Adama Mickiewicza There are three parts in the presentation • Taking disaster as the key of discussion, how the state constructs the narrative of disaster. • Taking state as the key of discussion, how the state contracts its rules by using the narrative of disaster. • Taking China as the key of discussion, we should find that what experiences China should learn and what aspects China should add in its narrative of disaster. Adama Mickiewicza What will be taken as starting point of narrative of disaster by the state? • Not the pain or sorrow that people suffer in the disaster, but the complete social status. • When the society falls into the “Special Status” in which means the daily orders totally lose their functions, the state will begin to construct the such special narrative and names it as “disaster”. Adama Mickiewicza Types of the narrative of disaster • If the state focuses on the physical damage, it will take “Disaster to be Uniformly Conformed”. • If the state focuses on physical and mental damage at the same time, it will take “Disaster to be Separately Interpreted”. • The basic of “Disaster to be Uniformly Conformed” is that how to avoid or reduced to loses which are caused by disaster. It is the main mode which is used by the Capitalist countries. • China takes the “Disaster to be Separately Interpreted”. The main point for China is not only save the damage, but also make all people in the country work together under the guidance of CCP rebuilding the home. Adama Mickiewicza Daily Order and Special Order • When the state is in the “Daily Status”, it is in the “Daily Order”; when it is in the “Special Status”, it is in the “Special Order”. • There are two kinds of combination of the “Daily Order” and the “Special Order”. The first kind is: “Daily Order” → “Special Order”. The second kind is “Daily Order” → “Disorder” → “Special Order”. Adama Mickiewicza The direct combination of the “Daily Order” and the “Special Order” • The real root of panic to public is not the ruin of any kinds of regime, but the society falls into the status of “Disorder”. • In the Capitalist countries, the “Daily Order” and the “Special Order” combine with each other directly. The “Order Vacuum” will not happen. • Before any actual physical damage, the narrative of disaster has already begun. All factors in the society, including government and people, are in the process of power. In the name of “Humanism”, all people are put into the power structure of the state. Adama Mickiewicza The non-direct combination of the “Daily Order” and the “Special Order” • Why China does not establish any particular laws to unify and deal with the disaster? Because the particular laws will make “Disorder ” disappear. • On one hand, Chinese government needs to join the Global System, so it has to follow some strict rules. On the other hand, Chinese government has to keep its special position, so it always asks for the chance to strengthen its figure. The “Disorder” which is caused by disaster offers the “Space of Narrative” to Chinese government. In such space, Chinese government can do anything by its own willing. Adama Mickiewicza What experiences China should learn and what aspects China should add in its narrative of disaster. • China should draw lessons from the “Disaster to be Uniformly Conformed”, and establishes the “semispread ability” system. • China should make its narrative of disaster more comprehensive and humanistic.
