The significance of the decision of the ECB to establish its seat in Frankfurt has opened the possibility for new horizons in the vision and declared planning intentions of this city. We may already see this in the Jourdan Hochhausrahmenplan, the city’s “High-rise Scheme”, constituted not simply as the rhetoric of planning but rather as the concrete expression of realisable planning initiatives. In recognising this moment of inauguration, this author was spurred to reactivate some schematic thinking formulated in collaboration with Florian Mausbach in 1983 on the occasion of an architectural exhibition appropriately concerned with architecture in transition. We see in this present text, in its renewal of a thinking springing from some twenty years ago, a particular bridging between former expressions of the grounds of urban planning in its relation to architecture, old metaphors and conflicts, in conjunction and relation with an emerging future that attempts to propel something of the foundations to a humanist tradition in town planning. In what follows, we have attempted to hone a renewal and renovation of our thinking in an essay we date from March 2004. We offer its translation across three borders and three tongues which also invoke three traditions and modes of reception: in German, as this is the native language of the project, the housing of its thinking and horizons for its realisation; in Polish for the recognition of contemporaneous parallels in the formation and projection of similar projects we have recognised in Warsaw; and in English as it is recognised that reception of our thinking of the architectural has met its most intense response in practices embedded in the milieu of this language. And, finally, in Hebrew, we offer three words as we recognise in this language whereof the light came into the world. Forword Vorwort 1 Mit der Entscheidung der EZB, ihren Sitz in Frankurt zu nehmen, ist Teilwirklichkeit geworden, was der Jourdan`sche Hochhausrahmenplan, nicht eng in Paragraphen, aber weit, als Entwurf, Wurf und Vision, als Willen der Stadt Frankfurt, formuliert. Dies war für den Verfasser willkommener Anlass, einen zusammen mit Florian Mausbach 1983 formulierten Gedanken zu überarbeiten, weiterzuschreiben. Alte Metaphern und Konflikte sollen dadurch der Vergangenheit, ein Versuch humanistischen Städtebaues der Zukunft angehören. Nachfolgend ist dieser neue Aufsatz, im März 2004 so geschrieben, abgedruckt. Auf Deutsch, weil Muttersprache des Projektes, auf polnisch, weil in Warschau zwischenzeitlich verwandte städtebauliche Ansätze ihr Licht erblickten, auf Englisch, weil bislang die intensivste Rezeption in dieser Sprache erfolgte. Drei Worte hebräisch, hier kam das Licht in die Welt. Projekt zu einem Wolkenkratzer in Frankfurt am Main: Campanile 2 Einwurf zur Struktur der Europäischen Stadt im Übergang und Plädoyer für eine humanere Form des Urbanen Notwendigkeit der Theorie ? Das architektonische Projekt als theoretische Performation gibt es seit Vitruv über Fischer von Erlach zu Corbusier und Ungers als Absichtsdarstellung für das zukünftige Sein und mehr, als es Gregotti - für den italienischen Raum - oder Rem Koolhaas für globale Dimensionen schildert, als kritisches, historisches und theoretisches Instrument architektonischer, urbaner Arbeit. In der Ambiguität des Gezeichneten - hier liegt ein schier unermessliches Feld für die theoretische Arbeit des Architekten - liegt auch Poesie und schöpferisches Potential für werdende Realität, liegt Stoff für kritische Diskussion und mögliche Weichenstellung für städtebauliche und damit wirtschaftliche und kulturelle Entwicklung. In Richtung einer neuen europäischen Polis ? Im Gegensatz zu den gezeichneten Utopien der 60-er Jahre ist das hier vorgelegte Projekt Campanile, zu einem Wolkenkratzer einer nächsten Generation in Frankfurt, kein Versuch durch Prolongation des Machbaren dieses einzugrenzen, sondern realer Beitrag zur Stadtentwicklung, Versuch, eine neue vertikale Form in der Mainmetropole zu ertasten, die aus dem Bestehenden heraus ihr Sein rechtfertigt. Eine Form, die danach verlangt, in einem neuen Zeitalter der europäischen Stadt ihre Zukunft erahnt. Ein Wolkenkratzer als Campanile. Seit dem Mittelalter war der Typus des Campanile eine prägnante vertikale Form parallel zu horizontalen Baumassen, derjenige von Giotto in Florenz für die Baugeschichte einer der wichtigsten in einem Zeitalter wirtschaftlicher und geistiger Wiedergeburt. Im Heute und Morgen neue Architektur machen, heisst unweigerlich auf das Bestehende Rücksicht nehmen und für die junge Generation von Architekten mehr sogar: von dem Bestehenden lernen, tradierte Harmonien weiter entwickeln, ganz konkret: bei dem Vorhaben einer neuen vertikalen Baumasse diese als empathisches Pendant zu einem in