Istotnym zadaniem Urzêdu Patentowego jest gromadzenie i upowszechnianie informacji o ochronie w³asnoœci przemys³owej, zw³aszcza poprzez zakup literatury i wymianê czasopism oraz dokumentacji z urzêdami patentowymi innych pañstw,
prowadzenie centralnego zbioru polskich i zagranicznych opisów
patentowych oraz œwiadczenie us³ug w tym zakresie.
Na koniec 2003 r. Urz¹d dysponowa³ dokumentacj¹ patentow¹ w ³¹cznej iloœci 41.142,6 tys. dokumentów na noœnikach tradycyjnych oraz na dyskach CD–ROM i DVD.
W ci¹gu 2003 r., w ramach m.in. wymiany miêdzynarodowej, powiêkszono zbiory Urzêdu o:
u 93,1 tys. tytu³ów zagranicznej dokumentacji patentowej
na papierze, osi¹gaj¹c na koniec roku stan 13.723,6 tys.
dokumentów,
u 1.717,9 tys. egz. dokumentów patentowych na dyskach optycznych CD–ROM i DVD (2.037 kaset), obejmuj¹cych opisy zg³oszeniowe wynalazków, opisy patentowe i zg³oszeniowe wzorów u¿ytkowych. Stanowi¹ one kontynuacjê zbiorów otrzymywanych z 20 krajów
i dwóch organizacji miêdzynarodowych; na koniec roku
osi¹gnê³y stan 27.259,3 tys. dokumentów na tym noœniku (18.479 kaset),
u 40 tytu³ów baz bibliograficznych i tematycznych
(619 dysków CD–ROM) z zakresu patentów i znaków
towarowych, stanowi¹cych kontynuacjê dotychczas
gromadzonych i 8 nowych baz.
One of the most important tasks carried out by the Patent
Office is collecting, storing and making available information on
the protection of industrial property, in particular by means of
the purchasing of books and exchange of periodical publications and documentation between patent offices from other
countries, keeping a central collection of Polish and foreign patent specifications and providing services in this field.
At the end of 2003 the total number of 41.142,600 copies of patent documentation on traditional carriers and on optical discs CD-ROM and DVD were held at the Office.
During 2003, the collections remaining at the disposal of
the Office were completed, among others within the framework of international exchange of literature, with:
u 93.100 titles of foreign patent documentation on paper, whereby the collection reached the number of
13.723 600 copies thereof at the end of the year;
u 1.717.900 copies of patent documents on optical
discs CD-ROM and DVD (2.037 cassettes), including
descriptions, patent specifications and descriptions of
utility models. They complete the collections received
from 20 countries and two international organisations;
the number of documents on that carrier reached the
number of 27.259 300 (18.479 cassettes);
u 40 titles of bibliographic and subject-related data
bases on patents and trademarks (619 CD-ROM discs)
which complete the present data bases and constitute
8 new bases.

Ponadto pozyskano:
u 202 tytu³y publikacji (4.858 zeszytów) literatury patentowej, technicznej i prawnej na papierze,
u 158 woluminów druków zwartych o tematyce naukowo-technicznej i prawnej.
Opracowano, usystematyzowano i w³¹czono do zbiorów
wp³ywaj¹c¹ dokumentacjê i literaturê patentow¹.
W 2003 roku Urz¹d Patentowy udostêpni³ czytelnikom
z zewn¹trz i ekspertom UP RP ponad 7,4 tys. teczek z zagraniczn¹ dokumentacj¹ patentow¹. Nale¿y podkreœliæ, ¿e nast¹pi³
wyraŸny spadek zainteresowania czytelników noœnikiem tradycyjnym (papierowym), co wynika ze wzrastaj¹cej ³atwoœci dostêpu do zasobów dokumentacji na CD–ROM i DVD oraz zasobów
dostêpnych w Internecie.
Udostêpniono tak¿e 16,6 tys. pojedynczych polskich i zagranicznych opisów patentowych, 0,6 tys. woluminów druków
zwartych, 0,9 tys. czasopism oraz, w wolnym dostêpie, zbiory
polskiej dokumentacji i literatury patentowej, wykazy zg³oszonych i zarejestrowanych znaków towarowych, wykazy wy³o¿eñ
wzorów zdobniczych.
Wykonano 28.504 wyszukiwañ w bazach patentowych
na CD–ROM dla ponad 5,7 tys. u¿ytkowników z zewn¹trz oraz
pobrano z bazy ARSPATENT oko³o 73 tys. kB informacji dla 1,4 tys.
u¿ytkowników. W ramach dystrybucji sprzedano 1 komplet
bazy TRACES nowej edycji.
Na zamówienia u¿ytkowników wykonano odp³atnie
ok. 190 tys. stron, a dla ekspertów Urzêdu bezp³atnie oko³o
290 tys. stron kopii polskiej i zagranicznej dokumentacji patentowej oraz prowadzono wyszukiwania w bazach danych na
CD–ROM i internetowych.
Do 27 krajowych oœrodków informacji patentowej przekazano 1.773 dyski z pe³notekstowymi bazami na CD–ROM, 454 zeszyty biuletynów patentowych, 191
sztuk dysków z literatur¹ patentow¹
oraz 2.859 egz. opisów polskich
wzorów u¿ytkowych i zdobniczych.
W 2003 r., podobnie jak w latach poprzednich, Urz¹d Patentowy
podejmowa³ szereg ró¿norodnych
dzia³añ maj¹cych na celu upowszechnianie wiedzy z zakresu ochrony
w³asnoœci przemys³owej. Do dzia³añ

