INTRODUCTION
WPROWADZENIE
This is the forth issue of the PRESAFE Centre Bulletin. As
mentioned in the previous issues, the aim of this publication is to
inform a possibly broad panel of readers on the activities of our
Centre as well as on various important national and European
events in the area of the safety of operation of pressure equipment.
Next Bulletin will be issued at June 2005.
In this issue we give you some information on the following
subjects:

PRESAFE. Celem tej publikacji jest informowanie możliwie
szerokiego grona odbiorców o działaniach prowadzonych w
naszym Centrum, jak również o istotnych wydarzeniach w kraju i
Europie, związanych z tematyką bezpieczeństwa urządzeń
ciśnieniowych.

AKTUALNOŚCI
Technical Safety Centre
European technical rules concerning manufacturing of
pressure equipment for the market are mainly limited to the basic
safety requirements. Uniform application of these rules, during
design, manufacture, research and certification, requires
appealing to the particular technical specification (harmonised
standards), documents and interpretations. Although some of
these documents do not have legal biding, they are fundamental
for the whole technical safety system .
Efficiency of these documents depends highly on
representativeness of the team that construct the standards. In the
European Union, there are continuously being established nongovernmental organisations, on the national and European levels,
representing branches and particular groups of interests,
including manufacturers, users and independent certification
units.
In the case of implementation of European law regulations, the
procedure of dissemination of research results of the
aforementioned organisations is essential, together with the
active participation of Member States representatives in these
activities. It concerns in particular newly associated Member
States.
That is the context (background) for establishing
TECHNICAL SAFETY CENTRE.
The aim of the Centre is, in particular, to support Polish pressure
equipment industry, lifts industry and mechanical industry. The
Centre, which was established from the initiative of the Office of
Technical Inspection and the Faculty of Materials Science and
Engineering at Warsaw University of Technology, will act trough
National Forums:
• National Consultative Forum for European Pressure
Equipment Regulations (KFKC)
• National Consultative Forum for European Crane Equipment
Regulations (KFKD)
• National Consultative Forum for European Machine
Equipment Regulations (KFKM).

Centrum Bezpieczeństwa Technicznego
Europejskie przepisy techniczne dotyczące wytwarzania
umieszczanych na rynku urządzeń technicznych w znakomitej
większości ograniczone są do zasadniczych wymagań
bezpieczeństwa, podawanych w formie wymagań ogólnych.
Jednolite stosowanie tych przepisów przy projektowaniu,
wytwarzaniu, badaniach, znakowaniu, sporządzaniu dokumentacji
oraz instrukcji dla użytkownika wymaga odwoływania się do
szczegółowych specyfikacji technicznych (norm
zharmonizowanych) oraz odpowiednich dokumentów
interpretacyjnych, które, chociaż nie mają wiążącej mocy
prawnej, to jednak są niezwykle istotne dla całego systemu
zapewnienia bezpieczeństwa technicznego.
Skuteczność tego rodzaju dokumentów zależy w dużym
stopniu od reprezentatywności gremium uczestniczącego w ich
tworzeniu. W Unii Europejskiej powstał i ciągle powstaje na
szczeblu europejskim i krajowym szereg organizacji
pozarządowych, reprezentujących branże oraz poszczególne
grupy zainteresowań, w tym wytwórców, użytkowników i
niezależne jednostki certyfikujące.
W przypadku wdrażania prawa europejskiego istotnego
znaczenia nabiera sposób rozpowszechniania wyników prac
wspomnianych organizacji oraz aktywny udział przedstawicieli
państw członkowskich w ich pracach, a dotyczy to w
szczególności nowych państw członkowskich Unii Europejskiej.
W tym kontekście zrealizowano propozycję utworzenia
CENTRUM BEZPIECZEŃSTWA TECHNICZNEGO.
Celem Centrum jest w szczególności wspieranie polskiego
przemysłu urządzeń ciśnieniowych, dźwigowych oraz przemysłu
maszynowego. Centrum, którego inicjatorami są Urząd Dozoru
Technicznego oraz Wydział Inżynierii Materiałowej Politechniki
Warszawskiej, działać będzie poprzez Krajowe Fora
Konsultacyjne utworzone dla poszczególnych branż:
• Krajowe Forum Konsultacyjne dotyczące prawa Unii
Europejskiej z zakresu urządzeń Ciśnieniowych (KFKC)
• Krajowe Forum Konsultacyjne dotyczące prawa Unii
Europejskiej z zakresu urządzeń Dźwigowych (KFKD)
• Krajowe Forum Konsultacyjne dotyczące prawa Unii
Europejskiej z zakresu Maszyn (KFKM)