der Umgebung Vorhandenen auszubilden. Dies kann eine Markthalle, ein Strassenbahndepot, der Bahnhof, ein Häuserblock, eine Fabrikhalle etc. sein. Wenn jetzt, nachdem Mitte der 80-er Jahre des letzten Jahrhunderts, eine neue Hochhausgeneration in Frankfurt in Angriff genommen wurde, mit dem Neubau der EZB, möglicherweise in der Tradition des Expressionismus der 1920-er Jahre, der zwischenzeitliche Hochhausentwicklungsplan ausformuliert wird, über die nächste Generation gedacht werden soll, so kann dies von entscheidendem Vorteil für die Lebensqualität der Metropole sein, vorausgesetzt, dass weiterhin städtebauliche und verkehrstechnische Aufgaben behutsam gelöst werden, neue Vorhaben sich mit schon Bestehendem positiv und kritisch auseinandersetzen und eindeutige Korrelationen und mehrfache Identifikationen geschaffen werden. Dass diese Idee, insbesondere die des Hochhauses als "Campanile", von dem Planungsdezernat der Stadt Frankfurt geboren wurde und internationale Resonanz erfuhr, ist richtungsweisendes Zeichen für eine neue und behutsamere Politik des Urbanen, für eine Stadtentwicklungskonzeption, die nicht mehr städtisches und ländliches zu einer grauen Masse vermengt, nicht graue Zwischenstädte wie aus einer Zeit des Frühkapitalismus kreiert, sondern positive Abgrenzungen ins Auge fasst und dadurch ein grosses Potential in sich birgt, städtische und gleichzeitig ländliche Werte für sich zu erhöhen und in eine neue Dimension zu bewegen. Wie von John Summerson als Instrumente, Ansätze und Strukturen in der Retrospektive beschrieben: könnten diese für unsere Perspektive ausschlaggebend sein ? In Frankfurt als einer Stadt gotischer Tradition könnte gerade der Geist des Vertikalen, die seit dem 12. Jahrhundert u.Z. transponierte Idee des Himmels auf Erden, zu einer Weiterentwicklung im oben dargelegten Sinn beitragen. Der Wolkenkratzer als adäquate urbane Form für das Zentrum einer Metropole ist mitnichten in Frankfurt die konsequente Weiterführung des erhöhten architektonischen Strebens, zu dem beispielsweise entlang des Mains, auf dem Riedberg und in Goldstein die Ecksteine schon in anderer Form gesetzt wurden. Transformation urbaner in metropolitane Struktur. Für diese neue Wolkenkratzergeneration gibt es die beschriebene Rücksicht auf und Einbindung in die Tradition und im Streben danach könnte das heißen, dass nicht mehr abstrakte Einzelobjekte von der Stange implementiert, sondern räumliche Kontinuität bewahrt als auch geschaffen wird. Im Projekt Campanile geschieht dies durch die Amalgation und Neuformulierung räumlicher Konzepte - addierte und transformierte urbane Einzelelemente wobei gleichzeitig klare Identität des Neuen höchste Priorität hat. Die Ambiguität im Masstab und im Thematischen müsste sich bei einer detaillierten weiteren Auseinandersetzung in Textur, Material, Farbgebung, in der Proportionierung und dem Masstäblichen fortsetzen. Es stellt sich die Frage, ob und wie der humanistsiche Dreischritt von Sehen, Erkennen und Agieren, von Sockel, Schaft und Kapitell Basis dieses Neuen sein darf. Grammatikalische Ausdrucksformen, die die Gestalt kontrollieren ? Architekturtheoretischer Rahmen Die Korrelation von Schein und Sein ist ein Problembereich, der hier nur am Rande interessiert; trotz und gerade wegen der Autonomie guter Architektur dürfen profane Parameter und Bezugspunkte nicht ausser Acht gelassen werden; Natur in der Stadt und Stadtleben haben miteinander zu tun, die Sedimentierung dessen darf sich nicht nur in dekorativen Attributen oder gebrauchswerthaften Attitüden enthüllen, sondern muss sich im sinnlich Erfassbaren und im konkreten Gebrauchswert, in Wohnqualität, Funktionalität und sozialer Integrität zeigen. Was sich gegen Ende des zwanzigsten Jahrhunderts im Zuge der Bloch`schen Wiederfindung von "Heimat" bei den Architekten als "Genius Loci" im Sprachgebrauch eingebürgert hat, darf nicht im Verbalen sich verlieren, aber auch keine Reproduzierung von hinterfragenswerten Nach-Gründerzeit-Klassizismen oder unreflektierte Schemen aus einer mathematisch-graphischen IT-Welt hervorrufen. Statt dessen werden strukturelle, räumliche und symbolische Elemente vergangener Architektur auf ihre Brauchbarkeit hin überprüft und dasjenige destilliert, das im Rahmen zukünftiger Bauproduktion, aber auch des Schaffens neuer Form als respektierende Fortschreibung des Bewährten und sedimentierende Identifikation, in der geistigen Auseinandersetzung mit einer neuen Generation, die Diffusheit der 90-er Jahre sich entledigt habenden Bauherren sich erarbeiten lässt. Ist es das Gesetz nur, das uns Freiheit geben kann ? Is Theory a Necessity ? How do we understand the agency of the architectural project ? By this we mean the project that is not instrumentally translating functional restraints into constructible forms, but rather