N.E.S.T. New Europe with Stronger Ties Newsletter styczeń 2014 nr 5 Zaczynamy nowy rok 2014 z N.E.S.T. jubileuszowym (choć dopiero piątym) numerem Newslettera. Ten rok przynosi nam wiele nowych wyzwań, z którymi oczywiście poradzimy sobie bez problemu. Te wyzwania to na przykład trzy spotkania robocze za granicą: we Włoszech (już w marcu), na Łotwie (maj) oraz w Hiszpanii (jesień). Ponadto na przełomie września i października będziemy gościć dużą grupę nauczycieli ze wszystkich szkół partnerskich. Strona internetowa projektu (adres widoczny m.in. w prawym dolnym rogu strony) ostatnio wzbogaciła się o publikowane już w poprzednich Newsletterach tekstów piosenek o stworzeniu świata oraz o małą “próbkę” tego jak będzie wyglądać nasz multimedialny słownik angielsko-polski. Spain ditions also differ significantly between regions. ********** Spain, or rather the Kingdom of Spain, is situated on the Iberian Peninsula and borders the Bay of Biscay to the north, France and Andorra to the north east, the Mediterranean Sea and Gibraltar (the UK) to the south, Portugal and the Atlantic Ocean to the west. Apart from the mainland, the Spanish territory also includes the Balearic Islands and the Canary Islands. Spain is divided into 17 autonomous regions, each of them is distinguished by its unique character, language and administrated by its own government. Continental Spain is mainly high plateau but passing across the country its landscape changes considerably. From the flat plain of the Guadalquivir River to the peaks of the Pyrenees, from the bare mountains of Almeria to pine-forested hills of Galicia. Not to mention a wide array of beaches – rocky ones underneath massive cliffs (Cabo de Gata-Níjar Nature Reserve), gravel or sandy stretches of land lined with coconut palms. Along with the scenery, local habits, customs and tra- Las Fallas Las Fallas is a traditional festival held from 15 to 19 March in Valencia and is celebrated in honour of Saint Joseph – the patron of carpenters. The carpenters deserve special mention here as they gave birth to Las Fallas. The festival was initiated by a guild of carpenters who, on the eve of the patron’s day, used to clean their workshops. All chips, lumber leftovers were burned in anticipation of summer. Over time, rough piles of wood were replaced with creatively shaped satirical monuments. * Giants (carnival figures with grotesque heads). Some young people decided to join the parade as they wanted to participate too. They met with a refusal of the Giants, and suddenly a big struggle broke out. By chance , there was a vegetable stand with daily fresh produce. Young people who participated in the fight took tomatoes from the stall and began to throw them at enemies. The “victims” responded the same way. Burning the monuments is not the only attraction. Everyday, at 2 pm a crowd comes to the Town Hall Square where the Fallera Mayor (the queen of Las Fallas) orders the beginning of the daily mascleta – a firecrackers performance. At midnight a fireworks display illuminates the sky of Valencia and attracts a million witnesses around the old Turia riverbed. San Fermin Pamplona Bull Run is a festival that takes place in Navarre and is held in honor of Saint Fermin – the patron of Navarre. In fact, it derived from two unrelated medieval events: religious and secular. The former refers to cere- La Tomatina La Tomatina is a festival of the world-wide recognition but hardly anyone knows its origins. The celebration, which takes place in August in Bunol, (Valencia), is in fact a tomato fight where people throw tomatoes. One theory says that the Tomatina started in 1945 in the town square where a huge crowd gathered to witness a parade of monies honoring the saint, which were transferred from October to July when the weather is better. The latter one concerns fairs organized at the beginning of summer. At that time, farmers coming to the town with their animals couldn’t find a better form of entertainment than bullfighting. Bullrunning appeared in the 17th century and became an inherent