W 1274 r., po stłumieniu ostatniego powstania pruskiego, rozpoczęła się migra cja ludności - Pomezan i Słowian z Zie mi Chełmińskiej. W 1329 r. komtur Luter z Brunszwiku nadał osadzie prawo loka cyjne. Tak powstała Ostróda, która od tego momentu zaczęła rozwijać się jako ośrodek handlu i rzemiosła. W latach 1349-70 zbu dowany został zamek z kamienia i cegły. Prussian tribes inhabited the area around Ostróda before Christianity came to the re gion. In the early 12th c., because of the invasion of Bolesław Krzywousty, the tribes were almost wiped out. However, it was the Teutonic Knights’ Order who actually con quered the land and completely annihilated its people. In 1274, after the last wars against the Prussian tribes, the migration of Slavs and Pomezanie people from the Land of Chełmno occurred. In 1329 the local Order commander, Luter of Brunswick, granted the village the location act, thus founding Ostróda that started at once developing as a centre of commerce and handicraft. In 1349-70 a castle of stone and brick was built. In der Zeit vor dem Christentum wur de die Gegend des heutigen Kreises von preußischen Stämmen bewohnt. Anfang des 12. Jh. erlitten sie infolge der bluti gen Aufmärsche des polnischen Königs Bolesław Krzywousty bedeutende Men schenverluste. Jedoch zu ihrer völligen Vernichtung trug der Orden der Heiligen Maria bei. Im Jahre 1274 begann nach der Unterdrückung des letzten preußischen Aufstands die Völkerwanderung - Pomeza ner und Slaven - von Ziemia Chełmińska (Kulmischer Boden). 1329 verlieh der Komtur Luther von Braunschweig der Siedlung das Lokationsvorrecht. Auf die se Weise entstand die Stadt Ostróda, die sich seit diesem Moment als Handels- und Handwerkszentrum entwickelte. In den Jahren 1349-70 wurde das Schloss aus Stein und Ziegel errichtet. Die Stadt Morąg tut sich auf etwas län gere Tradition zugute. Das Gebiet in der Gegend von der heutigen Stadt wurde Poge zania und Pomezania genannt. Bis zum 12. Jh. wurde diese Gegend von dem altpreu ßischen Stamm bewohnt. Die Stadt Morąg (ehemals Morung, Moring, Mohrungen) entwickelte sich aus der in Vorburg des Deutschritterordens gegründeten Siedlung und erhielt 1327 das Stadtprivileg. Die heutige Stadt und Gemeinde Mi łakowo liegt auch auf dem Gebiet von ehe maliger Pogezania. Miłakowo wurde im Jahre 1302 als Vorburg des Deutschritter ordens gegründet. Aus bewahrten Quellen folgt, dass sie spätestens 1315 das Stadt recht besaß. Drei Jahre vor Ostróda bekam Dą brówno das Stadtrecht. Dąbrówno ist der Sitz der am weitesten nach Norden liegenden Gemeinde des Kreises. Bevor 1326 Luther von Braunschweig das Lo kationsvorrecht verlieh, wurde von dem Kreuzritterorden die erste Burg errichtet. Er nutzte die natürlichen Bedingungen aus - Dąbrówno liegt zwischen zwei Seen - Dąbrowa Mała und Dąbrowa Wielka. Die Stadt Miłomlyn wurde zum ers ten Mal um das Jahr 1315 erwähnt. Das Stadtrecht verlieh der Siedlung im Jahre 1335 der Komtur des Deutschritterordens - Hartung von Sonnenborn. Ursprünglich wurde hier das Schloss und die Mühle aufgebaut, und später entstand die Markt siedlung Liwemühle, Liebemühle, von der der Name Miłomłyn stammte. Der Name Lukta stammt vom altpreu ßischen Wort „Lukta” ab, welches das Schilf bedeutet. Diese Pflanze war ursprünglich das Wappenzeichen. 1939 wurde das Schilf durch fünf Blütenähren ersetzt, welche die fünf nach Lukta führenden Wege sym bolisieren. Aus den bewahrten Dokumenten geht hervor, dass die Ortschaft Małdyty wahr scheinlich um 1350 gegründet wurde. Małdyty gehörte ursprünglich der preu ßischen Gutsbesitzern an. Ziemie położone w okolicach tego miasta nazywano Pogezanią i Pomez anią. Do XII w. zamieszkiwały tu staro pruskie plemiona. Miasto Morąg (dawniej Morung, Moring, Mohrungen) rozwinęło się z osady założonej u podnóża zamku krzyżackiego, otrzymując w 1327 r. przy wilej miejski. Również dzisiejsze miasto i gmina Mi łakowo leży na terenach dawnej Pogeza nii. Miłakowo zostało założone w 1302 r. jako podgrodzie zamku krzyżackiego. Z za chowanych źródeł wynika, że najpóźniej w 1315 r. posiadało już prawa miejskie. Trzy lata wcześniej od Ostródy prawa miejskie otrzymało Dąbrówno, siedziba najbardziej na południe wysuniętej gminy w obecnym powiecie ostródzkim. Zanim w 1326 r. Luter z Brunszwiku dokonał aktu lokacji, Krzyżacy pobudowali pierwszy gród, wykorzystując sprzyjające warunki naturalne - Dąbrówno powstało bowiem na niewielkim przesmyku między jeziorami Dąbrowa Mała i Dąbrowa Wielka. Morąg takes pride of its even longer heritage. Historically, the land surrounding the town was referred to as Pogezania and Pomezania. Until the 12th c. it was inhabited by Old-Prussian tribes. Dąbrówno, the seat of the southernmost commune of the present county of Ostróda, received its municipal rights from Luter of Brunswick three years earlier than Ostróda itself. W 1939 r. sitowie zostało zastąpione przez pięć pałek trzcin wodnych, symbolizu jących pięć dróg wiodących do Łukty. Z zachowanych dokumentów wynika, że Małdyty zostały założone około 1350 r., będąc początkowo osadą ziemianina pruskiego. Nazwa miejscowości pochodzi od imienia „Mandyc” lub rośliny - cykuty (w jęz. litew skim „maunda”). Miejscem znanym z podręczników szkol nych jest miejscowość Grunwald (siedziba gminy w Gierzwałdzie). Tereny dzisiejszego powiatu ostródzkie go wielokrotnie były miejscem, które pu stoszyły wojska walczących ze sobą armii (m.in. XVII w. - wojna polsko-szwedzka, XVIII w. - wojna północna, XIX w. - wojna napoleońska, XX w. - I i II wojna świato wa). Największe spustoszenie spowodowało przejście wojsk radzieckich. W styczniu 1945 r. całkowitej zagładzie uległa najstarsza za budowa Ostródy. Spalona została najstarsza część Morąga, w tym pozostałości po zamku krzyżackim z XIII w. Wskutek zniszczeń, w 1945 r. prawa miejskie utraciły: Dąbrówno, Miłomłyn i Miłakowo. Z tego grona Dąbrówno do dziś nie doczekało się przywrócenia statusu miasta. Wojna nie ominęła nawet mniej szych ośrodków. W Małdytach został zrujno wany najbardziej okazały pałac, pochodzący z końca XVII w. II wojna światowa przyniosła głębokie zmiany demograficzne. Większość Mazurów wysiedlono i już w pierwszych miesiącach 1945 r. zaczęli napływać osadnicy z Kurpiów i Mazowsza. Natomiast w latach 1947-48, w ramach akcji „Wisła”, na tereny Warmii i Mazur przywieziono tysiące rodzin Ukra ińców i Łemków. Grounds of the present Ostróda County were many times a battlefield devastated by armies in, e.g. the 17th c. - the war between Poland and Sweden, the 18th c. - the