DG Enterprise from 31.01.2005 is conducting social
consultations concerning the 87/404/EWG Directive "Simple
Pressure Vessels" and the 97/23/WE Directive "Pressure
equipment". Survey forms (concerning SPVD and PED) are
also available in Polish.
European Commission awarded the Office of Technical
Inspection the first grade notification unit - 1433.
Office of Technical Inspection was notified to the European
Commission and other Member States of the EU by the
Ministry of Economy and Labour, based on the authorization,
to activities specified in directives: 97/23/WE "Pressure
Equipment Directive", 90/396/EWG “Gas Consumption
Devices Directive”, 95/16/WE “Lifts”, 87/404/EWG "Simple
Pressure Vessel Directive", 92/42/EWG “Warm Water
Boilers”, 73/23/EWG “Low Voltage”, 98/37/WE
“Machinery”

DZIAŁANIA CENTRUM
Sealing Technology Workshop
Warsztaty – „Systemy Uszczelniające”
According to the Work-programme of the PRESAFE Centre
(WP1 and WP2), on 29 June 2005 one-day workshop on “Sealing
Technology” took place.
The subject of the workshop concerned sealing technology
applied in industrial equipment. Workshop was co-organised by
the Centre for Safety of Pressure Equipment and the National
Consultative Forum for Pressure Equipment.
The main topics of the workshop were as follows:
requirements for seals in European Union regulations, sealing
technology, modern systems of sealing technology and its
application in industry and particular aspects concerning strength,
tightness and modelling of seals.
Efficient sealing system is one of the elements required for
safe and failure-free exploitation of industrial equipment. The
essential development in sealing technology took place in the last
few years as result of the research and application of the research
results financed from sources of the European Commission.
W ramach programu Centrum PRESAFE, zgodnie z
pakietami WP1 i WP3 odbyły się 29 czerwca 2004jednodniowe
Warsztaty „Systemy Uszczelniające”.
Tematyka szkoleń dotyczyła uszczelnień stosowanych w
urządzeniach przemysłowych. Były one organizowane wspólnie
przez Centrum PRESAFE oraz Krajowe Forum Konsultacyjne z
zakresu urządzeń ciśnieniowych.
Do głównych zagadnień, poruszanych na szkoleniu
należały: wymagania dotyczące uszczelek w prawie Unii
Europejskiej, technologia uszczelniania, nowoczesne systemy
uszczelniające i ich zastosowanie w przemyśle oraz wybrane
zagadnienia dotyczące wytrzymałości, szczelności i modelowania
uszczelek.
Sprawny system uszczelniający jest jednym z elementów
bezpiecznej i bezawaryjnej eksploatacji wielu urządzeń
przemysłowych. W ostatnich latach nastąpił istotny rozwój techniki
wykonywania uszczelnień, będący wynikiem prac badawczowdrożeniowych finansowanych ze źródeł Komisji Europejskiej.

Postgraduate Course
In October 2005 PRESAFE Centre, together with the
National Consultative Forum for Pressure Equipment, plans
organisation of the first edition of the postgraduate course on
pressure equipment, due to the high interests from industrial
partners.
Currently, Centre staff is preparing an application for financial
support for activities of the course from structural funds of the
European Union. This is an answer to the call No
SPORZL/2.3/A/1 of the Polish Agency for Enterprise Development
(PARP) in the frames of the activity 2.3 - Development of Staff for
Knowledge Based Economy.
Additional financial support from the European Commission
will allow to increase the number of participants i.e. staff members
from Polish industrial enterprises from pressure equipment branch.
Studium Podyplomowe
W związku z dużym zainteresowaniem naszych partnerów
przemysłowych, Centrum PRESAFE, wraz z Krajowym Forum
Konsultacyjnym z zakresu urządzeń ciśnieniowych planuje w
październiku 2005 roku uruchomić pierwsza edycję studium
podyplomowego.
Obecnie pracownicy Centrum przygotowują wniosek o
dofinansowanie działalności studium ze środków funduszy
strukturalnych Unii Europejskiej, w odpowiedzi na konkurs
SPORZL/2.3/A/1 ogłoszony przez Polską Agencję Rozwoju
Przedsiębiorczości (PARP) w ramach działania 2.3 - Rozwój kadr
nowoczesnej gospodarki.
Dzięki dodatkowym środkom z Unii Europejskiej będzie
możliwe zorganizowanie studium dla większej liczby pracowników
polskich przedsiębiorstw przemysłowych z branży.