part of the celebration. CHEŁM It is a city in eastern Poland with 67,702 inhabitants. It is located to the south-east of Lublin, north of Zamość and south of Biała Podlaska, some 25 kilometres from the border with Ukraine. Since 1999 it is located in the Lublin Province. The city is of mostly industrial character, though it also houses numerous notable historical monuments and tourist attractions. Chełm gives its name to the protected area known as Chełm Landscape Park, which lies to the north and east of the city. The first traces of settlement in the area of modern Chełm date back to at least 9th century. The following century a Slavic fortified town was created there and initially served as a centre of pagan worship. The etymology of the name is unclear, though most scholars derive it from the Slavic root helm or holm denoting a flat hill. In fact the town's centre is located atop of such hill called góra chełmska in modern times. However, there are also theories deriving the name from some Celtic root. In 981 the town, then inhabited by the Eastern Slavic tribe of Buzhans, was made a part of Kievan Rus', along with the surrounding Cherven Towns. According to a local legend, it was Vladimir the Great to build the first stone castle there in 1001 following the Polish capture of Kiev in 1018 the region for a short time was made part of Poland, but returned under Kievan rule in 1031. In 1235 Danylo Romanovych of Halych granted the town a city charter and moved the capital of his domain there. He also built a new castle atop the hill in 1240 and created an Orthodox bishopric there (now the Basilica of the Birth of the Virgin Mary). Until 14th century the town developed as part of that state and then as part of the short-lived Princedom of Chełm and Bełz. In 1366 king Casimir III annexed the region to Poland and created a Catholic bishopric there. On 4 January 1392 the town was relocated and Magdeburg Law was granted with vast internal autonomy. The Chełm Chalk Tunnels are a system of tunnels dug into the chalk under the city of Chełm in eastern Poland. The tunnelling was begun in the Middle Ages for chalk extraction but was discontinued in the 19th century. The underground tunnels also served Chełm's inhabitants as shelters during raids, wars and pillage. The system is now open solely for tourists. In total, the network of tunnels stretch for around 15 kilometres. The Chełm Chalk Tunnels are unique in Europe and even the world. EuroCiekawostki... EUROPEJSKI TRYBUNAŁ OBRACHUNKOWY Trybunał powstał w 1975 roku. Jego siedzibą jest Luksemburg. Zadanie Trybunału polega na sprawdzaniu, czy fundusze UE, pochodzące od podatników, są właściwie pozyskiwane i wydawane zgodnie z prawem, w sposób gospodarny i na zamierzone cele. Jego misja sprowadza się do zapewnienia podatnikowi optymalnej jakości za uczciwą cenę. Trybunał jest uprawniony do kontroli każdej osoby lub organizacji, dysponującej środkami unijnymi. W skład Trybunału wchodzi po jednym członku z każdego państwa Unii. Członkowie są mianowani przez Radę na sześcioletnią, odnawialną kadencję. Członkowie wybierają spośród siebie Prezesa na trzyletnią, odnawialną kadencję. Głównym zadaniem Trybunału jest kontrola właściwego wykonania budżetu UE - czyli zapewnia on prawidłowość i zgodność z prawem wszystkich wydatków Unii oraz należyte zarządzanie finansami. Działania Trybunału przyczyniają się zatem do zapewnienia skutecznego i przejrzystego funkcjonowania systemu unijnego. Jedną z kluczowych funkcji Trybunału jest wspomaganie Parlamentu Europejskiego i Rady poprzez przedkładanie im corocznego sprawozdania z kontroli finansowej za poprzedni rok budżetowy. Przed podjęciem decyzji dotyczącej zatwierdzenia wykonania budżetu przez Komisję, Parlament szczegółowo analizuje to sprawozdanie. Trybunał, po odpowiedniej weryfikacji, przedkłada również Radzie i Parlamentowi poświadczenie wiarygodności potwierdzające prawidłowość wykorzystania pieniędzy podatników europejskich. ****** Rok 2013 został ogłoszony przez Parlament Europejski "Europejskim Rokiem Obywateli".
