1.1. Title : Development of a Service Connector for Co-operative Bid Management
ABSTRACT:
A German Fraunhofer Institute is going to co-ordinate a Collective Research project to enable SMEs in the
mechanical and plant engineering industry to simplify complex processes like bid preparation, to reduce the risks
and to form temporary ad hoc co-operations. Partners with experience in and knowledge about bid management and
potential users to test and validate the solution developed are sought.
DESCRIPTION:
Small and medium-sized enterprises (SME) in the mechanical and plant engineering industry are increasingly being
faced with short-term and complex inquiries, which the inquiring enterprises themselves cannot handle alone. It is
difficult for SMEs to hold their own against large competitors since typically SMEs in the mechanical and plant
engineering industry have specialised their range of services. The option of incorporating other partly unknown
companies provides a way out for SMEs. In contrast to conventional project partnerships formed only after a
contract has been awarded, it is already important to work together in the form of ad hoc cooperations in the bid
phase. Ad hoc cooperations are characterised by speed and trust, as a result of which the probability of
a contract increases and the risk of hidden price increases caused by subcontractors decreases. Such fast and reliable
bid preparation requires suitable tools.
The objectives of the project are:
- Generating transparency of the directories of services
- Simplifying bid preparation by semi-automatically generating customised bid templates on the basis of received
inquiries
- Shortening the bid processing times
- Reducing risk when there are short-term price renegotiations
- Increasing quality and quantity in the bid preparation phase
- Generating the capability to form temporary ad hoc cooperations
To this end, organisational and technical resources have to be created, which enable SMEs in the mechanical and
plant engineering industry to already join together in temporary ad hoc cooperations in the bid phase. This involves
two main foci of work:
1. Technical: Development of a service connector (software) for pilot use in bid costing in temporary ad hoc
cooperations
2. Organisational: Development of instruments for the initiation of temporary ad hoc cooperations and development
of control instruments for temporary ad hoc cooperations

Other details: During the bid phase, SMEs in the mechanical and plant engineering industry face the following
problems:

1. Directory of Services and Costing Tool
- Directories of services available in enterprises do not have a standardised structure and are not compatible with
each another.
- Terms and concepts are understood differently in terms of service items with divergent ranges of services, which is
intensified even more by transnational language barriers.
- When inquiries/bids are complex there is a high risk of price renegotiations because of difficulties keeping
subcontractor prices up to date.
- There are media interruptions on company peripheries caused by the multitude of different tools lacking a common
interface to exchange costing data.
2. Temporary ad hoc cooperations
- Control instruments for temporary ad hoc cooperations are lacking.
- Methods and tools for performance measurement of ad hoc cooperations are missing.

1.2. Title: Production of saponins of pharmaceutical interest from roots of wild and under-utilised species of
Gypsophila.
ABSTRACT:
European consumers will benefit from the development of lead candidates using saponines from Gypsophila in the
field of anti-cancer drugs and immuno-stimulating agents. Opportunities and security of employment in the
agricultural industry will be generated and the competitiveness of the EC against non-European providers of saponin
raw material will be improved. Furthermore we will respond to societal demands for sound environmental
practices in the agricultural industries.
DESCRIPTION:
This proposal aims at developing new sources of raw material for the production of high value saponins for the
medical market. Saponins are constituents of many plant drugs and folk medicines and it is well known
that they exhibit anti-tumor and adjuvant activity. Today saponins of major economical importance are exclusively
extracted from the bark of Quillaya and from the roots of Saponaria spp., material that comes from
outside Europe, mainly from South America. However standardisation of this material is hardly possible because it
is supplied unsorted. Therefore there is a need and a market for European sources of high value saponins
especially for the pharmaceutical industry. Novel European sources for raw material of high value saponins can be
developed from already existing Gypsophila cultures, a plant species that is currently grown for floricultural
purposes only. This plant species is known to accumulate saponins of potential interest in its roots.
The consortium will establish a germplasm collection of Gypsophila wild species and cultivars and select for those
genotypes producing the most interesting saponin compounds for the medical market. The anti-tumor and immunostimulatory effects and adjuvant activity will by tested by screening of saponin extracts and monosubstances. In

addition genes involved in the saponine biosynthetic pathway in Gypsophila will be identified and evaluated for the
use in bioconversion systems to modify saponin intermediates into more desirable products.

