With the social clause, the ‘tenderer selected’ must take actions to promote employment. Objective to offer on-the-job experience (as worker or as trainee) to unemployed persons. Those unemployed persons would then have better chances on the regular job market. Social clauses Decision of the Council of Federal Ministers 9/11/2001 For every procurement above 275.000 EUR and during more than 60 days The ‘tenderer selected’ must hire an additional 5% of the total payroll of the procurement - Regular workers (not trainees) - Have work experience - Hired for the procurement Market reservation • Market reservation: Reserve a procurement to social economy enterprise - Social integration enterprises under EU thresholds - Sheltered workshops above the EU thresholds Take care: Before launching the procedure, make sure there are SE enterprises producing the goods or services of the procurement Conclusions - Political context - Follow-up - More awareness raising for public authorities - Coordination of the policies - Information and training of the sector - Tackle stereotypes Questions ?