Additionally there were acquired:
202 titles of publications (4.858 pamphlets) of patent,
technical and law literature on paper
u 158 volumes of books on scientific, technical and legal
issues.
The received patent literature and documentation was
made up, arranged and added to the existing collections.
In 2003 the Patent Office made available to outside users
and the PPO experts over 7.500 files of foreign patent
documents. A sharp decrease in users’ interest in using the
traditional carrier (on paper) was noticed which seems to result
from more and more easy access to the documentary collections
on CD-ROM and DVD carriers and that accessible on the
Internet.
Over 16.600 individual Polish and foreign patent specifications, 600 volumes of books, 900 periodic publications and
freely accessible collections of Polish and foreign patent literature and documentation, lists of trademark applications and
trademark registrations, and lists of ornamental designs
opened to the public inspection were also made accessible.
28.504 retrievals in the patent data bases on CD-ROMs
for over 5.700 outside users were made and over 73.000 of kB
of the information for ca.1.400 users were searched from the
ARSPATENT data base. One set of a new edition of the TRACES
database was sold in distribution.
Around 190.000 pages of the Polish and foreign patent
documentation on public users’ order against payment, ca
290.000 pages of free-of-charge copies for the Office’s experts
and the retrievals in the databases on CD-ROMs and on the
Internet, were made by the Office.
27 local patent information centres were supplied by the
Patent Office with 1.773 CD-ROM discs with full text data
bases, 454 copies of patent bulletins, 191 discs with patent literature
and 2.859 copies of specifications of
Polish utility models and industrial
(ornamental) designs.
Following the practice of some
recent years, the Patent Office was

the Patent Office at exhibitions and fairs, among others at the Poznañ International Fairs in the exhibition
room “Science to the Economy” (jointly with the European Patent Office), at the Gdañsk Fairs INNOVATION
2003, INTARG Fairs 2003 in Katowice and during the
Exhibition of Inventions in the Museum of Techniques
in Warsaw,
popularisation of the Patent Office’s publications
(“Patent Office’s Bulletin”, “Communications of the
Patent Office” and others); over 20.000 copies of these
publications were sold or freely distributed. The bilingual “Annual Report of the Patent Office of the Republic of Poland” was edited for the 8th time,
preparation, on the occasion of the mentioned 85th
anniversary of industrial property protection in Poland,
a series of the scientific and information materials,
including book editions, ex. “Encyclopaedic Dictionary
of industrial and intellectual property” and the
“Commemorative Book” on the 85th anniversary, as
well as of brochures, comics, posters, banners,
providing consultations, explanations and information
on the issues pertaining to industrial property and industrial property protection to any interested parties.

