purpose of teaching is to familiarize the concepts and understanding of the processes related to
disaster management; Basic knowledge of the range of crises, emergencies, tasks and competences of public
administration, principles and phases of crisis management, crisis management plans. Preparation to "look"
for security as a condition, which can design and perform calculations, simulations, analysis.
Presentation of the practical aspects of crisis management. Analysis of the crisis management system. The
basic scope of knowledge concerning the construction of crisis management plans. Creating a safety net as
one of the elements of the plan About managed crisis. Analysis of functional attachments. Analysis of the
entities responsible for emergency management at the various levels of government.

course of events that threaten the safety of civilian crisis
management terms.
The student should have the ability to observe,
understand and analyze social phenomena (nontechnical aspects) in the context of local and global
threats and crisis management.

and the potential impact of threats. During the
development of documentation regarding risks apply
acquired knowledge.

Crisis management systems in the Polish and European
countries.
Diagnosis legal and organizational aspects of crisis
management. The role of public administration and services in
the system.
The process of planning and organizing. Structure and
functions of teams and crisis management centres.
The structure of civil protection in Poland. Phases of disaster
management. Principles of crisis management. Interaction
civilian structures with the Armed Forces of Poland. The
human factor in crisis situations.
Dependency management services, fire and inspections.
Methods for determining the institution leading, coordinating
and support. The tasks of crisis management teams, their
competence and abilities.
The validity and effectiveness of decision-making and singleresponsibility. Cooperation between the administrative levels.
Functions for the protection of critical infrastructures.
Crisis management plans. Creating a safety net as one of the
