INTRODUCTION
WPROWADZENIE
This is the third issue of the PRESAFE Centre Bulletin. As
mentioned in the previous issues, the aim of this publication is to
inform a possibly broad panel of readers on the activities of our
Centre as well as on various important national and European
events in the area of the safety of operation of pressure equipment.
Next Bulletin will be issued at the end of 2004.
In this issue we give you some information on the following
subjects:
• News and current activities of the Centre
• Workshops and seminars concerning pressure equipment and
European Pressure Equipment Directives
• Conferences related to the activities of the PRESAFE Centre
• Questionnaire
Przekazujemy Państwu trzeci numer Biuletynu Centrum
PRESAFE. Celem tej publikacji jest informowanie możliwie
szerokiego grona odbiorców o działaniach prowadzonych w
naszym Centrum, jak również o istotnych wydarzeniach w kraju i
Europie, związanych z tematyką bezpieczeństwa urządzeń
ciśnieniowych.

new application form concerning the certification/recertification
of the personnel according to PN-EN 473.

¾ Office of Technical Inspection has issued new regulations
concerning the OTI conditions obligatory for pressure equipment.
They are mainly addressed to pressure equipment manufacturers,
designers, maintenance and installation technicians and to other
people involved in pressure equipment industry, including
scientists.
¾ Products successively certificated by the UDT-CERT are
presented, and a newly proposed NDT training centre, certified by
UDT-CERT, is described.

About TAIEX
Czym zajmuje się TAIEX
T.A.I.E.X. is the Technical Assistance and Information Exchange
unit of Directorate-General Enlargement of the European
Commission. In operation since 1996, TAIEX provides centrally
managed short-term technical assistance in the field of
approximation, application and enforcement of legislation. Its
services are complementary to the several alternative assistance
programmes the European Commission offers to new Member
States, candidates for accession to the European Union, and the
countries of the Western Balkans.
The role of TAIEX is that of a catalyst, channelling requests for
assistance as well as that of a facilitator acting as a broker
between the concerned institutions and European Union Member
States for the delivery of appropriate tailor-made expertise to
address problems at short notice

Biuro Wymiany Informacji nt. Pomocy Technicznej (Technical
Assistance Information Exchange Office -TAIEX) jest instytucją
doradczą i informacyjną. TAIEX utworzony został w czerwcu 1996
r. jako wspólna inicjatywa dwóch Dyrekcji Generalnych Komisji
Europejskiej: Dyrekcji IA (Stosunki Zewnętrzne) oraz Dyrekcji XV
(Rynek Wewnętrzny i Usługi Finansowe), praktyczną działalność
biuro rozpoczęło od połowy 1996:
od czerwca 1999 r. funkcjonujące w ramach Dyrekcji Generalnej
ds. Rozszerzenia.
Celem funkcjonowania TAIEX jest pomoc państwom
kandydującym do Unii Europejskiej w przystosowaniu przepisów
prawnych do prawa Wspólnot. Chodzi m. in. o dostarczanie
pomocy technicznej krajom stowarzyszonym ze Wspólnotami
Europejskimi, aplikującym do członkostwa w UE, w celu
ułatwienia im dostosowania do wymogów UE, w szczególności
wspierania harmonizacji prawa w obszarze rynku wewnętrznego

EPERC
EPERC
Professor K.J. Kurzydlowski, Director of the Centre, is the Polish
National Representative in the European Pressure Equipment
Research Council. This organization unites manufacturers,
designers, users and servicemen active in the field of pressure
equipment. At the present, EPERC is reorganized into a unit
independent of the European Commission. Experts from the
PRESAFE Centre actively participate in this reorganization..

Obecnie EPERC przechodzi fazę przekształcenia z jednostki
zależnej od Komisji Europejskiej w instytucję w pełni niezależną.