W zakresie wspó³pracy Urzêdu Patentowego ze œrodkami masowego przekazu
w 2003 r. organizowano kontakty kierownictwa Urzêdu oraz kierownictw departamentów (zespo³ów) i ekspertów z mass mediami,
inspirowano publikacje prasowe, programy
radiowe i telewizyjne na tematy zwi¹zane
z ochron¹ w³asnoœci przemys³owej. W ramach
tych dzia³añ:
u przyjêto 36 dziennikarzy (niektórych
kilkakrotnie); kilku z nich reprezentowa³o stacje telewizyjne i rozg³oœnie radiowe, a pozostali prasê; 46
dziennikarzom i innym osobom zwi¹zanym z mass mediami udzielono
informacji telefonicznie lub korespondencyjnie. Rezultatem wspó³pracy by³y 122 publikacje prasowe lub
w mediach elektronicznych,
u cz³onkowie kierownictwa Urzêdu, dyrektorzy departamentów i przewodnicz¹cy zespo³ów udzielili w 2003 r.
13 bezpoœrednich wypowiedzi mediom na tematy dotycz¹ce ochrony w³asnoœci przemys³owej i prac Urzêdu.
Prezes Urzêdu Patentowego udzieli³a obszernych wywiadów „Rzeczpospolitej” i „Gazecie Prawnej” (dwukrotnie),
wyst¹pi³a równie¿ w 4 programach telewizyjnych i 3 radiowych,
u pracownicy Urzêdu opublikowali 20 artyku³ów zwi¹zanych z ochron¹ w³asnoœci przemys³owej i dzia³alnoœci¹
Urzêdu. Wiêkszoœæ tych publikacji ukaza³a siê w kwartalniku „Rzecznik Patentowy” i miesiêczniku „Nowator XXI”,
tak¿e we „Wprost”, „Polityce” i prasie codziennej,
u nawi¹zano wspó³pracê z nowo powsta³ym miesiêcznikiem PATENT,
u w kwartalniku „Rzecznik Patentowy” ukazywa³y siê systematycznie opracowywane przez rzecznika prasowego UP RP: 1) szczegó³owa kronika wydarzeñ w Urzêdzie Patentowym, 2) obszerne przegl¹dy prasy, w których odnotowywane i komentowane by³y publikacje
dotycz¹ce ochrony w³asnoœci przemys³owej,
u w po³owie 2003 r. uruchomione zosta³y na stronie internetowej Urzêdu Patentowego: Biuletyn Informacji
Publicznej, prowadzony zgodnie z wymaganiami ustawy z dnia 6 wrzeœnia 2001 r. o dostêpie do informacji
publicznej, oraz rubryka „Aktualnoœci”, w której zamieszczane s¹ zwiêz³e informacje dotycz¹ce bie¿¹cych
prac Urzêdu i wydarzeñ z zakresu ochrony w³asnoœci
przemys³owej.

In 2003 the Patent Office co-operated
with mass media. Within the framework of
this activity Office’s Management and heads
of departments were interviewed on issues
related to the protection of industrial property
by the press, broadcasting and TV organisations, published papers in the press. In particular:
u interviews were given to 36 journalists (to some of them even several
times); some of the journalists represented TV and broadcasting stations,
the rest of them represented the
press; 46 reporters and other mass
media representatives were provided
information by phone or mail. The above resulted in 122
publications in the press or in the electronic media,
members of Office’s Management, directors of departments and heads of units made in 2003 13 statements in media on industrial property protection
related matters and the Office’s activities; the President of the Patent Office gave comprehensive interviews to a daily “Rzeczpospolita” and “Gazeta
Prawna” (twice), she also made her appearance in
four TV and three broadcasting programmes,
Office’s experts published 20 articles on the issues of
industrial property protection and the Office’s activities. Majority of these articles were published in a
quarterly “Rzecznik Patentowy” and a monthly “Nowator XXI”, as well as in a weekly “Wprost”, “Polityka”
and in some of daily newspapers,
co-operation was established with a new monthly
publication PATENT,
in a quarterly “Rzecznik Patentowy” the following information were published on a regular basis by the Office’s spokesman: (i) news of the Patent Office, (ii)
reviews of the press publications on industrial property
protection with Office’s comments on them,
In mid 2003 the following appeared on the Patent Office’s website: Public Information Bulletin, which is edited in accordance with the requirements of the act of
6 September 2001 on the access to public information, and the Section “News”, in which short information on current activities of the Patent Office and on
recent developments in the field of industrial property
protection are published.
