The signing of the State Aviation Accident Investigation Committee (KBWLLP) resolution
“I am deeply convinced that this decision and the work that the Subcommittee will be realizing and the final findings
of the State Aviation Accident Investigation Commission, will allow us to find out not only what had happened, but
also who is responsible”, said Defense Minister Antoni Macierewicz during the resolution signing ceremony, enabling
the resumption of investigative work on the Smoleńsk catastrophe.
On Thursday 4 February 2016, Defense Minister Antoni Macierewicz signed a regulation formalizing the
organization and operation of the State Aviation Accident Investigation Commission. The signing of the
document took place in the presence of the families of the victims of the Smolensk catastrophe.
During the ceremony, the Defense Minister said, “ (…) This catastrophe is the greatest post - WW II
tragedy in the history of the independent Polish State. We must also say, that this was the greatest
aviation tragedy in the history of world aviation, as in a single moment representatives of all the State
and national elites of the Republic of Poland were killed. The President of the Republic of Poland,
Professor Dr. Lech Kaczynski and his wife, along with Poland’s last President-in-exile. The heads of all
sections of the Polish Armed Forces, Ministers and dignitaries responsible for the security of the Polish
State”, said the Defense Minister.
“Today, after nearly 6 years, we already know quite a lot about the actual course of events that took
place. We know that there was no attempt to call a State Aviation Accident Investigation Commission into
being, as mandated by law, that is, immediately after information was made available as to the course
of events. Five days went by before a commission was called into being, not on the basis of and in
accordance with the provisions of Polish law, but under a foreign diktat, accepting imposed conditions
and later even these conditions had not been met”, stressed the Defense Minister.
“Today we know the scale of these omissions, but needless to say, already in the course of the
Commission's work, Minister Miller noted numerous irregularities, errors, as well as facts that
contributed to the final result that the published results are inconsistent with the actual course of
events”, said Defense Minister Antoni Macierewicz.

The meeting was attended by relatives of those who had been killed in the Smolensk tragedy, including
inter alia, Ewa Błasik (widow of General Andrzej Błasik), Andrzej Melak (brother of Stefan Melak),
Ewa Kochanowska (widow of the Ombudsman, Janusz Kochanowski) and representatives of the
Commission investigating the Smolensk tragedy.
The ceremony was introduced with a short film entitled “Razem służyli Polsce” (“Together They Served
Poland”), presenting the victims of the Smoleńsk catastrophe.