north ern war, the 19th c. - the Napoleon war, the 20th c. - World War I and II. Marches of Soviet troops resulted, however, in the most extensive damage. In January 1945 the oldest architectural development of Ostróda was completely annihilated, the oldest part of Morąg burnt together with ruins of the 13th-century Teutonic Knights’ castle. As a result of the damage Dąbrówno, Miłomłyn and Miłakowo lost their city rights. Out of the three only Dąbrówno has not regained the municipal status yet. War reached also smaller centres, e.g. in Małdyty the most impressive palace from the end of the 17th c. was ruined. World War II brought about deep de mographic changes. The native population of the land, Mazurzy, were displaced and, already in the first months of 1945, settlers from the regions of Kurpie and Mazovia started flowing into the land. In 1947-1948, within the framework of the „Wisła” action, thousands of Ukrainian and Łemek fami lies were brought to Warmia and Mazury regions. 4 kommt von dem Vornamen „Mandyc” oder von der Pflanze - Schierling (im Litauni schen „maunda”). Jh. - der Napole onische Krieg, 20. Jh. - der 2. Weltkrieg). Die größte Verheerung wurde durch den Durchmarschzug von russischen Truppen verursacht. Im Januar 1945 wurde das äl teste Gebäude von Ostróda völlig zerstört. Der älteste Teil von Morąg wurde nieder gebrannt samt Überreste der Burg des Deutschritterordens aus dem 13. Jh. Infolge der Zerstörungen verlieren 1945 die folgenden Städte ihre Stadtrech te: Dąbrówno, Miłomłyn und Miłakowo. Dąbrówno, als eine dieser drei Ortschaften, bekam bis heute die Stadtrechte nicht zu rück. Die kleineren Zentren wurden auch von dem Krieg befallen. In Małdyty wurde das prächtigste Schloss, das aus dem Ende des 17. Jh. stammte, völlig zerstört. Der zweite Weltkrieg brachte die bedeu tenden demographischen Veränderungen mit sich. Die ursprünglichen Masuren-Ein wohner wurden ausgesiedelt und Anfang 1945 strömten die Ansiedler von Kurpie und Mazowsze heran. In den Jahren 1947-48 wurden infolge der „Wisła”-Aktion auf die Gebiete von Warmia und Mazury (Ermland und Masuren) die Familien der Ukrainer und Lemkower hergebracht. Powiat powstał w drugiej połowie XIV wieku, w związku z organizacją sądów ziemskich i likwidacją podziału na kasztelanie. Z czasem starosta przeobraził się w starostę generalnego, któ rego pełnia władzy państwowej, oprócz wy dawania przywilejów, rozciągała się na całą dzielnicę lub województwo. Był też starosta grodowy zarządzający zamkiem królewskim i przylegającymi doń dobrami ziemskimi oraz sprawujący w imieniu króla władzę wykonawczą i sądowniczą w grodzie i po wiecie. Starostą „niegrodowym” zwano także dzierżawcę albo innego użytkownika dóbr królewskich. Taki szlachcic nie był urzęd nikiem i sądzić mógł wyłącznie poddanych. W Prusach Królewskich (woj. pomor skie, chełmińskie i malborskie) starostów grodowych nie było, a ich obowiązki wy pełniali wojewodowie. Inny był natomiast podział administracyjny w Prusach Ksią żęcych, gdzie zgodnie z ordynacją krajową z grudnia 1525 roku książę Albrecht von Hohenzollern, ustanowił trzy okręgi admi nistracyjne: Sambię, Natangię i Oberland (Prusy Górne), które z kolei dzieliły się na 39 starostw zwykłych i dziedzicznych. Prusy Górne obejmowały 12 starostw zwykłych: Pasłęk, Morąg, Miłakowo, Prze zmark, Miłomłyn, Ostróda, Olsztynek, Kwi dzyn, Prabuty, Nidzica, Działdowo, Szczytno oraz trzy dziedziczne: Susz, Iława i Dąbrów no. Według Leksykonu Polactwa w Niem czech Prusy Górne dzieliły się na „Polnisch Oberland” z powiatami Nibork (Nidzica), Ostróda i Szczytno oraz „Deutsch Ober land”, czyli terytorium na zachód i północ od Ostródy. Odkąd Ostróda przestała być komtur stwem na zamku zaczął urzędować przedsta wiciel księcia - starosta (niem. Amtshaupt mann, Hauptmann). Pierwszym starostą w latach 1525 - 1531 był ostatni komtur - Quirin Schlick. Starosta sprawował nad zór nad dobrami ziemskimi, sprawami ze wnętrznymi kościoła i szkolnictwem. Pod legało mu sądownictwo pierwszej instancji i administracja. Odpowiadał także za obro nę swojego terytorium, a w szczególności zamku. Starosta miał duże uprawnienia, zwłaszcza w stosunku do poddanych chło pów, mógł bowiem zakuwać ich w „hisz pański płaszcz” albo w dyby, za niepłacenie narzuconej daniny. W latach 1547 - 1575 funkcję starosty pełnił Wolf von Kreytzen, który słynął z bo gactwa, pożyczał bowiem duże sumy pie niędzy nawet samemu księciu pruskiemu. Godzi się także wspomnieć, iż w latach 1633 - 43 ostródzkie starostwo znajdowało się jako zastaw w ręku rodziny książąt le gnicko - brzeskich, której przedstawiciel Jan Chrystian - Piast linii śląskiej - przebywał w Ostródzie od 4 października 1636 r. do dnia swojej śmierci - 25 grudnia 1639 r. Na przełomie XVI i XVII wieku w staro stwie ostródzkim dobra książęce stanowiły 22 % własności ziemskiej. Obejmowały one oprócz miasta Ostródy 12 wsi, wśród któ The office of starost (Lat. capitaneus) as a royal official appeared in Poland at the turn of the 14th c. A county was established in the 2nd half of the 14th c. as a result of the organisation of district courts and abol ishing the division into castellanies. With time the office became a general starost with the scope of competencies including issuing privileges and administration over the whole district or province. There also was a municipal starost managing a royal castle with the adjoining lands and hold ing the executive and judiciary power on behalf of the king within the borough and the county. The expression „non-municipal” starost referred to a tenant or other kind of user of royal estates. Such a nobleman was not an official and could act as a judge only for his own subjects. In Royal Prussia (Pomeranian province, provinces of Chełmno and Malbork) there were no municipal starosts, and province governors (voivodes) held the same res ponsibilities in the area. However, the ad ministrative division of Ducal Prussia was different as, in the national electoral regula tion of December 1525, duke Albrecht von Hohenzollern established three administra tive districts: Sambia, Natangia and Oberland (Upper Prussia) that were in turn divided into 39 regular and hereditary starosties. Upper Prussia comprised 12 regular starosties: Pasłęk, Morąg, Miłakowo, Przez mark, Miłomłyn, Ostróda, Olsztynek, Kwi dzyn, Prabuty, Nidzica, Działdowo, Szczytno, and three hereditary ones: Susz, Iława and Dąbrówno. According to the Dictionary of Polish Custom in Germany the region of Up per Prussia divided into „Polnisch Oberland”, including counties of Nibork (Nidzica), Os tróda and Szczytno, and „Deutsch Oberland” i.e. the territory west and north of Ostróda. When Ostróda lost its status of a district within the country of the Teutonic Order, its castle became a residence of a ducal representative, i.e. a starost (German: Amt shauptmann, Hauptmann). The first starost, in 1525-1531, was the last local Teutonic Order Commander, Quirin Schlick. The starost supervised landed property, exte rior affairs of the church and the system of education. He was in charge of the courts of first instance and administration. He was also held responsible for the defence of his district and particularly, of the castle. His powers were far-reaching, especially in relation to his own subject peasants as he was entitled to use such tools of torture as „the Spanish cloak” or he could put them in the stocks if they failed to pay the levy imposed upon them. In 1547-1575 the office of a starost was held by Wolf von Kreytzen famous of his wealth as he used to lend large sums of money even to the Duke of Prussia himself. In 1633-1643 the starosty of Ostróda was pawned to the family of Dukes of Legnica and Brzezie a representative of which, Jan Chrystian, a Piast of the Silesian lineage, stayed in Ostróda since 4 October 1636 until his death on 25 December 1639. Der Landrat (Lat. Capitaneus), als Beam ter des Königs, ist in Polen um die Wende des 13. und 14. Jh. erschienen. Der Kreis entstand in der zweiten Hälfte des 14. Jh. in Zusammenhang mit der Gründung von Landgerichten und Aufhebung der Eintei lung in Kastellaneien. Mit der Zeit wurde der Landrat zum Generallandrat, dessen Fül le staatlicher Macht, außer Privilegerteilung sich über die Bezirke oder Woiwodschaft erstreckte. Es gab auch einen Burglandrat, der die königliche Burg und die dazugehö rigen Gutshöfe verwaltete und im Namen des Königs die Exekutive und gerichtliche Gewalt in der Burg und im Kreis ausüb te. Als den „nichtbürgerlichen” Landrat bezeichnete man auch den Pächter oder sonstigen Nutzer von königlichen Gütern. So ein Adliger war kein Beamter und konn te ausschließlich über Untertanen urteilen. Im Königspreußen (Województwo po morskie [Woiewodschaft Pommern], cheł mińskie [Kulm] und malborskie [Marien burg] gab es die Burglandräte nicht, und ihre Pflichten wurden von den Woiwoden gepflegt. Die administrative Teilung des Herzogtums Preußen verlief anders. Gemäß der Landesverordnung vom Dezember 1525 hat der Herzog Albrecht von Hohenzollern drei administrative Bezirke festgesetzt: Sam bie, Natangie und Oberland (Oberpreußen), die wiederum in 39 einfache und erbbare Hauptmannschaften eingeteilt waren. Oberpreußen umfasste 12 einfache Hauptmannschaften: Pasłęk, Morąg, Miła kowo, Przezmark, Miłomłyn, Ostróda, Olsz tynek, Kwidzyn, Prabuty, Nidzica, Działdowo, Szczytno und drei erbbare: Susz, Iława und Dąbrówno. Laut Lexikon des Polentums in Deutschland bestand Oberpreußen aus „Pol nisch Oberland” mit den Kreisen Nibork (Nidzica), Ostróda und Szczytno sowie aus „Deutsch Oberland”, d.h. dem Gebiet west lich und nördlich von Ostróda. Seitdem Ostróda nicht mehr Komtu rei bildete, kam auf die Burg der Vertreter des Herzogs, der Landrat (Amtshauptmann, Hauptmann) um sein Amt zu bekleiden. Der erste Landrat in den Jahren 1525-1531 war der letzte Komtur - Quirin Schlick. Der Landrat hatte die Aufsicht über die Land güter, Außenangelegenheiten der Kirche und der Schule zu führen. Es unterlag ihm das Gerichtswesen erster Instanz sowie die Verwaltung. Ferner war er für die Ver teidigung seines Gebietes verantwortlich, insbesondere der Burg. Der Landrat ver fügte über umfangreiche Berechtigungen, vor allem gegenüber leibeigenen Bauern. Er konnte sie nämlich in sog. „Spanischen Mantel” schlagen oder in den Stock legen lassen, falls sie die auferlegten Abgaben nicht bezahlten. In den Jahren 1547-1575 bekleidete das Landratsamt Wolf von Kreytzen, der durch seinen Reichtum berühmt wurde. Er lieh hohe Geldsummen, selbst dem preußischen Herzog. Od tego czasu Ostróda wraz z Pasłękiem, Miłomły nem, Miłakowem i Młynarami podlegała okręgowi w Morągu. Kolejna zmiana sposobu zarządzania kra jem nastąpiła w związku z reformą sądow nictwa (1752 r.), kiedy to w Prusach, utworzo no 7 powiatów ziemskich (składających się z kilku dawnych starostw), na których czele stanęli landraci. W wyniku nowego podziału administracyjnego Ostródę i Olsztynek włą czono do powiatu morąskiego. Od 1777 roku landratem tzw. dużego powiatu morąskiego był Andreas Leonhard Koehne-Jaski (1743 - 1813), właściciel ma jątku w Durągu (od 1780) i w Wigwałdzie (od 1785), który zorganizował w Morągu Stowarzyszenie Przyrodniczo-Ekonomiczne (1792) i uruchomił pierwszą w Prusach gorzelnię spirytusu ziemniaczanego (1802). W 1800 r. starostwo Ostróda obejmowa ło 18 wsi, w tym 1 wieś królewską (Morliny) oraz 3 majątki szlacheckie (Grabin, Worniny i Warlity). Cztery lata później rozwiązano starostwo Miłomłyn i większą jego część przyłączono do Ostródy. W 1809 r. zlikwidowano ad ministrację stworzoną w 1752 r., a w roku 1815 r. obszar (włącznie z Ostródą) podległy Rejencji w Królewcu podzielono na 20 po wiatów (landratur). Ostatecznie podział na nowe powiaty zakończono w 1818 r. W skład powiatu ostródzkiego weszły cztery miasta, tj. Ostróda, Miłomłyn, Dąbrów no i Olsztynek. Powierzchnia tego okręgu administracyjnego ulegała niewielkim zmia nom, i tak np. w 1831 roku wynosiła 1531,93 km2, natomiast w 1939 roku - 1536,26 km2. The starosty obtained a remarkable income from fishing (20-40%), propination (brewing), wood trade and milling industry. In 1723 the state administration was substituted by newly established War and Treasury Chambers. Since then Ostróda, Pasłęk, Miłomłyn, Miłakowo and Młynary were subject to the district in Morąg. Another change to the way of country administration occurred in connection with the judiciary reform (1752) when in Prussia 7 landed counties were established headed by „landrat” officials. As a result of the new administrative division Ostróda and Olsz tynek were incorporated into the county of Morąg. The introduction of the new division was com pleted in 1818. The county of Ostróda included four towns, i.e. Ostróda, Miłomłyn, Dąbrówno and Olsztynek. The area was subject to minor changes, e.g. in 1831 it totalled 1531.93 km2, while in 1939 - 1536.26 km2. Die Haupt mannschaft erzielte beträchtliche Erträge von der Fischerei (von 20 bis 40%), Propina tion (Brauerei), Holzverkauf und Müllerei. 