projects a question open to the future possibilities of architecture and urbanism. We are able to mark in the history of architecture, from Vitruvius, Fischer von Erlach, Le Corbusier to contemporaries like Ungers, that the architectural project exists as the activation of a certain theoretical performativity, as a projective future. Our estimation is, even beyond our recognition of the contribution of Gregotti to the Italian milieu or Rem Koolhaus within global frameworks, that architectural projects offer themselves as the activation of instruments for critical engagements across historical and theoretical approaches. At the core of the architectural project is the drawing, in the sense of a speculative drawing on and drawing out, the agency of the sketch that opens an uncertainty precisely in the sense of a poetics of the inventive, a potentia as the gathering possibility of inauguration of the new. The “projective” encompassed in the name “project” is an anticipative encounter with another order and hence an activation of another history, at times an overwhelming field for theoretical enquiry in architecture. It opens, in speculative fashion, other horizons to critical discussion and perspectives, possible positions or vantage points from which to question the constitutive elements of the urban, with respect to economic and cultural development. This project before you invokes a long history of building types, established from before the Renaissance, and singles out the Campanile in a critical renewal of building traditions. We need to immediately contrast this project to the drawn utopias of the 1960s, to which it might invoke a resonance. We see those utopias as schemes that attempted to extend the possible in projects that drew a border between the fantasy of projection and the limitations of fixing the reality of what can be done. The Campanile skyscraper project is both a visionary model of a new opening to a thinking of the planning of the city of Frankfurt and an entirely realistic contribution to town planning itself. Its vision and realism is simply stated: it is an attempt to formulate a new vertical element for the centre of metropolitan Frankfurt, a new element that itself emerges from a clear recognition of what is there already in existence. This element at once responds to a city already formed and opens that existing formation to the needed recognition of a new era of the European city. Campanile and / as Skyscraper Since the times of the Middle Ages we are able to register the Campanile as a distinctive and incisive vertical element juxtaposed to its neighbouring horizontal massing. The Campanile by Giotto in Florence marks its significance in an age already marked by economic and intellectual renaissance. How do we today approach the consideration of the historical, of historicity and a legacy of the past in the constitution of projects of renewal? How do we make architecture for today and tomorrow and acknowledge what has come before? How do we consider what is already in existence in the bringing into existence of the new? To think the present otherwise such the new opens to us is already to think the past otherwise than as we have thought it, as with, for example, the recognition of the Campanile as something other than a building type submerged in historical time. To be precise, it may mean to consider a future vertical edifice as a strong counterpoint to its adjacent urban massing, whether this be a market hall, a tram depot, a train station, an urban block or a factory. If we have already mentioned the arrival of the ECB in Frankfurt and an inauguration, a moment of release and renewal for a new generation of tower blocks in this city, we need earnestly to think this beyond the frameworks of expressionist traditions of skyscrapers we associate with the 1920s of Chicago or New York. This inauguration is paralleled by the full development of the Hochhaussentwicklungsplan, the “High-rise Development Plan,” which allows us to consider what lies ahead in our urban development, particularly with respect to a new sense of urbanism and vibrancy. Crucial here is the most scrupulous and critical consideration of what it means to speak of an ‘urban context.’ There are both pragmatic considerations and a cautious approach to a sense of place. Hence we need to engage fully with issues such as strategies of traffic engineering and similar elements of city life, infrastructural considerations of urban utility and amenity. But as well, there are considerations of the multifarious assemblages that constitute a sense of identity, identification and constitution of place, more difficult to produce than engineering solutions to utility delivery. But, we see how and from where the reception of a Campanile has sprung. It initially emerged from the Planning Authority of Frankfurt itself and received international response, which set a trend or momentum for the thinking of a new and careful urban politics. What is new here? We see, for example, a break for a thinking of urbanism as a mixed assembly of rural an urban attributes, which, in spite of the early and hopeful formulations of such thinking, has emerged in the gray nothing we currently associate with mass urbanism. Rather, we consider sharper borderlines that pronounce more fully the enhancing quality of the rural juxtaposed to the urban, moving each into a new dimension of emergence. We are reminded of some precepts offered by John Summerson: instruments, concepts and structures. A renewed thinking of their applicability is crucial for our perspective. And we cannot overlook an older legacy invoked by this name Frankfurt. It was a Gothic city, imbued by a tradition of verticality that, since the twelfth century, transposed the idea of heaven to this earth. In a renewal of such legacy we think the skyscraper as that verticality of an architectural pursuit, which also may recongise in the present its grounding presence or cornerstones in two already constituted strategic settings: along Frankfurt’s main river, at Riedberg or in Goldstein, cornerstones have already been positioned. Transition: Urban as Metropolitan Structure As we have stressed, with this new generation of skyscrapers there is a strong recognition for and integration into tradition. This implies, above all else, that we are not fixated on ready-made implementations as expedient development but rather spatial continuity as a thing at once preserved and renewed. This goes to the core of the Campanile project in its formulating anew the spatiality of concepts and the conceptuaisation of spatiality, in the clarity of its sense of identity and in its transforming of elements of the urban. A key to this approach is a question of scale and the relays between an overall schematic thinking and the question of detail. Hence ambiguity of scale and theme would be continued in detailing by a careful approach to the issues of texture, materiality, colour, proportioning and differential scale of elements. This relay is nothing other than the fundamental recognition of the grounding principle of the human with respect to any question of making, of techne or poesis. Hence we consider the relations between seeing, recongising and acting, Classical motifs that inaugurate the segmentation and taxis of the Classical edifice itself: base, shaft and capital. The renewal of these principles in the context of inauguration that heralds the Campanile project is the foundation of a new idea both in the approach to appearance and in the grounding of concept. Thoughts into Architectural Theory But we should not be misled here. A concern strictly with correlations between appearance and what exists is actually of marginal concern. There is a sense of autonomy that singularly marks good architecture, and in spite of or perhaps because of this autonomy, more profane issues cannot be easily ignored or omitted. We speak of ‘city life’ and must acknowledge here an immanent relation between nature in the city, the nature of city and the life of a city. This is not a consideration that should simply be treated by decorative motifs, by the image of nature as applied surface, nor by recourse to a blinkered approach to practical concerns. Rather it demands an evolving approach that imbricates and entwines a panoply of concerns: sensuality and practical value, quality of living and functionality as constitutive of social integrity. Indeed we need to consider the more recent legacy of Ernst Bloch and his seminal thinking on the domestic. Such thinking should not be lost in empty rhetoric of theoretical positioning nor should it be overtaken by the promotions of uncritical production currently emerging from graphically oriented mathematical and information technology milieux. Rather, we stress here, with our scheme, structural, spatial and symbolic elements of past architecture activated and renewed in a context of pragmatism with respect to current demands of urban settlement. This emerging production recognised its distillation in a climate of intellectual struggle, in the company of a new generation of clients who have overthrown a vagueness we associated as endemic to the 1990s. We propose an elemental building designed within parameters defined by the frame of realistic future building production, the appearance of forms acknowledging the legacy of their emergence, and as the slow sedimentations of identification in the construal of place. We perhaps acknowledge the bind of and challenge the closure to the antinomy that suggests it is only law that guarantees our freedom.
