19th month summary 27.04.2012 Projekt realizowany przy wsparciu finansowym instrumentu finansowego LIFE+ Komisji Europejskiej oraz Narodowego Funduszu Ochrony Środowiska i Gospodarki Wodnej Project cofinanced by LIFE+ financial instrument of European Commission and Polish Fund for Environmental Protection and Water Management Activities in March-April 2012 • Declaration and Network: Good Climate for Counties (C6) • LCSI monitoring activities (E1) • Carbon footprint calculations (E3) • A monitoring visit of ASTRALE team Declaration DOKLIP • Two counties showed interest in the declaration and decided to sign it: – Tczewski (pomorskie) – Wąbrzeski (kujawsko-pomorskie) • The declaration have been annouced publicly by a special press event before Ist Polish local governments climate conference on 19th April 2012 Declaration DOKLIP The conference • • • • Over 80 attendancies (excl. spekers) Opening speach from the Senator Jadwiga Rotnicka Special address of prof. Jerzy Buzek, europarliament Cooperation with other projects: – – – – COME2COM of KAPE Agency (financed by IEE) iSWORD of IBS Intitute (financed by EFS) KLIMAT of IMGW Institute (financed by 5th FP) BEAM21 of Boell Brandenburd (financed by IEE) • Press coverage of the event: 15 relations Declaration DOKLIP The conference • 14 presentations, of which 2 international…: – Anthony Weight from Cornwall Council invited by CEP – Simona Constantin from EC DG Climate Action invited to present on the event of LIFE+ 20th anniversary • …and 2 of national officials: – Jan Rączka, president of NFOŚiGW – Piotr Żuber from the Ministry of Regional Development See the full agenda See the presentations Declaration DOKLIP The conference - pictures Opening of the Ist day All seats taken Speach of the British guest Film premiere See more pictures The discussion Opening - IInd day LCSI’s monitoring Interview analysis • Main outcomes of the interview analysis: – Most of leaders react negatively to climate change, but positively to climate mitigation and adaptation – Climate change is not well understood – there is a lack of good knowledge about it – Climate change is seen as not very important to the local communities (only 3,1 points in 7 points scale) – Climate change is seen as a problem abstract to the needs of people (over 30% of responses) LCSI’s monitoring Interview analysis • Main outcomes of the interview analysis: – Local authorities and administration would like to work agains climate change on the strategic level with projects generating high costs – Local leaders and business opt for work on a basic level to generate savings – Main obstacles are seen in lack of funds, experts and proper consciousness of the people LCSI’s monitoring Interview analysis • Main recommendations from the interview analysis: – The project should prepare a proper package of information for the county leaders on climate change, mitigation and adaptation – To activise people against climate change a problem should be addressed as a one which affects people directly in their everyday life – The project should tell not only WHAT, but also WHO should act against climate change Carbon footprint calculations Actual works • Experts are preparing their methodology and calculations. Both should be ready in May 2012. Monitoring visit Recommendations • Invoices should be more precisely signed with the project agreement number • Timesheets should be prepared on a daily manner, with more attention to the real time of work time in the project • Project should be promoted better.