1723 löste man die Verwaltung der Stände (herzogliche Hauptmannschaften) auf. Es wurden die Kriegs- und Schatzkammer gegründet. Seit dieser Zeit befindet sich Ostróda zusammen mit Pasłęk, Miłomłyn, Miłakowo und Młynary unter Verwaltung des Bezirks in Morąg. Die nächste Änderung der Art der Staats regierung kam mit der Reform des Gerichts wesens (1752), als in Preußen 7 Landkreise (aus ehemaligen Hauptmannschaften be stehend) errichtet wurden, an deren Spitze die Landräte standen. Infolge einer neuen Verwaltungseinteilung wurden Ostróda und Olsztynek dem Kreis Morąg angeschlossen. Seit 1777 war Andreas Leonhard Koeh ne-Jaski (1743-1813) der Landrat von sog. großem Kreis Morąg. Er war der Besit zer des Landgutes Durąg (seit 1780) und in Wigwałd (seit 1785), der in Morąg die Natur-Wirtschaftliche Genossenschaft (1792) und die erste Spiritusbrennerei in Preußen (1802) gründete. 1800 umfasste die Hauptmannschaft Ostróda 18 Dörfer, darunter 1 königliches (Morliny) und 3 adlige Landgüter (Grabin, Worniny und Warlity). Vier Jahre später wurde die Hauptmann schaft Miłomłyn aufgelöst und sein größe rer Teil Ostróda angeschlossen. Najbardziej zalud nionymi gminami były Kajkowo i Ostrowin - odpowiednio 1330 i 1268 mieszkańców w 1939 roku. Na terenie powiatu znajdowa ły się 133 jeziora o łącznej powierzchni wód 7100 ha. Grunty orne stanowiły 62 % terytorium powiatu, a lasy 25 %. Wśród gospodarstw rolnych, przed II wojną świa tową, było 45 dużych (ponad 500 ha) ma jątków ziemskich. Uprawiano głównie żyto i kartofle. W granicach powiatu znajdowało się wiele mleczarni i gorzelni. Spora część ludności zajmowała się wyrębem lasów, przy których zlokalizowano liczne tartaki. Rozwijał się handel drewnem. Z innych zajęć ówczesnych mieszkańców wymienić można rybactwo i pszczelarstwo. Herb powiatu ustanowiono dopiero w latach trzydziestych ubiegłego stulecia. Pieczęć herbowa powiatu sprzed 1945 r. Stamp with the coat of arms of the county before 1945 Wappensiegel des Kreises vor 1945 Zgodnie z uchwałą Komisji Powiatowej z 5 grudnia 1934 roku wygląda on nastę pująco: na tarczy pośrodku, na czerwonym wzgórzu zielona jodła; na lewo na białym polu czarny krzyż, a po przeciwnej stronie niebieski klucz; na tle wzgórza srebrna lilia. Jodła na wzgórzu pochodzi z herbu wsi Stę bark (Tannenberg) ustanowionego w lutym 1916 roku. Klucz - atrybut św. Piotra wzięto z herbu Olsztynka. Lilia była i jest znakiem rozpoznawczym Dąbrówna. Natomiast krzyż zakonu krzyżackiego stanowi element wy różniający Ostródę. Projekt herbu i pieczęci powiatowej opracował prof. Otto Hupp. Jako ciekawostkę historyczną można po dać, że niemieckiej pieczęci z herbem powia tu używali do sygnowania pism urzędowych w latach 1945 - 1946 polscy burmistrzowie: Stefan Uciński i Szczepan Słojewski. Na za chowanych dokumentach z tamtego okresu widać, że część napisu z pieczęci usunięto, a nazwę miasta przerobiono na „Ostród”. Nie stety owa pieczęć nie zachowała się do dzisiaj. Iwana Stiepanowicza Konstantinowa In 1900 the county of Ostróda consisted of 149 communes, while in 1939 - 167. The communes with the highest population number were Kajkowo and Ostrowin - 1330 and 1268 inhabitants respectively in 1939. Over the whole county area there were lakes with the total water surface area of 7100 ha. Arable grounds covered 62% of the county area, forests - 25%. Before WWII there were 45 large (over 500 ha) landed properties. Rye and potatoes were the main crops. Within the county there were many dairies and distilleries. A considerable part of the local population worked on felling forests and in numerous sawmills. Wood trade was developing. Other types of livelihood included fishing and bee keep ing. The county coat of arms was established only in the 1930s and described in the reso lution of the County Committee of 5 De cember 1934 as: a green fir on a red hill in the middle of the escutcheon; a black cross on the left, against the white background, and a blue key on the left. In front of the hill there is a silver lily. The fir tree on the hill was derived from the crest of the village called Stębark (Tannenberg) established in February 1916. The key, St Peter’s attribute, was taken from the coat of arms of Olsz tynek. A lily has always been the symbol of Dąbrówno, while the cross of the Teutonic Order is an element referring to Ostróda. Both the coat of arms and the county stamp were designed by profesor Otto Hupp. The German seal with the county coat of arms was used on official documents in 1945-1946 by Polish mayors Stefan Uciński and Szczepan Słojewski. Preserved docu ments from the period show that a part of the inscription was removed and the name of the town was changed into „Os tród”. The stamp itself however has not been preserved. When Ostróda was seized without major fight by the 10th Armed Corps of the Guard (of the Soviet Army), on 21 January 1945, the authority over the town and county was in the hands of the Soviet war headquarters what followed from the agreement of 26 July 1944 concerning relations between the Headquarters of the Red Army and the Pol ish administration within the limits of the Republic of Poland. Only on 26 May 1945 the starost of Ostróda Stefan Cendrowski took over the civil authority from colonel Iwan Stiepanowicz Konstantinow, the war commander. The curfew was abolished then and people coming to the county did not have to register at the headquarters. The County National Council in Ostróda comprising 33 councillors met for the first time on 6 March 1946. After 21 January 1945 the borders of the county were nearly the same as the pre-war ones. Major changes occurred only in 1958 when the group Rusykowo was incorporated into the county of Działdowo and the group Waplewo to the county of Nidzica. In 1960 the county covered 1376 sq km and had a population of 60 579. Two years later the county lost the group Kurki included into the county of Nidzica. Ein beträchtlicher Teil der Bevölkerung be schäftigte sich mit dem Waldaushieb, wobei man zahlreiche Sägewerke schuf. Es entwickelte sich der Holzhandel. Außerdem beschäftigten sich die Einwoh ner dieser Region mit Fischerei und Im kerei. Das Kreiswappen wurde erst in den dreißiger Jahren des vorigen Jahrhunderts festgelegt. Gemäß dem Beschluss der Kreis kommission vom 5. Dezember 1934 sieht es folgenderweise aus: in der Mitte einer Scheibe, auf einem roten Hügel befindet sich eine grüne Tanne; links auf einem weißen Feld gibt es ein schwarzes Kreuz, und auf der gegenüber liegenden Seite ei nen