ICNP STRATEGIC ADVISORY GROUP
(SAG) MEETING 21 SEPTEMBER 2010
The ICNP SAG, chaired by ICN CEO
David Benton, meets annually to review
the ICNP Programme and make
recommendations for the future, based
on ICN’s commitment to ensuring quality
nursing care for all and sound health
policies globally. For nearly 20 years, the
ICNP Team has analyzed its work and
interface with numerous entities globally
in the areas of standard terminologies,
quality improvement, health information
systems, telenursing, telehealth, and
eHealth. Although the early years of the
ICNP Programme focused on technical
development of ICNP, more recently
efforts have moved toward
implementation of ICNP.
With the advancement of the electronic
health record, SAG members and other
partners have called on ICN to embrace
an ICN eHealth Programme, as part of
our continued focus on ICNP. This will
further help to place ICN on the global
stage of eHealth in all of its
manifestations. The new Programme will
support coordination of nursing-related
technological issues that ICN deals with,
and strengthen ICN’s representation of
the nursing domain in health care
education, research and delivery that are
all increasingly embedded with and
dependent upon technology for access
and quality outcomes.
As the eHealth Programme evolves, the
ongoing programme plan for ICNP and
Telenursing will influence this
development, as essential components of
eHealth activities. Strategic goals and
their respective objectives are under
review and will be disseminated on the
ICN website and at the ICN Conference
in Malta. We believe that more synergy
will result from this comprehensive and
realistic approach to advance healthcare
and professional nursing practice. We
look forward to your feedback and ideas
regarding the ICN eHealth Programme.
ICN CONFERENCE 4-7 MAY 2011
VALLETTA, MALTA
This ICN Conference will present
evidence demonstrating how nurses, as
key members of the health services
team, promote and contribute to quality
and accessible health care. The
Conference will provide opportunities to
disseminate nursing knowledge and
leadership across specialties, cultures
and countries. The three ICN pillars –
Professional Practice, Regulation and
Socio-economic Welfare – will frame the
scientific programme and the dynamic
exchange of experiences and expertise.
Please note that the ICN Conference in
Malta has limited hotel and conference
space. You should register for the
meeting and make your hotel reservation
as early as possible. The early
registration deadline is 31 January 2011.

ICNP 2011 RELEASE (VERSION 3)
The 2011 release of ICNP represents a
relatively small step in the terminology’s
evolution. The underlying structure is not
significantly changed. For example, the
7-axis model stays the same, with no
major reorganisation within the axes. And
there are relatively few additions; 110
diagnostic terms and 188 interventional
terms have been added - the kind of
numbers you would expect from a
flexible, responsive and dynamic
terminology such as ICNP.
We know that nursing practice changes
over time, with new interventions being
introduced, ineffective practices being
abandoned, and better ways to
characterise health-related phenomena
being found. We should also therefore
expect the language describing nursing
practice to change incrementally over
time, even if the change may be
inconvenient.
In 2005, systems and processes were put
in place by ICN to ensure that ICNP
would evolve with minimal disruption to
users, translators, implementers and
researchers. ICN continues to refine the
supporting systems and processes. In
2010, for example, the processes to
support translation of ICNP were
simplified and harmonised, to ensure that
any future translations could build on
work already carried out rather than
starting from scratch with each new
release. While a great deal of effort is still
needed for development and ongoing
maintenance, the relative stability of
ICNP allows a stronger emphasis on
implementation and use in care settings.

