Puetter, Professor in Public Policy at the Central European
University in Budapest, argues that the European Council has
obtained a leading role in policy-making in all new areas of EU
activity. It sets the main policy objectives and reserves the right to
finalize decisions that are considered to have fundamental
repercussions on domestic policy-making. The meetings of the
heads of state and government have become the focal point of EU
politics. Member states have repeatedly rejected new major
transfers of ultimate decision-making powers to the supranational
level. Yet there seem to be no signs of integration fatigue.
Decentralised political authority requires a constant process of
consensus generation among member state governments and the
core institutions, so as to bring national-level legislative and
executive decisions in tune with commonly agreed EU objectives.
Puetter concludes that the Council spends more time on nonlegislative decision-making and intergovernmental policy debate
than ever before.

deadlocked situations and giving birth to new initiatives. In her
dissertation for Leiden University, she explores the dynamics that
drive the agenda composition within the European Council. She
focuses on models that explain political attention allocation,
prioritisation of national interest versus the common good, as well as
political responsiveness in general.

Sejmu: Solidarność i duma. Jest to z jednej strony komentarz do
wydarzeń społeczno-politycznych w Polsce ostatniego
ćwierćwiecza, z drugiej zaś osobista refleksja nad obecną sytuacją
kraju. Sytuacja ta – podkreśla autor – wymaga dziś do wszystkich
zaangażowania i troski, wymaga działania i sprzeciwu wobec sił
spychających kraj na rozdroże, na którym pozostaje wybór
wyłącznie między światem postkomunistycznych układów a
demagogią populistów. "Musimy pokonać tych – pisze Tusk – którzy
pod fałszywymi hasłami obrony demokracji chcą chronić własne
przywileje; musimy zatrzymać tych, którzy w imię przełomu pragną
wszystko wywrócić do góry nogami, zawracając nas do punktu
wyjścia". Solidarność i dumę Donald Tusk traktuje jako swój
obowiązek – obowiązek świadka i uczestnika wydarzeń, które
zmieniły bieg historii; jako głos w dyskusji o przeszłości i przyszłości
Polski.

Książka Marka Migalskiego to błyskotliwa analiza ostatnich lat
polskiej polityki, prowadzona od afery Rywina po dziś dzień (ostatni
rozdział napisany już po wygranej Komorowskiego). Choć książkę
napisał czynny polityk, nie jest to partyjna wizja dziejów, odwrotnie wielu czytelników zaskoczy to, jak bardzo w swoich ocenach
Migalski mija się z sądami prezesa PiS. Począwszy od oceny
Donalda Tuska z roku 2005 (gdyby wygrał, zdaniem autora, byłby
najlepszym liderem IV RP i gwarantem jej wprowadzenia), po
krytykę rządzenia Polską przez premiera Kaczyńskiego. W tej
zaskakującej analizie polskiej polityki najbardziej negatywną
postacią okazuje się Bronisław Komorowski, opisywany jako
bezbarwny i bezwolny zakładnik dawnych postkomunistycznych
środowisk.

domu, postanowiłam wziąć sprawy w swoje ręce i żyć tak, jak chcę.
Bez dopasowywania się, bez poświęcania, bez życia w cieniu.

Most EU-scholars conceive of the EU as a multilevel polity with
strong powers to regulate economic policy externalities among the
member states but little power to intervene in, let alone assume,
core functions of sovereign government ('core state powers') such
as foreign and defense policy, public finance, public administration,
and the maintenance of law and order. This book challenges this
view. Based on a systematic comparison of integration processes in
military security, fiscal policy, and public administration, it finds
steady progress in the integration of core state powers although with
substantial sectoral variation. But the EU is not heading towards
state-building. In contrast to the historical experience of national
federations, the European integration of core state powers proceeds
mostly by regulating national capacities, not by creating European
ones, and leads to territorial fragmentation rather than increased
cohesiveness.