blauen Schlüssel; auf dem Hintergrund eines Berges ist eine silberne Lilie zu sehen. Die Tanne auf dem Hügel kommt aus dem Wappen des Dorfes Stebark (Tannenberg), das im Februar 1916 festgelegt wurde. Der Schlüssel - ein Attribut des Heiligen Peters, nahm man von dem Wappen von Olszty nek. Die Lilie war und ist immer noch ein Erkennungszeichen von Dąbrówno. Dage gen das Kreuz des Kreuzritterordens ist ein Element, das Ostróda kennzeichnet. Der Entwurf des Wappens und des Kreissiegels wurde von Prof. Otto Hupp erstellt. Als his torische Neuigkeit könnte man anführen, dass das deutsche Siegel mit dem Kreis wappen zum Signieren der behördlichen Schriften in den Jahren 1945-1946 von den polnischen Bürgermeistern: Stefan Uciński und Szczepan Słojewski benutzt wurde. Aus den erhaltenen Dokumenten dieser Zeit ist es zu sehen, dass ein Teil der Aufschrift von dem Siegel entfernt wurde, und der Name der Stadt in „Ostród” geändert wurde. Leider konnte dieses Siegel nicht bewahrt werden. Nachdem Ostróda ohne größere Kämpfe durch das 10. Panzerkorps der Garde (Rote Armee) besetzt wurde, hat die Gewalt in der eroberten Stadt und Kreis am 21. April 1945, gemäß der Vereinbarung vom 26. Juli 1944 über die Verhältnisse zwischen dem Oberkommando der Roten Armee und der polnischen Verwaltung auf dem Gebiet Po lens, die sowjetische Kriegskommandantur übernommen. Erst am 26. Mai 1945 hat der Landrat von Ostróda, Stefan Cendrowski die zivile Macht vom Oberst Iwan Stiepanowicz Konstantinow - dem Kriegskommandanten übernommen. In der Stadt wurde die Po lizeistunde aufgehoben, und die Personen, die in den Kreis gekommen sind, mussten sich nicht mehr in der Kommandantur anmelden. Die erste Sitzung des Kreis-Nationalrates in Ostróda hat am 6. März 1946 stattge funden. An der Sitzung nahmen 33 Rats mitglieder teil. Nach 21. Januar 1945 haben sich die Grenzen des Kreises Ostróda fast mit de nen vor dem Krieg gedeckt. Größere Ver änderungen kamen 1958, als die Gemeinde Ruszkowo dem Kreis Działdowo, und die Gemeinde Waplewo dem Kreis Nidzica über tragen wurden. 1960 betrug die Kreisfläche 1376 km2, und die Region wurde von 60.579 Menschen bewohnt. Większe zmia ny nastąpiły w 1958 r., kiedy to gromadę Ruszkowo przekazano powiatowi działdow skiemu, a gromadę Waplewo powiatowi nidzickiemu. W 1960 roku powierzchnia powiatu wynosiła 1376 km2, a obszar ten zamieszkiwało 60579 osób. Dwa lata później terytorium powiatu ostródzkiego zmniejszy ło się o gromadę Kurki, którą włączono do powiatu nidzickiego. W 1973 roku nastąpiły kolejne korekty i miasto Olsztynek wraz z okolicznymi wsiami włączono do powiatu olsztyńskiego. Dwa lata później zlikwido wano powiaty wprowadzając dwustopniowy podział administracyjno - terytorialny na gminy i województwa. Starosta w latach 1945 - 1950, był pod ległym wojewodzie kierownikiem admini stracji ogólnej na terenie powiatu. Jedno cześnie poddany był społecznej kontroli rad narodowych - organów uchwałodawczych sam orządu terytorialnego, utworzonych ustawą z 11 września 1944 r., nawiązują cych do instytucji sowieckich i do 1954 nie pochodzących z wyboru. W 1950 roku zniesiono organy admi nistracji rządowej (wojewodowie i staro stowie) oraz samorząd terytorialny, przeka zując ich zadania radom narodowym i ich prezydiom. 1 stycznia 1999 r. weszła w życie refor ma samorządu terytorialnego polegająca na wprowadzeniu dwóch jego nowych szczebli: powiatowego i wojewódzkiego. Po latach przywrócono stanowisko starosty i powiat ostródzki (pow. 1 766 km2, ponad 100 tys. mieszkańców), w skład którego weszło 9 gmin (Ostróda - miejska, 5 wiejskich: Ostró da, Dąbrówno, Grunwald, Małdyty i Łukta oraz 3 miejsko-wiejskie: Miłomłyn, Morąg i Miłakowo). Nowy powiat stracił terytorium gminy Olsztynek, a zyskał znaczną część dawnego terytorium powiatu morąskiego. Wspólne wybory do samorządów gmin nych, powiatowych i wojewódzkich odbyły się 11 października 1998 roku. Pierwszą sesję Rady Powiatu Ostródzkiego zwołano na 6 listopada tego roku. Przewodniczącym rady został Bogusław Fijas. Na stanowisko starosty wybrano Jana Antochowskiego. W latach 2001–2003 radzie przewodniczył Cezary Wawrzyński, od 2003 r. – Jerzy Grub ba, od 2006 r. – Bogdan Purzycki, a od listopada 2010 r. – Wanda Łaszkowska. W ciągu kolejnych lat starostami byli: od października 2001 r. - Aleksander Gawryluk, od listopada 2002 r. - Cezary Pec, od czerwca 2003 r. - Janusz Lipski, od marca 2005 r. po nownie Aleksander Gawryluk, a od listopada 2006 r. - Włodzimierz Brodiuk. Obecnie starosta jest przewodniczącym zarządu powiatu, a także kierownikiem sta rostwa powiatowego oraz zwierzchnikiem jednostek organizacyjnych powiatu i powia towych służb, inspekcji i straży. subsequent changes, the town of Olsztynek with adjoining villages were incorporated into the county of Olsztynek. At the same time the office was also subject to public control of national councils, i.e. the reso lution-issuing local government, established by the law of 11 September 1944, referring to Soviet institutions and until 1954, not elected but appointed. In 1950 the government administra tion bodies (governors and starosts) and the local government were abolished and their responsibilities were taken over by national councils. On 1 January 1999 a reform of the lo cal government introducing two new lev els of authority: county and province, was introduced. The office of a starost and the county of Ostróda were re-established (area 1 766 km2, over 100,000 people), including 9 communes (Ostróda - municipal commune, 5 rural communes: Ostróda, Dąbrówno, Grunwald, Małdyty and Łukta and 3 mu nicipal-rural ones: Miłomłyn, Morąg and Miłakowo). The new county lost the area of Olsztynek commune but acquired a sub stantial part of the former Morąg county. The joint elections to the commune, county and province authorities were held on 11 October 1998. The first session of the Council of Ostróda County was held on 6 November that year. Bogusław Fijas was elected chair of the council, while Jan Antochowski was chosen starost. In 20012003 the chair of the council was Cezary Wawrzyński, since 2003 – Jerzy Grubba, since 2006 Bogdan Purzycki and since No vember 2010 - Wanda Łaszkowska presided over it. Over the next years the office of sta rost has been held by: Aleksander Gawryluk - since October 2001, Cezary Pec - since November 2002, Janusz Lipski - since June 2003, and, reelected in March 2005, Aleksan der Gawryluk and Włodzimierz Brodiuk since November 2006. At present a starost (head of the county) is the president of the county management board, head of the county office and the supervisor of county organisational units, county services, inspections and guards. 