ICNP is not merely an interesting
academic exercise; it is an important tool
to help nurses across the world leverage
information for the benefit of those in their
care. ICN is committed to supporting
nurses in their use of ICNP.
TWO NEW ICN-ACCREDITED ICNP
RESEARCH & DEVELOPMENT CENTRES
IRAN The ICN-Accredited Centre for
ICNP Research and Development of the
Iranian Nursing Organization is located in
Tehran, Iran. The mission of the Centre
is to identify concepts for nursing in Iran,
and for these concepts to be either given
existing ICNP codes or added as new
concepts to ICNP. The Centre will also
cooperate with ICN & other ICNP
Research & Development Centres, as
part of the ICNP Consortium, in the use
of ICNP concepts in nursing practice and
continuing the development of ICNP.
PORTUGAL The ICN-Accredited Centre
for Information Systems Research and
Development in Porto, Portugal
operates within the mission and goals of
the Nursing College of Porto and is an
active constituent of the College
Research Unit, relating with all the
projects within its scientific and
pedagogic areas. Through the College,
the Centre cooperates closely with the
Ordem dos Enfermeiros (ICN member).
There are three main research
programmes: (1) In ICNP domain,
research guides the cultural validation of
the nursing classification, the increase of
the clinical application of ICNP and the
terminology dissemination; (2) in Nursing
Information Systems, research is
focused in conceptual development of the
systems, using ICNP V2 as part of an
integrated EHR, to improve the quality
and continuity of patient care; and (3) in
Nursing Education, the main focus is
the use of ICNP as a standardized
terminology in academic curricula and in
post-graduate and continuing education
programmes.
Major goals of the Portuguese Centre for
the next four years are:
To develop catalogues using the
ICNP V2, to improve nursing care
quality in the dimensions of
“management of therapeutic
regimen,” “long-term care,” “self-care
dependency,” and related “family
member caregiver role”;
To implement e-learning as a
resource for the dissemination and
use of ICNP V2;
To develop a Nursing Information
Systems Master’s Program (at this
moment, the School has a PostGraduate course in Nursing
Information Systems).
These research programmes seek to
address major questions for nursing as
part of contemporary health systems. We
are concerned with finding out how
nursing care makes the difference, the
ways that nurses develop professionally,
and how they view their work.
ICN-ACCREDITED CENTRE FOR ICNP
RESEARCH & DEVELOPMENT AT THE
MEDICAL UNIVERSITY OF ŁÓDŹ.
The Centre in Poland was established in
2009 and has since been busy
disseminating ICNP in conferences
throughout Poland, including Lublin,
Biała, Podlaska, Szczecin, Bydgoszcz,
Rzeszów, and Warsaw. The Centre is
involved in employee training at the
Medical University of Łódź and teaching
the students about ICNP. The Centre has
nearly completed the translation of ICNP
Version 1.1.
ICN-ACCREDITED CENTRE - FLINDERS
UNIVERSITY RESEARCH PROGRAM FOR
DISASTER NURSING CENTRE
Since March 2010, Centre projects have
included (1) establishing a unified
glossary of terms related to disaster
nursing and health; thus far, 65 different
glossaries have been identified; (2)
undertaking a bibliometric analysis of
disaster nursing and health terms as
identified in the unified glossary;
preliminary results of the bibliometric
analysis were presented at the Asia
Pacific Emergency and Disaster Nursing
Network (APEDNN) forum ( Auckland,
New Zealand; November 2010); and (3)
surveying the inclusion of disaster
nursing competencies in a nursing
baccalaureate undergraduate degree in
Australia, with a manuscript of the results
in preparation for publication. The Centre
has hosted a number of national and
international visitors. Professor Kim
Usher (James Cook University, Cairns,
Australia); Professor Julita Sansoni (La
Sapienza University, Rome, Italy); and
Professors Marvin Birnbaum and Kris
Gebbie, and Ms Elaine Daily, from the
World Association for Disaster and
Emergency Medicine (WADEM). All are
now collaborating in various research
endeavours currently underway within the
ICNP centre.
ICNP VERSION 2 TRANSLATIONS
Korea The Korean ICN-Accredited
Centre for ICNP Research &
Development sponsored the translation.
Members of the Centre include
participants from Inha, Kyunghee,
Kyemyung, Catholic and Seoul National
Universities, and from Seoul National
University Hospital. The Korean Society
of Medical Informatics and the Korean
Nurses Association are also linked with
the Centre.
Portugal The Ordem Dos Enfermeiros
sponsored the translation of ICNP V2.

The International Classification for

attends the annual Spring FDC meeting
and Fall FIC meeting.

IHTSDO AND ICN
ICN and IHTSDO continue work on
operationalising the Harmonisation
Agreement, signed in March 2010, with
the intent of ensuring that nursing
requirements are adequately captured
within SNOMED CT. In addition to
harmonizing ICNP and SNOMED CT,
ICN provides international representation
for nursing practice to IHTSDO.