1.3. We represent a partnership of Italian, German and UK firms intentioned to submit a proposal in FP6 addressing
the "Multimodal real time information for people on the move" topic of "sustainable surface transport" priority call
3A (deadline 8 Dec. 2004).
The proposal concerns continuous monitoring of the traffic conditions and public transport vehicle positions, in
order to feed - in real time - a database accessible by the service provider who will elaborate and provide such
information to the traveller (pre- and on-trip) according to its location and time schedule. We would like to enlarge
our team participation with the involvement of some more partners - especially from east Europe - who are
managing interurban/urban public transport/traffic information and are interested in testing a distributed open and
flexible platform for providing the mobile users with real-time information aiming at improving the efficiency of
their moving.
We would be very grateful if you could indicate a possible partner to involve in the project. We are available to
evaluate his participation and to send soon to the potential participant the project abstract together with the present
list of partners.

Krajowy Punkt Kontaktowy zaprasza na szkolenie Metodyka Project Management w dniach 13-15 grudnia 2004 w

6. Ustawa o zasadach finansowania nauki opublikowana
Sejm uchwalił akt pt. Ustawa o zasadach finansowania nauki. Została ona opublikowana w Dzienniku Ustaw nr 238
poz. 2390 z dnia 4 listopada 2004 r., co oznacza, że wejdzie w życie 4 lutego 2005 r. Tekst ustawy jest tutaj.
7. Seminarium prezentujące trzeci (ostatni) konkurs priorytetu Nanotechnologie w 6PR, 10 grudnia 2004
Uprzejmie informujemy, że dnia 10.12.2004 w Warszawie organizowane jest seminarium informacyjno-lobbingowe
dotyczące NMP. W części plenarnej Dr Renzo Tomellini (Head of Unit Nanotechnologie) przedstawi trzeci
(ostatni) konkurs NMP oraz plan działania dla nanotechnologii dla 7 Programu Ramowego.
Drugim bardzo ważnym elementem tego spotkania będzie lobbowanie polskich wniosków na ostatni konkurs NMP
przy udziale Dr Tomelliniego (w sesji uczestniczyć będzie także przedstawiciel Uniwersytetu w Hanowerze, który
przedstawi swój IP).

8. Oferta współpracy we Francji dla wybitnych naukowców w ramach projektów badawczych Blaise Pascal
Informujemy, iż region Ile-de-France przedstawił ofertę współpracy w ramach projektów badawczych Blaise Pascal
„Chaires Internationales de Recherche” (Międzynarodowe Katedry Badawcze). Program adresowany jest do
naukowców o wybitnych osiągnięciach i światowej renomie, z dziedzin nauk ścisłych, nauk przyrodniczobiologicznych, ochrony środowiska, nowych technologii, nauk humanistycznych i społecznych.
Katedry przyjmują badaczy na okres 12 miesięcy w pełnym wymiarze godzin, w różnych instytucjach badawczych
lub nauczania wyższego. Przewidywane wynagrodzenie: do 185.225 euro/rok. Termin zgłaszania kandydatur mija
15 stycznia 2005. Dossiers powinny być sporządzone przez zainteresowanych i przedstawione dyrektorowi
instytucji przyjmującej. Powinny one zawierać następujące dokumenty: - formularz zgłoszeniowy; - kosztorys;
- projekt badawczy; - życiorys; - listę ostatnich publikacji; - zaproszenie od dyrektora laboratorium przyjmującego;
- opinię dyrektora instytucji przyjmującej.