8 reduziert, die dem Kreis Nidzica zukamen. Im Jahre 1973 erfolgten weitere Revisionen und so kam die Stadt Olsztynek samt be nachbarter Dörfer unter die Verwaltung des Kreises Olsztyn. Zwei Jahre danach hat man die Kreise aufgelöst, indem eine zweistufige administrativ-territoriale Einteilung in Ge meinden und Woiwodschaften eingeführt wurde. In den Jahren 1945-1950 war der Land rat, als Leiter der Allgemeinen Verwaltung im Kreis, von dem Woiewoden abhängig. Zugleich musste er sich der Prüfung von Nationalraten - gesetzgebenden Organen der territorialen Selbstverwaltungsbehörden unterziehen, die Kraft des Gesetzes vom 11. September 1944 ins Leben gerufen wurden, und welche den sowjetischen Institutionen ähnlich waren und bis 1954 nicht in freien Wahlen gewählt wurden. 1950 wurden die Organe der Regierungs verwaltung (Woiewoden und Landräte) sowie die Selbstverwaltung aufgehoben, und ihre Aufgaben den Nationalraten und ihren Prä sidien übergegeben. Am 1. Januar 1999 wurde die Reform der territorialen Selbstverwaltung durchgeführt, die auf der Einführung von zwei neuen Ebe nen beruhte. Es handelte sich hierbei um die Kreisebene und Woiwodschaftsebene. Der Landrat sowie der Kreis Ostróda (mit der Fläche von 1766 km2, über 100 Tsd. Ein wohner) wurden wieder ins Leben gerufen. Den Kreis bildeten 9 Gemeinden (Ostróda - städtische Gemeinde, 5 Dorfgemeinden: Ostróda, Dąbrówno, Grunwald, Małdyty und Łukta, sowie 3 Stadt- und Dorfgemeinden: Miłomłyn, Morąg und Miłakowo). Der neue Kreis hat das Gebiet der Gemeinde Olsztynek verloren und den beträchtlichen Teil vom ehemaligen Kreis Morąg dazugewonnen. Gemeinsame Wahlen zu den Selbstver waltungen (Gemeinden, Kreise, Woiwod schaften) haben am 11. Oktober 1998 statt gefunden. Die erste Sitzung des Kreisrates von Ostróda wurde am 6. November 1998 berufen. Zum Vorsitzenden des Rates wurde Bogusław Fijas gewählt. Zum Landrat wurde Jan Antochowski gewählt. In der Jahren 2001 – 2003 führte den Vorsitz des Rates Cezary Wawrzyński, seit 2003 Jerzy Grubba, seit 2006 Bogdan Purzycki und seit Novem ber 2010 - Wanda Łaszkowska. Die Landräte im Laufe der weiteren Jah re waren: seit Oktober 2001 - Aleksander Gawryluk, seit November 2002 - Cezary Pec, seit Juni 2003 - Janusz Lipski, und wieder mal, seit März 2005 - Aleksander Gawry luk und seit November 2006 - Włodzimierz Brodiuk. Der Landrat ist momentan der Kreisvor sitzende, und auch Leiter des Landratsamtes und Amtsvorsteher von organisatorischen Einheiten des Kreises sowie Kreis-Dienst stellen und Inspektionen. Rodziewicz). 24 Skarby architektury Treasures of architecture Schätze der Architektur Teren powiatu, jak i całych Mazur Zachodnich, usiany jest śladami starej i nowszej historii. Najczęściej napotkać tu można stare pałace i dwory z parkami. Wiele z nich odzyskało swą dawną świetność, niektóre są w trakcie restauracji, a sporo z nich czeka jeszcze na dobrych gospodarzy. Te już odzyskane pełnią najczęściej funkcje turystyczne, jak choćby: Hotel Anders, Hotel Zamek Karnity, Dwór Bieniasze, Pałac Wojciechy, Dwór Kraplewo, Pałac Klonowo, czy Dworek Sople. Nie mniej cennym bogactwem powiatu są bardzo liczne zabytki architektury sakralnej (świątynie ewangelickie, katolickie, kaplice, kapliczki, dzwonnice i cmentarze). Większość z nich jest w dobrym stanie i z powodzeniem spełnia swe pierwotne funkcje. Wiele jest tu mniej okazałych i często niezauważalnych świadków historii schowanych pod warstwą ziemi. To głównie grodziska, kurhany i stare cmentarze. Największym i jednym z najstarszych zabytkowych obiektów jest pokrzyżacki, XIV-wieczny zamek w Ostródzie, leżący na turystycznym szlaku Polskich Zamków Gotyckich. Nasze zabytki nie są martwymi muzeami, lecz żywymi świadectwami historii i kultury tych ziem. The county and West Mazury region abound in traces of our history. Most often these are old palaces and mansions with parks. Many of them have already regained its original glamour, some are being restored and other still await their future hosts. Those already restored most often are used as tourist objects, e.g. Anders Hotel, Karnity Castle Hotel, Bieniasze mansion, Wojciechy Palace, Kraplewo Mansion, Klonowo Palace or Sople Manor House. Majority of monuments of religious architecture (Evangelical and catholic churches, chapels, wayside shrines, belfries, cemeteries) have been preserved in good condition and are still used. There are many more not so impressive mementos of the past, those buried underground as remainders of early-medieval settlements, tumuli and old graveyards. The biggest and oldest historical object ids the 14th-century Teutonic Knights’ castle in Ostróda located en route of the Trail of Polish Gothic Castles. Our monuments are not desolate museums but living witnesses of the history and culture of our land. Das Gebiet des Landkreises und von ganzen Westmasuren ist mit zahlreichen Spuren alter und neuerer Geschichte besät. Am häufigsten treten hier alte Palais und Herrenhäuser mit Parkanlagen auf. Viele von ihnen gewannen ihren alten Glanz wieder, manche werden restauriert, und viele warten noch auf ihre guten Hausherren. Die schon rückgewonnenen haben am häufigsten touristische Funktion, wie Hotel Anders, Hotel Schloss Karnity, Herrenhaus Bieniasze, Schloss Wojciechy, Herrenhaus Kraplewo, Schloss Klonowo oder Herrenhaus Sople. Den ebenso großen Reichtum des Landkreises machen zahlreiche Denkmäler sakraler Architektur aus (evangelische und katholische Gotteshäuser, Kapellen, Glockentürme, Friedhöfe). Die meisten von ihnen sind gut erhalten und pflegen ihre Funktionen bis heute. Zu finden sind hier auch viele weniger imposante, meist unbemerkbare, Zeugen der Geschichte, die sich unter den Bodenschichten versteckten. Gemeint werden hierbei vorwiegend Burgruinen, Grabhügel und alte Friedhöfe. Das größte Objekt, das zu den ältesten Seh-enswürdigkeiten zählt ist die alte Kreuzritterburg in Ostróda aus dem 14. Jh., die auf der touristischen Strecke der Polnischen Gotischen Burgen liegt. Unsere Sehenswürdigkeiten sind keine abgestorbenen Museen, sondern lebende Zeugnisse der Geschichte und der Kultur dieses Bodens. 