Annual Meeting of the International Advisory Board of the
PRESAFE Centre, 16 – 17 January 2004, Kraków
Coroczne spotkanie Międzynarodowego Panelu Doradczego
Centrum PRESAFE, 16 – 17 stycznia 2004, Kraków
The Meeting was hosted by the representatives of the local agent
of the ABB. The current and future activities of the Centre,
together with its reorganization into an independent unit were
discussed during the meeting. In the nearest future the business
plan for the Centre will be prepared, including the Centre
activities after the EU funds expire.
Spotkanie odbyło się gościnnie w krakowskiej siedzibie koncernu
ABB. Zostały omówione sprawy związane z dalszym rozwojem
Centrum
oraz
perspektywą
przekształcenia
go
w niezależną jednostkę. W najbliższym czasie zostanie
opracowany plan działalności Centrum po zakończeniu jego
finansowania ze źródeł Unii Europejskiej.
Comparison of OTI and EU standards
Porównanie norm UDT i EU
A comparative study is being prepared concerning the pressure
vessels standards operative in Poland and UE (EN 13445).
The main purpose of the analysis is to find similarities between
the Polish and European standards and to define the differences.
This will permit estimating the expenditure of work necessary to
adapt the Polish regulations to European requirements.
This study is based on a thorough analysis of the Polish
documents entitled “Pressure vessels”, accepted by OTI, and the
EU documents – “Unfired pressure vessels”.
The analysis takes into account 4 sections: materials,
production, design and safety systems. A rough estimation revealed
the following differences:
European standards demand that materials should have
specified properties, confirmed by appropriate certificates, whereas
materials accepted by OTI should be characterized by technical
data specified by the producer and be approved by the OTI
technical inspection. Other differences were found in the manner of
material marking.
When the production process is in question, the two documents
contain similar issues and no significant differences were found.
In the design category, many items are similar. However the
main difference lies in that the UE documents do not specify the
requirements concerning hatch covers, kettles and pipelines. OTI’s
documentation does not specify the basic design criteria for
mechanical properties of austenitic steel intended for the
fabrication of pressure vessels. It should also be noted that no
criteria are established necessary for estimating the exploitation
wear.
Both documents include similar contents concerning safety
W trakcie przygotowania jest studium porównawcze dotyczące
przepisów polskich o urządzeniach ciśnieniowych oraz normy EN
13445.
Celem analizy porównawczej jest stwierdzenie stopnia
podobieństwa przepisów polskich i europejskich oraz
wyszczególnienia ewentualnych różnic. Ponadto umożliwi to
pokazanie wymaganego nakładu pracy, który należy włożyć w
dostosowanie dokumentów obowiązujących w Polsce do wymagań
Unijnych.
Studium porównawcze jest wykonywane na podstawie
wnikliwej analizy dokumentów obowiązujących w Polsce, zgodnie
z zaleceniami UDT, mianowicie „Warunki techniczne dozoru
technicznego – urządzenia ciśnieniowe” oraz dokumentów
obowiązujących w państwach Unii Europejskiej, czyli „Unfired
pressure vessels”.
Analiza porównawcza prowadzona jest pod kątem 4 działów –
materiały, wytwarzanie, projektowanie i systemy bezpieczeństwa.
Wstępnie można stwierdzić następujące różnice:
Warunki zadane w przepisach UE mówią, iż materiały powinny
posiadać określone własności, poświadczone odpowiednimi
certyfikatami materiałowymi, natomiast materiały dopuszczone
przez UDT powinny zawierać dane techniczne podane przez
producenta i zaakceptowane przez dozór techniczny. Inne różnice
dotyczą sposobu znakowania wytworzonego materiału.
Biorąc pod uwagę proces wytwarzania, oba analizowane
dokumenty zawierają zbliżone treści i nie zauważono znaczących
różnic.
W kategorii projektowanie występuje szereg podobieństw.
Jednakże znaczącą różnicą jest brak specyfikacji norm odnośnie

systems, but the OTI documents have no specification of danger
protection systems.
A detailed analysis of the documents in terms of their
comparison is now being continued.

Jeśli chodzi o dokumenty dozorowe, zauważono brak
podstawowych kryteriów projektowania odnośnie własności
mechanicznych stali austenitycznej przeznaczonej na urządzenia
ciśnieniowe. Należy także podkreślić, iż nie zawarto danych
dotyczących szacowania zużycia eksploatacyjnego.
Oba dokumenty zawierają podobne treści w dziedzinie
systemów bezpieczeństwa, jednak w materiałach UDT nie zostały
zawarte treści dotyczące ochrony przed niebezpieczeństwami.
W dalszym ciągu trwają prace nad szczegółowym porównaniem
obu tych dokumentów.
Warsztaty PRESAFE dotyczące procedur analizy ryzyka
Workshop on Risk Analysis
Workshops organized with the participation of experts from the
EU (members of the EPERC) will be held in September. The aim
of the workshops is to discuss the procedures obligatory in a risk
analysis in the EU. The number of participants, from Poland and
from abroad, is estimated at 100.
Warsztaty organizowane przy współudziale ekspertów Unii
Europejskiej (członków EPERC), odbędą się we wrześniu.
Poświęcone one będą omówieniu stanu procedur analizy ryzyka w
Europie. Przewidywana liczba uczestników polskich i
zagranicznych – 100 osób.

The Technical Inspection Office organises workshops for
managerial staff, technicians, quality experts and other people
interested in the implementation of the European standards
concerning the safety regulations for technical equipment.