25 1. Ze względu na wyjątkowe walory krajobrazowe oraz występowanie nietypowych dla Polski północnej okazów flory i fauny (górskie i podgórskie gatunki roślin i zwierząt, m.in. muflon) utworzono na tym terenie Park Krajobrazowy Wzgórz Dylewskich i kilka rezerwatów. Piękno tego krajobrazu dostrzegali zarówno dawni mieszkańcy nazywając ten obszar „Oberlandem” (Prusy Górne), jak i obecni napływowi przesiedleńcy. Niektórzy nawet widzą w krajobrazie Mazur Zachodnich pewne podobieństwa do malowniczej Toskanii. Wszyscy zaś, bez względu na to, czy tu mieszkają, czy są jedynie gośćmi nie są w stanie oprzeć się ich urokowi. Państwo Aldona i Janusz Kozłowscy, w „Przewodniku po okolicach Ostródy” tak zdefiniowali tę krainę: „...Ostródzkie to ani Mazury – kraina „ciemnych lasów i głębokich jezior” – ani typowa „blondwłosa siostra Mazur” - Oberland. Sądząc po krajobrazie, nasza okolica jest czymś niepowtarzalnym, mieszanką mazurskiej tajemnicy i oberlandzkiego światła, ...” Nature and unique landscapes are undoubtedly the greatest treasures of West Mazury region. To protect its outstanding scenic values and rare in Poland fauna and flora specimens (mountain and piedmont plant and animal species, e.g. the mouflon) the Scenic Park of the Dylewskie Heights and a few nature reserves were established. The beauty has always been appreciated by its native inhabitants calling their the land „Oberland” (upper Prussia) and by immigrants settling down in the region. Some people even compare it to the picturesque Tuscany, but every person, whether living there or only visiting, cannot resist its charm. Aldona and Janusz Kozłowski described the country in their „Guidebook to Ostróda surroundings”: „…Ostróda land is actually neither Mazury - the country of dark forests and deep lakes, nor Oberland - „the fair-haired sister of Mazury”. Because of the landscape one has to define it as something unique, a mixture of mysterious Mazury and bright Oberland…” Die größten Schätze von Mazury Zachodnie (Westmasuren) stecken unbezweifelt in der Natur und den einzigartigen Landschaften. Aufgrund besonderen Landschaftsvorzügen und für Polen eher untypischer Vertreter der Tier- und Pflanzenwelt (Gattungen der Gebirgs- Pflanzen und Tiere, u.a. Mufflons), gründete man auf diesem Gebiet den Park Krajobrazowy Wzgórz Dylewskich (DylewskieHöhen-Landschaftspark) und einige Naturschutzgebiete. Die Pracht dieser Gegend wussten schon sowohl die alten Einwohner, die diese Region als „Oberland” bezeichneten (Oberpreußen), als auch die jetzigen Umsiedler zu schätzen. Manche von ihnen vergleichen die Landschaft von Mazury Zachodnie mit dem malerischen Toskana. Jedoch alle, egal ob die hiesigen Einwohner oder nur Gäste dieser Gegend, können diesem Zauber nicht wiederstehen. Aldona und Janusz Kozłowscy, haben in „Führer durch die Umgebung von Osterode” („Przewodnik po okolicach Ostródy”) diese Gebiete so gekennzeichnet: „...der Landkreis Ostróda, das ist weder Masuren - ein Land „dunklen Wäldern und kristall’ nen Seen” - noch typische „blonde Schwester von Masuren” - Oberland. Próżno by szukać w Europie, a może i na świecie - podobnych rozwiązań technicznych - maszynerii napędzanych kołami wodnymi - wciągających kilkudziesięcioosobowe statki na stumetrową górę po suchym lądzie. Choć urządzenia te budowano przed ponad 150 laty dla celów transportu gospodarczego - funkcjonują z powodzeniem do dziś służąc turystom i wodniakom. Ten XIX-wieczny cud techniki to pięć pochylni służących pokonaniu niemal 100-metrowej różnicy poziomów wód między mazurskim Jeziorem Pniewo, a żuławskim - Drużno. Pochylnie są atrakcją głównego szlaku kanału i leżą na pograniczu dwóch gmin Powiatu Elbląskiego Pasłęka i Rychlik. Armatorem białej floty, pływającej po tym zabytkowym szlaku jest Żegluga Ostródzko-Elbląska z Ostródy. Kanał posiada również swoje lokalne odgałęzienia: z Ostródy do Starych Jabłonek i z Miłom łyna do Iławy. Temu ostatniemu nadano w 2000 r. nazwę Szlaku Jana Pawła II. Na terenie powiatu znajdują się wszystkie 4 śluzy należące do systemu: „Ostróda”, „Ruś” (gm. Ostróda), „Zielona” i „Miłomłyn” (gm. Miłomłyn). Służą one również pokonywaniu różnic poziomów wody. Główny projektant i budowniczy tego systemu kanałów, Holender G. J. Steenke wypróbował tu jeszcze jeden sposób pokonania różnicy poziomów wody poprzez usypanie w poprzek Jeziora Karnickiego grobli, a w niej - przekopanie kanału. W ten sposób lustro wody kanału znajduje się o dwa metry wyżej od poziomu w jeziorze. Umożliwiło to żeglugę na odcinku Miłomłyn - Iława. W sierpniu 2010 roku kanał obchodził jubileusz 150 lat funkcjonowania a w 2011 został uznany za pomnik historii. 64 Ostróda – Elbląg Canal The greatest treasure of West Mazury region and of the bordering region of Żuławy is undoubtedly the Ostróda-Elbląg Canal named on the maps and in tourist-guides as the Elbląg Canal. No wonder, as one could not find in Europe and maybe in the whole world a similar technical system of the machinery driven by water wheels and pulling ships with dozens of passengers up a one hundred metre high slope. Even though the devices were constructed 150 years ago for the purpose of commercial transportation of goods - they still function for the success and benefit of tourists and water sports enthusiasts. This wonder of the 19th-century technology includes five slipways that enable covering the nearly 100-metre difference of levels between Lake Pniewo in Mazury and Lake Drużno in Żuławy. The slipways are the main attraction on the main canal route and are situated along the border of two communes in Elbląg County - Pasłęk and Rychliki. The boats cruising on this historical route remain in the management of Ostróda-Elbląg Fleet of Ostróda. The canal also has branches off in Ostróda to Stare Jabłonki and in Miłomłyn to Iława. The latter section was named after Pope John Paul II in 2000. Within the county area there are all four water locks of the system: „Ostróda”, „Ruś” (Ostróda commune), „Zielona” and „Miłomłyn” (Miłomłyn commune) used also to level the difference in water surface levels. G. J. Steenke, a Dutchman and the principal designer and constructor of this canal, tried one more way of overcoming the differences in water levels by heaping up a dam across Lake Karnickie and digging a canal into it. In this way the water level of the canal is 2 m above the water level of the lake. This enabled navigation on the Miłomłyn-Iława stretch. In August 2010 the canal celebrated a jubilee of 150 years of functioning and in 2011 it was regarded as history monument. Der Ostróda – Elbląg Kanal (Oberländische – Kanal, Osterode – Elbing) Der größte Schatz des Kreises und benachbarten Żuławy ist unumstritten der Osterode-Elbing Kanal, der auf Landkarten und Reiseführern als „Elbląski” (Elbinger) bezeichnet wird. Vergebens wäre es in Europa oder vielleicht in der ganzen Welt ähnliche technischen Lösungen zu suchen, nämlich einer mit Wasserrädern bewegener Anlage, welche die Passagierschiffe mit einige zehn Personen auf einen hundert Meter hohen Berg, über trockenem Boden befördern. Obwohl diese Anlagen vor 150 Jahren zu Gütertransportzwecken errichtet wurden, funktionieren mit Erfolg bis heute und dienen den Touristen und Wassersportlern. Dieser aus dem 19. Jh. stammende Wunder der Technik bilden 5 geneigten Ebenen, deren Aufgabe es ist, die Schiffe über einen Wasserhöhenunterschied von 100 Meter zwischen dem masurischen See Pniewo und dem Marschsee Drużno zu befördern. Die schiefen Ebenen sind die Attraktion der Hauptstrecke des Kanals und befinden sich an der Grenze zwischen zwei Gemeinden des Elbinger Kreises - Pasłęk und Rychliki. Der Reeder, welcher auf dieser altertümlichen Strecke fährt, ist die Ostróda-Elbląg-Reederei aus Ostróda. Der Kanal verfügt über seine Lokalschiffahrtsarme: von Ostróda nach Stare Jabłonki und von Miłomłyn nach Iława. Die letzterwähnte bekam im Jahr 2000 den Namen „Die Strecke von Johannes Paul II” („Szlak Jana Pawła II”). Auf dem Gebiet der Gemeinde befinden sich alle 4 Schleusen, die dem System: „Ostróda”, „Ruś” (Gemeinde Ostróda), „Zielona” und „Miłomłyn” (Gemeinde Miłomłyn) angehören. Sie dienen auch zur Überwindung des Wasserhöhenunterschieds. Der Hauptdesigner und Bauleiter dieses Kanalsystems, der Holländer G. J. Steenke versuchte hier eine andere Lösung zu finden, die Wasserhöhenunterschiede zu überwinden. Er ließ quer zum Karnickie See einen Deich bauen, und in ihm einen Kanal graben. Somit befindet sich der Wasserstand im Kanal zwei Meter höher als im See. Dies ermöglichte die Schifffahrt auf der Strecke Miłomłyn-Iława. Im August 2010 feierte der Kanal sein 150. Jubiläum, und im Jahre 2011 wurde er als historisches Denkmal eingestuft. 65 66 67 68 Grunwald Drugim skarbem Powiatu Ostródzkiego i Mazur Zachodnich, w sąsiedztwie Wzgórz Dylewskich, są historyczne pola Grunwaldzkie, gdzie w 1410 r., stoczono historyczną bitwę, w której wojska polsko-litewskie pod wodzą króla Władysława Jagiełły pokonały armię krzyżacką. Obecnie znajduje się tam muzeum bitwy i strzelisty pomnik. Świadectwem jednego z największych zwycięstw polskiego oręża są ruiny kaplicy na polach grunwaldzkich postawionej „na pobojowisku” wkrótce po bitwie. Na polu, w każdą rocznicę batalii (ok. 15 lipca) organizowane są ogromne widowiska batalistyczno-kostiumowe z udziałem licznych bractw rycerskich oraz koncerty w wykonaniu gwiazd estrady. Spektaklom tym towarzyszą dziesiątki tysięcy widzów, głównie turystów. Szczególne, jubileuszowe uroczystości przypadły w lipcu 2010 roku, 600 lat po historycznej batalii. 69 Grunwald Another wonder of Ostróda county is the battlefield of Grunwald where in 1410 a historic battle was held between the Teutonic Knights’ troops and the victorious Polish and Lithuanian army led by king Władysław Jagiełło. The victory is commemorated by the towering over the fields monument at which there is also a museum of the battle. Ruins of the chapel erected on Grunwald fields soon after the battle are a memorial of one of the greatest victories of the Polish armies. On every battle anniversary (about 15 July) knightly brotherhoods perform an impressive battle reenactment followed pop music concerts, all attracting thousands of spectators, mainly tourists. Special jubilee celebrations coincided in July 2010, 600 years after the historic battle. Grunwald (Grünfelde) Den zweiten Schatz von Kreis Ostróda und Westmasuren, in der Nachbarschaft von Wzgórza Dylewskie (Döhlauer Höhen), machen die historischen Grunwald-Felder aus, wo sich 1410 eine historische Schlacht abspielte, in der das Heer Polens und Litauens unter Befehl des Königs Władysław Jagiełło über Kreuzritter gewann. Gegenwärtig befindet sich dort das Schlachtmuseum und das emporsteigende Siegesdenkmal. Von einem der größten Siege der polnischen Truppen zeugen Überreste der Kapelle, die auf den Schlachtfeldern in der Nähe von Grunwald (Grünfelde) errichtet wurde. Zu jedem Jahrestag der Schlacht bei Grunwald (am 15. Juli) finden auf den Schlachtfeldern interessante Kostümvorstellungen statt, an denen die zeitgenössischen Ritter aus den zahlreichen Ritterverbänden teilnehmen. Man organisiert auch Konzerte mit Schlagerstars, bei denen Zehntausende Zuschauer, hauptsächlich Touristen anwesend sind. Jest on częścią polodowcowego łańcucha zwanego Garbem Lubawskim. Największa część parku wraz z najwyższym na całym Pojezierzu Mazurskim wzniesieniem - Górą Dylewską (312 m n.p.m.) znajduje się w gminie Ostróda. Spora część górskiego krajobrazu rozciąga się w gminie Grunwald i Dąbrówno. Nieopodal szczytu, w pobliżu wsi Wygoda znajduje się góra Czubatka z wyciągiem i stokiem narciarskim. W tej okolicy powstała jedna z największych inwestycji turystycznych w powiecie i regionie - ośrodek odnowy biologicznej z kompleksem hotelowo-gastronomicznym i rekreacyjnym – Hotel SPA dr Irena Eris „Wzgórza Dylewskie”. Mount Dylewska The Scenic Nature Park of the Dylewskie Hills distinguishes itself from the whole of Mazury by very special topographic features. It is part of the post-glacial Lubawski Hummock Chain. The largest part of this park together with the highest peak in all of the Mazury Lake District - Góra Dylewska (312 m above the sea) is situated in Ostróda Commune. Nearby the peak, in the neighbourhood of Wygoda village, there is mount Czubatka with a ski lift and a ski slope. In the neighbourhood there is also one of the biggest tourist investments launched in the county and the region, namely doctor Irena Eris’ SPA centre with a hotel, catering and recreational complex „Wzgórza Dylewskie”. Dylewskie (Döhlauer) Höhen Park Krajobrazowy Wzgórz Dylewskich (Landschaftspark von Dylewskie Höhen) unterscheidet sich von den restlichen Gebieten der Westmasuren durch eigenartige Geländebeschaffenheit. Er stellt einen Teil der postglazialen Hügelkette, genannt Garb Lubawski dar. Der größte Teil des Parks zusammen mit der größten Erhebung im gesamten Gebiet von Pojezierze Mazurskie (Masurische Seenplatte) - Góra Dylewska (Döhlauer Berg) (312 m ü.M.) befindet sich in der Gemeinde Ostróda. Der bedeutende Teil der Hügellandschaft zieht sich in der Gemeinde Grunwald und Dąbrówno. In der nächsten Nachbarschaft des Berges, in der Nähe des Dorfes Wygoda befindet sich der Berg Czubatka mit Schilift und Schipiste.
